    SYNERGY BETWEEN STAKEHOLDERS IN WASTE MANAGEMENT PROGRAM THROUGH SIDARLING APPLICATION IN DENPASAR CITY

    The volume of waste in Denpasar City continues to increase yearly, and the amount of waste that is not handled is also relatively high. In accordance with the mandate of the Undang-Undang Nomor 18 Tahun 2008 concerning Waste Management and Derivative regulations have also been issued to strengthen the implementation of the law, namely Peraturan Pemerintah Nomor 27 Tahun 2020 concerning the Management of Specific Waste (such as hazardous and toxic waste, construction waste, medical waste, etc.), the Denpasar City Government made an innovation, namely a waste management program, through the SiDarling application. Researchers want to see how the synergy is built between stakeholders and how synergy is developed between stakeholders in waste management programs through the SiDarling application. Researchers will analyze stakeholders using the theory of Maryono et al., which classifies stakeholders into 3 (three), namely primary, secondary, and key stakeholders. The research method used is qualitative. The research results indicate that the SiDarling application's potential to create synergy among waste management program stakeholders has not yet been completely realized, as seen from the lack of participation of society in the program. What becomes an obstacle is that communication and coordination with the society community are still ineffective even though socialization and education have been carried out, and this is felt to be less massive. With various existing problems, it is expected that the Denpasar City Government can evaluate the performance of the program in order to achieve the common goal of reducing the volume of waste in Denpasar City

    EFFECTIVENESS OF THE STUNTING REDUCTION ACCELERATION PROGRAM IN GUNUNGSITOLI CITY

    Stunting of toddlers is a major nutritional problem in Indonesia. In Gunungsitoli City, the prevalence of stunting in 2021 was recorded at 26.3%. This study aims to determine the effectiveness of the stunting reduction acceleration program in Gunungsitoli City, using Budiani (2009) theoretical indicators consisting of the dimensions of program target accuracy, program socialization, program goal achievement, and program monitoring. This study uses a qualitative approach; data is collected through interviews with key and supporting informants and qualitative data analysis. The results of the study show that the obstacles in the effectiveness of the stunting reduction acceleration program in Gunungsitoli City are based on indicators of the accuracy of program goals, program socialization, achievement of program goals, and program monitoring and can be concluded that it has been implemented effectively, where the reduction of stunting rates in Gunungsitoli City as one of the goals of the integrated stunting reduction acceleration program. Communication between agencies must be further improved so that the effectiveness of the stunting program is as expected

    OPTIMIZING THE USE OF ARTIFICIAL INTELLIGENCE IN INCREASING PUBLIC PARTICIPATION IN DIGITAL SERVICES

    The development of digital governance has ushered in a new era of public administration, where the Tangerang City Government has implemented the Tangerang Live platform to provide online public services. The Tangerang Live application not only changes the way the government provides services, but also the way citizens participate. This research aims to explore the potential use of artificial intelligence in increasing digital public participation. The method used is a qualitative method by mapping public service platforms based on digital public participation features, as well as identifying the potential and opportunities for the use of AI in encouraging digital public participation. Data was collected through interviews and focus group discussions with informants from the Tangerang City Government which included the Communication and Information Service, the Manpower Office, the Population and Civil Registration Office, and the health Office. Documentation studies are also carried out to strengthen the foundation in the analysis process. The results of the study show that the level of public participation provided in the Tangerang Live application is at the consultation level.  Optimization of the use of AI to increase public participation in online services can be designed by opening up participation spaces from various channels, which are then supported by the application of AI.     PUBLIC SERVICE QUALITY IN THE APPLICATION OF E-PBB AT THE REGIONAL REVENUE AGENCY (BAPENDA) SURABAYA

    This research examines the quality of public service in the application of E-PBB at the Regional Revenue Agency (BAPENDA) Surabaya, aiming to evaluate the effectiveness of the application in supporting ease, security, and citizen satisfaction in tax services. This study uses a qualitative method, collecting data through interviews and observations with E-PBB users and BAPENDA officers. Using Parasuraman's ServQual model, the analysis focuses on five service quality dimensions. The results indicate that in terms of reliability, the E-PBB application achieved 85% but still requires improvements in information accuracy and processing speed. In the assurance dimension, the application shows an 80% success rate but needs better information on security systems and more responsive technical support services. Regarding tangibles, the application achieved 75% and requires interface design improvements to make it more accessible and understandable for users. Additionally, empathy scored 70%, where users expect more friendly and informative direct support when facing technical difficulties. For responsiveness, the E-PBB application reached 78%, though there is a need to improve response speed to user inquiries and complaints. Based on these findings, several recommendations are proposed to improve the quality of the E-PBB application service, including a user education program, strengthening technological infrastructure, and enhancing data security protocols. An intensive user education program and easier access to help centers will assist users in understanding and operating the application independently. Investing in a more robust server system and regular maintenance will ensure the application operates steadily, especially during peak usage times. Additionally, strict security protocols such as data encryption and cybersecurity threat monitoring will provide users with a sense of security. These recommendations are expected to improve the public service quality provided through the E-PBB application, strengthen public trust, and enhance user satisfaction in fulfilling their tax obligations online

    COLLABORATIVE GOVERNANCE STRATEGY IN INTEGRATED LICENSING SYSTEM ON THE AUTHORITY TO REVOKE MINING BUSINESS LICENSES FROM THE MINISTRY OF ENERGY AND MINERAL RESOURCES TO THE INVESTMENT COORDINATING BOARD

    There are several problems with this collaboration: First, BKPM's authority is obtained through the Peraturan Menteri Energi dan Sumberdaya Mineral Nomor 19 Tahun 2020 concerning Amendments to the Peraturan Menteri Energi dan Sumberdaya Mineral Nomor 25 Tahun 2015 concerning Delegation of Authority to Grant Licensing in the Mineral and Coal Mining Sector in the Framework of Implementing Integrated One-Stop Services to the Head of BKPM (the Permen ESDM 19/2020) which was then emphasized by the Keputusan Presiden Nomor 1 Tahun 2022 concerning the Investment Task Force, but there is a problem that the granting of the delegation is not in accordance with the Government Administration Law. Second, the collaboration policy between KESDM and BKPM is not quite right if based on the Collaborative Governance theory proposed by Ansell and Gass, namely four variables consisting of initial conditions, institutional design, facilitative leadership and collaboration processes, from the data that the author found many companies that owned mining business permits (IUP) that were revoked by BKPM filed lawsuits at the State Administrative Court and the main topic of the lawsuit was the issue of BKPM's authority in the revocation. This study uses a qualitative descriptive method of analysis in the form of Ansell and Gass's theory of government collaboration, a review of government authority, and aspects of mining licensing. The conclusion of this study is that the Collaborative Governance policy between KESDM and BKPM is ineffective because there is a conflict of norms, and the strategy for effective collaboration is to obtain the basis for policy determination and an in- depth study of the philosophical, sociological, and empirical aspects

    The inclusiveness of regional government policies can create policies that are not only legal and effective, but also support sustainable development that supports justice and equality, especially in the formulation of revised Regional Spatial Planning (RTRW). Therefore, public involvement in formulating this RTRW Regional Regulation is a very important focus, public in the sense of not only civil society (Community) but also all elements from Academics, Entrepreneurs, Non-Government Organizations (NGOs), Environmental Activists so that the resulting formulation is in accordance with expectations of the interests of society. Public policy inclusiveness refers to an approach in designing and implementing policies that ensures equal participation, benefits and protection for all levels of society, regardless of differences or discrimination and can increase social justice, reduce disparities and build a stronger and more sustainable society. The method used in this research is qualitative with a descriptive type. The activity carried out by the author in this activity is to collect data that is closely related to the processes and stages of regional government policy inclusiveness in the RTRW Regional Regulation, which can be used as a grand theory or theory for basic reference in answering the problem formulation.     The Central Statistics Agency (BPS) 2021 stated that only 48.48% of households had their own houses in Jakarta throughout 2021 while the rest were still in irregular status. The selection of the study area is supported by several problem issues, including Tambora has a high density of 49,841 people/km2, into extreme poor areas and there are still physical problems in the residential, social and economic environment. The DKI Jakarta Provincial Government in overcoming the problem of settlement arrangement has issued a program Community Action Plan (CAP) and Collaborative Implementation Program (CIP). The analysis of the research was carried out by analyzing factors based on the approach of Ansell and Gash (2008), Edward DeSeve and H. Moore (2009) and Nabatchi and Leighninger (2015) and then formulated the best strategy using IFE and EFE analysis, SWOT and QSPM. The conclusion drawn is that it is not optimal Collaborative Governance caused by several factors that have not performed well, namely public participation factors, governance Governance, commitment to goals and access to resources while good factors are transparency and accountability. Optimization strategy Collaborative Governance which were formulated include 1) Partnership, 2) Policy Integration, 3) Political Commitment, 4) Human Resources Improvement and 5) Upgrade Program

    THE ROLE OF REGIONAL DISASTER MANAGEMENT AGENCIES IN NATURAL DISASTER MITIGATION IN CIANJUR DISTRICT

    To reduce the high impact of disaster risk, BPBD Cianjur Regency has made several efforts, one of which is the pre-disaster stage, namely disaster mitigation. This research aims to analyze natural disasters that often occur in Cianjur Regency and the need for natural disaster mitigation measures in order to minimize the risk or impact caused. The theory used in this research is the role theory proposed by Haroepoetri Arimbi and Santosa (2003). The result of this research is that BPBD Cianjur Regency in the implementation of natural disaster mitigation focuses on non-structural mitigation by running several programs. Overall, the implementation of the mitigation program has been running well but has not been maximized due to the limited budget and the vast area of Cianjur Regency, making it difficult for BPBD to run and develop natural disaster mitigation programs in all areas of Cianjur Regency

    SERVICE QUALITY IN HANDLING PUBLIC COMPLAINTS AT THE INTEGRATED POLICE SERVICE CENTER (SPKT) OF THE SUKABUMI CITY POLICE RESORT

    This research focuses on the quality of service provided by the Integrated Police Service Center (SPKT) of Sukabumi City Police. The purpose of this study was to determine and describe the services provided by the Integrated Police Service Center (SPKT) of Sukabumi City Police in handling public complaints. The method used is descriptive qualitative with data collection through observation, interviews and documentation. The theory used in this research is Zeithaml et al (1988) with five dimensions namely (1) tangibles, (2) reliability, (3) responsiveness, (4) assurance, and (5) empathy. In this study, researchers used non-probability sampling and purposive sampling techniques to determine informants. The results of this study indicate that based on the five dimensions, the tangibles aspect shows quite good quality even though there are still weaknesses in terms of infrastructure such as service rooms and parking lots that are still limited. The reliability dimension is quite reliable, but there is still room to improve several things such as the delivery of clearer information regarding procedures, flow, and requirements for making reports. Meanwhile, the dimensions of responsiveness, assurance, and empathy show good results with improvements

    Strategic management in government is a systematic process of formulating, implementing, and evaluating key decisions taken by the government to achieve its strategic objectives. These objectives may include improving people's welfare, developing infrastructure, reforming the bureaucracy, or achieving other long-term visions. This research uses a qualitative approach using descriptive methods to obtain an in-depth understanding of the Strategic Management of the Berau Regency Government in responding to the impact of the issuance of Mineral and Coal, the Undang-Undang No. 3 Tahun 2020 on community welfare from 2020 to 2022 in the form of public policy. The sources of information in this research are Berau Regency DPMPTSP employees and Berau Regency DPRD members. Information collection was conducted through interviews, observation and documentation. The results of this study indicate that the Strategic Management carried out by the Berau district government through the Berau DPMPTSP office and the Berau district DPRD has not run optimally. This is because the DPMTSP Office as the executive in the government and the DPRD of Berau Regency as the legislative body of the government in Berau Regency are not given enough space and authority in the management of natural resources in the region, especially in terms of mining, this is caused by regulations from the central government that limit the authority and involvement of local governments in the management of mining and mineral natural resources in Berau Regency
