Democratization, impacting the increasing demands people's participation in public policy, demand transparency, accountability and quality of public performance. Descriptive research is a study of the problems in the form of the current facts of a population which aims to test hypotheses or answer questions relating to the current state of the subject under study. Correlational research is to study the characteristics of the problem in the form of a correlational relationship between two or more variables which aims to determine whether there is an association between two or more variables, as well as how far the correlation that exists between the variables studied. The research method of data with secondary data research types are the type of research data obtained institutional data from the Unit Pelaksana Teknis Dinas Pendapatan Provinsi Jawa Timur through observation, also use this type of research primary data obtained through field surveys. The research sample used all employees serve as responden. The collecting data through observation and questionnaire. Answer the problem formulation used descriptive statistical analysis tool with the help of a frequency table and regression models using SPSS release 16. Hypothesis testing produces, indicating that the hypothesis 1 is accepted, it means the variable partial application of e-Banking System has a positive and significant impact on the performance of Cash Adminstration. The results of hypothesis testing indicates that the hypothesis 2 in this study received, meaning that in partial Revenue Application Implementation (SAP) has a positive and significant impact on the performance of Cash Adminstration Variation of performance can be explained by the Adminstration Cash independent variables of e-Banking System Implementation and Application of Revenue Application (SAP) and while the explained by other factors. Along with increasingly society demands against cause community health services become more hearts selectively choose services of a hospital. In Tuban, health facilities in the last 5 years been progressing well. A number of health care facilities, both public and private spread in various corners in the district of Tuban. But unfortunately, it has not been accompanied with good service quality. Yet many people who complain of health services. The complaint include related health services that are less professional, less complete laboratory facilities, supply drugs that are not qualified and indications misdiagnosis in patients. Of these issues, it is still traumatized society. This research is a qualitative descriptive study, conducted in dr. R. Koesma Tuban hospital using qualitative data analysis techniques to the steps of data reduction, data display and conclusion. Supporting factors in this study is the socialization of health care programs, facilities and infrastructure, and has authority in the organization of medical services and medical and non-medical support. While the limiting factor is no gap between the provision of incentives for civil servants and non-civil employees, there are officers who provide health services does not match SOP. Suggestions from this research is to recruit new personnel or skill improvement through training for human resources in dr. R. Koesma hospital to the needs of the specialist personnel, improve the management of hospital budgets in order to be able to finance it’s operations, as well as to improve the welfare of its employes, as well as effective communication training to be more professional in serving patients.Keywords: Implementation, Policy, Health Servic
Evaluasi Kebijakan Perda No. 4 Tahun 2013 Tentang Penanggulangan HIV/AIDS di Kota Surabaya (Kajian Terhadap KPA (Komisi Penanggulangan AIDS) dan data kasus HIV/AIDS tahun 2010 s/d 2014 di Kota Surabaya)

In connection with this, then in order to provide legal certainty and protection against any efforts to combat HIV and AIDS in Surabaya established Regulation No. 4 Year 2013 on HIV and AIDS. In this study used qualitative research methods and evaluation methods used "Before and After Comparasions" so that the evaluation process by comparing the data of cases of HIV / AIDS in Surabaya from 2010 till 2014 the condition of case data before and after the policy is implemented regulations. Strategy or focus of the work program KPA as a commission appointed in efforts to prevent and control HIV / AIDS, currently only focuses on the patient only (OHDA) and community groups both the profession and the environment prone to HIV transmission. This is contrary to the legislative text. The level of success of the implementation of Regulation No. 4 in 2013 is still very much in doubt or can be said to be unsuccessful. The establishment of legislation and its implementation assessed not much influence. Data HIV / AIDS cases were discovered during the period of the year is contrary to the government's efforts Surabaya in HIV / AIDS by issuing Regulation No. 4 in 2013. KPA should be able to be a separate organizational structure with an arrangement of more detailed sub- structure and focus . Employment patterns and job description based on operating procedures are standardized (standard operating procedure or SOP ) of each part can be made more complex but not too long and more directly with the responsibilities that can be measured, so it can be better controlled and effective and seriousness in handling HIV / AIDS cases in the city of Surabaya can be seen. Besides, it could monitor the medical theraphy’s result by the patient and also collaborate with other healthy proffesional to improve quality life of the patient. The objective of this research is to explore APA’s factor that affects the quality pharmacy services of pharmacies which has not been done at Bangkalan District by the pharmacist that the manager of the pharmacy (APA) and to determine the variables of APA’s factor the most influence on quality pharmacy services of pharmacies. This research used an observational framework of cross-sectional analytic and sample collecting methode by Simple Random Sampling towards 52 pharmacies at Bangkalan District. Type of data has been used was primary data based on give questioner and observation towards APA at Bangkalan District. The results using multiple linear regression. The results showed that the partial all of APA’s factor that tangible, reliability, responsiveness, assurance, and emphaty had a significant impact on quality pharmacy service of pharmacies with level of significance under of α = 0,05. Membership data collection continued through cooperation between Bapemas and the Department of Health to add and remove members of PBI budget Surabaya. Get PDFEducation as a means to foster and enhance the dignity of the nation, the major media to revive the character of the Indonesian nation, and as the formation of the concept of nationalism. Education system in Indonesia has been viewed yet managed to build Indonesia's human character. The system of education in Pamekasan been contained in Regulation No. 13 Year 2006 on Implementation of Education. However, these regulations do not contain the concept of education in a comprehensive and substantial, so it does not have a significant impact on the character development of students.Based on the basic ideas of this study very strategic position to evaluate the education legislation, in order, first to analyze why education is not effective regulation, so it has not had a positive impact for the formation of the character of the students, both to analyze the factors causing ineffective education regulations. All three analyzes efforts to streamline the regulation of education in character building of students. The research was conducted using qualitative research approach by interview, observation, and document analysis. The findings of this study is the first regional district education Pamekasan Regulation No. 13 of 2006 did not have a positive impact in shaping the character of the students, so that local regulations are necessary improvements, as some criteria for the success of the policy is not optimal. Second, causes no impact to the effective education of local regulations; lack of socialization, lack of loyalty and quality of human resources, lack of facilities and supporting infrastructure, lack of commitment to implementing education, low exemplary teachers, and the lack of unity among all stakeholders of education in shaping the character of students. Third, for effective implementation of local regulations in order to have a positive impact on the educational development of students' character; matter of local regulations must contain a substantial character education and konperhenship, the operational guidelines and institutional character education, the commitment of the implementers to implement local regulations with good education (good execution). The monitoring and evaluation, penalties for students who violate firmly and pedagogical. Recommended study: Required the improvement of local regulations to be more done about the substantial and comprehensive character education. Regulations required the regents. Socialization improving local regulations evenly to the level of the educational unit. The existence of monitoring and evaluation team. Get PDFThis study aims to verify and analyze the effect of policy implementation appointment of secretary of the village into the civil service, individual characteristics, organizational characteristics of work motivation and performance of the village secretary. This study is a quantitative research survey explanatory (Burhan Bungin, 2010: 35) which will prove a causal relationship between independent variables (independent variables) are variables of policy implementation, the variable characteristics of the individual and organizational characteristics of the variable with the dependent variable (dependent variable) the variable work motivation and variable performance of the village secretary. Around 153 respondets taken as randomly from secretary of the village. Data collected by using questionaire list and analyzed using SPSS version 17.0 and SEM programs – LISREL 8.50. Based on the research objectives, results and discussion in the research, conclusions can be stated: The implementation of the policy, organizational characteristics have a positive relationship to the motivation to work, while the individual characteristics have a negative relationship to the motivation to work. Patterns of relationships and patterns are a significant influence on organizational characteristics variables, whereas the pattern of relationships and patterns do not significantly influence the implementation of policies contained in the variable and individual characteristics. Tenth, work motivation, implementation of the policy and individual characteristics have a positive relationship to performance sekdes, whereas organizational characteristics have a negative relationship to performance. Patterns of relationships and patterns are a significant influence on the individual characteristics variables, whereas the pattern of relationships and patterns that no significant effect found on the motivation variable, implementation of policies and organizational characteristics. Keywords: Implementation,individual and organizational characteristics, work motivatio

Get PDFLocal elections directly elected by the people who provide its own color pattern or against the government, especially the enactment of Act No. 32 of 2004, stated that people have the power to elect the Governor / Deputy Governor, the Regent / Deputy Regent or mayor / deputy mayor. This study aimed to analyze the characteristics of visionary local leadership and resources to analyze the function of supporting the visionary leadership elections of regional heads directly. Furthermore, the focus of this study, are as follows: (a) observed karaktetristik leadership candidate regional head / mayor in the election of local leadership in Surabaya, (b) observing the support resources that influence the selection of areas that include leadership, attitudes and behavior in support of a worthy candidate to lead the area, and (c) observing the behavior of the people in the choice of the Candidate Head of Region at the time of implementation of local elections. While the analysis of the data using descriptive qualitative approach.The first results show, for the implementation of direct elections held, the reality has yet to produce an appropriate regional head leader societal expectations, it is because regional head candidates elected not reflect the characteristics of a visionary leader. This is because local elections are no longer an effective means, there is an issue in many ways, many people believe that elections merely as a means for someone who has a particular interest to achieve their own interests, not the interests of the people again, and second, the results of research indicate that the function of supporting resources to the elected leadership is influenced by regional heads: the level of public trust, the quality of candidate the personality of the candidate and the head area.
