Get PDFWork Measurement is a management controlling in a company to investigate the work standard if the organization reaches the target or not. In Ministry of Home Affairs’ decree number 61 at 2007, article 127 clause 2 which pointed that the BLUD evaluation and assessment work is purposed to measure the level of the BLUD result management achievement is like decreed in business strategy and estimate plan. One of the work measurement methods comprehensively is using the balanced scorecard. It uses four perspectives; they are the customer perspective, the financial perspective, the internal business process perspective, and the learning and growth perspective. This research aim is to analyze Badan Layanan Umum Daerah work in the customer perspective, the financial perspective, the internal business process perspective, and the learning and growth perspective. This research method is quantitative descriptive, uses primary and secondary data. To measure the customer perspective work, it uses customer satisfaction survey to 100 patients. To measure the financial perspective, it uses liquidity, solvency and activity ratios. The internal business process perspective uses the indicator of outpatient and hospitalization service measurement. While the learning and growth perspective uses employee work satisfaction survey to 87 employees of RSUD dr. Koesma Tuban district. The research result in RSUD dr. Koesma Tuban district can be concluded that from the result financial perspective measurement can be categorized to measure financial perspective. There is one ratio with deficient category from three ratios which are measured, it is activity ratio. The internal business process perspective measurement, for outpatient indicator is gotten from outpatient visit which tends to increase year by year, and hospitalization indicator only has four of six indicators which are not in ideal value. ANALISIS FAKTOR-FAKTOR YANG MENYEBABKAN RENDAHNYA PENYERAPAN ANGGARAN BELANJA PADA SKPD KABUPATEN TUBAN
Get PDFPenyerapan anggaran merupakan salah satu indikator yang dapat menunjukkan berhasilnya program atau kebijakan yang dilakukan pemerintah. Rasio realisasi terhadap anggaran mencerminkan terserapnya anggaran dalam melakukan berbagai program yang telah ditetapkan. Dengan pertimbangan ini maka kemampuan menyerap anggaran oleh pemerintah daerah dapat menjadi indikator kinerja pemerintah kota/kabupaten. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menyebabkan penyerapan angggaran di Kabupaten Tuban pada triwulan III tahun 2015. Penelitian ini menggunakan metode deskriptif kualitatif dan data yang dianalisis terdiri dari data primer dan data sekunder. Data primer diperoleh dengan bentuk wawancara dan kuesioner terhadap pihak-pihak yang berhubungan langsung dengan proses penyerapan anggaran belanja seperti , Pejabat Pembuat Komitmen, Pejabat pelaksana teknis Kegiatan, Panitia Pengadaan Barang dan Jasa dan Bendahara Pengeluaran. Data sekunder diperoleh dari Laporan realisasi pelaksanaan kegiatan pembangunan di kabupaten Tuban triwulan III tahun 2015. Hasil penelitian menunjukkan bahwa penyebab dominan rendahnya penyerapan anggaran pada SKPD kabupaten Tuban triwulan III tahun 2015 adalah faktor Sumber Daya Manusia dengan presentasi sebesar 54,64%. sedangkan faktor utama dalam Sumber Daya Manusia yang menyebabkan rendahnya penyerapan anggaran pada triwulan III tahun 2015 adalah Jumlah SDM yang memiliki sertifikat terbatas sebesar 62,5%,, PPK/PPTK melakukan rangkap tugas dalam kegiatan pengadaan barang jasa sebesar 61,8% dan kurangnya perlindungan hukum bagi pelaku pengadaan sebesar 61,4%.Kata Kunci : Penyerapan Anggaran Belanja, Sumber Daya Manusi
THE INFLUENCE OF TOTAL QUALITY MANAGEMENT ON GOOD GOVERNANCE THROUGH COMMITMENT ORGANIZATIONAL OF STATE SENIOR HIGH SCHOOL AND VOCATIONAL SCHOOL IN SURABAYA
Get PDFThis study aims to analyze the influence of the Total Quality Management to Good Governance through the organizational Commitment. There are six elements on Total Quality Management, which are Leadership, Education and Training, Support Structure, Efective Communication, Reward and Performance Measurement especially in state senior high school and vocational school in the city of Surabaya. To achieve those objectives the survey was conducted by collecting data with the instrument of questionnaires, the data were analyzed by using Structural Equation Modeling with using Amos software version 21 in order to test a model that has been collated in a framework based on the theory and empirical studies. The results showed that (1) the Total quality management is implemented by educational institutions through Leadership, Training, Support Structure, Communication, Reward and Performance Measurement. The improvement of each element in an total quality management may affect to the implementation of good governance in educational institutions in the city of Surabaya through organizational commitment, unless the elements of leadership and training did not affect significantly to the implementation of Good Governance or which have legal certainty, responsive, open, manage budgets, accountable, effective, efficient and ethical. Implementation of Good Governance can be embodied either by increasing the commitment of government actors in this case were the perpetrators of education that will create public service in the field of education in accordance with desired by the community. (2) Management Model of integrated quality in state senior high school and vocational school need to realize some of the necessary elements are Leadership, Training, Structural Support, Communications, Choice and Performance Measurement for the elements of the educational institutions can support the implementation of good governance. Midwife is one of the health workers have an important and strategic position in providing health services. Studies conducted in hospitals Syamrabu said that 53.3% of patients were less satisfied with the services of midwives.This research method uses a quantitative approach and the kind of research the correlation. The population is all inpatients in hospitals Syamrabu IRNA C. Techniques of collecting data using questionnaires. Data analysis using Chi Square test.The results showed that nearly all respondents say satisfied with the services and communication midwives in hospitals Syamrabu IRNA C Bangkalan. COMMUNITY PARTICIPATION IN EDUCATION MANAGEMENT FOR IMPROVING QUALITY EDUCATION
Get PDFThis research deeply discusses about implementation of community participation in the education management in Primary Shool (SD) and Islamic Primary Shool (MI) in Sidoarjo District, in East Java especially related to the participation processes, forms or models, levels or strata and functions, the obstacles or problems and the supports factors, and how to overcome all problems, and to find alternative participation implementation models. Moreover, this research follows Moeover, this research infolved School Commite, Head Master, and Community leader in 18 Sub Distrcts in Sidoarjo District of East Java Indonesia. The conclusion and suggestions, of the research can be seen as follow : Community Participation in Edication Management has functions as : (1) Community fund rising; (2) the improvement of community attention and commitment; (3) the improvement of parent and community participation to make a better quality of education; and (4) the evaluation and supervision of education policy and the product of education. The opstacles of the community participation in education management are : (1) In Planning; (2) In Organizing and implementing; and (3) In monitoring and evaluation. The supporting factors are : (1) In planning and monitoring by using School Website; (2) BOS/BOSDA (School Operatinal Fund) very helpful for the poor parents to reduce the school payment; (3) Teacher Sertification Programe give positif impact to increase the spirit of teaching and learning process in the shool. Suggestions/Recommendations are : (1) School Commity needs reposition; (2) School need democracy improvement; (3) School needs improvement of tranparancy, acuntability, and responsiveness; (4) School needs improvement of cooperation with Higher Education; (5) District Government should give Recommendation Easily for the CSR (Corporate Social Responsibility) programe; (6) School Commity needs  support from everybody to the positif effort for better quality of education; (7) To know deeper about the positive impacts of Website or the development of Information, Communication, and Technology (ICT) in Education Management, needs further and deeper research mus be done. ANALISIS SURVEI KEPUASAN MASYARAKAT TERHADAP PELAYANAN PUBLIK DI RSUD KABUPATEN SAMPANG (Studi Deskriptif Di RSUD Kabupaten Sampang)
Get PDFBy looking at the increasing environmental demands on the quality of service, the necessary efforts to increase the quality of service by comparing the services expected by the service perceived by the public. Therefore, the government should take immediate measures of health care quality improvement efforts, so that the perceived benefits of the service as much as possible and improve the health of Indonesian society in general and especially for the people around the area Sampang. The research objective is to analyze the quality of services provided by hospitals to the community Sampang.This study didesaian descriptive quantitative with cross sectional approach. The object of research is based on the calculation Kep.MENPAN No. 25 in 2004 with the formula (number of elements + 1) x 10 = (160 + 1) x 10 = 170 respondents. Data collection tool using a questionnaire developed from PERMENPAN RB No. 16, 2014 consisting of 9 elements. Results obtained from 9 elements developed into 16 sub-indicators there are three elements that have unfavorable category. These three elements are the requirements, implementing procedures and behavior, which are then counted as a whole to look at the quality of service in get IKM value of 2.54 x 25 = 63.5 which can be categorized B (Good). From the analysis of researchers suggested the Sampang District Hospital to always make improvements, especially in the three elements considered less good, namely, requirements, procedures and executing behavior.Keywords: Public Satisfaction Survey, Public Service
PENGARUH MOTIVASI BIDAN TERHADAP IMPLEMENTASI KEBIJAKAN REGISTRASI BIDAN DI IBI RANTING KOTA PAMEKASAN
Get PDFRegistrasi bidan merupakan sebuah proses dimana seorang bidan harus mendaftarkan dirinya secara periodik guna mendapatkan kewenangan dan hak untuk melakukan tindakan profesionalnya setelah memenuhi syarat-syarat tertentu yang ditetapkan oleh organisasi profesi bidan. Tujuan penelitian ini yaitu menganalisis pengaruh motivasi bidan terhadap implementasi kebijakan registrasi bidan. Penelitian ini merupakan penelitian kuantitatif dengan pendekatan crosssectional. Variabel independen yaitu motivasi bidan sedangkan variabel dependen adalah implementasi kebijakan registrasi bidan. Populasi dalam penelitian ini adalah semua anggota IBI ranting kecamatan kota pamekasan, dengan sampel sebanyak 141 bidan. Pengambilan sampel dengan simple random sampling. Analisis yang digunakan yaitu analisis univariat dengan tabel distribusi frekuensi, analisis bivariat dengan crosstab dan uji statistik dengan menggunakan regresi logistic. Berdasarkan hasil penelitian diperoleh data bahwa motivasi bidan sebagian besar memiliki motivasi kuat. Implementasi kebijakan registrasi bidan sebagian besar tercapai, dari hasil uji statistik dengan menggunakan coeffitient contingency menyatakan bahwa ada pengaruh antara motivasi bidan dengan implementasi kebijakan registrasi bidan. nilai r nya adalah 0,749 sehingga korelasinya kuat dan faktor motivasi dapat mempengaruhi implementasi kebijakan registrasi bidan sebesar 74,9 % dan 35,1 % dipengaruhi oleh faktor lain. Implementasi Anggaran Berbasis Kinerja Terhadap Akuntabilitas Pada RSUD dr. R. Koesma Kabupaten Tuban
Get PDFBerlakunya peraturan yang mengatur tentang suatu perubahan sistem pengelolaan keuangan negara yang mana diperkenalkannnya pendekatan penganggaran berbasis kinerja tidak serta merta bisa segera dapat diimplementasikan pada suatu daerah dan SKPD sebagai perangkatnya. Keberhasilan implementasi anggaran berbasis kinerja sebagaimana tercantum dalam Buku Pedoman Penyusunan Anggaran Berbasis Kinerja yang diterbitkan Badan Pengawasan Keuangan dan Pembangunan (BPKP) tahun 2005 dipengaruhi oleh beberapa faktor, yaitu (1) Kepemimpinan dan komitmen dari seluruh komponen organisasi, (2) Fokus penyempurnaan administrasi secara terus menerus, (3) Sumber daya yang cukup untuk usaha penyempurnaan tersebut (uang, waktu dan orang), (4) Penghargaan (reward) dan sanksi (punishment) yang jelas dan (5) Keinginan yang kuat untuk berhasil. Dengan metode total sampling terhadap 19 pejabat RSUD dr. R. Koesma Kabupaten Tuban yang terlibat dalam penyusunan anggaran dengan pendekatan penelitian secara kuantitatif. Variabel independen penelitan ini adalah : Perencanaan Anggaran, Pelaksanaan Anggaran, Pelaporan/Pertanggung Jawaban anggaran dan Evaluasi Kinerja. dependen penelitan ini adalah : Akuntabilitas Kinerja Hasil penelitian pada RSUD dr. R. Koesma Kabupaten Tuban menunjukkan bahwa (1) Dari faktor perencanaan diketahui sebagian besar responden menyatakan kurang terlibat dalam perencanaan, (2) Dari faktor pelaksanaan sebagian responden menyatakan pelaksanaan anggaran baik, (3) Dari faktor Pelaporan diketahui sebagian besar responden menyatakan pelaporan anggaran baik, dan (4) Dari Faktor Evaluasi diketahui, sebagian besar responden menyatakan evaluasi anggaran baik. Pencapaian akuntabilitas pada RSUD dr.R.Koesma Tuban diketahui sebagian besar responden menyatakan akuntabilitas baik. Dari uji Chi Square diketahui bahwa faktor perencanaan dan pelaporan pengaruhnya rendah terhadap akuntabilitas, faktor pelaksanaan pengaruhnya agak rendah terhadap akuntabilitas, sedangkan faktor Evaluasi cukup mempengaruhi akuntabilitasKata kunci: Implementasi Anggaran Berbasis Kinerja, Akuntabilitas Kinerja, Teori anggara
Hubungan Sosialisasi Program BPJS Terhadap Pemahaman Tentang Hak Peserta BPJS Kesehatan Di RSUD Syarifah Ambami Rato Ebu Bangkalan
Get PDFThe members’ right and obligation about healthy of BPJS is stated in BPJS rule No. I in 2014. The society’s participation in BPJS program is very significant to guarantee their healthy. So, they must understand well how to register and take care the process of BPJS services in order they can get a maximum service. This issue is being discussed by government. The research design is Cross Sectional design by two variables, those are BPJS socialization and the understanding of the BPJS members’ right. The population is 108 members and the sample is 85 members in internist Poly in Syarifah Ambami Rato Ebu Hospital Bangkalan. The Sampling technique is Non Probability with type of sampling is Incidental Sampling. The instruments is questionnaire by using statistic test that is Lambda Correlation Coefficient. The result of this research showed 55 members (65%) were never given socialization while 52 members (61%) felt less understand about the BPJS right. Based on Statistical of Lambda correlation, the p value : 0,027 < α : 0,05 which it means there was relationship between socialization toward the understanding about the members’ right in Internist Poly in Syarifah Ambami Rato Ebu Hospital Bangkalan. For the following researcher, the researcher suggests to do a research which focuses on the factors that influence the obstacles of health BPJS socialization in order the members are more comprehensive about their rights.
