REGIONAL REGULATION CONCERNING WASTE MANAGEMENT IN KUTA, BADUNG TECHNICAL SERVICE UNIT
Implementation of Badung Regency Regional Regulation No. 7 of 2013 concerning Waste Management is an effort to find out about the policies implemented by the Badung Regency Government for waste management, especially in the Kuta area. This research is a qualitative research in which data is obtained from area observations, interviews, documentation and library research as well as online searches, systematically described in accordance with the formulation of the problem of implementing Regional Regulations and finding obstacles and solutions implemented in waste management in the Service Unit Kuta Technical, analyzed using the Merilee Implementation Model from S. Grindle, namely content of policy and context implementation. The results of an analysis of the Implementation of the Badung District Regulation No. 7 of 2013 concerning Waste Management in the Kuta Technical Services Unit, found weaknesses in the implementation of the Local Regulation policy and several obstacles encountered including the low willingness of the community to sort out their own garbage and often violate the disposal schedule rubbish, adding transportation facilities and infrastructure as well as the existence of Temporary Shelter in each Village / Kelurahan, and the involvement of Indigenous Villages in waste management by incorporating it into set of rules made by and for residents of a village and it’s called Awig-awig
CONFLICT MANAGEMENT AS THE EFFORT OF ACCOMPLISHING REPORT TOWARD MALADMINISTRATION OF THE POPULATION
East Java is one of the regions that have the highest population maladministration reports in Indonesia. In 2017-2018, the Indonesian Ombudsman Representative Office in East Java experienced an increase in maladministration reports. This case caused many complaints from the public regarding the slow progress of population administration and led to internal and external conflicts of employees. This study aims to describe the function and role of the Indonesian Ombudsman Representative of East Java, the report completion process, and the strategy to overcome maladministration reports. This study employs a qualitative case study approach and is supported by the analysis using Atlas.ti software. Data collection is conducted through interviews, observation, and documentation. The findings reveal the role and function of the Indonesian Ombudsman Representative in East Java in terms of their effort to eradicate maladministration. Conflict management using progressive and participative methods (PROPARTIVE) is carried out for the completion of maladministration reports. PROPARTIVE methods explore the objectives of the reporter as a family to be open and mediate all parties to find solutions. The obstacles experienced by the Ombudsman in eradicating maladministration are the limited number of employees, the disobedience of the compliance with competencies, and the uncooperative reports between the reporter and the reported parties. Meanwhile, the supporting factors are the strategic location of the Indonesian Ombudsman Representative Office in East Java, the cooperation between employees and institutions, and the support of the Ombudsman website to facilitate the management of report
POOR ACEH: THE IMPACT OF SPECIAL AUTONOMY AS EFFORT POVERTY REDUCTION IN ACEH
Special autonomy as one of the strategies in overcoming social welfare issues is one of them in Aceh Province. The implementation of regional autonomy after the reforms marked by the issuance of Law Number 33 of 2004 concerning the financial balance between the central government to the regions. The hope is to make the regions more autonomous or independent in government, and a more equal financial structure and the right to manage financial resources that are more transparent. This research focuses on the impact of the implementation of special autonomy in Aceh Province, limited from 2015 to 2019 in poverty alleviation efforts. This study uses a qualitative method with a descriptive approach to literature study and statistical data analysis. Data analysis techniques in this study were using statistical data analysis obtained from BPS. The results showed that special autonomy as an effort to reduce poverty in Aceh has a very good contribution because it has reduced poverty in Aceh from 819 thousand in March 2019 to 810 thousand people in September 2019. And the use of the special autonomy fund was channeled through programs made by the Aceh government in the fields of Education, Health, and the economy
POLICY OF CHINA'S DEBT-TRAP DIPLOMACY: The Influence Of Media In Forming Community Political Opinions
The term debt-trap or Chinese debt trap originated from the introduction of the Belt and Road Initiative (BRI) policy by Chinese President Xi Jinping in 2013 which aims to connect the Eurasian economy with infrastructure, trade, and investment. Debt trap diplomacy is related to the cases that occurred in Sri Lanka and Pakistan. In Indonesia, the policy on cooperation projects in the infrastructure sector existed before the BRI policy was signed and then increasingly under the BRI banner. However, if seen from the SULNI June 2020 data, the value of Indonesia's debt to China is around 1% and the cooperation is mostly in the field of productive infrastructure. If the policy of Indonesia-China cooperation is carried out properly and continues to be introspective both inside and outside, then development funding under the BRI banner can produce good results and can avoid debt bondage. In Indonesia, where most of the people have negative sentiments towards Chinese policies, this often happens and is framed for political consumption which is disposed of to the public through mass media and then used to lead opinions through discussions on social media
EGYPTIAN POLICY BASED ON INSIGHTS OF HISTORY OF MUSLIM MOVEMENT AND SALAFI MOVEMENT
The aftermath of the Arab Spring was leaving a great turnover for many countries as the regime changed, so does Egypt. As one of the most influential countries both in the Middle East and North Africa, Egypt's domestic politics is quite dynamics since immemorial time, from numerous kingdoms, West colonialism until republic under the authoritarian regime in this modern days. For once, the dynamics of politics itself comes from the grass-root level whichever reached the top such as al-Ikhwan al-Muslimun or Muslim Brotherhood and Salafi Movements which caught people’s attention, not only in Egypt but the entire world. Both basically have religious intentions as it is considered Islamic movements except for their differences in political experience, religious interpretation and manners overpower contestation. Although Egypt currently is controlled by a military coup regime that tends to perpetuate the power, the Brotherhood and Salafi Movements which likewise spread to many countries still lurking and it might be consolidating the power to turn back the democracy to Egyptian who suffer from authoritarian style regime ever since the establishment of the nation after independence from British colonialism. PERFORMANCE THE BPSDM OF EAST JAVA PROVINCE IN IMPROVING THE QUALITY OF GOVERNMENT APARATURE SERVICES
Indonesia's Long-Term Development Plan of 2025 resulted in The Undang-Undang Nomor 23 Tahun 2014 about Regional Government and The Peraturan Pemerintah Nomor 18 Tahun 2016 concerning Regional Apparatuses. East Java Province deems it necessary to establish regional regulations regarding the formation and arrangement of regional apparatuses, which results in the change from The Badan Pendidikan dan Pelatihan Provinsi Jawa Timur to The Badan Pengembangan Sumber Daya Manusia (BPSDM) East Java. This research uses descriptive qualitative analytic method which applies theories and concepts about public management and public services, with a focus of research on how the performance of BPSDM East Java Province in improving the quality of the State Civil Apparatus? What are the inhibiting factors and supporting performance of BPSDM East Java Province in improving the quality of the State Civil Apparatus
IMPLICATION OF BUREAUCRATIC REFORM POLICY IN ECHELON III AND IV IN THE ENVIRONMENTAL SERVICES OFFICE OF BLORA REGENCY
The purpose of regional autonomy is to prosper the community by providing good public services to the community. In providing services to the public, the government uses bureaucracy. Bureaucracy thus requires employees with integrity, honesty, and capable. Along with the increasing demands and expectations of the people, the government needs to reform the bureaucracy by removing Echelon III and IV. The aim is for efficiency, effectiveness, and speed in decision making. This new policy makes uncertainty the fate of Echelon III and IV officials. This study aims to find out more deeply about Echelon III and IV reforms at the Environmental Services of Blora Regency. Researchers used descriptive qualitative methods. From the research findings, it was concluded that: a. intensive and dialogical socialization is needed; b. echelon officials who have already approached retirement age, resign themselves to government policies regarding the elimination of echelon III and IV; c. Echelon officials who are young and productive, prefer structural positions because structural positions will get more facilities and welfare than functional positions; d. staff who have the potential, diligently follow the training and have a visionary view, prefer functional positions because if you can meet the credit score, can be promoted faster, and impact on income will increase
IMPLEMENTATION OF COMMUNITY DEVELOPMENT AND EMPOWERMENT AT PT PESONA KHATULISTIWA NUSANTARA
Research with a focus on Community Development and Empowerment in Mineral and Coal Mining Business Activities based on the Minister of Energy and Mineral Resources Regulation Number 41 of 2016 formulates 8 (eight) main programs from the PPM Master Plan (Community Development and Empowerment), namely programs in the fields of education, health, income or real work level, economic independence, socio-culture, environment, the formation of community institutions and infrastructure. Thank you to the Ministry of Research, Technology, and Higher Education of the Republic of Indonesia for funding this research through the Beginner Lecturer Research Grant (PDP) Contract Number 087/ SP2H/LT/DRPM/2020. In the Keputusan Menteri Energi dan Sumber Daya Mineral Nomor 1824K/30/MEM/2018, it explains the main points of the Guidelines for Preparation of Blueprints (Blue Print) and Guidelines for Preparation of the Master Plan for PPM. Minerba mining companies are required to carry out PPM throughout the cycle (exploration to post-mining) and are required to prepare a PPM Master Plan which is consulted and reported on its implementation to the Provincial Government and the Ministry of Energy and Mineral Resources. Provincial governments in areas that have a mining sector are required to prepare a PPM Blueprint and provide instructions to mining companies to prepare a PPM Master Plan. The output expected from this research is: Implement and find out the obstacles faced in the implementation of Community Development and Empowerment at PT Pesona Khatulistiwa Nusantara
EU ENLARGEMENT: TURKISH ACCESSION AND IDENTITY
Turkey is one of the most important countries for the EU because it has a strategic position in Western Europe, Eastern Europe, and even the Middle East. The good relationship between Turkey and the EU is based on history such as war, diplomacy, trade, art, cuisine, to culture. For centuries, the relationship between the two marked the deep economic, cultural, artistic, and social cooperation between the Ottoman Empire and the European powers of the fifteenth to the seventeenth centuries. At the same time, conflict and competition create an identity perception among EU countries towards Turkey. This paper attempts to explain the identity of Turkey and the European Union and to determine whether the identity as cultural or political affected the Turkish application to be a member of the European Union
PERAN PEMERINTAH DALAM PENGELOLAAN PELABUHAN KALIMAS SURABAYA DALAM PERSPEKTIF PERATURAN MENTERI PERHUBUNGAN REPUBLIK INDONESIA NOMOR PM 146 TAHUN 2016
In accordance with Peraturan Kepala Kantor Otoritas Pelabuhan III Tanjung Perak Nomor: HK: 208/01/04/OP.TPr-12, concerning Systems and Procedures for Ship and Goods Services in Kalimas Terminal Article 2, Kalimas Terminal Pier is only for ships carrying out activities loading and unloading of goods. With the provisions, the type of KM (Motor Boat) with a maximum overall length of 55 meters, KLM (Motorcycle Sailing Boat), PLM (Motorcycle Sailboats) and traditional ships. This regulation is strengthened by Surat Edaran Nomor: 11M-003/13/19/Syb.TPr-13, concerning Safety, Order and Smoothness of Ship Traffic at Kalimas Pier, Tanjung Perak. Traditional ships, KLM/PLM and KM alone can be in Pelra Kalimas. That, too, is only allowed to load and unload, if not have to exit. It turned out that a large ship with a cargo capacity of 1,000 tons-3,000 tons entered and filled Kalimas. Because at this time the water is receding, the large KM cannot get out of Kalimas. Its presence as well as close the traffic of small ships. Large vessels meet at Pos 1-3, while traditional vessels, KLM/PLM are 'isolated' at posts 4-5. On the other hand, the Policy of the Peraturan Menteri Perhubungan Republik Indonesia Nomor: PM 146 of 2016 has governed all the provisions of the Operation of the Seaport including the Surabaya Kalimas Port. Research with this qualitative method found that the implementation of the policy was going quite well but there were still some obstacles in the operation of the port of Kalimas
