BRANDING AWARENESS “KAMPUS BELA NEGARA” FOR STUDENTS UPN “VETERAN” JAWA TIMUR (Descriptive Analysis of Public Sector Marketing)
The public sector is all activities carried out by the state apparatus with the aim of meeting the needs of society and solving public problems. UPN "Veteran" Jawa Timur is one of the state universities as a public institution that has branding in marketing. Through branding, it can convey a message to the public and students about the meaning of defending the country itself. However, it turns out that there are still many students who are not aware of the branding of the state defense campus itself. so it is necessary to measure the awareness of the branding of state defense campuses that have never been evaluated by UPN "Veteran" Jawa Timur or abbreviated as UPNVJT. This study aims to measure the level of Branding Awareness of UPNVJT students on the branding of the State Defense Campus. The method used is descriptive quantitative with the technique of collecting data sources obtained by distributing questionnaires. The population in this study were all students of UPNVJT class of 2014-2020, namely 13,915. with a sample to be taken of 389 respondents. The results of this study indicate that branding policies in the public sector are still not supported by the awareness of these public sector managers. The branding awareness of the State Defense Campus is still not at the Top of Mind level so that further treatment is needed to be able to increase public awareness from users
INTEGRATED LICENSING INFORMATION SYSTEM (SIJITU) APPLICATION IN LICENSING SERVICE (A Study at Department of Capital Investment and One-Stop Integrated Services in Ponorogo District)
SIJITU (Integrated Licensing Information System) is an application developed by Department of Capital Investment and One-Stop Integrated Services (DPMPTSP) in Ponorogo District in order to provide effective, efficient, and transparent service in Non-Business Licensing Service. The reason behind SIJITU application is the rise of management information system so it can be utilized in the process of licensing service implementation at DPMPTSP in Ponorogo District. This research aims to identify, analyze, and describe SIJITU implementation in Non-Business Licensing Service at DPMPTSP in Ponorogo District that includes implementation strategy, resources involved, procedure and mechanism, and service improvement through SIJITU. This research is a descriptive research with qualitative approach. The method of data analysis used is data analysis of Miles, Huberman, and Saldana’s interactive model that involves data collection, data condensation, data presentation, and conclusion verification or description. The result of the research is that SIJITU application certainly helps the performance of public service in non-business license field that is held by DPMPTSP in Ponorogo District. Through SIJITU application, the service process can be done transparently with the tracking feature. DPMPTSP in Ponorogo District also tries to increase the officers’ ability through formal and non-formal education, and conducts socialization to the society regarding SIJITU application. CULTURAL VALUES IN POLICY PENETRATION: New Pattern of Communication in Creating Public Obedience
Many studies related to the policy of street vendors relocation in various cities in Indonesia, even in the world. However, there is still limited research examining the cultural variability of government and street vendors. Culture is not the only variable which can influence the behaviour of street vendors in responding the policies, but omnipresent cultural existence becomes a major factor in communication of government policies. The research was carried out in a qualitative explanatorywith the main focus on the implementation of street vendor policy relocation in Yogyakarta City, Indonesia. Data collection techniques were carried out through in-depth interviews with the actors or communicators in the communication of relocation policies to street vendors. The success or failure of the public policy implementation has many determinants. In a system perspective, a policy is in the frame of the environment which requires the integration of all elements which can influence it. This research has found that culture is the main determinant whichcan be one of the determinants of successful communication, creating compliance, forming positive opinions, conformity, and building consensus on the policy of street vendors relocation in Yogyakarta City, Indonesia
APPLICATION OF FIVE-STREAM FRAMEWORK CONCEPT IN E-PROCUREMENT IMPLEMENTATION IN DEPOK: A REVIEW OF LITERATURE
In the current digital era, technology distribution in all sectors is crucial, no exception in the procurement of goods and services sector. Knowing this situation, the government then makes a policy that requires the process of procurement done electronically through the e-procurement application. By implementing this policy, the government expects an improvement of transparency, accountability, and efficiency in the process of procurement. To support this effort, in the year 2018 government also issued the Peraturan Presiden No. 16 Tahun 2018 on Public Procurement of Goods and Services, which provides an expansion of the role for stakeholders to engage in the process of procurement.One of the cities that implement e-procurement is Depok through its Working Unit for Procurement of Goods and Services (UKPBJ). This city even received numerous awards while implementing this policy. Nevertheless, there are many high fraud potential and corruption cases in this sector in the last few years. Through this research, the author seeks to provide recommendations of e-procurement implementation in Depok based on the public policy implementation concept from Howlett (2018), which does emphasize the importance of stakeholder role. The data on this research is gathered through the literature review methods while still paying attention to the credibility of data sources. The results of the analysis using this concept preceded by stakeholder mapping based on Emmy (2015) explanation show that the stakeholder role is crucial and must be maintained. Besides, efforts to increase transparency are also needed to facilitate stakeholders doing their role
HUMP-SHAPED RELATION IMPLEMENTATION IN EAST JAVA
This study aims to analyze the hump-shaped relation of regions in East Java Province. The proof of hump-shaped relation is seen from the influence of the degree of fiscal decentralization on economic growth. Fiscal decentralization analysis which is the ratio of regional original income and total regional expenditure, as well as using control variables consisting of government investment, and education which is implemented with reading and writing ability figures. The method used in this research is the econometrics approach. The model used in this study is the Fixed Effect Model with the Generalized Least Square method. The results of this study indicate that together the degree of decentralization, the degree of quadratic fiscal decentralization, government investment, the Gini ratio, the Gini squared ratio, and education significantly influence the regional economic growth in East Java Province. Partially the degree of decentralization, the degree of decentralized fiscal squared, government investment, the Gini ratio, the quadratic Gini ratio, and education also significantly affect economic growth, and show a hump-shape relationship, namely the degree of fiscal decentralization has a positive effect and quadratic fiscal decentralization hurts economic growth
VILLAGE CAPACITY BUILDING STRATEGY IN EFFORTS TO PREVENT STUNTING IN PANDEGLANG
Local autonomy that revolves in Indonesia has provided opportunities for villages to develop independent villages in accordance with the potential of the villages —in line with the Undang-Undang Nomor 6 Tahun 2014 concerning Villages. The most common health problem in the rural areas and directly related to the quality of Indonesian human resources is stunting. For this reason, this study is intended to illustrate how the strategy of increasing the capacity of organizations and increasing the capacity of village officials in efforts to prevent stunting in villages. Besides the government, stunting prevention in Pandeglang also involves the private sector and academics. These sectors are directly involved in increasing village capacity to prevent stunting. This study used a qualitative approach with descriptive method. Data collection techniques were in-depth interviews, observation, and study of documents related to the research topic. From the results of the study it was found that the ability of organizations in planning, implementing, and evaluating programs, managing village funds, socialization and communication, partnerships, fostering village government and village communities, became the dominant factor in handling stunting in Pandeglang

The reform of public management will have an impact on the demands of qualifications and competency of human resources in government institutions. Grand Design bureaucracy reform is increasing the capacity and accountability of bureaucratic performance. Human resources development of government apparatus in the present must be placed and directed at a position that corresponds to the field of duty. This research aims to see the strategy used by the Department of Small and Industrial enterprises of Bantul District to improve the quality of government apparatus to achieve good governance to be achieved a better organizational system. THE INFLUENCE OF MOTIVATION AND DIRECTION FUNCTION ON EMPLOYEE WORK DISCIPLINE IN THE DEPARTMENT OF TOURISM AND CULTURE OF SOUTH OKU DISTRICT
This research study aims to partially and jointly analyze the influence of Motivation, Guidance Function on employee work discipline, and to analyze the most dominant variables in influencing employee work discipline at the Office of Tourism and Culture of South OKU Regency. Results of regression analysis and the correlation between motivation and discipline Employee employment shows a regression model ? = 3.987 + 0.958X1 + e with a correlation coefficient of 0.900. The results of the regression analysis and the correlation between direction on employee work discipline show the regression model ? = 16,805 + 0.665X2 + e with a correlation coefficient of 0.825. The results of multiple regression analysis and the correlation between motivation and direction together on work discipline show the regression model ? = 2.817 + 0.675X1 + 0.300X2 + e with a correlation coefficient of 0.937 at the 95% confidence level, it is found that motivation and direction can simultaneously predict employee work discipline. Motivation and direction simultaneously have a strong positive effect with work discipline of 86.9% and have a significant effect. The effect of motivation and direction simultaneously on the work discipline of the employees of the South OKU Regency Tourism and Culture Office is 2,817, so if there is an increase in motivation and direction together then this will increase the work discipline of the OKU Regency Tourism and Culture Office employees South with significant .. This research was conducted on 28 respondents with the analytical method used is path analysis using SPSS software
MOVING OUT OF POVERTY MODEL THROUGH COMMUNITY EMPOWERMENT (Study of littoral communities in Makassar)
The aims of this study; 1) to analyze the poverty levels of littoral communities in Makassar. 2) To reinforce the economic sector based on littoral potency by Moving Out of Poverty (MOP) model along with government programs. 3) To utilize the potential and empowerment of littoral communities. Seemingly, poverty as deficient conditions by individuals or communities. Conceptually, this study was conducted by a quantitative paradigm with a case study approach. The data obtained from observations, depth interviews, and questionnaires. The studies showed that: there was a significant effect in strengthening the quality of the human resources to empowerment. Subsequently, no significant effect between economic institutions to empowerment, There was a significant effect between fishing gear or production equipment to empowerment, There was not a significant effect in improving the quality of the human resources to Moving Out of Poverty (MOP) by empowerment, There was no effect between economic institutions and Moving Out of Poverty (MOP) by empowerment, There was no effect of fishing gear to Moving Out of Poverty (MOP) significantly, There was no significant effect between education to Moving Out of Poverty (MOP)
CIVIL SERVICE CANDIDATE TRUST IN GOVERNMENT PERFORMANCE IN IMPLEMENTATION OVERCOMING CORONA VIRUS POLICY IN TANAH LAUT REGENCY
The purpose of this policy communication study was to determine the effect of Mata Najwa's impressions on September 28, 2020, on 17 respondents of CPNS Formation 2019 in Tanah Laut Regency. The focus of the research was determined on the influence of Mata Najwa on the trust of 17 respondents of the 2019 CPNS Formation in Tanah Laut Regency on the performance of the government in dealing with the Corona Virus using the Hypodermic Needle Theory, this theory includes Cognitive Effects, Affective Effects, Behavioral Effects. Policy communication study is a qualitative descriptive study. Data collection was carried out by interview, questionnaire, observation, and documentation. The results of research on 17 2019 CPNS Formation Respondents in Tanah Laut Regency show that there are passive audiences who in different situations can become active audiences. All informants get cognitive effects and affective effects, but on behavioral effects, not all informants experience these effects, but only slightly
