    COMMUNITY EMPOWERMENT STRATEGY TEMAN PROGRAM BASED

    People on the north coast of Cirebon Regency depend on their livelihood from catching sea products. If the weather is terrible, they cannot go to sea, so they do not get income. The community's inability to have a substantial income is the aim of this study, namely how to create productive business groups for fishermen's wives. They help people who can run small-scale businesses to get assistance from academics, industry, and government with the term Triple Helix. The strategy to build the synergy of these three elements is applied through the TEMAN program (Economic Order of the Fishermen's Community) in collaboration between community service in tertiary institutions in partnership with industry in villages around industrial areas through community empowerment efforts, thus forming business groups that produce products in the form of crackers that utilize the remaining processed fish and fat/small crab lemi become a fish paste and crab crackers. The method approach used is descriptive qualitative because it is related to social problems in the community, how to build motivation in the fishermen's wife group to do business so that they can earn even though they are small but sustainable or generic income. The findings from the research on community empowerment strategies based on the TEMAN Program show that access to natural resources, access to community participation, access to markets, and access to information and knowledge proves that community empowerment programs can make small business groups become independent and help economic sustainability.     THE DILEMMA BETWEEN ECONOMIC AND SOCIAL OBJECTIVES IN STATE ENTERPRISES: A Study of Surya Sembada Regional Drinking Water Company (PDAM) In Surabaya City

    The objective of the study was to explain the phenomenon of the dilemma of policy objectives faced by Surya Sembada Regional Drinking Water Company (PDAM) in Surabaya City.State enterprises work with two policy objectives: social and economic objectives. Studies on the dilemma of policy objectives have not been specifically conducted on state enterprises, given that the involvement of political elements cannot be separated from the business processes of state enterprises. This study attempts to examine the theoretical findings of Lipsky’s conflict of policy objectives (2010). Furthermore, Groenendyk (2013) and Christensen et al. (2018) also develop academic results on the reprioritization of policy objectives from elected officials. This study using phenomenology research. The analysis in this study is based on in-depth interviews with executives, legislative, bureaucrats, company managers, and observations and literature studies to support the findings. The results found three things. First, each social and economic objective has five aspects. Second, conflicts still exist between these policy objectives even though Surya Sembada Regional Drinking Water Company (PDAM) has succeeded in achieving its social and economic policy objectives. Third, the reprioritization of the policy objectives from the elected officials (mayors and council members) is dominated by the role of mayors who strengthen social objectives

    ANALYSIS OF LOCAL GOVERNMENT MOBILE GOVERNMENT APPLICATION MAPPING IN EAST JAVA PROVINCE

    Currently, e-government has migrated to m-government. During the COVID-19 pandemic, mobile government is more popular with the public where the recommendations for maintaining distance and staying at home can be implemented while being able to access public services. This study presents the mapping of local government applications and identifies the categorization conditions for the mapping of local government applications in the province of East Java. Researchers used a quantitative approach. Data collection uses secondary data where application data is obtained from the Android smartphone play store. After the data was collected, the researcher used descriptive statistical analysis to map the quantity of applications made by the regional government of East Java province. Then, classify application categories based on Ganapati (2015), namely enterprise-focused apps and citizen-focused apps. This mapping research and application category classification is intended to be a reference for other local governments in the development of m-government. In public administration, this study is useful in the development of m-government science. The results found are regional governments throughout East Java Province have a total of 362 m-governance applications. The majority of applications (86%) are focused on community service and the rest are business-oriented. The highest category in productivity applications and applications for communication. Meanwhile, 14% of applications focus on business activities

    THE 1000 HARI PERTAMA KEHIDUPAN PROGRAM AS AN EFFORTS TO EMPOWER THE PERCENTAGE OF POOR NUTRITION IN BANGKALAN MADURA DISTRICT (the Aspects of Problem Characteristics, Policy Characteristics, and Policy Environment)

    Bangkalan Regency was the region that contributed to the highest cases of malnutrition in East Java in 2018. The Bangkalan Regency Government has implemented the 1000 Hari Pertama Kehidupan program which is a mandate from the Peraturan Presiden Nomor 42 Tahun 2013 concerning the National Movement for the Acceleration of Nutrition Improvement. However, in its implementation, the 1000 Hari Pertama Kehidupan program still encounters many obstacles so that the implementation is not optimal. This study aims to examine the 1000 Hari Pertama Kehidupan program by reviewing the aspects of problem characteristics, policy characteristics, and policy environment using the implementation theory proposed by Daniel A. Mazmanian and Paul A. Sabatier. The method used is a descriptive qualitative approach using data collection techniques through five sources, including archival documents, in-depth interviews, participant observation, and other physical devices. The informant determination technique was carried out by purposive sampling and the number of informants was 10 people. The results showed that the implementation of the 1000 HPK program in tackling malnutrition in the Bangkalan Regency was not optimal. In terms of characteristics, the problem has a fairly high level of technical difficulty and the behavior of the target group is not right. In terms of policy characteristics, program objectives have not been optimally achieved, financial resources are limited, coordination between implementors is not optimal, and the Bangkalan Regency Government does not yet have binding decision rules between OPDs. Then in terms of the policy environment, social, economic, and technological conditions have not supported program implementation, and public support has not been optimal

    LACK OF COLLABORATIVE GOVERNANCE IN BUILDING COMMUNITY DISASTER RESILIENCE

    Many deaths and victims caused by catastrophic natural hazard occurred in Indonesia has proven the weakness of government to create a community disaster resilience among society. Under this circumstance any efforts of government are expected to be solution to stop or at least reduce the nightmare of society when the disaster occurred. This paper elaborates the discussion about building community disaster resilience through collaborative governance performed by Banyuwangi local government in Indonesia. Furthermore, the discussion about community disaster resilience and collaborative governance will be tied up by institutional and socio-ecological context. Therefore, this paper will highlight the role of actors, collaborative process and organization performance rather than any technical attributes from disaster resilience. The finding of this study reveals that there are some inhibiting factors influencing collaboration among actor to build community disaster resilience. The failure to manage these factors has resulting lack of collaboration and lead to weak community resilience in Banyuwangi

    The aim of this paper is to assess the effectiveness of the public service provided to the community by the Department of Population and Civil Registry of West Aceh Regency. Department of Population and Civil Registry of West Aceh Regency is one of the elements of the implementation of the Local Government based on the Qanun above which is a regional technical institution that performs duties and functions of a corresponding authority which has already been established, namely by helping the Regent to carry out certain tasks in the field of administration. The qualitative method used in this research is the case study approach. The findings of this study are that the Western Aceh Disdukcapil government apparatus has been able to provide services to people in need of their services. This can be seen from the level of achievement of good results from the services provided to the community, which has saved time in the service delivery process and saved the cost of managing the community, Responding to needs and satisfaction, providing fair services without discrimination or discrimination on the basis of the principle of justice, maintaining good responsiveness to the community and providing services and completing services on time as promised by Disdukcapil officers

    COLLABORATIVE GOVERNANCE IN THE MANAGEMENT OF VILLAGE-OWNED ENTERPRISES (BUM DESA): CASE STUDY OF THE BUM DESA “SEWU BAROKAH” IN PENATARSEWU VILLAGE

    Development from the village can form a strong village economy that can support the national economy. One of the efforts that can be made in building the village economy is through Village-Owned Enterprises (BUM Desa). The purpose of this research is to describe and analyze the phenomenon of successful management of BUM Desa “Sewu Barokah” in Penatarsewu Village, Tanggulangin District, Sidoarjo Regency in the perspective of collaborative governance. This research is analyzed through the theory of Goldsmith and Kettl which states that there are eight criteria for the success of collaborative governance. This type of research is qualitative descriptive with a case study research design. The technique of determining informants uses the snowball technique, while the data collection techniques are through interviews, observation, a document study, and online data search. Meanwhile, the data validity test was done by triangulating the data source and triangulating the method. This research resulted in findings that the success of BUM Desa “Sewu Barokah” increased its income by three times during the Covid-19 Pandemic because of the involvement of stakeholders. The successful management of BUM Desa “Sewu Barokah” in Penatarsewu Village is by the eight criteria for successful collaborative governance, including networked structure, commitment to a common purpose, trust among the participants, governance, access to authority, distributive accountability/responsibility, information sharing, and access to resource

    The research conducted is based on the phenomenon of the Kampung Lawang Seketeng Tourism Object which has a historical tourist attraction because there are many historical relics in the form of buildings and historical objects in the Tourism Object. In addition, this village is known for its two great Indonesian hero figures, namely Bung Karno and Bung Tomo. Therefore, there is a need for continuous development to make the tourism of Kampung Lawang Seketeng better. The purpose of this research is to describe the tourism development of Kampung Lawang Seketeng, Surabaya city. This research uses qualitative research methods by collecting data in the form of interviews, documentation, and data analysis. The location of the research was conducted in the Tourism Object of Kampung Lawang Seketeng, Surabaya City. The results of the research obtained are (1) The development of a tourist attraction in the tourism object of Kampung Lawang Seketeng is adequate (2) The development of facilities and services for the tourism object of Kampung Lawang Seketeng is available but is still inadequate in the aspect of parking space. (3) Development of easy access to reach the tourist attraction of Kampung Lawang Seketeng is adequate in terms of road access. However, the direction signs are still inadequate. (4) The development of additional services at the tourist attraction of Kampung Lawang Seketeng is adequate. However, it is lacking in the aspect of hygiene due to the lack of awareness of the surrounding community

    The food delivery program is an effort to meet basic food needs for low-income and displaced people in Surabaya in order to obtain a decent life. This research aims to provide an overview of changes before and after the existence of food programs in the Village Kapas Madya Tambaksari district reviewed from the economic and social aspects located in the city of Surabaya. This study uses qualitative descriptive approach with qualitative descriptive data analysis tool.     REGIONAL INVESTMENT FINANCIAL REPORT ANALYSIS IN BADUNG REGENCY

    The purpose of this study was to analyze the effect of financial reports through symmetric information on increasing investment in Badung Regency, Bali Province. This study was designed using quantitative research methods on data sourced from reports on budget realization and income, reports on changes in excess budget balances, balance sheets, operational reports, reports on changes in equity, cash flow reports, and notes to financial statements from 2016 to 2020. The results of the study found that the liquidity ratio is 6.09, the solvency ratio is 0.017, the activity ratio is 27.83, the profitability ratio consists of ROI-6.77 and ROE-0.22, and the ratio of direct spending to indirect spending is 0.88. Specifically, for the investment in capital-output ratio-ICOR, it was found that the average economic growth per year was 5.29 percent. Based on the results of this study, it can be suggested to the Badung Regency Government that (a) the collection of tax and levy receivables be more optimized, (b) there needs to be a policy regarding the budget deficit, (c) increase direct spending at least equal to or more than the apparatus expenditure, and (d) further improve operating cost efficiency. In addition, spending on grants and social assistance should be more directed at spending on goods and services that are truly vital and strategic
