    THE POTENTIAL DEVELOPMENT STRATEGY OF CAPTURE FISHERIES IN THE FISHERIES OFFICE OF PACITAN REGENCY

    This thesis discusses the strategy of the Pacitan Regency Fisheries Service in developing the potential of capture fisheries in the spirit of regional autonomy. This research was conducted using qualitative methods through field studies and literature studies. The results of this study indicate that the Pacitan Regency Fisheries Service has several strategies that are intended to maximize the existing capture fisheries products, namely by building / rehabilitating the facilities and infrastructure for fish auction places, procuring facilities and infrastructure for empowering small-scale businesses of fishing communities, improving local facilities of landing fish, developing capture fishery facilities, optimizing capture fisheries data collection, and last is improving fishing technology. However, there are still several obstacles faced, one of which is related to insufficient budget allocation

    Smart city planning is a smart city concept that can help people in an area to be able to manage existing resources more efficiently. This concept also utilizes advances in information technology to run the wheel of life more efficiently, so that it can help improve the quality of better urban planning. The purpose of this research is to find out about the planning of sustainable smart city development by looking at the application in various regions. This research was conducted using the literature review method, which is done by rereading and reviewing the main ideas on the same topic. The focus of this research is to use literature studies of previous researchers with the same topic. Sources of data used are documents related to research obtained from the SCOPUS database and processed using the VOSViewer application. Data analysis techniques used are data collection, data condensation, data presentation, and drawing conclusions. The results obtained from the study show that development planning through smart cities has been widely applied in almost all regions of the world. However, there are several obstacles in the implementation process, such as there are still many people who do not understand the use of technology. However, seeing the many benefits that can be obtained from development planning through smart cities, its implementation should continue to be optimized

    The impact of the Covid-19 pandemic was felt by the Micro Businesses assisted by the City of Surabaya. The Surabaya City Government is making efforts in an empowerment strategy so that the Micro Businesses fostered continue to produce in a pandemic. This study aims to analyze and describe the Empowerment Strategy of Micro-Business Assisted During the Covid-19 Pandemic in the City of Surabaya using the indicators of the empowerment strategy of Ismawan (1995) in Prijono & Pranaka (1996). This type of research is qualitative with data collection techniques in the form of observation, interviews, and documentation. The research location is in DP5A Surabaya City, DINKOPUM Surabaya City, DISDAG Surabaya City. The focus of research is on Strategies for Empowering Micro Businesses During the Covid-19 Pandemic in the City of Surabaya. Sources of research data are primary data and secondary data. The results of the study said that the empowerment of Micro Patronage during a pandemic covid-19 made by DP5A Surabaya, DINKOPUM Surabaya,  DISDAG Surabayahas run according to the rules. However, empowerment still needs to be optimized and there is a need for better data collection for the Micro Businesses in each sub-district of the City of Surabaya

    MANAGEMENT OF TRADITIONAL STAKEHOLDERS AND TANTRAYANA COSMOLOGY IN FACING DISEASE OUTBREAK IN BALI

    In controlling the increase in the spread of COVID-19, the Balinese people, especially Pejeng Village, Tampaksiring District, Gianyar, are guided by the rules of the Traditional Village Council. The community's obedience to the Traditional Village Council and Customary Stakeholders has become a strong foundation in suppressing the spread of the COVID-19 virus. This is evident from the case of covid 19 which has been sloping down from week to week in Pejeng Village, Tampaksiring District, Gianyar. Currently the people of Indonesia and the world are facing an outbreak of the COVID-19 virus disease. This study tries to explore three things, namely the management of traditional stakeholders in coordinating residents to deal with disease outbreaks, the role of Tantrayana teachings in shaping the mentality of Balinese people when facing disease outbreaks, and traditional ceremonies carried out to control Gering Agung. The purpose of this study is to analyze the management of traditional stakeholders in coordinating residents to deal with disease outbreaks, describe the role of Tantrayana teachings in shaping the mentality of Balinese people when facing disease outbreaks and describe traditional ceremonies carried out by the community to control Gering Agung. The approach used in this study is an ethnographic approach. The method used in this study to achieve the target to be achieved by using in-depth interviews which include (a) triangulation, (b) peer debriefing. (c) member check and trial audit. The results of this study indicate that the trust and obedience of the people of Pejeng Village can control disease outbreaks.     THE ROLE OF THE GOVERNMENT IN THE EFFORT OF MANGROVE FOREST CONSERVATION IN THE COASTAL AREA OF TARAKAN CITY, NORTH KALIMANTAN PROVINCE

    The city of Tarakan has a very wide mangrove forest, as for the phenomena and problems in mangrove conservation, namely the irresponsibility of the community who transfers land functions for personal purposes. Some of the mangrove areas are aquaculture areas by the community and there are residential areas in the mangrove area. The purpose of this study is to analyze and determine the aspects that influence the role of the government in its efforts to preserve mangrove forests in the coastal area of Tarakan City, North Kalimantan Province. The method used is descriptive qualitative. The research was carried out in the City of Tarakan and the City of Tanjung Selor, the Province of North Kalimantan, for data collection the authors visited the Forestry Service of the Province of North Kalimantan, the KPH of the City of Tarakan and the BLH of the City of Tarakan. Data were collected through direct observation, interviews and documentation. This research resulted in the role of the government as a facilitator, regulator, catalyst and efforts to preserve the mangrove forest of Tarakan City, namely mangrove conservation areas, mangrove replanting, restoration/rehabilitation of mangrove areas, public education and factors that have an influence including the availability of facilities and infrastructure, budget availability, partnerships and community participation. The conclusion shows the role of the government in its efforts to preserve mangrove forests in the coastal area of Tarakan City as much as possible, but there are still obstacles in the field that are in direct contact with people who carry out activities around the mangrove area and the need for budget fulfillment for the implementation of mangrove forest rehabilitation

    The occurrence of forest and land fires in the regions of Riau Province has gradually occurred from year to year which has attracted a lot of attention in various circles and is very worrying, the forest fires that occur need serious handling from various parties, especially the government that has policies. One of the factors in the occurrence of forest fires is the impact of the corporations in the surrounding area itself, so the application and imposition of sanctions against related corporations in order to prevent the occurrence of forest fires in Riau Province. Approximately 300 areas in Riau Province were affected by forest fires in 2015 which were deformed by HTI (Industrial Plantation Forest). The granting of licenses to corporations operating in plantations and forests is more stringent As a form of obligation, the government authorities should immediately revoke the license to operate in the focus of a concession that is experiencing a fire. The results of this study are, in the application of the principle of strategic liability for companies to be responsible for the expansion of forests in the region of Riau Province

    IMPLEMENTATION OF THE PRINCIPLES OF GOOD GOVERNANCE IN COMBATING STUNTING IN THE JABON DISTRICT, SIDOARJO REGENCY

    Jabon District is one of the sub-districts in Sidoarjo Regency which is still facing the problem of high stunting cases. Many factors can cause stunting, low access to nutritious food, vitamins, poor parenting, and low health awareness. The impact arising from stunting is the low quality of human resources, because Not only does it inhibit physical growth (stunted/stunted), but also inhibits brain development and low-thinking ability, thereby inhibiting future demographic bonuses. To overcome this, good governance actors (government, private sector, community) are needed in its implementation. These actors, namely the government of the Sidoarjo Regency Health Service and the Jabon Health Center are collaborating with other actors from the private sector (Perusahaan Gas Negara) and the community (Umsida). This study aims to determine the implementation of the principles of good governance in tackling stunting in Jabon District, Sidoarjo Regency. There are 8 principles of good governance according to UNDP, namely: 1. participation, 2. rule of law, 3. transparency, 4. responsiveness, 5. oriented to consensus, 6. justice, 7. effectiveness and efficiency, 8. accountability, 9. strategic vision. The type of research used is descriptive qualitative. The result of this research is that the implementation of principles of good governance has been implemented although there are still some principles that are not optimal. The conclusion of the implementation of the principles of good governance according to UNDP has been implemented and is still ongoing, but the resulting impact has not been maximally felt

    H.S. Dt. Kayo Nan Kuniang telah memimpin Nagari Pakan Sinayan selama dua periode. Pada periode pertama, Wali Nagari Pakan Sinayan memenangkan lomba kompetensi Wali Nagari tingkat Provinsi Sumatera Barat. Sedangkan pada periode kedua, Wali Nagari Pakan Sinayan kembali berhasil membawa Nagari Pakan Sinayan meraih prestasi sebagai Nagari Rancak Tingkat Provinsi Sumatera Barat Tahun 2018. Artikel ini bertujuan untuk mendeskripsikan dan menganalisis Kepemimpinan Transformatif Wali Nagari Pakan Sinayan Dalam Meraih Prestasi Nagari Rancak Tingkat Provinsi Sumatera Barat Tahun 2018. Analisis menggunakan empat komponen kepemimpinan transformatif menurut Robbins dan Judge. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan analisis deskriptif. Hasil penelitian menunjukkan bahwa Wali Nagari Pakan Sinayan Kecamatan Banuhampu Kabupaten Agam telah menerapkan model kepemimpinan transformatif. Wali Nagari Pakan Sinayan memberikan perhatian kepada masyarakat dan mendekatkan diri melalui duduk bersama dengan masyarakat tidak hanya di forum resmi. Selanjutnya Wali Nagari  Pakan Sinayan juga menerapkan perencanaan partisipatif untuk menstimulasi masyarakat mengeluarkan ide dalam pembangunan. Selanjutnya, Wali Nagari merupakan sosok yang memotivasi dan memberikan pengaruh kepada semua masyarakat nagari. Wali Nagari memberikan perhatian tanpa membedakan jorong yang mendukungnya atau tidak dalam Pemilihan Wali Nagar

    EU INTEGRATION POLICY: QUALIFIED MAJORITY VOTING (QMV) AND SUPRANATIONALITY COUNCIL OF MINISTERS

    The European Union integration undergoes various long dynamic processes. Based on the views of academics, integration is defined as an effort to hand over all state functions to supranational organizations. The use of Qualified Majority Voting (QMV) is considered as an attempt to make the Council of Ministers a supranational institution. With the existence of QMV, member countries can no longer freely reject policies that are very likely to be carried out in the unanimous mechanism that has been implemented previously. After the implementation of the 2009 Lisbon Treaty, policymaking in the Council of Ministers will use the double majority mechanism which came into force on November 1, 2014. Basically, the double majority is an extension of the QMV mechanism by adding certain criteria in determining the majority of votes. There are three criteria that must be met in the double majority mechanism such as population criteria, supporting member countries criteria, and blocking criteria. The implication is that a country will find it difficult to unilaterally oppose the policies being discussed in the Council of Ministers. The reduced power of the state in the policy-making process indicates that the Council of Ministers continues to evolve towards a supranational institution. Based on these facts, the supranational of the Council of Ministers that develops through the use of the QMV mechanism will have a positive impact on the integration of the European Union as a whole
