    ANALYSIS OF THE IMPLEMENTATION OF THE ARCHIVAL RETENTION SCHEDULE POLICY: Digital Archives in The Secretariat General of The House of Representatives, Republic of Indonesia

    The Secretariat General of The House of Representatives of the Republic of Indonesia (Setjen DPR RI) faces challenges in implementing the digital archive reduction policy by the Archive Retention Schedule. Issues in implementing the digital Archive Retention Schedule reduction have resulted in full data storage servers and increased costs for purchasing new data storage. This writing aims to identify and analyze the factors hindering the optimization of the implementation of the digital archive retention schedule policy at Setjen DPR RI. This research uses a qualitative method. The implementation of the electronic/digital records retention schedule policy at the Secretariat General of the House of Representatives (DPR RI) is not yet optimal due to several factors. These include challenges in human resources/archivists, a lack of communication and coordination between archivists, Pustekinfo, and the archive-managing work units, as well as 249 applications developed with non-integrated data. Additionally, the archivists have very limited time, and there is insufficient oversight from the National Archives (ANRI) in implementing the records retention schedule policy, particularly for electronic/digital records

    IMPLEMENTATION OF FLEXIBLE WORKING ARRANGEMENT AT THE DEPUTY FOR INSTITUTIONAL AND COMMUNITY RELATIONS OF THE MINISTRY OF STATE SECRETARIAT

    The advancement of ICT has driven changes in work patterns known as flexible working arrangements (FWA). FWA not only has a positive impact on employees and their organizations, but also a negative impact in its implementation. The study aims to analyze the inhibiting factors for the suboptimal implementation of FWA at the Deputy for Institutional and Community Relations at the Ministry of State Secretariat and to provide strategies to optimize FWA. FWA was initiated to improve employee work flexibility, employee performance and job satisfaction, and work-life balance. The study used a descriptive qualitative method with data collection techniques through in-depth interviews and documentation studies. Based on Merilee S. Grindle's policy implementation approach, the analysis focused on two main variables: policy content and implementation context. The results of the study indicate that the implementation of FWA is supported by the Minister of State Secretary, and organizational unit leaders, as well as employees who have high commitment. However, the main obstacles found were: the type of benefit factor, the degree of change factor, the technological resource factor, and the program implementer factor. Strategies to optimize FWA include: submitting a proposal to Deputy AA regarding the need for a ministerial decree related to the implementation of FWA in order to provide strong legal certainty, consistency in implementation, and legal certainty in its application in the Ministry of State Secretariat in general; aligning business process documents, service standards, and SOPs in order to provide clear guidance to employees in the implementation of FWA and the implementation of tasks that are adjusted to current changes; and increasing the stability and integration of office applications supporting FWA

    This study aims to identify and formulate strategies that have not optimized the implementation of the Jakarta Entrepreneur Program Categorization for Micro, Small and Medium Enterprises (MSMEs) in the Special Region of Jakarta. In this study, based on Merilee S Grindle's policy implementation theory which includes the content of policy and context of implementation. This research method uses a descriptive and qualitative approach with data collection conducted by interviews and document review. In the analysis process using SWOT analysis as the main instrument in its preparation, then the next step to determine alternative strategic issues is used with the litmust test, with the most strategic issue obtained by strengthening the government's commitment to implementing MSME categorization in the jakpreneur program to improve the quality of MSME actors. From the results of this identification, several problems were found faced by the government and micro, small and medium enterprises (MSMEs) in improving the quality of MSMEs from beginner entrepreneurs to medium-sized entrepreneurs to established entrepreneurs.This research is important to identify the challenges and obstacles faced by MSME actors to be an important step in designing the right strategies and programs to improve the business conditions of MSME actors

    CHALLENGES AND OPPORTUNITIES OF TALENT MANAGEMENT IN THE DIGITAL ERA ON THE PUBLIC SECTOR

    The digital era has brought significant changes to various aspects of life, including the public sector. These changes demand adaptation in human resource management, particularly in talent management. This journal conducts a literature review to examine the challenges and opportunities in talent management in the digital era within the public sector. The aim of this study is to identify the main challenges faced in recruiting, developing, and retaining talent, as well as the opportunities that can be leveraged to enhance the effectiveness of talent management in the public sector. The methodology used is a literature review by searching various leading academic databases, such as Google Scholar, to collect and analyze relevant articles. The findings show that the main challenges include changing skill requirements, competition in acquiring digital talent, and the need for adaptive development and retention strategies. On the other hand, significant opportunities arise through the utilization of digital technologies in recruitment, training, and development, as well as improved employee engagement. The conclusion of this study is that digital transformation requires the public sector to adopt a more strategic and technology-oriented approach to talent management. Recommendations for future research include in-depth exploration of the implementation of digital-based talent management strategies and evaluation of the impacts of various initiatives

    IMPLEMENTATION OF BANDUNG CITY REGIONAL REGULATIONS CONCERNING PUBLIC ORDER, PEACE AND COMMUNITY PROTECTION: Study: Motorcycle Gang Violence in 2021-2023

    The fundamental problem in the research is that even with the presence of Bandung City Regional Regulation Number 9 of 2019 concerning Public Order, Peace and Community Protection, basically the majority of the community does not feel safe because of the disturbing actions carried out by motorbike gangs. This research uses a qualitative approach with a descriptive approach. The data collection techniques in this research are observation and literature study, while the data analysis techniques are through data reduction, presentation and drawing conclusions. The results of research in the field show that the implementation of Bandung City Regional Regulation Number 9 of 2019 concerning Public Order, Peace and Community Protection has not run optimally. This is because the crime rate, one of which is committed by motorbike gangs in the city of Bandung, is still increasing to this day. Data from the Bandung City Central Statistics Agency shows that of the 1,707 crimes that occurred during 2023, at least around 775 cases were caused by other criminal cases, one of which included street violence involving motorbike gangs. Furthermore, based on data that researchers obtained regarding the number of violence committed by motorbike gangs in the city of Bandung in the last three years, the highest number occurred in 2023 with 54 cases

    This study aims to describe the hierarchical capacity-building strategy for helicopter (rotary wing) pilots in the Air Police Directorate through recurrent training. Human capital theory and capacity development theory used as analytical tools to examine the data collected. This research employs a descriptive qualitative approach. Informants include individuals involved in policy formulation, implementation, and evaluation of recurrent training for INP Air Police Directorate’s first-line officers. The study finds that recurrent training for Air Police Directorate’s rotary wing pilots faces several significant challenges, including infrastructure limitations, training cooperation issues, and high pilot mobility. The strategy employed to optimize this training involves using helicopter simulators, which are currently under development. With the availability of such facilities, the management of pilot resources can be tailored to specific training needs according to the applicable functional positions

    LOCAL COMMUNITY EMPOWERMENT IN SUSTAINABLE TOURISM DEVELOPMENT IN SELO TOURISM VILLAGE, SELO DISTRICT, BOYOLALI REGENCY, CENTRAL JAVA

    Selo Tourism Village, located in Selo District, Boyolali Regency, holds significant potential to be developed as a sustainable tourism destination. This study aims to analyze the extent to which local community empowerment contributes to sustainable tourism development using Jim Ife's community empowerment theory. The focus of this study includes four main indicators: resources, opportunities, knowledge, and skills, as well as their impacts on economic, social, and environmental sustainability. This research adopts a qualitative method with a descriptive approach. Data were collected through in-depth interviews, direct observation, and documentation from key informants, including tourism managers, village authorities, and local communities. The findings indicate that the resource indicator has a success rate of 65%, particularly in increasing tourist visits and environmental awareness. The opportunity indicator achieved 60%, highlighting an increase in community participation in tourism activities, although technical training and job access still require improvement. The knowledge indicator reached 55%, especially in preserving local culture, though integrated marketing strategies need further development. Meanwhile, the skills indicator showed a success rate of 58%, with initial successes in digital promotion, but improvements in technological management and event organization are still needed. The study concludes that local community empowerment significantly impacts sustainable tourism development in Selo Tourism Village, despite areas requiring enhancement. Strategic recommendations include increasing resource allocation, providing more equitable training, and strengthening community capacity to professionally manage tourism potential. With these improvements, Selo Tourism Village holds great potential to become a leading tourism destination that supports community welfare, cultural sustainability, environmental preservation, and delivers positive economic impacts

    Bureaucratic Reform is one of the important aspects in providing quality services. The purpose of bureaucratic reform is to have an impact on reducing the practice of corruption, collusion and nepotism, positive attitudes and moral values in people so that it has a positive impact on society and the surrounding environment. One factor that plays an important role in creating effective bureaucratic reform is visionary leadership. This research uses a qualitative approach using descriptive methods to gain an in-depth understanding of the visionary leadership of the Head of the Human Resources Staffing and Development Agency. The sources of information in this research are BKPSDM employees of Bandung City and the community. Information collection was done through interviews, observation and documentation. The results of this study indicate that the visionary leadership carried out by the head of BKPSDM Bandung City is running well. The head of BKPSDM Bandung City has the characteristics of a visionary leader in managing his organization. These steps include the establishment of the vision and mission of Bandung City which is the basis for the preparation of goals, objectives, strategies, programs, activities and sub-activities of BKPSDM. The vision and mission of Bandung City are outlined in a strategic plan that is prepared and submitted to all BKPSDM official

    THE INFLUENCE OF THE LABKESDA INFORMATION SYSTEM (SIL) AND EMPLOYEE WORK MOTIVATION ON EMPLOYEE SERVICE PERFORMANCE AT UPTD HEALTH LABORATORY THE SUKABUMI CITY

    This research is a type of quantitative research which aims to find out whether there is an influence of the regional health laboratory information system (SIL) and employee work motivation on employee performance. The research population was employees of the Sukabumi City Health Laboratory UPTD and community health center network laboratories with a population of 40 people using a saturated or census sample. For the purposes of data collection, the author used two methods, namely primary data and secondary data. Primary data consists of questionnaires, interviews and participant observation. Secondary data collection takes the form of library research which includes books, scientific writings, journals, documents and previous studies related to the research problem. Data analysis consists of validity testing, reliability testing, and hypothesis testing. The validity test uses the Pearson product moment correlation formula which is processed using SPSS version 26. To see whether the resulting regression model is the most appropriate model and has the smallest error, analytical testing is used using the R2 test (coefficient of multiple determination), the F test, and the Q test. The results of the research show that the Regional Health Lab Information System (SIL) has an influence on employee performance, with increasing SIL contributing to increasing employee work efficiency and effectiveness. Work motivation also has a significant impact on employee performance, where higher levels of motivation undermine better performance. Furthermore, research shows that these two factors, SIL and work motivation, interact positively and complement each other in improving employee performance. The implication of these findings is the importance of management attention to good implementation of SIL and the creation of a motivating work environment to improve overall employee performance

    This research aims to determine the effect of work discipline and compensation on employee performance at PT. Daehan Global Sukabumi. This research uses a quantitative approach with descriptive analysis. The population includes all 3,547 employees at the company. Using purposive sampling techniques, the sample was selected as 71 employees representing each department. Data was collected through a questionnaire which was measured on a 5 point Likert scale. Multiple linear regression analysis was used to analyze the data. The results of this research show that work discipline and compensation variables have a significant effect on the performance of PT employees. Daehan Global Sukabumi, and work discipline and compensation jointly influence the performance of PT employees. Daehan Global Sukabumi
