THE ROLE OF THE DEPARTMENT OF TRADE AND INDUSTRY IN EFFORTS TO FOSTER FORMER STREET VENDORS OF JOMBANG REGENCY SQUARE
Street vendors in the Jombang Regency Square have lost their places to sell due to a policy that prohibits selling in the square. This policy was implemented by the Jombang Regency Government with the aim of breaking the chain of spreading COVID-19. As a result, there are many vendors selling on the road shoulders and sidewalks. The decrease in income was also experienced by street vendors from the former square. This study aims to analyze and describe the role of the Department of Trade and Industry in effort to foster former street vendors of Jombang Regency Square. This type of research is descriptive qualitative research with data collection techniques through observation, interviews, documentation, and literature study. The concept used is the role of local government according to Gede Diva (2009:15). The results of this study indicate that the role of the Department of Trade and Industry in effort to foster former street vendors of Jombang Regency Square has not been carried out properly, because there are still street vendors who return to selling in the square area, there is no training program for street vendors, no partnership facilities, and business gathering activities for street vendors have not been carried out
COLLABORATIVE GOVERNANCE MODEL IN INDONESIAN INNOVATION STARTUP PROGRAM: THE MASKIT STARTUP CASE STUDY
This study aims to identify, describe, and analyze collaborative governance models of public services in the Indonesian Innovation Startup (SII) program conducted by the Directorate of Technology-Based Start-ups, National Research and Innovation Agency (BRIN). This study uses the Integrative Framework for Collaborative Governance in realizing organizational goals. This concept is used in order to analyze the role of stakeholders in participating in realizing collaborative government governance in the implementation of the Indonesian Innovation Startup program. This research uses qualitative research with the case study method of the Maskit startup in the Indonesian Innovation Startup (SII) program. The data sources come from documents regarding the SII program and the concept of collaborative governance as well as interviews from various sources. The data are collected through interviews, observations, and documentation carried out by involving related parties, namely the program organizers (government), participants (startup companies), and incubators. The results of the study show that the collaborative governance process in the SII program followed by the Maskit startup, has generally implemented the concept of the Integrative Framework for Collaborative Governance. All elements within the framework, including principled engagement, shared motivation, and joint capacity, have been implemented by all stakeholders involved, namely BRIN as the organizer of the SII program, Maskit as the startup participating in SII, and University of Indonesia as the incubator. This research is expected to enrich academic studies on collaborative governance in the realm of public policy and can be used as a reference for those who wish to conduct similar research or create collaborative programs with elements of government, universities, SMEs, and various other relevant parties
COMMUNITY EMPOWERMENT BASED ON LOCAL POTENTIAL: A SYSTEMATIC LITERATURE REVIEW
This study aims to find out how to empower the community by utilizing local potential. The research method used in this study is the systematic literature review paper method, where the systematic literature review method can review and identify scientific articles systematically in each process by following the steps that have been set. Through descriptive analysis by means of literature review and assistance from the VOSViewer and Mendeley software, the researchers obtained as many as 176 articles that were relevant to the topic obtained from the SCOPUS database. The results showed that there were 80 concepts identified in 152 articles. Meanwhile, the limitation of this article is that the articles reviewed only come from the SCOPUS database, so there is no comparison data from other databases such as the Web of Science. Therefore, further research can use a comparative analysis approach involving two databases, such as SCOPUS and Web of Sciences
COMMUNITY PARTICIPATION IN THE ACTION PLAN GREEN CITY: Study on the Implementation of the Green City Development Program in Surabaya City
Green City is one of the adaptation strategies that are responsive to the impacts of climate change. A green city is a city development concept that emphasizes sustainable aspects. The placement of sustainable development as the basic principle of the Green City Concept furthermore demands the participation of the community. The purpose of this study was to describe and analyze community participation in the Green City Action Plan in Surabaya City as well as the supporting and inhibiting factors of community participation in the Green City Action Plan in Surabaya City. This study uses a descriptive research method with a qualitative approach, as well as an interactive model of qualitative data analysis. The results show that the process of community participation can be formed because of the opportunity, ability, and willingness of the community to participate. The degree of community participation is in the degree of participation. The willingness of the community and the commitment of the Central Government to support participation are supporting factors. Meanwhile, the community's dependence on the government and management that has not been optimal is a factor inhibiting participation
ANALYSIS OF CHALLENGES AND POTENTIAL FOR VILLAGE ECONOMIC EQUITY THROUGH MSMES IN TULUNGAGUNG REGENCY
This study aims to analyze and describe various challenges and potentials in village economic equality. Based on the facts exposed, there arethe condition of the village is still lagging behind, so it is necessary for the economic empowerment of the MSME community to be proven to contribute to the Indonesian economy. The condition of the village is still lagging behind, so it is necessary to empower the community's economy. MSMEs have an important role in national development, namely employment, income distribution, rural economic development. However, in addition to the various obstacles that arise, there is a potential that creates opportunities to achieve economic equality in the village in accordance with the 17 goals of the SDGs. The research method applied in this research is the qualitative method of content analysis regarding the equitable distribution of the village economy. Data analysis using Nvivo 12 Plus. The results of the study reveal that the potential for village economic equality includes various aspects, namely the support of the central government, SDGs program, participation, technology and information support and natural resources with the highest rating, namely the support of the central government with a figure of 67.07%. The results show that they contribute to the formulation and development of science, especially government science related to the development of village SDGs, especially regarding the challenges and potential for equitable distribution of the village economy
THE EFFECT OF WORK CULTURE AND WORK MOTIVATION ON THE PERFORMANCE OF CENTRAL BPS EMPLOYEES
Simplification of the bureaucracy with minimal structure but rich in functions led to changes in the work culture of employees. Employees are required to be more proactive at work, not just waiting for instructions from the leadership to work. This study aims to determine the effect of work culture and work motivation on employee performance at Central BPS. This type of research is quantitative research. The population in this study were all civil servants of BPS on Jl. dr Soetomo Jakarta, totaling 1429 employees. Sampling was done by means of systematic sampling, as many as 303 employees. Data collection was carried out by survey method using google form. Data were analyzed by simple and multiple linear regression. Based on calculations using the Weight Least Square method for the variables of Work Culture (X1), Work Motivation (X2), and Employee Performance (Y), the regression equation can be made as follows Y= -1.1218 + 0.9203 X1 + 0.1180 X2. The results showed that work culture and work motivation simultaneously had a significant effect on the performance of Central BPS employees by 94.13 percent, while the remaining 5.87 percent was explained by other variables that were not included in the model used in the study. Partially, work culture and work motivation have a significant effect on the performance of Central BPS employees. The findings in this study are that sincere attitude is a work culture that has a strong influence on improving the performance of Central BPS employees and good interpersonal relationships can motivate Central BPS employees to improve their performance. To further strengthen the work culture, the organization's core values should be stated in operational standards for the implementation of activities/tasks
POLITICAL WILL MAYOR OF KEDIRI IN OVERCOMING COVID-19 PANDEMICS
The COVID-19 pandemic urges the central government to develop various policies, rules, standards, guidelines, and criteria to deal with COVID-19, but the problem lies with local governments. Therefore, regional heads are required to use their political will to control COVID-19 cases and overcome the impacts caused by the COVID-19 pandemic. This study aims to analyze the political will of the Mayor of Kediri in overcoming the COVID-19 pandemic through the seven components of Brinkerhoff's political will. Using a qualitative approach which was analyzed descriptively. Data collection techniques were carried out by in-depth interviews and focus group discussions. The results show that the Mayor of Kediri has tried to use his power and authority to the maximum extent possible on the six components of political will, namely government initiative; priority/choice of policy; mobilization of stakeholders; public commitment and allocation of resources; continuity of effort; and learning and adaptation. But unfortunately weak in the component of the application of credible sanctions. The Mayor of Kediri feels the need to form experts in the field of law to improve the quality and quantity of legislation and conduct academic studies and discussions before deciding policies in the era of the COVID-19 pandemic to be effective and solution-oriented In addition, consistency in enforcing the rules, not half-way in carrying out road closure policies that seem just a formality is also a concern of researchers
THE ROLE OF THE JOMBANG DISTRICT SOCIAL SERVICE IN SOCIAL PROTECTION AND CAPACITY DEVELOPMENT FOR PERSONS WITH DISABILITIES IN JOMBANG REGENCY
Currently, there are still many people with disabilities who face various problems in welfare. Likewise in Jombang Regency there are still many people with disabilities who experience welfare problems. Seeing the problems faced by people with disabilities, the central government and local governments both provincial and district/city continue to pay attention to people with disabilities to overcome their welfare problems. Jombang District Social Service in an effort to overcome social welfare , persons with disabilities have the duty and function to provide social protection and capacity building for persons with disabilities . The purpose of this research is to find out The Role of the Social Service of Jombang Regency in Social Protection and Capacity Development for Persons with Disabilities in Jombang Regency. The type of research used in this research is descriptive qualitative. The data sources used in this research are primary data and secondary data . Data collection techniques used in this study , namely observation , interviews , and documentation related to information in the field. The results showed that the Social Service of Jombang Regency had carried out its role in providing Social Protection and Capacity Development for Persons with Disabilities in Jombang Regency. Based on the results of field analysis, the role of the Jombang District Social Service refers to the theory of Gede Diva (Putra, 2015) , which states that an effective and optimal government role includes the role of facilitator, regulator, and catalyst, which is adjusted to Jombang Regent Regulation Number 49 of 2018 Regarding the Position, Organizational Structure, Main Duties and Functions and Work Procedures of the Jombang Regency Social Service
EDWARD SNOWDEN"S COMMUNICATION STRATEGY AGAINST INFORMATION DOMINATION GOVERNMENT OF THE UNITED STATES
This research explains how Edward Snowden disseminates data from the National Security Agency (NSA) secret program. As a result of Edward Snowden’s espionage action, Snowden received sanction from the United States Department of Justice to file criminal charges against Snowden. In its implementation, the results of the leakage have an important on distrust between the allies and the United States government. Allied countries and the international public are asking the United States government to reform the NSA to be more transparent. This research focuses on qualitative research methods. Data analysis in the form of data reduction, data display, drawing conclusions, and verification. The results showed Edward Snowden’s communication strategy against the dominance of information by the United States government was to join the board of the nonprofit organization Freedom of the Press Foundation. The media that includes the disclosure of crime leaked by Edward Snowden are known as The Intercept, which means the media focuses on the disclosure of crime by the state based on documents leaked by Edward Snowden
INFLUENCE OF ORGANIZATIONAL RESTRUCTURING AND WORK MOTIVATION ON EMPLOYEE PERFORMANCE AT THE NATIONAL DEVELOPMENT UNIVERSITY (UPN) "VETERAN" EAST JAVA
Public bad perception of the State Civil Apparatus (ASN) often occurs in the community, especially related to employee performance. Problems in the bureaucratic realm one of them concerns the composition of organizations that tend to grow. The more swollen the structure, it will hinder the process of public service. With the simplification of bureaucracy makes it more efficient to realize good governance. The change from structural positions in echelons III and IV that were converted into functional positions resulted in implications for work motivation. This will have an impact on the performance of the resulting employees. In this study using quantitative research methods. Data analysis techniques are applied using structural model equations (SEM) with the WarpPLS approach. Respondents were used as many as 33 employees of UPN "Veteran" East Java who were affected by the echelon cuts. The result of this study is that organizational restructuring has a weakly significant influence on employee performance with p = 0.09 and a path coefficient of 0.21. While work motivation has a strong significant influence on employee performance with p<0.01 and track coefficient of 0.7
