    CONCEPTUAL FRAMEWORK FOR APPLICATION OF AFFIRMATIVE ACTION ON RECRUITMENT AND SELECTION IN POLICE AGENCIES

    Affirmative action is one of the most controversial issues in the management of public human resources, including in police agencies. Recruitment and selection are no longer only about recruiting the best talents but are also oriented towards accommodating diversity. This article discusses the experience of affirmative action in recruitment and selection in police agencies, the conceptual framework for affirmative action in recruitment and selection, and the conceptual framework of factors that influence the application of affirmative action in recruitment and selection so that its implementation runs optimally. Through a literature study, the results show that the implementation of affirmative action in police agencies tries to accommodate minority groups to enter the organization with a focus on gender, race, and ethnicity. In its implementation, problems occur in both developed and developing countries. Therefore, the application of affirmative action in recruitment and selection must be identified in the recruitment and selection stages itself starting from the recruitment process, candidate screening, and selection interviews. In order for the implementation of affirmative action to run optimally at the recruitment and selection stages, the influencing factors need to be considered both before carrying out recruitment and selection—in the form of an internal environment that supports diversity, organizational willingness, and determining target locations—as well as at the time of recruitment and selection, seen from the perspective of the employer and the perspective of the applicant or candidate

    This study aims to determine the effectiveness of village fund management and community empowerment assistance in Bulungan Regency. This research uses a descriptive type of research with a qualitative approach or called descriptive qualitative in the form of research on the effectiveness of village fund management and assistance for improving community empowerment programs in Bulungan Regency using a naturalistic inquiry methodology with post-positivism. Data collection techniques in this research are library research, field studies in the form of observation, in-depth interviews, informants or research subjects, and documentation. Qualitative descriptive analysis was used in this study. The validity of this research data uses triangulation to check the validity of the data on the effectiveness of village fund management and community empowerment program assistance. This research is expected to provide recommendations and policies for the Bulungan Regency Government, especially the implementation of village fund management, as well as those related to village development and empowerment of rural communities so that they can develop independent villages. The expected output in this research is a mandatory scientific publication of an accredited National Journal.     DECISION MAKING IN POLICY LEARNING MODEL THROUGH STUDENT MATHEMATICS REPRESENTATION ABILITY TEST IN LEARNING TWO VARIABLE LINEAR EQUATIONS

    This study aims to make decisions about learning model policies by exploring students' mathematical representations in learning mathematics. The benefit of the ability to represent mathematics is that it facilitates problem-solving. Students need to train and develop things related to mathematical representation in a lesson. The form of mathematical representation used is a visual representation, making mathematical models, and using words in problem-solving. From the results of the study, it was found that the students' mathematical representation skills were linear equations of two variables, namely students as the first subject in the very capable category of students fulfilling complete and very good mathematical representations. Students with moderate academic ability in the second subject and meeting the mathematical representation ability were quite good, while students in the third subject with existing indicators had incomplete results and did not meet the mathematical representation

    In the context of good governance, innovation in data services by providing integrated statistical services is the main gate of government bureaucratic reform, because the service program is a space where the government bureaucracy interacts directly with the community (Febriananingsih, 2012). As is the case with BPS Madiun regency created an innovative data service in the form of an integrated statistical service with an application called Wadah Pecel AE. This application aims to optimize data services during the COVID-19 pandemic. The Wadah Pecel AE application can be used by users to access data remotely and can be used without using internet access. This integrated statistical service program includes print libraries, digital libraries, statistical consulting, and recommendations for sectoral statistical activities. This study aims to describe the innovation of data publication that has been made by the Central Bureau of Statistics Madiun regency in the era of the covid-19 pandemic. This type of research is qualitative with data collection techniques in the form of observation and interviews. The location of this research is in the Central Bureau of Statistics Madiun regency. The results of the study stated that the Central Bureau of Statistics Madiun regency has run a program of innovations that have been made. The program is the Integrated Statistical Service which has been running optimally. Thus, in the era of the COVID-19 pandemic, it is not an obstacle to providing data services to the public. BPS Madiun regency continues to develop innovations to meet the needs of data users.&nbsp

    THE EFFECTIVENESS OF YELLOW CARD (AK-1) MAKING SERVICES THROUGH THE APPLICATION OF EMPLOYMENT INFORMATION SYSTEMS (SISNAKER)

    The topic of this research is about the effectiveness of public services in the employment sector. This research was motivated by the existence of an Employment Information System (SISNAKER) which was created as an online- based platform created to respond to the demands of a changing world that leads to automation and digitization, especially regarding the implementation of a yellow card (AK-1) making services for job seekers. The results of this study indicate that to respond to changes in the service system, the Manpower Office (Disnaker) of Sukabumi City as a local government agency that issues a yellow card (AK-1), always seeks to improve the skills in using the system for operators. With these skills, the implementation of yellow card services (AK-1) through SISNAKER in Sukabumi City becomes easier and more flexible. This Study using the theory of Organizational Resources from George R. Terry. The aim is to describe Cooperation regulations, activity methods, readiness of human resources and the availability of infrastructure facilities in accelerating the handling of COVID-19.     JOB ANALYSIS FOR PERSONS WITH DISABILITIES IN STATE CIVIL APPARATUS NEEDS PLANNING

    As a form of respect and fulfillment of the rights of persons with disabilities in working, the Government issued an affirmation policy by opening the formation of persons with disabilities as the Aparatur Sipil Negara-ASN (State Civil Apparatus). In the implementation of ASN recruitment, there are several problems faced, including the formation of persons with disabilities that are not filled and requirements that have not accommodated the interests of persons with disabilities. One problem is the non-fulfillment of the formation, or the tan caused by the job analysis. This study aims to describe the process of job analysis for persons with disabilities in the recruitment and selection of ASN with a type of narrative descriptive research. Data collection was carried out through interviews with informants from the Ministry of State Apparatus Empowerment and Bureaucratic Reform, the State Civil Service Agency, the Ministry of Social Affairs and Australia Indonesia Disability Research Advocacy Network and document studies by reviewing the literature on job analysis for persons with disabilities and regulations related to job analysis. The results showed that the process of analyzing job analysis of jobs in the context of planning ASN needs as stipulated in the Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi Nomor 1 Tahun 2020 concerning Job analysis and Workload Analysis does not specifically regulate for persons with disabilities. The availability of facilities and the lack of a comprehensive understanding of the issue of inclusivity in the fulfillment of the right to work for persons with disabilities are factors in the emergence of job requirements that are not accommodating to all kinds of disabilities. The provision of accessibility and decent accommodation has not been a major concern in the preparation of the ASN job analysis

    IMPLEMENTATION OF FISHERIES UMKM POLICY IN SIMEULUE REGENCY

    The fisheries sector is one of the leading sectors in Simeulue Regency's economy. It impacts increasing regional income, opening up employment opportunities, and improving the local community's standard of living, so fisheries UMKM policies are an important aspect of Simeulue Regency. The research method was descriptive qualitative, with field studies and interviews with policymakers and implementers from the Department of Marine Affairs and Fisheries (DKP), the Department of Industry, Trade, Cooperatives, and Small and Medium Enterprises (Disperindagkop) Simuelue Regency, and business actors. Furthermore, data were obtained through literature studies, which included scientific journals, government regulations, documents, and research reports. This study's analysis employs inductive logic by collecting field data and then analyzing it to conclude. The findings demonstrated that the government implemented the fisheries UMKM policy by providing business capital stimulus for UMKMs, conserving marine areas to protect fishery products, and limiting foreign ship visits to maintain marine sovereignty. The study concludes that the implementation of fisheries UMKM policies fails because: (1) there is no definite data on the number of fisheries UMKMs; (2) there is no communication and forum that can mediate the interests of UMKM business actors and the government; and (3) the government has limited budget funds in the form of business capital; and (4) UMKM business assistance and training have been provided, but have not yielded maximum results due to a lack of a market that can accommodate production results

    THE EFFECTIVENESS MODEL OF PKK INSTITUTIONAL EMPOWERMENT IN WOMEN AND COMMUNITY EMPOWERMENT IN GUBENG DISTRICT, SURABAYA CITY

    The purpose of this study was to determine the effectiveness of the social institution of the Family Welfare Empowerment Organization (PKK) in empowering women and communities in the District of Gubeng, Surabaya City. The research method used was descriptive qualitative. The data collection technique uses library research and field research in the form of observation and interviews. Sources of data were obtained using purposive sampling technique with key informants from the PKK Team from each Pokja and Community. The result of the research shows that the community has an awareness of changing by following each program that is implemented. However, the community is less involved in determining the programs to be implemented by the PKK institution in empowering women and communities in Gubeng District, Surabaya. The PKK driving team in Gubeng District and community leaders as the PKK driving team involved in making decisions about the PKK activity program so that the PKK institution in empowering women and communities in Gubeng District, Surabaya cannot be said to be effective due to the capacity of the community who has not been able to take a role in making decisions or the choices that people need

    The presence of PPPK is expected to become professional employees who are recruited as collaborative and competitive partners who occupy similar positions in the civil bureaucracy, but unfortunately, the Undang-Undang No. 5 Tahun 2014 regarding the State Civil Apparatus and the Peraturan Pemerintah No. 49 Tahun 2018 on the management of PPPK still weakens the position of the PPPK in terms of working relations with the government (the agency that employs the PPPK) so that it is prone to abuse of authority and arbitrary actions by the government (the agency providing the PPPK) to terminate the PPPK employment relationship, such as the reason for a serious violation of the PPPK discipline, not achieving performance targets, as well as adjustments to agency needs. These various problems need to be anticipated, considering that the sustainability of the problem of PPPK that is disadvantaged due to PHPK can hinder the achievement of bureaucratic reform programs, especially related to efforts to realize a merit system in ASN management. This study will discuss how to protect the PPPK who was harmed by the decision of the Civil Service Supervisor because it was carried out by PHPK. The research method used is a normative juridical method with the problem approach used is a statutory approach and a conceptual approach. Base on the Undang-Undang No. 5 Tahun 2014 regarding the State Civil Apparatus and the Peraturan Pemerintah Nomor 79 Tahun 2021, the PPPK can make administrative efforts, namely administrative appeals submitted to the ASN Advisory Board (BPASN). If the PPPK is still dissatisfied with the BPASN's decision, the PPPK can file a legal action through the State Administrative High Court
