IMPLEMENTING COLLABORATIVE GOVERNANCE: COLLABORATION BETWEEN ACTORS IN ORGANIZING BANYUWANGI FESTIVAL
The Banyuwangi Festival is the flagship of Banyuwangi tourism on a national level. In addition, the presence of the Banyuwangi Festival also supports the growth of tourist visits to the Banyuwangi area. The success of the Banyuwangi Festival is inseparable from the presence of two significant events, namely the Banyuwangi Ethno Carnival (BEC) and the Gandrung Sewu event. The success of organizing these two significant events cannot be separated from the multi-actor collaboration between the Banyuwangi local government and the private sector to culturalists. This article answers questions about the Collaborative Governance process in the Banyuwangi Festival Program, which consists of the BEC event with the Hybrid Culture theme and Gandrung Sewu with the Traditional theme. This study uses a qualitative comparative method. In Collaborative Governance at the BEC event, the Banyuwangi government cooperates with Dinan Fariz Event Organizer as a private party who provides ideas in terms of conceptual to various detailed elements that support the implementation of a modern carnival. Meanwhile, the Blambangan Arts Council from the Cultural side determines the theme of traditional culture and the party that maintains traditional standards that must be maintained in the implementation of BEC. At the Gandrung Sewu event, the Banyuwangi local government invites cultural cooperation to determine all aspects of culture in the Gandrung Sewu event. Meanwhile, schools and art studios were invited to collaborate to involve their students in the Gandrung Sewu performance. The success of organizing two significant events, namely BEC and Gandrung Sewu, summarized in the Banyuwangi Festival program, cannot be separated from the collaboration of multi-actors who have successfully played their roles by the functions and synergies that have been built between all actors involved
EFFECT OF PERFORMANCE ALLOWANCES AND WORK CULTURE ON THE EMPLOYEE PERFORMANCE AT THE DIRECTORATE OF OPERATIONS OF THE NATIONAL SEARCH AND RESCUE AGENCY
In every organization, human resources play a very strategic and decisive role. In addition to their role as managers, human resources play determining the organization’s success in achieving its goals. This study aims to assess the effect of performance allowances and work culture on employee performance at the Directorate of Operations of the National Search and Rescue Agency. This study uses a quantitative approach. The population of this study is all civil servants (142 employees) at the Directorate of Operations of the National Search and Rescue Agency located on Jl. Angkasa Jakarta. The sampling technique uses a systematic sampling, obtaining 36 employees. Data collection of this study uses a survey method through Google Form. Data are analyzed using multiple linear, data analyses. Based on the calculation using the Ordinary Least Square method for the variables of Performance Allowance (X1), Work Culture (X2), and Employee Performance (Y), the regression equation is Y= 11.647 + 0.071 X1 + 0.465 X2. The study results show that the performance allowance, work culture, and employee performance simultaneously had a significant effect on the employee performance at the Directorate of Operations of the National Search and Rescue Agency. The multiple regression results show that the regression coefficient of the Performance Allowance and Work Culture variables proves that there was a positive effect on employee performance. Thus, it can be concluded that the Performance Allowance and Work Culture variables together have a significant effect on the Employee Performance at the Directorate of Operations of the National Search and Rescue Agency. Therefore, the better the Performance Allowance and Work Culture, the higher the Employee Performance at the Directorate of Operations of the National Search and Rescue Agency. Furthermore, the organization’s core values should be stated in standard operating procedures in activities/tasks to improve work culture and employee performance.
 
LOCAL GOVERNMENT CAPACITY IN IMPLEMENTING SINGLE-USE PLASTIC BAN POLICY IN BALI PROVINCE
Inorganic waste, especially single-use plastic, has a negative impact on the environment and society. The trend of increasing plastic production is not followed by the ability to manage waste properly. As a result, there is a buildup of waste in the world. Indonesia is one of the countries with the highest plastic waste problem. The problem of plastic waste can harm a country such as decline in the tourism sector. Bali Province is one of the provinces with tourism potential. Plastic waste is also a problem there. Several international media such as Time and BBC have reported about this situation. In response to this problem, the local government published Peraturan Gubernur Bali Nomor 97 Tahun 2018 which prohibits the use of three types of single-use plastic, namely plastic bags, styrofoam, and straws. In its implementation, there is problem in public compliance, can find people use single plastic easily. This research contributes the analysis of local government capacity in implementing the policy. As a result, local governments are lacking in monitoring and sanctioning, causing a decrease in community compliance. However, they are strong enough in explaining the concept and causality relationship to achieve the goal
POLICY IMPLEMENTATION ANALYSIS OF PERFORMANCE MANAGEMENT SYSTEM CIVIL SERVANTS TANGERANG CITY
One of the bureaucratic reform agendas is to improve the performance of the apparatus as public servants, through the application of the principle of merit as a benchmark for the implementation of the management of the State Civil Apparatus, which includes aspects of performance management. Therefore, apparatus performance management is an important thing as a benchmark for achieving organizational goals. The purpose of this study is to analyze the causes of the non-optimal implementation of the performance management system policy for the Tangerang City Civil Servant and provide a description of the more professional model of implementing the PNS performance management system in the City of Tangerang. The research method used is qualitative research, primary data collect through in-depth interviews with Tangerang City Civil Servants purposively. Based on the results of the research, it is known that the cause of the performance management system is not optimal because it is not in accordance with the standards and objectives of the applicable policy, all of the resources as policy implementers have implemented the policy but have not been maximized at every stage, the support of technological resources with the construction of e-performance applications and Information Systems Management of the State Civil Apparatus has not been effective in presenting employee performance profile data, the importance of setting clear standards and objectives for each stage of the performance management system implementation , maximizing the role of the apparatus resource assessor to provide guidance and counseling training for performance appraisal officials, building a performance management information system that integrates all stages of performance management, and strengthens the commitment and support of all management to implement the performance management system consistently
COMMUNITY EMPOWERMENT THROUGH VILLAGE-OWNED ENTERPRISES "ENGGAL MAKMUR" MOJOWARNO VILLAGE MOJOWARNO DISTRICT JOMBANG REGENCY
Community Empowerment in Mojowarno Village, Mojowarno District, Jombang Regency through Village Owned Enterprises (BUM Desa) is currently in the spotlight. BUM Desa "Enggal Makmur" Mojowarno Village was awarded 1st Place in the BUMDES Award 2020 event in the field of social media and digital marketing because it succeeded in creating a website innovation in the form of a marketplace to help the efforts of the Mojowarno Village community so that it is hoped that the village community can be more empowered. This study aims to determine how the process of community empowerment through BUM Desa "Enggal Makmur" Mojowarno Village, Mojowarno District, Jombang Regency. Community empowerment through BUM Desa "Enggal Makmur" Mojowarno Village is seen using 6 goals to achieve community empowerment, better institution, better business, better income, better environment, better living, and better community. This type of research is qualitative research. The results of this study indicate that the Mojowarno Village community has not been fully empowered through the BUM Desa "Enggal Makmur" because of the 6 indicators for achieving community empowerment goals, only 2 indicators can be implemented by Enggal Makmur Village BUM in the process of empowering the Mojowarno Village community
THE GOVERNANCE VILLAGE OWNED ENTERPRISES (BUMDESA) “MAJU MANDIRI SEJAHTERA” IN SOCOREJO VILLAGE JENU DISTRICT TUBAN REGENCY
This research focuses on examining the governance of the Maju Mandiri Sejahtera Village Owned Enterprises (BUMDesa). It is an advanced and accomplished BUMDes that can make BUMDes a representative of Tuban Regency to take part in the BUMDesa Award competition at the East Java Province level. And as a business entity, governance is very attached to BUMDes. So this study aims to explore the extent to which governance practices are based on cooperative, participatory, emancipatory, transparent, responsible, and sustainable principles in the management of BUMDes. For this reason, in this study the author uses a qualitative descriptive method with data collection through interviews, observations, documentation, and online data searches. The results in this study indicate that in practice the governance of BUMDes Maju Mandiri Sejahtera has been implemented well, but indeed some indicators have not been fulfilled optimally. For example, they have not collaborated with other BUMDes, have not created a special BUMDes website, have not made an annual work plan, have not completed standard operating procedures (SOP) documents for financial recording, salary management, capital participation and have not conducted a survey of community needs for the sustainability of BUMDes
TOURISM DEVELOPMENT STRATEGY IN DAIRI REGENCY
Tourism is a community need and the government's mainstay to earn non-oil and gas foreign exchange. Dairi is one of the regency that has huge tourism potential, but it has not been managed properly and has an impact on socio-economic conditions. The purpose of this study is to find out how the strategy that has been carried out by the Department of Tourism and Culture of Dairi Regency to develop tourism and to find out what strategies can be used to develop tourism. This research process begins by identifying and analyzing strategic values, internal and external environment, as well as supporting and inhibiting factors. The next process is determining strategic issues using SWOT analysis techniques and formulating tourism development strategies. The method is a descriptive research method with a qualitative approach. The steps used in data collection include: interviews, observation, documentation, and literature study. The strategies used in developing tourism include: SO strategy (Strength Opportunity), ST strategy (Strength Threat), WO strategy (Weakness Opportunity), and WT strategy (Weakness Threat). The results of the research on the SO strategy showed that Dairi Regency has good potential in the tourism sector due to its geographical location and a large number of tourism destinations. For ST strategy, the Department of Tourism and Culture in Dairi Regency always coordinates with relevant agencies in the maintenance and development of existing and new tourist destinations. The WO strategy found that there was a lack of financial support from the local government and inadequate human resources. The WT strategy found a lack of improvement in service quality, and uneven infrastructure development
PERFORMANCE OF EAST JAVA OMBUDSMAN IN HANDLING COMMUNITY COMPLAINTS
The purpose of this research is to determine the performance of the Ombudsman Representative for East Java in handling public complaints, where East Java Province has the most cities and regencies in Indonesia. The method used in this research is descriptive qualitative and has a research focus in assessing the performance of the Ombudsman using Simanjuntak's theory which consists of organizational support, management ability and effectiveness, and the performance of everyone in the organization. The results of this study are that in terms of organizational support, it is quite supportive, in terms of the ability and effectiveness of the Ombudsman management to work well, and from the performance of everyone in the Ombudsman organization looks very good and has competence. the conclusion is that from the overall assessment it is quite good, it's just that there are problems in human resources and office printers
IMPLEMENTATION OF AN ONLINE CONCERVATION AREA ENTRY PERMIT (SIMAKSI) SYSTEM IN THE GUNUNG GEDE PANGRANGO NATIONAL PARK AREA 2021
This research is motivated by a problem phenomenon, namely illegal climbers who enter the Gunung Gede Pangrango National Park area without a permit to enter the conservation area (SIMAKSI). In this study using a qualitative research methodology. Data collection techniques used in this study were observation and field studies, interviews, literature studies and qualitative and audio and visual documents. In this study, researchers used triangulation to validate the data, namely source triangulation and technical triangulation. The data analysis used is data reduction, data presentation and drawing conclusions. Based on the results of this study, it shows that the National Park Center has conducted socialization related to the application of the Online Conservation Area Entry Permit (SIMAKSI) policy in the Gunung Gede Pangrango National Park area, so that climbers and the public already know about the application of the Conservation Area Entry Permit (SIMAKSI) policy. IMPLEMENTATION OF THE ONE REGION ONE OFFTAKER POLICY IN THE DEPARTMENT OF FOOD SECURITY, AGRICULTURE AND FISHERIES OF SUKABUMI CITY
The title of this research is “One Region One Offtaker Policy Implementation at the Department of Food Security, Agriculture and Fisheries of Sukabumi City. The purpose of this study was to determine the implementation of the one region one offtaker policy at the Department of Food Security, Agriculture and Fisheries, Sukabumi City. The method used is a qualitative method with a phenomenological approach. Data collection techniques include observation, interviews, documentation. The results showed that the implementation of the one region one offtaker policy at the Department of Food Security, Agriculture and Fisheries of Sukabumi City, not yet comprehensive socialization activities in Sukabumi City, the absence of beryer bed facilities (rice drying machines) for offtakers, an increase in the number of offtakers, there are offtakers who do not have offtaker decision letter, there is assistance that will be provided by the Office of Food Security, Agriculture and Fisheries of Sukabumi City to offtakers but so far they have not received the planned assistance. The supporting factor is the encouragement from the government in implementing the one region one offtaker policy. For the inhibiting factors, there are middlemen who are disadvantaged, farmers who do not want to move from the previous middlemen, middlemen who do not want to become offtakers, lack of knowledge of farmers about the one region one offtaker policy
