    THE ROLE OF THE LEADER IN IMPROVING THE ORGANIZATION PERFORMANCE OF THE INVESTMENT OFFICE AND ONE-STOP INTEGRATED SERVICES IN SUKABUMI CITY

    A success fluency in an organization is largely determined by individual performance and organizational performance in achieving the goals of the organization. This is where the role of the leader is very important and much needed, leadership led by a reliable leader will help build the organization or agency he leads. To find out the role of the leader in the The Investment Office And One-Stop Integrated Services In Sukabumi City, researchers used the theory of Henry Mintzberg who argued that there were three main roles played by every leader regardless of the hierarchical location, namely The Interpersonal Role, The Informational Role, and The Decisional Role. The research method used is a qualitative research method, data collection techniques used include observation, interviews, and documentation. The results of the research show that each role fulfills the criteria of being e leader, capable of playing a role in directing and motivating employees, capable of playing a role in providing information and being a source of information, and capable of playing in important role in terms of decision making

    The road maintenance program is a series of tasks completed in order to maintain or fix current facilities so that they adhere to standards (according to functional and quality standards). When there is structural damage to the road, normal and periodic maintenance on the roads is the only thing that needs to be done. This study intends to ascertain how the Sukabumi Regency Public Works Service has implemented the Road Maintenance Program. the mthode uses a descriptive qualitative approach. Observation, interviews, and documentation are all forms of data collecting. The four program implementation dimensions from Edward III are used in this study. Based on the resource dimension, which comprises human resources and budgetary resources, the study's findings show that the Public Works Service's implementation of the road repair program in Sukabumi Regency is not ideal.     This study discusses the implementation of public-private partnerships in Surabaya in the development of transportation infrastructure. The Surabaya city government has been exploring the construction of mass transportation in the form of trams since 2010 but until now the construction of the tram has not started. The method in this research is descriptive qualitative where data collection uses literature study and analyzed using the concept of public private partnership. The results of this study indicate that the implementation of public-private partnerships in local governments is less successful. This is because the resources owned are still very limited so that many developments are stopped in the middle of the road. In addition, the implementation of public-private partnerships in developing countries is still using the traditional system. From the outside it uses the new public management but from the inside it still uses the traditional system

Based on the results of research on the Quality of Motor Vehicle Tax Payment Services at the SAMSAT Sidoarjo Joint Office, it is quite maximal because of factors that support the successful implementation of regulations and implementation.     ANALYSIS OF HUMAN GOVERNANCE IN THE INCLUSIVE VILLAGE PROGRAM FOR PEOPLE WITH DISABILITIES IN BEDALI VILLAGE LAWANG DISTRICT MALANG REGENCY

    An inclusive village is a living space for a diverse community. Inclusive village governance is managed in an innovative and humanistic manner. This is in accordance with the theory of human governance. Human governance is a new culture for public administration. It can also be referred to as an effort to humanize public administration as a view that wants to explain different and innovative perspectives. This study aims to analyze human governance in an inclusive village program for persons with disabilities in Bedali Village, Lawang District, Malang Regency. The method used in this study is a qualitative descriptive approach using the theory of human governance. Data collection techniques were carried out through interviews, observation, and documentation.  The results of this study indicate that the inclusive village program in Bedali Village has not fully met the principles of human governance because of the 9 principles of achieving goals. There are still 7 principles that can be implemented well from the inclusive village program which includes education for citizens, equality and freedom, participation, sustainability, subsidy assistance, adaptive government administration performance, and reliability. Social accountability has not been successful because of the absence of an inclusive village accountability report. Meanwhile, competition at the global level has not been successful because there are no village regulations regarding inclusive villages

    EFFICIENCY AND EFFECTIVENESS OF E-RETRIBUTION INNOVATION IN SAMPANGAN MARKET AND JERAKAH MARKET

    Sampangan Market and Jerakah Market are two markets in Semarang City that have implemented e-retribution since 2018. The implementation of market e-retribution that has been implemented in Semarang City so far has encountered several obstacles, such as technical problems in the payment or withdrawal system, human resources from the management bank is still lacking, as well as people's market traders who have not been able to use and implement e-retribution optimally. The purpose of this study was to assess the effectiveness and efficiency of the implementation of e-retribution in Sampangan Market and Jerakah Market. This research was quantitative descriptive. The data in this study were primary data obtained through the Regional Coordinator of the Semarang City Government Market Service and research journals. Data processing used Microsoft Excel. The data analysis technique was carried out using the calculation of Cost Of Collection Efficiency Ratio (CCER) and Change Performance Index (CPI). The results showed that the CCER values ​​in the Sampangan Market and Jerakah Market were 50.64% and 40.64% respectively in 2018, and 28.59% and 37.12% in 2020. The CPI value in the Sampangan Market and Pasar Jerakah Jerakah was 91.30% and 90.35% respectively in 2018, and 90.40% and 92.32% in 2020. This study concluded that the implementation of e-retribution in Sampangan Market and Jerakah Market is efficient and effective

    THE EFFECTIVENESS OF BUREAUCRACY COMMUNICATION PATTERNS FOR THE COVID TASK IN PUBLIC POLICY IMPLEMENTATION (POST PANDEMIC)

    The impact measures taken to stem the spread of Covid-19 has significantly impacted several areas. Social changes occur in all aspects of people's lives in multiple sectors, both in the economic sector, employment, education, tourism, and the elements of government bureaucracy. However, the handling of the Covid-19 pandemic in the country has shown positive developments. The trend of adding daily cases consistently indicates a decline. This encourages realizing the effectiveness of implementing public policies by the COVID-19 task force with bureaucratic communication patterns for economic recovery after the pandemic. This study uses a descriptive qualitative methodology that uses a literature review to examine and characterize the phenomenon or object of study through social interactions, attitudes, and perceptions of individuals or groups of people. The study results indicate that public services must have service standards and be published as a guarantee of certainty for service recipients, manifested in an effective communication pattern to serve the community. In contrast, the choice of bureaucratic communication patterns such as assertive behavior can be made by direct communication to the needs, desires, and one's opinion without punishing, threatening, or demeaning others. Proactive behavior also involves the rights of others without being too afraid in the process, involving direct expression of one's feelings; this is considering the strategic potential of the Garut district, and the effectiveness of communication patterns in public services is very crucial to be carried out after this pandemic as an economic recovery effort

    ANALYSIS OF THE NEED FOR LABOR MIGRATION POLICY IN SINGAPORE

    Singapore is categorized as a Developed Country because of its developed trading industry among Southeast Asian countries. The existence of Singapore is inseparable from the presence of residents. As is known, most residents of Singapore are the result of migration policies due to the lack of population.  Singapura recorded a record decline in people over the past year. The government's annual brief report revealed that the restrictions and conditions of the Covid-19 pandemic were one of the leading causes. Singaporean population also fell 0.7% to 3.5 million, while permanent residents (PR) fell 6.2% to 0.49 million. This is the first drop from YoY, both in population and population since data was collected in 1970. Migration is the movement of people from one area to another aimed at living sedentary, which goes beyond the administrative/political boundaries. The move made by a resident is usually immigrant because he has the desire to live a sedentary life for a long time. This research uses a qualitative descriptive method with literature review research. The results showed that one of the factors driving migration from Indonesia to Singapore was the lack of labor in Singapore. The process of self-formation into a Singaporean identity through migration, adaptation, and integration stages. Singapore has a policy toward migrant workers. The policy is specifically related to skills and age. If workers’ skills do not meet the criteria, the Government applies a policy to upgrade skills by conducting certified training.     BUREAUCRATIC REFORM: ANALYSIS OF WORK FROM ANYWHERE POLICY PLANS FOR ASN

    The government plans a WFA policy for ASN in 2023. This is based on a good assessment of WFH and WFO during the COVID-19 pandemic. This plan is also in line with the agenda of Bureaucratic Reform and e-government. The purpose of this paper is to find out the policy narrative developed by the government for WFA and the potential challenges that will be faced by the government as well as to what extent the government is ready to implement WFA policies for ASN. The method used is a postpositivist approach with Narrative Policy Analysis (NPA) analytical instruments with secondary data obtained from scientific journals, mass media and relevant public data. As a result, the government must make a comprehensive study related to WFA and issue special rules for WFA that regulate the system of performance, assessment, monitoring, and evaluation. It also requires job criteria and ASN who can perform WFA. Improving the quality of human resources and digital infrastructure is also a requirement for conducting WFA
