IMPLEMENTATION OF PUBLIC SERVICES OF THE SUKABUMI SIAGA HEALTHY SOUL MOVEMENT (RASASEJIWA) AT THE SUKABUMI HEALTH CENTER IN SUKABUMI CITY
This study aims to explore and understand the implementation of the Sukabumi Alert for Mental Health (RASASEJIWA) movement in public services at the Sukabumi Health Center, Sukabumi City. The implementation of this program is a crucial aspect in addressing the cases of People with Mental Disorders (ODGJ) in the region. This research used a qualitative method with a case study approach. Data was collected through interviews with various related parties, including Puskesmas staff, local government, and families of ODGJ patients. The analysis was based on 4 indicators from the Edward III implementation model: communication, resources, disposition, and bureaucratic structure. The results show that effective communication has been carried out between the Puskesmas and stakeholders, but there is still a need to simplify language and increase the depth of communication with the community. Resources such as specialist medical personnel and special facilities are still limited, requiring further support. The staff's disposition shows a high level of commitment, but additional training is needed. The clear bureaucratic structure supports the division of tasks, but inter-departmental coordination needs to be improved to enhance the consistency of information
EVALUATION OF PASSPORT SERVICE QUALITY THROUGH THE M-PASPOR APPLICATION IN SIMPLIFYING SERVICES AT THE CLASS I SPECIAL IMMIGRATION OFFICE, TPI SURABAYA
The development of information technology has driven the transformation of public services, including in the immigration sector, which is now transitioning to digitalization to improve efficiency. One of the innovations introduced is the M-Paspor application, which allows the public to apply for passports online to minimize classic issues such as long queues and bureaucratic inefficiencies. This study aims to evaluate the quality of passport services through the M-Paspor application at the Immigration Office Class I Special TPI Surabaya and identify challenges and opportunities in simplifying public services. The research employs a qualitative method to explore the perceptions and experiences of the public and immigration officers regarding the use of the M-Paspor application. Data were collected through in-depth interviews with passport applicants and immigration officers, as well as direct observations of service processes at the immigration office. The evaluation focuses on five dimensions of service quality: reliability, assurance, tangibles, empathy, and responsiveness, to provide a comprehensive understanding of the application's effectiveness in simplifying public services. The findings indicate that although the M-Paspor application has reduced some bureaucratic issues, several challenges remain, particularly concerning system reliability and the public's ability to use technology. Some users continue to face technical difficulties, such as frequent server errors, rapidly filled service quotas, and data entry errors that require them to repeat the registration process. The study concludes that while the M-Paspor application holds great potential to improve passport service quality, significant improvements in system stability, user education, and technological infrastructure are needed to achieve optimal results
EFFECTIVENESS OF THE E-MUTATION APPLICATION IN PROPOSING PERIODIC SALARY INCREASES FOR CIVIL SERVANTS TOWARDS GOOD GOVERNANCE IN BKD SOUTH KALIMANTAN
This study evaluates the implementation of the E-Mutasi application in the process of proposing periodic salary increases for Civil Servants (PNS) at the Regional Civil Service Agency (BKD) of South Kalimantan. The application is designed to enhance the efficiency of civil service administration through process digitalization, reducing the use of physical documents, and accelerating decision-making. The study employs a descriptive qualitative approach using observation and interviews. The findings indicate that the E-Mutasi application supports the principles of good governance, such as transparency, efficiency, and accountability, despite encountering technical challenges, including limited file upload capacity and insufficient training for new users. Recommended solutions include increasing server capacity, integrating the application with the employee information system, and providing continuous training for personnel administrators. With these optimizations, the E-Mutasi application is expected to improve the quality of public services and support bureaucratic reform toward better governance
IMPLEMENTATION OF THE VILLAGE FUND PROGRAM IN DEVELOPMENT AND COMMUNITY EMPOWERMENT IN LENGKONG DISTRICT SUKABUMI REGENCY
Village funds are a means to support the implementation of community empowerment, Development, and village government in improving community welfare. This research aims to find out how the implementation of the Village Fund Program in Development and Community Empowerment is carried out in the Lengkong District. This research method uses a qualitative research method with a descriptive approach using the theory from Charles O. Jones. The technique used in determining informants is a non-probability sampling techniques with snowball sampling. Data collection techniques include observation, interviews, documentation, and audio-visual materials. The results of this study indicate that the Implementation of the Village Fund Program in Development and Community Empowerment in Lengkong District has been running well, judging from the organization, parties involved, implementation activities, and operational procedures that have been running well. Communication and coordination between the parties involved are going well, and from the application of human resources is still not evenly distributed; public response is also pro and contra. Meanwhile, the efforts made have been going well, and the implementation of development and community empowerment is in accordance with the available budget
PERFORMANCE OF FAMILY PLANNING INSTRUCTORS IN REDUCING BIRTH RATES AT THE SUKABUMI REGENCY POPULATION CONTROL AND FAMILY PLANNING SERVICE
This research aims to determine and explain the performance of Family Planning Instructors at the Sukabumi Regency Population Control and Family Planning Service to reduce the birth rate. Qualitative descriptive methods, such as interviews, observations, and documents, were used in this research. Then, the unit of analysis is the Family Planning Counselor at the Sukabumi Regency Population Control Service, who has responsibility for implementing the family planning program. Using snowball sampling techniques, researchers will use two types of informants, namely key informants and supporting informants. Data collection techniques in this research were carried out through observation, interviews, documentation, and audio and visual media. In validation, researchers examine the entire process, from data collection, analysis, and interpretation to conclusion. To validate research data, researchers will use triangulation techniques. Based on the research results, it can be concluded that the quality of work of Family Planning Counselors in the last year was quite good and satisfactory. Punctuality, which prioritizes completing work on time with minimal errors, is implemented in implementing the Family Planning (K.B.) program in the field. Initiatives that emphasize independence, creativity, courage to take risks, and responsibility are implemented by family planning instructors. Communication, which includes the use of appropriate media, good communication skills, is critical factors in efforts to reduce birth rates through the family planning program in Sukabumi Regency
INNOVATION OF BUSINESS LICENSING SERVICES IN ISSUING BUSINESS IDENTIFICATION NUMBERS (NIB) BASED ON E-GOVERNMENT THROUGH ONLINE SINGLE SUBMISSION (OSS) AT DPMPTSP PAMEKASAN
This research aims to determine the realization of Business Licensing Service Innovation in the Issuance of E-Government Based Business Identification Numbers (NIB) through Online Single Submission (OSS) at the Pamekasan Regency One-Stop Integrated Service Capital Investment Service. The type of research used in this research is descriptive qualitative, where data is obtained from interviews and documentation. The data that the author has obtained is then analyzed using data analysis techniques from Miles and Hubberman, namely reducing data, presenting data, and verifying/drawing conclusions. This research uses the theory used by Everett M Rogers in Prabowo et al (2022) which is measured in several indicators, namely Relative Advantage, Compatibility, Triablity, Complexity, and Observability.).The results of this research show that the Business Licensing Service Innovation in Issuing Business Identification Numbers (NIB) Based on E-Government through Online Single Submission (OSS) at the Pamekasan Regency One-Stop Integrated Service Capital Investment Service can be said to be going well, although there are several problems However, this can be resolved by visiting the Pamekasan Regency DPMPTSP to get help with the problems you are experiencing. The increase in the number of NIB issuers every year shows that this innovation is in great demand by business people to help in processing business permits
STRATEGY OF THE KOMISI PEMILIHAN UMUM (KPU) IN INCREASING THE PARTICIPATION OF DISABILITIES VOTERS IN THE 2024 ELECTIONS IN THE CITY OF SUKABUMI
The purpose of this study was to determine how the strategy of the Komisi Pemilihan Umum of Sukabumi City to increase voter participation with disabilities in the upcoming 2024 elections. The research method used is qualitative, the informant settings that researchers determine in this study are the Chairperson of the Sukabumi City Komisi Pemilihan Umum, the Coordinator of the Socialization Division, Voter Education, Community Participation, and Human Resources, Persons with Disabilities of Gunung Puyuh District. The data collection techniques used were observation, interview, and documentation, and the data validation used was triangulation technique. The results of this study show that the Sukabumi KPU has implemented the principles of strategic planning and action selection in accordance with the theory proposed by Salusu (2015). The implementation of this effective strategy leads to more directed and successful efforts in increasing voter participation with disabilities in the 2024 General Election in Sukabumi City
THE EFFECTIVENESS OF THE FAMILY ASSISTANCE TEAM PROGRAM POLICY IN HELPING REDUCE STUNTING RATES IN THE GUNUNGGURUH DISTRICT, SUKABUMI REGENCY
The TPK consists of a group of personnel including Midwives, Family Welfare Program Cadres, and Family Planning Cadres to provide assistance such as counseling, referral services facilitation, and facilitating the acceptance of social assistance programs for prospective brides/couples of reproductive age, pregnant women, postpartum mothers, children aged 0-59 months, as well as conducting surveillance of families at risk of stunting to early detect stunting risk factors. However, in its implementation, there are several issues such as the insufficient number of healthcare personnel in each village team, the increasing cases of stunting in the Gunungguruh District, and the suboptimal performance of TPK. Based on these phenomena, the researchers are interested in analyzing the effectiveness of TPK implementation, especially in the Gunungguruh District, using qualitative descriptive methods. The researchers use Matland's theory, employing indicators such as policy appropriateness, implementation appropriateness, target appropriateness, environmental appropriateness, and process appropriateness. This study uses purposive sampling with 12 informants consisting of local government officials, district officials, village officials, and community members, employing data collection techniques including interviews, literature reviews, and observations. The analysis results according to Matland's theory lead to the conclusion that the TPK Program Policy implemented in the Gunungguruh District, Sukabumi Regency, generally has not been effective. Factors hindering the implementation of the TPK program include budget constraints, lack of community awareness, minimal training implementation, and suboptimal coordination among relevant agencies. Efforts to improve the implementation of the TPK program include increasing the budget, raising community awareness, enhancing knowledge and training, and improving coordination among relevant agencies
PROTECTION OF FEMALE MIGRANT WORKERS: AN ANALYSIS OF POWER HEGEMONY BETWEEN INDONESIA AND SAUDI ARABIA
This study examines the hegemony of power and protection policies for female migrant workers through a case study of Indonesia and Saudi Arabia. Since the 1970s, the oil boom in Saudi Arabia has increased the demand for migrant workers, including those from Indonesia. The Kafala system implemented in Saudi Arabia gives employers full control over migrant workers, often leading to exploitation and human rights abuses. This study explores how the hegemony of power and economic factors influence the protection of female migrant workers. Using a qualitative approach, this research collects data through in-depth interviews and policy document analysis. The findings show that despite efforts by the Indonesian government to protect female migrant workers, the hegemony of power in Saudi Arabia and exploitative economic structures remain major obstacles. This study highlights the need for reform of the Kafala system and increased bilateral cooperation between Indonesia and Saudi Arabia to ensure better protection for female migrant workers. These findings make an important contribution to the literature on labor migration and protection policies and offer practical recommendations for policymakers in both countries
IMPLEMENTATION OF HIV AIDS PREVENTION POLICY IN SUKABUMI REGENCY
The title of this research is "Implementation of HIV/AIDS Prevention Policy in Sukabumi Regency." This research focuses on implementing the HIV/AIDS prevention program by the AIDS Prevention Commission (KPA) of Sukabumi Regency. The research problem is the increasing cases of HIV/AIDS in the Sukabumi Regency. The method is descriptive qualitative, with data collection through observation, interviews, and documentation. The theory used is Van Meter and Van Horn (1975). Informants were determined using the non-probability sampling technique and snowball sampling method. The results showed that the implementation of the HIV/AIDS prevention program in Sukabumi Regency has not been optimal. Communication between organizations has been quite good, with clear roles. However, human resources still need to be improved compared to the wide area that needs to be handled, and the government fully supports this program. In addition, in terms of economic, social, and political aspects, differences in interests still hinder good partnerships at the village government level.
