    This research aims to identify and anaIyze how work discipIine and what obstacIes in improving the performance of empIoyees at the ProvinciaI Women Empowerment, ChiId Protection and PopuIation Service of East Java. The method used in this research is quaIitative, which is described in detaiI through interviews with informants. This research uses two types of data sources, primary and secondary data sources. The data is anaIyzed descriptiveIy quaIitativeIy, which means that the data obtained from observations, interviews, and documentation is processed into information that can draw concIusions. The resuIts of the research show that the IeveI of empIoyee discipIine is quite good. Seen from the indicators used through in-depth interviews with informants, it shows positive resuIts aIthough not without some shortcomings. In the future, it is expected that the Ieadership wiII be abIe to provide strict sanctions to give a deterrent effect to undiscipIined empIoyees. Keywords: work discipIine, empIoyee performanc

    REFORM OF PUBLIK SERVICE BUREAUCRACY LICENSING IN THE ADMINISTRATION OF LOCAL GOVERNMENTS IN REALIZING GOOD GOVERNANCE

    This study aims to describe and analyze: (1) Bureaucratic reform of investment licensing services in Sidoarjo (2) Quality of investment licensing in Sidoarjo (3) Increasing the value of investment realization in Sidoarjo (4) Supporting and inhibiting factors in carrying out investment licensing reform in Sidoarjo. The research uses a qualitative descriptive method with sources derived from informants and documents. Data collection techniques were carried out through interviews, observation, and documentation. Data analysis used interactive model data analysis by collecting, reducing, presenting, and drawing conclusions. The results of the study show that: (1) Bureaucratic Reform of Licensing Services at DPMPTSP Sidoarjo is carried out by making improvements to the institutional and human resource aspects. (2) By reforming the bureaucracy for licensing services at DPMPTSP Sidoarjo, the quality of investment licensing services provided will increase (3) By reforming the bureaucracy for investment licensing services at DPMPTSP Sidoarjo it will also have an impact on increasing the amount of realized investment value. (4) While the supporting factors include the delegation of authority from the central government and the commitment and political will of the regional leadership of the Sidoarjo district, while the inhibiting factor in implementing this bureaucratic reform is the lack of overall delegation. The authority to issue SKPD sector permits is related to DPMPTSP and there is still a lack of cooperation between district and city regional governments and provincial governments. This study also provides recommendations regarding the need for increased authority in providing services and harmonious cooperation between district and city and provincial governments in creating a conducive investment climate

    The COVID-19 pandemic has impacted all aspects of people's lives, one of which is education. The implementation of education in the midst of the COVID-19 virus outbreak is carried out through distance learning. This study aims to describe the organizational citizenship behaviour and the factors behind the organizational citizenship behaviour of teachers in implementing distance learning at SMAN 1 Cerme during the COVID-19 pandemic. This research used qualitative with descriptive method type. Data was collected by direct observation, interviews with 21 informants, and through secondary data. The technique of determining the informant is carried out using a purposive technique by determining the key informant which develops into a snowball technique. The results of this study indicate that teachers at SMAN 1 Cerme have demonstrated organizational citizenship behaviour in the implementation of distance learning. This is shown from five dimensions, namely altruism, sportsmanship, courtesy, civic virtue, and conscientiousness. While the factors behind the teachers of SMAN 1 Cerme to carry out organizational citizenship behaviour in the implementation of distance learning during the COVID-19 pandemic were perceptions of organizational support, organizational culture and climate, job satisfaction and leadership

    POLICY IMPLEMENTATION OF TRAVEL LICENSE RETRIBUTION RATES ON CITY TRANSPORT IN SUKABUMI CITY

    Public transportation is a means provided for the community to facilitate their daily activities, including city transportation (angkot). In providing good service and easing the burden on the community, the Sukabumi City government issued a policy of abolishing route permit fees for city transportation. The purpose of this study is to find out how the implementation of route permit retribution tariff policies for city transportation in the city of Sukabumi. The research method used in this research is a qualitative approach, the research is descriptive in nature. Data collection techniques used by researchers are observation, interviews and documentation. This study uses four variables of policy implementation from George Edward. From the results of the study that policy implementation has been going well when viewed from the disposition and structure of the bureaucracy. However, in terms of communication and human resources, it has been implemented but not optimal. This can hinder the success in implementing route permit recommendations at the Sukabumi City Transportation Service and needs to receive more important attention from the government for the future in implementing route permit policies

    Micro, small and medium enterprises (MSMEs) do not understand the importance of accountability, they have not been able to compile financial reports based on financial accounting standards for micro, small and medium entities (SAK EMKM), and the use of digital technology in compiling financial reports has not been utilized properly by MSME actors. This community service activity aims to increase the perception of MSME actors in Cupak Village, Ngusikan District, Jombang Regency, East Java Province on the urgency of financial accountability for the business they run along with literacy in the application of SAK EMKM using user-friendly digital accounting media. The method uses lectures, training and mentoring, the object of community service activities is MSME actors in Cupak Village, Ngusikan District, Jombang Regency, East Java Province. The results achieved from this activity are an increased understanding of the importance of business accountability and the implementation of financial records in accordance with SAK EMKM with user-friendly digital accounting media. Matching fund program training made MSME actors in Cupak Jombang understand the importance of accountability, this program assistance made MSME actors familiar with digital accounting information systems

    REVOCATION OF VAT EXEMPTION FOR ELECTRICITY AND WATER AND ITS IMPACT ANALYSIS

    Covid-19 pandemic has brought an impact on global economy which turn down the ranked of Indonesia from a country with upper middle income to lower middle income.  In response to this matter, the Indonesian government has been issued several policies to increase the acceleration in economic and support economic recovery in order to optimize the state revenues which can be done by revoking of VAT exemptions on electricity and water.  This research aims to explore further regarding the effect of poverty and inequality which arise from this revoking policy.  The analysis conducted by microsimulation model method to measure poverty and inequality based on individual/household gains or losses caused by taxes policy.  Main data obtained from national socio-economic survey data which submitted by BPS.  Broadly speaking, these simulation results are indicates that this policy had slightly increases poverty rate, but did not affect on inequality.  Through this research it was found an alternative way to compensate with assumption that this costs are source of additional revenue obtained from this imposition of normal VAT rates on electricity and water for households, so its distribution through cash transfers could be an effective  way to fixes the poverty levels and inequality

    Education in schools that have a cadet education system is different from schools in general, cadet education is a system for instilling character and forming a good personality in children by exemplary, direction, and guidance. This study used a qualitative approach with the research subjects being vice principals, vice principals of public relations, deputy heads of quality management, deputy heads of student affairs, ambal coaches, curriculum teachers, English teachers, and students. The object of research is the implementation of student leadership development which focuses on implementation, constraints, and efforts made by schools in the cadet education system. The research which took place at Aviation Vocational High School used interview, observation, and documentation data collection techniques. The results of the research: (1) The implementation of student leadership development in Aviation Vocational Schools is carried out through the concept of the School of Leadership. School programs that support School of Leadership are internalized in teaching and learning activities, extracurriculars and events. Socialization of the School of Leadership is carried out through print, electronic, social media, and open houses. Infrastructure facilities in the implementation of the School of Leadership are not specifically provided. Funding related to the School of Leadership comes from schools but is still limited.     Surade Traditional Market Management in Improving the Quality of Convenience for the Community in Sukabumi Regency. The purpose of this study is to identify and describe the management of the Surade traditional market and the inhibiting factors in its implementation. This is motivated by the problem of lack of facilities and infrastructure and the lack of optimal supervision by Surade Traditional Market officers on performance in market management. This research uses qualitative method and case study approach. Informants in this study were Surade Traditional Market Unit, Department of Industry and Trade of Sukabumi Regency, Traders in Surade traditional market, and the community as consumers. The validity of the data in this study used the method of source triangulation, technique triangulation, and member checking. The results showed that the management of the Sukabumi Regency Traditional Market had not been running well, as seen from the management of less than optimal cleaning facilities, the lack of firmness of the market manager against unruly traders, and the parking management managed by a third party had not gone well. While the inhibiting factor in the Management of Surade Traditional Market in its implementation is the absence of a budget for repairing facilities and infrastructure because it is still in a Covid-19 condition

    Sexual violence is any activity that consists of sexual activity carried out by adults to children and by children to other children. This research focuses on the role of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) and what are the supporting factors as well as obstacles in handling cases of sexual violence against children in Sukabumi City. This research has several problems, including that Sukabumi City does not yet have a safe house for victims of sexual violence and there are still increasing cases of child sexual violence, while Sukabumi City won the title of Child Worthy City (KLA) at the Intermediate level in 2016-2019 and rose to the Nidya level in 2021. The theory used to find out how the role of UPTD PPA in handling cases of child sexual violence is the role dimension of Arimbi et al (2003: 45). The method used in this study is descriptive qualitative, with data collection using observation, interviews, documents, audio and visual materials. The results of this study show that the role of the UPTD PPA in handling the case has been running in accordance with laws and regulations, but it is still not optimal. When viewed from one of the 6 service strategies that have not yet run, namely in temporary shelter. Then the infrastructure is incomplete and there is still a lack of human resources (HR) at the UPTD PPA

    This study aims to determine the efforts BPJS Ketenagakerjaan in socializing the old age security program to informal workers in Medan City and the obstacles faced by Employment BPJS in socializing the old age security program. The research method used is descriptive qualitative. Data collection techniques are observation, interviews, and documentation. The results of this study indicate that the efforts BPJS Ketenagakerjaan in socializing the old age security program to informal workers in the city of Medan have been going well. The obstacles experienced by BPJS Ketenagakerjaan are the lack of public awareness regarding the culture of saving and the importance of the old age security program, the community only considers registering and does not consider this old age security as a necessity. This article contributes as an additional reference that can help BPJS Ketenagakerjaan to find an innovation in socializing the JHT program and the constraints that occur according to the community's perspective
