    AUTHORITY OF SERVICE INSTITUTION MANAGEMENT AUTONOMY HEALTH IN SUMENEP DISTRICT: (CASE STUDY AT GULUK-GULUK HEALTH CENTER)

    A new paradigm of government management has been carried out in Indonesia with the Public Service Agency/Regional Public Service Agency (BLU/BLUD) program with the issuance of the Peraturan Pemerintah Nomor 23 Tahun 2005. Public services are not only a new form of state financial management but also a new paradigm for public sector service management (Lestari, et al, 2019). The Puskesmas is the spearhead of the leading health services. The existence of a health center is very necessary to improve the health status of the community. The Puskesmas has various functions, one of the main functions and tasks of the Puskesmas is to provide basic health services to the community in its working area which is most widely used by the middle to lower class of society. In order for the puskesmas to carry out its functions optimally, various efforts to provide autonomy for the management of the puskesmas have been carried out according to existing regulations. Through this policy, puskesmas are given the authority to use the income they earn directly to finance operational activities, maintenance activities and improve human resource capabilities

    With the innovation of health services based on Sidoarjo Maternal Neonatal Emergency Sms Gateway (SIMANEIS), pregnant women, patients can go to the midwife, clinic and or PUSKESMAS first to get an initial diagnosis, which is then referred from the clinic or health center to the hospital through SIMANEIS so that when in the hospital can be handled immediately. However, the reality in the field is that the implementation of Si Maneis' innovation is still not effective due to the unprofessional attitude of the officers, the internet connection network that often errors. Based on these problems, the purpose of this study was to determine and describe the effectiveness of the Sidoarjo Maternal Neonatal Emergency SMS Gateway (SIMANEIS) Application in Improving Health Services. The research method used is descriptive research with a qualitative approach. Data was collected by means of observation, interviews,  and documentation. The research location is the RSUD Sidoarjo. Methods of data collection is done by using interviews, focused groups and discussion. Data analysis was carried out using qualitative analysis by Miles and Huberman (2014) consisting of four components, namely: data collection, condensation data, display data and conclusion and verifying drawings. The result of the research is that the resources and infrastructure have been effective. The number and quality of services produced in the implementation of maternal and child referral administrative services based on Sidoarjo Maternal Neonatal Emergency SMS Gateway (SIMANEIS) at the Sidoarjo Regional General Hospital is running effectively. Meanwhile, the suitability of the service results has been effective, as evidenced by the officers giving real-time action in less than 5 minutes when a patient comes without lingering in accordance with the time standard that has been set. The service procedure that must be passed is quite easy and fast to be carried out according to the SOP

    The government carried out bureaucratic reforms to realize good governance. The effectiveness of a government system is determined by the merits of public service delivery. Work effectiveness is the basis for employees to carry out program tasks and activities so that the implementation goes on target and optimally. This study aims to describe the process of implementing public services from an employee's perspective as well as describe and analyze the constraints and describe the solutions undertaken to increase the effectiveness of the work of employees in the Organizational Bureau of the Regional Secretariat of East Java Province. The type of research used is descriptive qualitative. Data analysis used is data reduction, presentation, and conclusion. Data collection methods include interviews, observation and documentation. The results of the study obtained an overall picture that the effectiveness of employee work in realizing public services at the Regional Secretariat Organizational Bureau of East Java Province is already good, employee work results can be proven by Employee Work Targets which meet the target every month but are not optimal due to a shortage of employees and less use of working time

    IMPLEMENTATION OF DISTRICT MINIMUM WAGE POLICY AT THE DEPARTMENT OF MANPOWER AND TRANSMIGRATION SUKABUMI DISTRICT

    This study aims to determine the implementation of the minimum wage policy in Sukabumi Regency. This study uses qualitative research methods with a descriptive approach. It consists of four informants divided into two groups: informants who implement policy and policy implementers who are target informants; data collection techniques using observation techniques, interviews, and documentation; data analysis using flow models; and data validation using triangulation and triangulation techniques. This study uses four policy implementation variables from George Orwell's The Wealth of Nations. The results of this study indicate that the implementation of minimum wage policy in Sukabumi Regency goes well in the dimensions of communication and disposition, but in the dimensions of resources and bureaucratic structure is not optimal, this is because the resources with the refocusing of the budget and the number of employees and infrastructure needed optimization and the bureaucratic structure is not the authority of the Department of manpower and Transmigration Sukabumi to assess how the SOP's related to the District Minimum wage and its implementation mechanism, it is because the Minimum wage policy of the City / District: 561 / PP.732-Kesra/2021 so that it is regulated by the province regarding sop's and the implementation mechanis

    AN ANALYSIS OF THE IMPLEMENTATION OF GENDER MAINSTREAMING IN THE PLACEMENT OF FEMALE POLICE OFFICERS AS COMPETENCY-BASED SECTOR POLICE CHIEFS IN THE METRO JAYA POLICE

    This study aims to analyse the gender mainstreaming of the Polri (Police of Indonesia Republic) at The Polda Metro Jaya  (Province of DKI Jakarta Police) through the placement of policewomen as leaders in the Kapolsek (Region Sector Police) with the Indonesian social culture which still believes that a woman's duty is to take care of the household so that it does not give women the freedom to have a career, as well as the profession of policewomen by the public is seen as only part of the image of the police, where the presence of policewomen as a complement in the implementation of police duties and only placed in the functions of staff, personal secretary and administration. This research uses descriptive qualitative method by conducting interviews and field observations. Based on the research, there has been a policy in the framework of gender mainstreaming by placing female police officers as leaders in the police sector (Kapolsek) and there is no difference in the placement between female police officers and male police officers as police chiefs, but the successful implementation of gender mainstreaming has not been maximally implemented due to the lack of motivation of female police officers due to the challenges of police duties at The Metro Jaya Police which are quite complex and heavy police work dominantly related to crime cases and influenced by population density and territory as well as religious/community leaders in the police sector (Polsek) so that it requires the police chief to be ready to carry out 24-hour tasks to maintain security and order in the community

    Policy implementation is a problem faced in implementing a policy or rule, both policies that include social problems and other problems. This research aimed to analyze how the implementation of the One-Stop Manunggal Administration Drive-Thru service policy (SAMSAT) Raba Bima and to determine the level of community satisfaction after the existence of the Raba Bima One-Stop Manunggal Administration Drive Thru (SAMSAT) service. This research used a descriptive approach with informants in this research employees of Samsat Raba Bima, SAMSAT Drive Thru officers in the community who pay taxes at SAMSAT Drive Thru. The results of this research are to use indicators, communication, resources and dispositions as well as rules in measuring the community satisfaction index. With the conclusion of the research, the implementation of the SAMSAT Drive Thru service policy has not been maximized with several obstacles and problems faced in service delivery. The SAMSAT Drive Thru service is intended only in the legal area of SAMSAT Raba Bima, and is still in charge of BANK NTB after seven years of Drive Thru until now

    COLLABORATIVE GOVERNANCE IN THE MANAGEMENT AND PROTECTION OF THE BATANGHARI RIVER BASIN IN JAMBI PROVINCE

    This study aims to outline an understanding of collaboration in the management and protection of the Batanghari watershed in Jambi Province. This research uses a qualitative description method, using a collaborative governance theory approach, an understanding of how stakeholders with different interests, strengths and weaknesses, depend on each other to achieve common goals. Work collectively by minimizing conflict. Conflicts are likely to occur especially when there is a need for resource sharing for the provision of services as part of implementation efforts. Nonetheless, a commitment to achieving the same goals is essential for collaborative governance. So that the key factors in the formation of collaboration are science, leadership and experience, besides internal factors are also very decisive such as political leadership and financial support.     MERIT SYSTEM:: The Effectiveness Of High Leader Open Selection (JPT) Pratama Aceh Province In The New Normal Era Of Covid-19

    The merit system is human resource management, which is used as a form of qualification by looking at workability to fill the position. This study looks at the effectiveness of implementing the open selection for JPT Pratama Aceh in 2022 in the new normal era and the factors influencing implementing the JPT Pratama selection. This study uses a qualitative descriptive approach with data collection techniques through the variable records of books, papers, journals, newspapers, and so on. The research analysis technique uses an interactive analysis model. The results of the study show that the implementation of open selection for JPT Pratama within the Government of Aceh in 2022 includes the announcement of open selection, participant registration, paper writing, LGD, psychometric tests, interview tests, and announcement of selection results. Then, three factors influence the effectiveness of implementing open selection for JPT Pratama in the Government of Aceh: accountability, infrastructure, technology and transparency

    Regional Retribution is a regional levy as a payment for services or the granting of certain permits specifically provided and/or granted by the local government for the benefit of individuals or entities. This study aims to determine the effectiveness of the levy for receiving fish auctions at TPI Ciwaru in increasing local revenue (PAD) of Sukabumi Regency from the marine sector, and what are the obstacles that occur in the process. This research method uses a qualitative descriptive method and an analysis of the effectiveness measurement according to James L. Gibson. By collecting data using observation, interviews and documentation. The result of this study is that the acceptance of fish auction fees at TPI Ciwaru cannot be said to be effective. Revenue from fish auction fees at TPI Ciwaru has not been effective, as evidenced by the fish auction fees which are still low compared to the potential and large production value each year and never reach 1% according to the applicable local regulations

    This article aims to describe the extra role behavior carried out by the apparatus in implementing Ketuk Pintu Layani Dengan Hati Program and the factors that influence it. As an effort to reduce the rate of disease transmission in DKI Jakarta, the DKI Jakarta Provincial Government issued DKI Jakarta Governor Regulation Number 115 of 2016 concerning Ketuk Pintu Layani Dengan Hati Program. The scope of this program includes promotive, preventive, and curative with a door-to-door service mechanism. In implementing the program, it involves Public health center officers and health cadres in the DKI Jakarta province. To explain extra role behavior, Organ's theory of Organizational Citizenship Behavior is used. The research method used is descriptive qualitative. Data was collected by means of interviews, observations, and documents. The technique of determining informants is through purposive sampling, by determining key informants who develop into snowballs. The results of this study indicate that in the implementation of the Ketuk Pintu Layani Dengan Hati Program in DKI Jakarta Province, the apparatus must apply extra role behavior. Doctors, nurses, midwives, and health cadres must carry out their duties beyond their main duties. This can be identified from the dimensions of altruism, sportsmanship, civic virtue, conscientiousness, and participation. While the factors that influence the extra role behavior of the apparatus are cultural factors and organizational climate and job satisfaction factors
