    COMPETENCE-BASED RECRUITMENT OF NON CIVIL SERVANT STATE EMPLOYEES FOR THE INTERNAL SECURITY DIVISION, SECRETARIAT GENERAL OF THE HOUSE OF REPRESENTATIVES OF THE REPUBLIC OF INDONESIA

    The security system stipulated in the Decree of the Leadership of the House of Representatives of the Republic of Indonesia Number 51/PIMP/III/2008-2009 concerning General Guidelines for Security Management in the Office Complex of the House of Representatives of the Republic of Indonesia, is a Standard Operating Procedure that has been implemented so far. The security system applied is a zoning security system with a security level of Very Important Person (VIP). To implement the system and level of security, it requires the support of Pengamanan Dalam personnel who have very good security competence. The research method used is a qualitative approach research method, where the data taken comes from three sources, namely the results of interviews with 14 key informants, namely 2 Members of the People's Legislative Assembly of the Republic of Indonesia, Echelon II Officials, Echelon III, Echelon IV Secretariat general of the House of Representatives of the Republic of Indonesia, and staff who are deemed to know the problem. Apart from that, field observations and document review related to the previous recruitment of internal security personnel. The results of the study have illustrated that the cause of the non-optimal results of Pengamanan Dalam personnel recruitment is the absence of Standard Operating Procedures, the absence of openness in its implementation so as to facilitate irregularities in the recruitment process. The resulting recruitment pattern in order to get competent personnel is, internal and external collaboration with agencies, transparency, clear competency standards and strong supervision and commitment

    The purpose of this study is to explain the effect of organizational restructuring and remuneration on the effectiveness of the implementation of the primary duties and functions of the clerkship and secretariat of the Pontianak High Court. This study can be classified as survey research based on the research design. Meanwhile, in terms of the explanatory level, this study is associative. The object of this study is the organization of the clerkship and secretariat of the Pontianak High Court. The population in this study was employees within the Pontianak High Court, which amounted to 65 people. The study concluded that implementing organizational restructuring and remuneration greatly affects the effectiveness of implementing the main duties and functions of the clerkship and secretariat of the Pontianak High Court, both singly and jointly

    THE EFFECTIVENESS OF THE FISHERMAN'S SPECIAL HOUSE PROGRAM IN KOLAKA UTARA DISTRICT

    The purpose of this research is to find out how the Rumah Khusus Nelayan “RUSUS” (the Fishermen's Special House) is effective for the fishermen community, especially in Pitulua Village, Lasusua District, North Kolaka Regency. This program consumes a large budget, considering that most of the people in Pitulua Village are still classified as underprivileged and do not have their own place to live. RUSUS program has been a program of the Kementrian Pekerjaan Umum dan Perumahan Rakyat “PUPR” (The Ministry of Public Works and Public Housing). Nationally for the construction of special houses during this period, 9,833 units were carried out in 34 provinces in Indonesia (Ministry of Public Works RI Communication Bureau) in 2020. The Ministry of Public Works and Public Housing will allocate ABPN funds to the people of North Kolaka Regency who are work as a fisherman with the help of at least 50 units of fisherman's houses in 2017 all fishermen's houses have been realized and have been inhabited for 2 years. The current phenomenon, apart from the Covid 19 pandemic, is related to RUSUS construction program, which is still having problems, in this case of RUSUS, which should be intended for fishermen who are less affluent, but in reality there are still middle and upper class people like honorary; there are also those who use it as a temporary residence and the community does not work as a fisherman; RUSUS is owned by his parents, but only his son occupies the house and does not work as a fisherman; there are still many local people who are more entitled to get RUSUS; there are still fisherman communities who occupy houses that cannot be declared as property rights but are still in the status of usufructuary rights for 5 (five) years

    ASN in Indonesia is given the opportunity to gain knowledge in accordance with competency development planning at Government Agencies whose purpose is to develop competencies to support the implementation of tasks. Therefore, the East Java Provincial Government together with the Ministry of State Apartur Empowerment and Bureaucratic Reform and the State Administration Institute agreed to form the "East Java Corporate University (CorpU)". The system developed at CorpU is the concept of Merdeka Belajar. The East Java Provincial Government through BPSDM East Java has various work programs to accelerate the implementation of the East Java CorpU, one of which is "ASN Belajar". The purpose of this innovation is an effort to improve the competence of civil servants. The success of the ASN Belajar program is of course supported by stakeholders. This study is to determine the role, relationship, and effectiveness of the role of stakeholders in achieving the performance targets of BPSDM East Java Province. This research is descriptive with a qualitative approach. While collecting data is carried out by means of open interviews, observations, and documents. Furthermore, in determining informants using purposive sampling techniques. This research is in analyzing data using interactive models. As a result, in general, the implementation of the ASN Belajar program has run well in terms of the role, relationship, and effectiveness of stakeholders. Therefore, the successful implementation of the ASN Belajar program organized by BPSDM East Java needs to be maintained. In addition, these good examples need to be replicated by or other bureaucracy

    IMPLEMENTATION OF POLICY ON EARLY MARRIAGE IN SUKABUMI CITY

    Young marriages still occur a lot in urban areas, especially in Sukabumi City and are a threat to the young generation who will be the nation's future. The purpose of this study is to find out how the implementation of policies on special early marriages in the city of Sukabumi. This study uses a quantitative method with an analytical descriptive approach. The population in this study are teenagers in the city of Sukabumi. Researchers use Cluster Random Sampling. From the calculation results, a total sample of 100 adolescents in Sukabumi City was obtained. The data to be used in this study in terms of data sources are divided into two, namely secondary and primary data. Secondary data comes from related agency documents and literature studies. Meanwhile, the primary data was obtained from respondents, namely teenagers in the city of Sukabumi. Test the hypothesis in this study using a descriptive quantitative approach. Based on the results of the discussion and research described earlier, it can be concluded that the implementation of policies on special early marriages in Sukabumi City is included in the effective scale and classification, which is equal to 65.12%

    The purpose of this study to determine the effectiveness of the expansion of employment opportunities program against unemployment reduction in Sukabumi. The method used is qualitative method with descriptive approach. Data collection using observation techniques, interviews, and documentation. Data analysis using Flow model Method and Data Validation using triangulation technique. This study uses the theory of program effectiveness from Sutrisno with 5 indicators of program effectiveness, namely program understanding, target accuracy, timeliness, achievement of goals, and taking real research results show the effectiveness of the expansion of Employment Opportunities Program Against Unemployment in Sukabumi runs well where the dimension of understanding the independent labor program. Program runs skill training through the P2KSS program so as to support the achievement of targets. On the dimension of the accuracy of the target where the independent labor program according to the target where targeting housewives. In imensi keteapatan socialization time will be quite effective independent work program because it has done socialization as much as 2 times face to face. In the dimension of the program where the independent labor program spreads widely to all levels of society. And in the dimension of real decision where Disnakertrans provide facilities and assistance to the community and also training has been implemented

From the research conducted, the researcher can compile an individual development plan road map and also find the X, Y, Z generations in the company who want involvement and recognition to achieve job satisfaction through a value proposition that is arranged. Meanwhile, for fair remuneration the researcher makes a job evaluation strategy using the Compasible factor with a composition of 35% Know How, 30% problem solving, and 35% responsibility, so the researchers got 7 grades in the preparation of the wage scale structure, besides that in the salary survey on the labor market the results of the calculation strategy can be said to be competitive so that the remuneration results are fair and attractive so that it is attractive to both internal and external talent

The private sector and start-ups often apply the issue of agility and use a strong foundation for implementing digital technology. However, the good things about agile principles are also seen as driving change in the government sector. This research uses literature study and comparative study methods to see how the agile government concept can be built based on structure, culture, operations, and capabilities. The results of this research show that preparing an agile government will be related to how to manage the agility so that the government focuses on user needs, builds the prime team in a dynamic environment, and has the specific role of product owner-product manager as well as the existence of a clear time frame for completing a strategic/priority project

    PP Number 7 of 2021 concerning Ease of Protection and Empowerment of Cooperatives and MSMEs is a form of government policy in maintaining the existence of SMEs, especially in the midst of the Covid 19 pandemic crisis and when the Covid 19 endemic and as a form of government focus on developing SMEs in Indonesia.To maintain its business products, an SMEs need sufficient and adequate investment capital, especially to be used to deal with crises during the Covid 19 pandemic or when the Covid 19 endemic, therefore an SMEs need capital loans at a bank that specifically deals with SMEs, namely East Java BPR Bank. East Java BPR Bank is a bank that focuses on SMEs under the auspices of the East Java BUMD so that it differentiates it from other banks.The results of the study indicate that BPR Banks have implemented well the implementation of policies that have been made by the government PP No. 7 of 2021, especially on the Empowerment and Protection of SMEs through various types of capital loans with low interest rates of around 2-4% and capital borrowers can also maintain and develop its business products through the Fostered SMEs program held by East Java BPR Ban

    EFFECT OF ONLINE LEARNING MEDIA QUALITY ON STUDENT LEARNING EFFECTIVENESS AT SMPN 13 SUKABUMI CITY

    This study aims to determine the effect of the quality of Online Learning Media on the effectiveness of Student Learning in SMPN 13 Sukabumi. This research has been carried out from November to December 2022. The method in this study is to use quantitative research methods with operationalvariable approach or the influence between the independent variable and the dependent variable. Sampling technique in this study is to use Proposive sampling. Instrument in this study used a closed questionnaire with likert scale form. Data analysis techniques used in this study validity test, reliability test, normality test, determination, regression, and hypothesis test F. The results found in this study that there is a significant influence between the independent variable is the quality of instructional Media with the effectiveness of Student Learning in SMPN 13 Sukabumi. The results of this calculation is to use the SPSS program which is presented as follows: Based on the results of the study showed that from the calculation data, it was concluded that the independent variables (X) simultaneously affect the dependent variable (Y). With the value of pegaruhnya between variables X and Y is equal to 36.3%, based on the value of R square. So according to the researcher that the independent variable (X) is the quality and dependent variable (Y) effectiveness there is a significant influence because of the variable X and variable Y
