THE EFFECT OF PUBLIC SERVICE QUALITY ON COMMUNITY SATISFACTION IN THE ANALYSIS OF SYSTEMATIC LITERATURE REVIEW
The level of public satisfaction is a benchmark for assessing the quality of public service delivery in a country. In this study, the five dimensions of service quality include tangibles, reliability, responsiveness, assurance, and empathy. This study examines the relationship between public service quality as the independent variable and community satisfaction as the dependent variable. In more detail, service quality is broken down into five dimensions that eventually become separate dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy. Using the systematic literature review method, studies published from 2018 to 2023 were analyzed. In determining the inclusion and exclusion criteria for studies obtained from the database, this study used the criteria of population, intervention, comparator, and type of study. This research found that ten of the 17 studies reviewed stated that the five dimensions of quality partially affect public satisfaction. This research limited the studies to public agencies including ministries or agencies, functional departments, specialized agencies, and state-owned enterprises (SOEs)
PERFORMANCE OF THE PROTOCOL AND LEADERSHIP COMMUNICATION SECTION IN FACILITATING THE AGENDA OF THE HEAD OF THE PASURUAN CITY GOVERNMENT
The formulation of the problem in this study is to ask about the performance and inhibiting factors of the Protocol and Communication Section of the Pasuruan City Leadership in facilitating the agenda of the regional head of the Pasuruan City Regional Government. This study aims to determine and analyze the performance and inhibiting factors of the performance of the Protocol and Communication Section of Pasuruan City Leaders in facilitating the agenda of the head of the Pasuruan City Regional Government. The research method used is a qualitative research method with a descriptive approach. The author collects data qualitatively using interviews, observation, and documentation techniques. The use of this method is expected to describe the phenomena that occur in the collaboration process with the development of the theory that researchers refer to to produce a more comprehensive description of the phenomena. The results of this study show that the Protocol and Communication Section of the Leadership in Pasuruan City achieved very satisfactory individual performance in 2022, with the Percentage of Leadership Needs Services reaching 100%, exceeding the 90% target, Nevertheless, there are obstacles, such as frequent miscommunication. This section is crucial in supporting the Regional Head's agenda, involving event coordination, monitoring readiness, and others. The recommendations to improve the performance of the Protocol and Communication Section are to develop guidelines (SOP), organize training to improve the quality of human resources (HR), and strengthen coordination to ensure mutual understanding of protocol technical policies
ANALYSIS OF THE SUCCESS OF THE MONITORING INFORMATION SYSTEM FOR REGIONAL DEVELOPMENT IMPLEMENTATION (SIMONA) BASED ON THE DELONE & MCLEAN MODEL AND TECHNOLOGY ACCEPTANCE MODEL AT BAPPEDA OF EAST JAVA
The aim of this research is to examine the influence of information quality, system quality, service quality, on perceived usefulness and perceived ease of use which will then influence behavioral intentions and actual use. The population in this study were all SIMONA users in the East Java Provincial Government. The sample size in this research was determined from 91 regional officials and Bappeda Partners as input supervisors who had used the SIMONA application so that the total research sample was 100 SIMONA application users. The research results show that Information Quality and Service Quality have a significant impact on Perceived Usefulness and Perceived Ease of Use, indicating that users tend to view information and service quality as an important factor in assessing the usefulness and ease of use of a system. On the other hand, System Quality does not show a significant influence on Perceived Usefulness and Perceived Ease of Use, indicating that the technical or functional aspects of the system may not really influence user perceptions of usefulness and ease of use. Furthermore, Service Quality is proven to have a positive effect on Perceived Usefulness and Perceived Ease of Use, indicating that good service can increase user perceptions of usefulness and ease of use. Even though Perceived Usefulness does not have a significant impact on behavioral intentions, Perceived Ease of Use has a positive and significant effect on behavioral intentions, indicating that ease of use has an important role in forming users' intentions to use the system. Finally, behavioral intention was proven to be a significant factor in influencing actual use, indicating that a user's positive intention can predict the actual use of a system
CONTRIBUTIONS TO THE PROVISION OF BASIC SERVICES OF THE SELECTED BARANGAYS IN BAYUGAN CITY AGUSAN DEL SUR, PHILIPPINES: IT’S ADMINISTRATION AND GOVERNENCE
Governance has been defined as “the manner in which power is exercised in the management of the country’s economic and social resources for development”. However, governance is not simply about how government conducts business in its own sphere. It is also about how government interacts with civil society. It tells how well government has encouraged and facilitated people’s participation not only in the delivery of services but also in evaluation and monitoring of government performance itself. In spite of technological advancement in information systems, people remain the most important factor in private and public organization. None of these techniques or management methods is effective unless they are administered and carried out by competent Barangay officials. Considering the importance of human power development, The City Government of Bayugan, Agusan del Sur conducted training programs, leadership seminars, and other Seminar-Workshop to fully reach the competence of leadership for the improvement of Barangays in. Projects are being monitored every year to see and testify if one City has improved under the administration of the said officials
COMMUNITY EMPOWERMENT EFFECTIVENESS IN WASTE MANAGEMENT WITH MAGGOT BSF BIOCONVERSION IN TANGERANG CITY
Waste problems in big cities is something that is often faced, as well as in the city of Tangerang. Garbage is a continuous problem that requires the active role of the community in solving it. The Tangerang City Government has carried out recycling activities with Black Soldier Flies (BSF) bioconversion in managing waste which is a form of innovation by empowering the community. For this reason, it is necessary to carry out evaluations and strategies through the theory of effectiveness seen from the aspects of achieving goals, integration and adaptation in order to see results and measure the achievements of the programs implemented and the benefits for the community. In this study using a qualitative descriptive analysis method by describing the circumstances and phenomena that occur as well as problems by conducting interviews, observations, and published documents and information. The research interviews were conducted with representatives of the Tangerang City government, environmental activists (Indonesian Benua Lestari Foundation), Jatiuwung ITF officers, and the community who received maggot cultivation training. The results obtained in the implementation of community empowerment in processing organic waste with BSF bioconversion when viewed from the aspect of achieving goals, integration and adaptation have not been effective
THE STRATEGY OF THE ELECTION SUPERVISORY AGENCY IN THE WEST JAVA REGION IN INCREASING COMMUNITY PARTICIPATORY SUPERVISION
Community participation is an indicator that determines the quality of election administration and signifies the importance of democracy for a country. Participation in elections is carried out in two ways, including first conducting election socialization and secondly carrying out voter education and conveying the results of election monitoring and reporting suspected election violations. High public participation in elections (voter turnout) and public trust are part of the integrity of elections on the other hand low participation in elections is associated with public apathy. The Bawaslu’s data for the 2019 simultaneous elections in the West Java region show high findings and reports of violations, while public participation in monitoring and reporting suspected violations is considered low. The low level of public involvement in monitoring and reporting electoral fraud is due to the lack of socialization and education carried out by Bawaslu, so the capacity of the community as a human resource to monitor and report suspected election violations is still low. The research method used is a qualitative research method with research instruments including interviews with 17 key informants and field observations by making direct observations covering the West Java region and reviewing documents as supporting data in data refinement. The study results illustrate that the Participatory Oversight Program implemented by Bawaslu could have been more optimal, as evidenced by the low level of public participation in election monitoring and reporting suspected violations. In contrast, future election violations are increasingly massive. So it requires strategies and collaboration to increase participatory community supervision
MANAGEMENT AND IMPROVEMENT OF HUMAN RESOURCES ORIENTED TO GLOBAL MARKET COMPETITION: CASE OF INDONESIA ARTIST CERTIFICATION AND PROFESSIONAL STANDARDIZATION POLICY
The art ecosystem in Indonesia is colored by two circles: traditional artists and modern artists, where each type of artist has a different interpretation of the process of making works of art. On the one hand, in general, traditional artists prioritize creation, works, and character so that in the process of art, they do not lean towards the economic value of the work produced. Although in many aspects when compared to modern artists, traditional artists lack the appreciation they deserve. In contrast to modern artists, who professionally and access to information become easier to access resources, especially in obtaining funding in the process of creating. These pros and cons are further escalated by the existence of a professionalization policy through an artist certification policy initiated by the Ministry of Education, Culture, Research, and Technology in order to increase competition in the global market. This research started from a research question, namely mapping the problems that arise in the field in the implementation of certification and standardization programs. With qualitative-descriptive methods, this study tries to explore several findings, including: (1) Certification and standardization are urgent as the Indonesian artist community needs to improve its competence in increasing competition on a global scale, regardless of problems in the field to the grassroots, further formulations are still needed; (2) A human resource management approach is taken to regulate artists who have so far been difficult to put in order; and (3) The approach to capacity and quality development is the main motivation of the government in issuing this regulation. This research led to one conclusion, namely the motivation to encourage local art to become a global product facing various challenges, especially in bringing together the interests of artists with the government
IMPIEMENTATION OF EAST JAVA GOVERNOR'S REGUIATION CONCERNING GRANTS AND SOCIAI ASSISTANCE AT THE DEPARTMENT OF CUITURE AND TOURISM OF EAST JAVA PROVINCE
This study aims to identify and anaIyze how and what obstacIes are in impIementing the ImpIementation of the Governor's ReguIation on Grants at the Office of CuIture and Tourism of East Java Province. The method used in this research is quaIitative which is described in detaiI through interviews with informants. This study uses 2 kinds of data sources, nameIy primary data sources and secondary data sources. The data was anaIyzed descriptiveIy quaIitativeIy, in a way, the data that had been obtained from observations, interviews, and documentation was properIy processed into information tooIs that couId draw concIusions. The research resuIts show that the impIementation of reguIations is quite good. It can be seen from the indicators used through in-depth interviews with informants, showing positive resuIts even though they are inseparabIe from some shortcomings. For the future in order to be abIe to better impIement governor reguIations regarding grants
IMPLEMENTATION OF THE ZONING SYSTEM POLICY IN NEW HIGH SCHOOL ADMISSIONS IN THE CITY OF SUKABUMI
Starting in 2017, the Indonesian education world implemented a zoning policy in the acceptance of new students (PPDB). The zoning system is a system for accepting new students by applying zones or distances between the residence of prospective students and the school as the main point in accepting new students. In the implementation of the Peraturan Gubernur Jawa Barat Nomor 29 Tahun 2021 on Technical Guidelines for Accepting New Students in Senior High Schools, Vocational High Schools, and Special Schools, there are still many pros and cons in its implementation in schools. The purpose of this study is to find out the implementation of the zoning policy in the acceptance of new students in senior high schools in the city of Sukabumi. The unit of analysis that will be studied is the Branch of Regional Office V of Sukabumi City. Data collection is done using observation, in-depth interviews, and documentation. Data analysis is done qualitatively. The results show that the implementation of the PPDB policy with the zoning system according to the communication dimension in its implementation can be said to be good. Although there are still obstacles and constraints in the form of information misunderstandings in the field, overall it is optimal
EVALUATION OF QUALITY ASSURANCE OF PRIMARY SCHOOL EDUCATION IN PONOROGO REGENCY
Quality assurance of national education is carried out to educate the nation's life and shape the character and civilization of a dignified nation through the SNP. The principle is to encourage managers, administrators, and education units to improve their performance in providing quality educational services and software to encourage transparency and public accountability. In its implementation, education quality assurance policies must adapt to changes and developments in science and technology and rapid global dynamics. The quality of Indonesian education has not been as expected. Accreditation to BAN-S/M, the development of school quality has not shown an encouraging development in the quality of education. The factor is not that the SNP is of low quality but that the fulfillment and implementation of the SNP have not been running optimally. The objective of this research is to: 1) Describe and analyze the evaluation of quality assurance policies for primary school education in Ponorogo; 2) Examine the factors that encourage and obstruct education quality assurance.; 3) look at the quality and functional education quality assurance model. This research uses a qualitative descriptive research method. The data analysis technique used was evaluation. Data were analyzed interactively.
