    CAPACITY DEVELOPMENT IN REALIZING CHILD-FRIENDLY REGENCY AT THE POPULATION CONTROL,FAMILY PLANNING, WOMAN EMPOWERMENT, AND CHILD PROTECTION AGENCY OF SERDANG BEDAGAI REGENCY

    Capacity development is very important in realizing a child-friendly regency because the government can help increase its capacity in designing and implementing its policy and program focused on child prosperity. The indicators of organizational capacity development, proposed by Leavitt indicate some problems in the capacities of physical resource and operational process. Therefore, it is necessary to have organizational capacity development. The objective of the research is to describe and analyse some steps in developing capacity at the Population Control, Family Planning, Woman Empowerment, and Child Protection Agency, Serdang Bedagai Regency, in realizing a Child-Friendly Regency. The research employs qualitative analytic method. The result of the research shows that organizational capacity development needs the dimension of physical resource capacity. Based on organizational structure indicator, a lot of workloads are not balanced by the number of personnel. Consequently, the employees in the section on woman’s protection, child protection, and the fulfilment of child rights sometimes need help from the other sections in carrying out the policy of child-friendly regency/municipality. Based on the finance indicator, it seems that there is no budget allocation which causes some obstacles in some programs of child-friendly regency/municipality. Based in the indicator of regulation, there is no regional regulation concerning child protection which leads to a high violation rate in children

    EVALUATION OF ONE DATA POLICY IN EAST JAVA

    This East Java one data policy evaluation research aims to identify and analyze the evaluation of the one data policy in East Java Province. In this research the author used the qualitative research method Grounded theory. Grounded theory is a qualitative method for producing theory development using both inductive and deductive approaches, where in this research the author chose a deductive approach. Deductive approach by taking data sources from interviews with several informants implementing policies such as Bappeda, Kominfo, BPS, as well as representatives of data users. From this data, it is processed and concluded into findings and recommendations for the policy. The results obtained from this research are that East Java's one data policy has been running optimally and can be accessed by all data users. So that the need for data is increasingly met and openness to data is increasingly high. This really helps data users to improve performance and as material for making new policies for an agency

    IMPLEMENTATION OF THE ONE-STOP INTEGRATED SERVICE (LTSA) PROGRAM TO PROTECT INDONESIAN MIGRANT WORKERS (PMI) IN SUKABUMI DISTRICT

    The purpose of this study was to determine the implementation of the one-stop integrated service program (LTSA) in the effort to protect Indonesian migrant workers (PMI) in Sukabumi Regency. This research uses a qualitative method with a phenomenological approach with data collection techniques of observation, interviews and documentation. Data analysis was carried out by the process of data reduction, data presentation and conclusion drawing/verification. The results of this study are measured by indicators of implementation by Charles O Jones (1996), namely organization, interpretation and application. The results of this study are that the implementation of the program involves many parties, where inter-agency cooperation is important to ensure service integration and provide maximum benefits to the community. Then the application of the LTSA program for the protection of migrant workers is to pay attention to important aspects such as justice, non-discrimination, confidentiality and active participation of migrant workers, this aims to minimize the form of exploitation by irresponsible individuals. The implementation of the program is still faced with the obstacle that there are still illegal migrant workers who are exploited or get violence due to departure and work abroad not according to existing procedures

    EFFECTIVENESS OF ZERO NEW STUNTING PROGRAM IN SUKABUMI CITY

    The purpose of this study was to determine the effectiveness of the zero new stunting program in Sukabumi City. The method used in this study was a quantitative research method with a descriptive approach. The population in this study were mothers who have toddlers in Sukabumi City, with a total of 100 samples. In this study, researchers used data collection techniques of observation, questionnaires/questionnaires, and literature study. In this study using a Likert scale measurement, with a Likert scale, the variables to be measured are translated into variable indicators. The results of this study indicate that the dimensions of achieving the goals of the zero new stunting program in Sukabumi City obtained a result of 75.8%. The integration of Sukabumi City Government in implementing the zero new stunting program in Sukabumi City obtained a result of 75.13%. And the success rate of adaptation of the zero new stunting program in Sukabumi City was 76.28%

    This research aims to evaluate the effectiveness of the Women-Headed Family Empowerment Program implemented by the Population Control Service, Family Planning and Women's Empowerment, Child Protection (DP2KBP3A). This research uses an evaluation approach based on the Stufflebeam model, which includes context, input, process and product as the main dimensions of evaluation. The research method used is qualitative. Data was collected through surveys, interviews and documentation studies to gain a holistic understanding of program implementation. The research results show that the Female Head of Family Empowerment Program has had a positive impact on participants. There has been a significant increase in the skills and knowledge of female heads of families in managing economic resources and overcoming the challenges of daily life.     During the pandemic, several governments choose to emphasize the strict approach to immigration on their border. This approach focuses on screening, tracing, and quarantine mechanisms. One of the countries that prioritize this method rather than relying on vaccination is Taiwan. This approach is also heavily affected by information technology advancement in government. This paper will discuss the implementation of digital fencing in Taiwan, using a qualitative method and personal narrative elaboration. The informants of this study are foreigners who entered and exited Taiwan during the COVID-19 pandemic and will provide a lot of resourceful data based on their experience. The result indicates that the socio-technical approach helps Taiwan in implementing digital fencing to reduce the risk of COVID-19

    In conducting the development of micro, small and medium enterprises, the Department of Cooperatives, MSMEs, Industry and Trade (Diskoperindag) of Sukabumi City has the role and authority to do so. However, in the implementation in the field, based on the results of the author's interview with the Head of the SME Division in carrying out these activities, Diskoperindag experienced several obstacles. This study uses the theory of Horton (2003) which has 5 dimensions, namely human resources, technological infrastructure and financial resources, management programs and processes, the last dimension of networks/relationships with other organizations and stakeholders. This research uses descriptive qualitative approach documentation. The results of the study show that the organizational capacity of Diskoperindag in developing MSMEs is not yet adequate, because it is not fully in accordance with the theory of organizational capacity from Horton, et al. Of the five dimensions, only the strategic leadership dimension is adequate. Meanwhile, the dimensions of human resources, infrastructure, technology and financial resources, program and process management and network/relationship dimensions with other organizations and stakeholders are inadequate

    Education is usually associated with the educational opportunities and experiences provided to students with different backgrounds such as race, ethnicity, culture, and social class; in fact, multicultural education is commonly understood and practiced. The implications for education behind the complexity of multiculturalism as a concept have demanded the need to move towards social justice-oriented education. The type of writing used in this article uses a bibliometric analysis approach. This article examines the impact of sociology education on multicultural understanding in schools from the Scopus database between 1979 and 2022. To support the assertiveness and effectiveness of multicultural education, partnerships with the wider community complete the coherence of this approach. It is necessary to apply norms and standards that are compatible with multicultural education to form a school culture that supports diversity.     IMPLEMENTATION OF ZONING SYSTEM POLICY ON NEW STUDENTS’ ADMISSION OF HIGH SCHOOL LEVEL IN BOJONEGORO REGENCY

    The zoning system of Admission of New Students (PPDB) 2018 has been highlighted. This system is considered to be detrimental to pupils, especially successful students. Since the zoning system was introduced, there have been many complaints and grievances from some students' parents, because the zone system prioritizes the closest home distance to the school of destination and ignores the national test results. This study aims to determine the implementation of the Zoning System Application Policy for the Admission of New Students in the 4th Bojonegoro State High School in the 2021/2022 academic year. The results show that the socialization of the zoning system policy in the admission of new pupils is carried out by the school to the target group through social media. However, there are still parents who are unaware of the policy due to a lack of reading the news on social media. In terms of human resources, it is sufficient to support all activities in the implementation of the policy. The implementer's position in the implementation of the zoning system policy is very well visible in the commitment and attitude of the implementers towards a program or policy. The bureaucratic structure of 4 Bojonegoro State High School in the implementation of the zoning system of admission of new pupils has been quite well seen from the division of work in PPDB where it divides two special teams namely teams for implementation PPDB and special teams for complaints

    THE DEVELOPMENT OF HUMAN RESOURCES FOR STATE CIVIL APPARATUS WITH THE CORPORATE UNIVERSITY SDGs SYSTEM: Study of Policy Implementation of Corporate University SDGs System in BPSDM East Java Province

    CorpuS Jatim is a policy taken by the Provincial Government of East Java in developing the human resources of the state civil apparatus with the concept of Corporate University SDGs. The CorpuS East Java policy has been in effect since 2021 and the main implementer is the East Java Provincial Human Resource Development Agency. This study aims to analyze the success of the implementation of human resource development for civil servants with the Corporate University SDGs system within the East Java Provincial Government using the Theory of Implementation Success according to G. Edward III which consists of Communication, Disposition, Resources and Organizational Structure. In this study using qualitative-descriptive research methods and data collection techniques through interviews, observation and documentation. The results of the study show that the implementation of human resource development for the state civil apparatus with the Corporate University SDGs system within the East Java Provincial Government has been successfully implemented. However, in practice there are several obstacles that become inhibiting factors in the implementation of human resource development programs. The inhibiting factors found in this study were the lack of disposition and delivery of information related to the implementation of activity events in developing the human resources of the state civil apparatus with the Corporate University SDGs system within the East Java Provincial Government
