UNVEILING THE LEVEL OF DIGITAL POVERTY: A PHENOMENOLOGICAL STUDY ON DIGITAL POVERTY AMONG YOUTH IN DENPASAR CITY
The advancement of technology today should be accessible to everyone and all segments of society, especially those in their teenage years and productive age. This research explores and seeks to understand how urban adolescents from low-income families perceive and experience digital poverty. Using a qualitative approach, in-depth interviews were conducted with adolescents from low-income families who are scholarship recipients. The main goal of this research is to uncover their perspectives on access to digital devices, availability of internet connections, and how they utilize the technology. The findings from the interviews indicate that most informants have limited access to technology, with some only owning mobile phones without laptops or computers, and they often rely on mobile data or public or neighbors' Wi-Fi networks. Nevertheless, some informants did not feel significantly left behind in terms of technological access, although they were aware of the disparity when comparing themselves to more affluent peers. The study also found that the use of digital technology among low-income adolescents is primarily focused on educational purposes, despite the limitations of the technological resources available to them. Given these constraints, this research suggests the importance of increasing equitable digital access and developing digital skills training programs that can help adolescents from low-income families avoid falling further behind in the rapidly advancing digital era
IMPLEMENTATION OF TAX INVOICE CRIME PREVENTION POLICY IN INDONESIA
Fiscal policy plays an important role in economic growth and maintaining inflation stability. VAT is one of the tax innovations and has experienced tremendous development. Crimes against tax invoices include not depositing taxes that have been collected and issuing and/or using tax invoices that are not based on actual transactions, often called Fictitious/unauthorized Tax Invoice. This research is expected to explain the factors that influence the implementation of tax invoice crime prevention policies. This research uses a qualitative method. The data collection method is done by observation, in-depth interview, and FGD. There were 13 Tax Investigators, 2 Tax Practitioners, and 4 Academics as informants who were interviewed and involved in FGDs. The results of the research on the implementation of the tax invoice crime prevention policy concluded that an integrated tax invoice crime prevention policy strategy framework is needed starting from the stage of confirming PKP until the tax invoice is issued and reported on the VAT periodic tax return. In addition, accuracy of information, consistency in application and clarity of feedback are required. Continuous improvement of procedures and political support from policy makers are absolutely necessary. UTILIZATION OF ONLINE QUEUE SYSTEM TECHNOLOGY TO IMPROVE PUBLIC SERVICE MANAGEMENT EFFICIENCY AT CLASS I IMMIGRATION OFFICE TPI SURABAYA
This research focuses on the utilization of Online Queue Systems to enhance the efficiency of public service management at the Immigration Office Class I TPI Surabaya. The implementation of this system is expected to address various issues related to conventional queues, such as long waiting times and customer discomfort. However, there are several aspects that still need to be examined, considering that the success of a public service system highly depends on effective queue management, procedure quality, and the readiness of personnel and supporting policies. The aim of this research is to analyze the impact of the Online Queue System on service quality and efficiency, identify existing challenges, and provide recommendations for system optimization. The research method used in this study is qualitative, with data collection conducted through direct observation, interviews, and document analysis related to the queue system at the immigration office. The findings show that the implementation of the Online Queue System has improved the efficiency and quality of public services, with public satisfaction reaching around 70%. Nonetheless, there is a need for further improvement in several aspects, such as queue management, information transparency, and waiting time. Additionally, technical readiness and supporting policies remain critical concerns, as there is still room to enhance personnel capacity and optimize policies to make the system more effective. The conclusion of this research emphasizes that while the Online Queue System has had a positive impact, several aspects still require attention and improvement to achieve higher efficiency. This research recommends several strategic steps, including increasing system capacity to handle surges in applicants, developing policies to support system operations, providing technical training for personnel, and conducting wider outreach to the public

This research examines the implementation of the residency permit monitoring policy by Immigration Class 1 TPI Surabaya regarding violations of residency permits for visit visa subjects during the period of 2019-2022. The policy aims to enforce regulations concerning the presence of foreign nationals in Indonesia. However, its implementation faces various challenges, particularly in terms of communication, bureaucratic structure, resources, and the disposition or attitude of policy implementers. This study aims to evaluate the effectiveness of the policy and identify areas requiring improvement to enhance monitoring performance. This study employs a qualitative method with a descriptive approach. Data were collected through in-depth interviews with officers from Immigration Class 1 TPI Surabaya and an analysis of documents related to the policy and its implementation. The findings reveal that the effectiveness of inter-unit communication in conveying policy information only reaches 75%, leading to delays in information dissemination and field coordination. Additionally, a rigid and inefficient bureaucratic structure causes 70% of monitoring processes to experience obstacles. Resource limitations, both in terms of personnel and technological facilities, also hinder implementation, with only 65% of required resources available. The implementers' disposition, achieving only about 68%, indicates a lack of commitment and consistency in executing the policy. The conclusion of this research is that the implementation of the residency permit monitoring policy at Immigration Class 1 TPI Surabaya requires significant improvements in communication, bureaucratic structure, resources, and implementers' disposition. Recommendations include increasing personnel numbers, updating monitoring technology, and conducting regular training to enhance the attitude and competence of policy implementers
STRATEGIES OF ARCHIVES AND LIBRARY SERVICES IN INCREASING INTEREST AND READING CULTURE OF THE COMMUNITY IN WEST BANDUNG REGENCY
This study aims to analyze the strategies implemented by the Archives and Library Office of West Bandung Regency in increasing public interest and reading culture. This study uses qualitative research methodology by using in-depth interviews, observation and document analysis as data collection techniques. The focus of the study included program identification, supporting factors and barriers in the implementation of literacy strategies. The key strategies implemented as a result of the study include the revitalization of Taman Bacaan Masyarakat (TBM), procurement of book collections of 11,612 titles and 47,035 copies, introduction of digital library services, and literacy campaigns through social media and local communities. contains Community. However, there are several obstacles that hinder the optimization of the program such as budget limitations, low community participation in literacy activities and the lack of qualified managers. Factors that support the implementation of this strategy include political support from the local government and the possibility of collaboration with various communities. This study recommends strengthening technology-based literacy programs, increasing the budget for purchasing reading materials and training library managers as strategic steps to overcome these obstacles. The results are expected to make a practical contribution to more innovative and sustainable literacy policies and serve as a reference for developing literacy strategies in other areas. Literacy is seen as an important element in supporting human resource development in West Bandung district
EVALUATION OF THE PELITA MARKET REVITALIZATION PROGRAM IN IMPROVING THE WELFARE OF TRADERS IN THE CITY OF SUKABUMI
Study aims to evaluate the Sukabumi City Pelita Market Revitalization Program. The main focus is to understand the revitalization program, its implementation, and its impact on both traders and the local public. Evaluation steps include identifying program successes, challenges faced, and responses to feedback from various stakeholders. Research methods involve descriptive qualitative analysis using techniques such as interviews, observations, and documentation. Informants include the Head of the Sukabumi City Trade Service, PT. Fortunindo Artha Perkasa, and Pelita Market traders. Data is analyzed through reduction, presentation, and drawing conclusions. Research results show the effectiveness of related programs in enhancing the number of traders, sales turnover, and quality of market facilities, although there are diverse views from stakeholders. Efficiency in resource utilization, particularly in technology and optimal budget management, is a primary focus, although challenges in budget management and engagement with third-party parties remain. Adequate support for merchants, including facilities and training, is essential, along with attention to temporary access paths and additional support needs. Economic alignment in the market is crucial, but concerns regarding costs and accessibility persist. Responsibility for addressing trader and public feedback is important for sustainable repair, including market cleanliness and safety. The accuracy of the revitalization program must align with the needs of local traders, society, and aspirational goals, with room for increased responsibility and sustainability in the program, hoping for the involvement of all parties concerned
IMPLEMENTATION OF FAMILY PLANNING PROGRAM THROUGH MALE PARTICIPATION IN THE USE OF CONTRACEPTIVE METHODS IN MEDAN KOTA SUB-DISTRICT MEDAN CITY
Despite the availability of various contraceptive methods, men's participation in the family planning programme is still limited, mainly due to cultural and religious considerations towards the vasectomy method. In addition, family planning services for men are still dominated by women as Family Planning Field Instructors (PLKB). This has resulted in men being reluctant to consult in its implementation. This raises a question mark as to why the Family Planning Programme is not so visible among the community? The purpose of this research is to find out how the implementation of family planning programme through men's participation in the use of contraceptive methods in Medan City Sub-district, Medan City. The method used is descriptive research method with qualitative approach. The data were analysed qualitatively using the Merilee S. Grindle Model with two main variables, namely policy content and policy environment. The results concluded from the policy content indicator showed that Medan Kota Sub-district really needed a family planning programme because the number of poor people in Medan Kota Sub-district was still a concern, and from the policy environment indicator showed that there was full support from the government regarding long-term family planning methods
E-READINE S S DEPARTMENT OF POPULATION AND CIVIL REGISTRATION OF BERAU DISTRICT IN PROVIDING PUBLIC SERVICES THROUGH THE SI APPLICATION TURTLES DO CHARITY
This research is about the E-Readiness of the Berau Regency Population and Civil Registration Service in public services using the Si Penyu Beramal application. The research method used is qualitative with a descriptive approach, involving observation, interviews and documentation studies. The results show that electronic readiness is considered sufficient, with several factors influencing it, such as telecommunications infrastructure, connectivity, use of information technology, adequate budget, governing laws, and paradigm changes by employees. The main obstacle is the shift from offline to online systems and the failure to achieve three performance targets. Suggestions include improving infrastructure, human resource training, efficient budget management, and outreach to the community
ANALYSIS OF CROSS CULTURAL LEADERSHIP AND ORGANIZATIONAL CULTURE ON EMPLOYEE LOYALTY THROUGH JOB SATISFACTION AS MEDIATION VARIABLES
In the era of globalization, manufacturing companies face challenges in maintaining employee loyalty amidst cultural diversity. The phenomenon of low employee loyalty is evident from high turnover rates, absenteeism, and non-compliance with company regulations. This study aims to analyze the influence of cross-cultural leadership and organizational culture on employee loyalty, with job satisfaction as a mediating variable in the manufacturing industry in Cianjur Regency. The method used is descriptive analysis with a population of 8,400 employees. The sample selection was carried out randomly and analyzed using Structural Equation Modeling (SEM) with a sample size of 200 respondents. The results of the study indicate that cross-cultural leadership does not have a significant direct effect on employee loyalty, but it has a significant impact on job satisfaction. Organizational culture has a significant effect on both employee loyalty and job satisfaction. Job satisfaction is proven to mediate the effect of cross-cultural leadership and organizational culture on employee loyalty. These findings underscore the importance of leadership that can manage cultural diversity and a positive organizational culture in creating job satisfaction, ultimately enhancing employee loyalty. This research provides insights for manufacturing companies in Cianjur to focus on leadership and organizational culture aspects to improve employee loyalty through job satisfaction
CONFLICT OF COASTAL SPACE UTILIZATION IN TELENG RIA BEACH WITH A SOCIO-SPATIAL APPROACH
Social conflict in the coastal community of Teleng Ria Beach, Pacitan, East Java, is linked to the use of coastal space for lobster seed fishing (benur). The conflict involves local fishermen, the government, and the private sector, due to the misalignment of lobster seed catching activities with government regulations, which permit catching only for cultivation purposes in Indonesia. However, local fishermen sell the seeds for export to Singapore through collectors. The conflict escalated when PT El-John Tirta Emas banned local fishermen from parking their boats near the tourist area of Teleng Ria Beach, citing disturbances to visitors' comfort. Local fishermen opposed this ban, leading to increased tension between the parties involved. This research aims to identify and analyze the conflict, assess potential resolutions, and evaluate the impact if the conflict persists. A socio-spatial approach is used to understand the relationship between space and people, and how people perceive their environment. The research uses a qualitative case study approach. The results reveal that the conflict over coastal space utilization at Teleng Ria Beach can be viewed from three perspectives: spatial practice (physical space), representations of space (government policy), and space of representation (social space). Conflicts arise from boat parking management, seed-catching policies, and cultural differences and fishery business waste
