HAMBATAN-HAMBATAN YANG DIALAMI TUTOR DALAM PEMBELAJARAN PAKET B SETARA SLTP DI SANGGAR KEGIATAN BELAJAR (SKB) LUBUK BEGALUNG KOTA PADANG
Tutors play a very important role in instructional process in B Package Program equivalent to Junior Secondary School as they have to face learners and to plan, organize, and evaluate the instructional process. This research intended to discover obstacles faced by the tutors of B Package Program in Lubuk Begalung in completing their task. This research employed qualitative approach and the data were collected by using observation technique, interview, and document study. The informers were tutors and program executers. The data were analyzed using the method recommended by Miles and Huberman (1992) which was consisted of reducing the data, presenting the data, and drawing the conclusion. The finding of this research shows a set of obstacles faced by the tutors. Beside the efforts have been taken to overcome the obstacles, it is recommended to provide trainings for the tutors and program executors in order to read improve the implementation and the attainment of the obstacles of the program

Children are the future of a nation. This statement is not an exaggeration, it is the truth. Children would grow up and be potential leaders for their nation. The development of a country, then depends on them someday. So, it is important for us that we should pay more attention to their early childhood education right now. Paying more attention to this phase of education means improving the quality of human resources of a nation for the future. Unfortunately, few people are interested in becoming educators for early childhood education. Besides, most parents in Indonesia still do not realize how important early childhood education is for every individual child as well as for the future of our nation
PENDIDIKAN KEAKSARAAN DI INDONESIA KE DEPAN
Quoting EFA Global Monitoring Report 2006 on literacy for life, this article discusses its implementation in Indonesia. It is believed that the success of the literacy program is closely related to the government policy. Based on the analysis of the condition and problems of illiteracy, the political leaders of the highest level are expected to be committed to take real actions, all nations including Indonesia formulate and implement written and explicit literacy policy in developing access to basic education, conduct continuous literacy program. In conclusion, the article suggests the Indonesian Government, as a member of United Nations, should tightly keep the commitment expressed in a number of UN’s declarations and conferences including to achieve the goals in The United Nations Literacy Decade 2003 – 2012
KETENAGAAN DI TAMAN BACAAN MASYARAKAT: Studi Pendahuluan
Reading skill and reading habit should be developed in all levels of society in establishing reading and learning society which can not be avoided in this modern age. The Community Reading Centers (CRC) which have been developed since nineteen fifties are expected to stimulate the establishment and the development of reading societies all over Indonesia. The Government has provided some grants and facilities to empower the Centers to activate their functions. As the expectation for these centers is so great, this preliminary study made a close observation on four Centers located in Medan, North Sumatra. Attention was focused on the number and quality of man power serving the attendants in each Center. It is believed, the manpower plays a significant role in the operation of the Center to do its function to reach the predetermined goals. This preliminary study finds out that the quality of the manpower in the four Centers influence the quality and quantity of the services provided. The Center with experienced and active personnel is able to complete its function better than the ones with lack of experiences and initiatives. This study suggests the Government to give priority to training program in empowering the Centers
PEMBELAJARAN ORANG DEWASA BERBASIS ANDRAGOGI: TINJAUAN TEORI
The education level of many adult people generally is low. The result of examining towards a considerable body of literature on the concepts of andragogy shows that now many of practices of adult education and training have been conducted by using a pedagogical approach. Their practices are not effective since the orientation toward learning for adult people is one of subject-centeredness. Consequently, the education and training for adults should be promoted by using andragogybased learning and the orientation toward learning is one of problem-centeredness
KEMAMPUAN PENILIK DALAM MELAKSANAKAN TUGAS POKOK DITINJAU DARI KEPUTUSAN MENPAN NO.15/KEP/MENPAN/3/2002
The decentralization policy stipulated in the Constitution of Number 22 of 1999 gives impact to many aspects of government management including in education. This research investigates the assessor’s competence in implementing their main tasks based on the decree of Number 15/KEP/MENPAN/3/2002 and the obstacles in implementing the decree. The research conducted in East Java covering four districts used qualitative approach and the data were collected by interview and document study. The result of this research concludes that the assessor’s competence has not completely met the requirements stated in the Minister’s decree. Local government has given support in implementing the Minister’s decree. However, the problems faced include the lack of assessors’ competences, unclear criteria for professional assessor’s formation based on work load, and the inability of the assessors to count their working credits
PERSEPSI PENDIDIK DAN TENAGA KEPENDIDIKAN PENDIDIKAN ANAK USIA DINI (PTK-PAUD) TERHADAP KONSEP PAUD DAN KELEMBAGAAN PAUD
Based on the problems found in the field, the research was aimed at finding the perception of the teachers and education personnel of the early childhood education towards the concept and organizations of early childhood education. The population of the research covered the teachers and education personnel of the early childhood education in Yogyakarta City. The analysis result shows that the perception of the teachers and education personnel of the early childhood education towards the concept and organizations of early childhood education is in line with the concept of early childhood education. But, the practice of the early childhood organization is not in line with their concepts of early childhood education
STANDARISASI KURSUS: ANTARA KEBUTUHAN DAN KESULITAN MENETAPKAN BENCHMARK
Course institutions are one kind of well-known non-formal education unit in Indonesia. Its role and contribution in the development of national system and the development of human resources can not be neglected. The amount of course institutions fluctuates overtime; however, it can be assured that the amount stays significantly fulfilling the learning need of the people. In 2002, the recorded amount of course institution is 22,510, but it decreased up to 11,745 in 2005. Those institutions provide 167 types of courses and trainings, which can be categorized into several subjects of study. According to the Government Regulation of Number 19 in 2005 on the National Standard of Education, course institutions need to have standardization. Different from the formal education (school) standard which is more systematical and homogeneous, the standardization for course institutions faces obstacles related to the minimum criteria of several components because of the wide variability and heterogeneity on its types, scopes, and levels
MENYAMBUT SEKOLAH RUMAH (HOMESCHOOLING) DALAM SISTEM PENDIDIKAN NASIONAL DI INDONESIA
Homeschooling practice in Indonesia has just started in 2006. There are many reasons and philosophies in the presence of home schooling, both internally such as family and students, and externally such as educational considerations. In at least, there are three types of homeschooling, they are: (1) homeschooling for pre-school children, (2) homeschooling as the substitution and complementation to formal school and (3) homeschooling as a sustainable education program. As a new category in the formal education practice in Indonesia, the presence of homeschooling should immediately be set up its connectivity model with national education system within its holistic view. It will need a comprehensively conceptual, theoretical, and philosophical consideration being the foundation of homeschooling practice so that homeschooling may run in the normative path of education. In the other hand, there is a necessity for supporting regulations, policies and action plan, which would guarantee the continuity and development of homeschooling in Indonesia. Therefore, homeschooling contributions within national education system may soon be used effectively in the efforts of promoting the intellectual life of the nation
PERAN TENAGA KEPENDIDIKAN PENDIDIKAN NONFORMAL (PNF) DALAM MENINGKATKAN KUALITAS WARGA BELAJAR PENDIDIKAN BERKELANJUTAN
The article discusses basic assumptions that should be considered in managing adult education. These assumptions are (1) future-oriented aims, objectives and programs, (2) formulation alternative approaches related to program design, organization of instruction, instructional process, and budget; (3) value, aesthetic-oriented programs, (4) emphasis on participants’ background and potentials. Another important aspect is the roles of educators. Among other things, they should (1) realize that they cannot do everything, (2) diagnose participants, (3) create a health, creative nonformal learning atmosphere, (4) appriciate participants’ experience, (5) be fair and communicative to each participant
