The Practice of Discretion in Implementing Forest-Rehabilitation Policy in Forest Management Unit
This study analyzed the implementation of discretion in forest and land rehabilitation policy (RHL) on street-level bureaucracy (SLB). The study conducted at Forest Management Unit (KPHL) Rinjani Barat, used Michael Lipsky\u27s conception about street-level bureaucracy and discretion in the forest management. The result shows the history and forest tenure problem become a forest management framework for SLB. Because of that, forest management from top down system has changed to participatory between SLB and communities. The result of RHL policy is sucess story, good forest management and community welfare
PERKEMBANGAN POPULASI JALAK PUTIH (Sturnus melanopterus Daudin 1800) DI TAMAN NASIONAL BALI BARAT
Black-winged starling (Sturnus melanopterus Daudin 1800) has spread across West Bali National Park (WBNP). There are three subspecies of black-winged starling; Sturnus melanopterus tertius is distributed in the area of Bali, Sturnus melanopterus tricolor is distributed in East Java, and Sturnus melanopterus melanopterus is distributed in East Java and Madura. Status of black-winged starling was Critically Endangered in 2010. Therefore, this study aimed to (1) analyze the populations (numbers, sex ratio, and age structure) and analyze habitats of black-winged starling in West Bali National Park. Bird population was estimated by transect and concentration count method and black-winged starling habitat condition was identified using vegetation analysis. The result showed that the estimation of black-winged starling population were 35 individuals, sex ratio was 1:1, and all individuals were adults. The habitat which often used by black-winged starling was savanna as feeding area, drinking area, shelter area, and cover area.Keywords: black-winged starling, Bali barat, habitat, populatio
Application of recursive digital filter (RDF) methods for baseflow separation: study at Brantas watershed
Baseflow is an important component affecting the availability of water in the river during the dry season. Availability of water in the dry season is useful for water resources management. This research aims to test and to compare six recursive digital filters (RDF) methods for calculating baseflow and baseflow index. This research was conducted in Brantas Watershed. Two outlets (sub-watersheds) located at Kertosono and Ploso were used. Daily discharge from 1996 to 2015 of the two outlets above was used as main input for this study. While rainfall data were used to determine the calibration period. The sequence procedures of this research, consist of: (1) inventory of daily discharge and rainfall data, (2) data processing, (3) calibration, (4) validation, and (5) evaluation of models’ performances. Six (6) methods of baseflow separation based on recursive digital filters were evaluated. The calibration process was carried out for periods 1996 to 2005. The periods from July to September was assumed to be the peak of the dry season and then selected for calibration process. The parameter values were calibrated using the data from dry season for each year. Furthermore, the average value of parameters obtained from calibration period then used to separate baseflow in validation process (periods 2006 to 2015). The result of separation both in calibration and validation are then evaluated using root mean square error (RMSE), coefficient of determination (R²) and FDC. This research shows that the Lyne-Hollick and EWMA filters perform better than other methods. In Brantas Kertosono sub-watershed, the optimal parameter value for Lyne Hollick algoritmh (αly) = 0.995 dan for EWMA filter (αew) = 0.003 and in Brantas Ploso sub-watershed (αly ) = 0.99 dan (αew) = 0.003
POTENSI HUTAN RAWA AIR TAWAR SEBAGAI ALTERNATIF EKOWISATA BERBASIS KONSERVASI GAJAH SUMATERA (Elephas maximus sumatranus)
Abstract. This study aims to determine the potential of fresh water swamp forest as alternative ecotourism of Sumatran elephants (Elephas maximus sumatranus). The data collection of flora was done by the printed path method, with sampling intensity (IS) 10% so that obtained 34 observation plots; then elephants behaviors were taken at 07.00 - 17.00 WIB for 7 days. The data behaviors of elephants were recorded using a sampling scan method, for 60 minutes by recording the incidence of behavior within 60 seconds. Data were analyzed by calculating the important value index, the Shannon-Wiener diversity index, and descriptif analysis. The results showed that there were 25 types of vegetation with 5 species that have the highest important index value. The diversity of vegetation types based on Shannon-Wiener\u27s diversity index is moderate, 99% of species found are natural feeds favored by Sumatran elephants. Most of the elephant activity is eating (32%), 17% group, 17% rest, and exploring as much as 12%, while salting is done when elephants feel the need for minerals. The management can do reforestation to increase the diversity of vegetation type, especially the Sumatran elephant\u27s natural food species, so that its existence can support the preservation of elephant and educational tourism based on Sumatran elephant conservation
Analisis Faktor-Faktor Teknologi dan Sosial Budaya yang Mengancam Keberlanjutan Kemandirian Pangan Pokok di Provinsi Jawa Barat, Indonesia
Sustainability of food self-sufficiency in the West Java Province experiences strong pressure along with increasing economic development, the process of urbanization, population growth and the effects of climate change. The objective of this study is to identify technological and socio-cultural factors that can threatening the sustainability of food self-sufficiency in West Java Province. This study uses multidimensional scaling analysis to assess the sustainability index and status and supported by a descriptive analysis of key factors that can provide inhibiting factors for the sustainability of food self-sufficiency. The results of the analysis describe that the ecological, economic and institutional aspects have sufficient influence on sustainability in food self-sufficiency, while the socio-cultural aspects and aspects of technology provide less sustainable effects in supporting the sustainability of food self-sufficiency. Factors in the use of certified seeds, area of paddy fields and irrigated rice fields, use of tools and machines for rice production and rice cropping indexes are key factors in technological aspects that can be a threat to the sustainability of food self-sufficiency. While the threat to the sustainability of food self-sufficiency in the socio-cultural aspects come from the factor of the number of workers in the food crops sub-sector, the pattern of consumption of carbohydrate food in the community and the distribution of rice. Governance of these key factors is key in developing sustainability of food self-sufficiency in West Java Province
Pola Tutupan, Penggunaan, Serta Tantangan Kebijakan Perlindungan Ekosistem Gambut di Kabupaten Bengkalis
Since the issuance of Government Rule No. 71/2014 jo. No. 57/2016, there has been a wide debate, because those rules may trigger other problems such as food security, social, economic, political, as well as peatland cultivation security. Considering this issue, this study aims to analyze challenges in implementing peat protection policies as textually arranged in Government Rule No. 71/2014 jo. No. 57/2016, in Bengkalis Regency. Overall, in order to discuss both of rule in form and rule in use aspects, this study was conducted using maps overlay technique and content analysis on Government Rule No. 71/2014 jo. No. 57/2016. Based on those approaches, this study shows that there are four challanges in implementing previously mentioned peat ecosystem protectetion policies in Bengkalis Regency, particularly in regard to the measurement of damaged peatland criteria, frictions between protection incentives and pressure on peatland conversion, significant economic contraction, up to the emergence of new open access areas that often be illegally occupied and worsening peatland existing conditions. This finding implies that the government as the regulator in the implementation of peat ecosystem protection policies should open a wider room for policy improvements, in order provide a more balanced consideration to three important aspects of sustainable development, which is not only limited to environmental sustainability, but also covering both of social and economic sustainability
ANALISIS KUALITAS AIR DAN DAYA TAMPUNG BEBAN PENCEMARAN SUNGAI PESANGGRAHAN DI WILAYAH PROVINSI DKI JAKARTA
Pesanggrahan River has important role and function to support human life and ecosystem existing in river area. Daily human activities that utilize river water and then dispose the sewage/waste into Pesanggrahan River can decrease the air quality. This research aims to analyzed the water quality condition of Pesanggrahan River based on physical and chemical water river factors. The analysis was conducted on eight observation points along the Pesanggrahan River in DKI Jakarta Province by testing the air pollution parameters comparing it to the air quality standard of Governmental Regulation No. 82/2001 on Air Quality Management and Air Pollution Control for Class II and Jakarta Governor Regulation No. 582/1995 on the Establishment of the Allocation and Quality Standards of River Water/Raw Water Agency of Liquid Waste Quality Standard in the Special Capital Region of Jakarta for Group C. The parameters observed in this study are 18 and 6 overall physical parameters (temperature and TSS) and parameters chemical (pH, DO, BOD, and COD). Determination of water quality status using pollution index method compared with air quality standard Governmental Regulation No. 82/2001 class II and Jakarta Governor Regulation No. 582/1995 Group C. The air quality condition of Pesanggrahan River from upstream to downstream at eight points of observation has generally decreased quality according to parameters of TSS, DO, BOD and COD which were not fulfill the quality standard. Based on the status of water quality status of Pesanggrahan River from upstream to downstream has decreased quality with mild to moderate pollutant status
ANALISIS ASPEK BIOFISIK DALAM PENILAIAN KERAWANAN BANJIR DI SUB DAS SAMIN PROVINSI JAWA TENGAH
Floods a main problem in Samin sub watershed, which is part of the Bengawan Solo watershed, Central Java Province. Assessment of the flood vulnerability level and its determinant causes is required as a basis information for policy makers to design a flood mitigation strategy. This study aims to assess the level of flood vulnerability and to analyze the biophysical aspects that caused flooding in Samin sub watershed. The method used is survey and the quantitative analysis of biophysical aspects including slope, soil, drainage density, land use and rainfall using map-overlay and scoring approach. Data analysis using Geographic Information System (GIS) technology. The results showed that the Samin sub-watershed areas has five levels of flood vulnerability is the category of "not vulnerable" area of 2188.44 ha (3.45%), "rather vulnerable" area of 3194.17 ha (5.03%), "quite vulnerable" area of 5379.17 ha (8.47%), "vulnerable" area of 31006.51 ha (48.83%) and "very vulnerable" area of 21726.56 ha (34.22%). The level is vulnerable - very vulnerable mostly spread in the middle and downstream Samin sub-basins including the District Polokarto, Sukoharjo, Mojolaban, Bendosari, Jumantono, Karanganyar, Kebakkramat, Jaten. While the level is rather vulnerable - not prone areas spread in the upstream sub-basins that is District Tawangmangu, Jatiyoso, Ngargoyoso. Correlation analysis results show that the most dominant biophysical aspects that caused flooding in Samin sub watershed is the slope, drainage density and land use
STUDI ETNOBOTANI TUMBUHAN PANGAN YANG TIDAK DIBUDIDAYAKAN OLEH MASYARAKAT LOKAL SUB-ETNIS BATAK TOBA, DI DESA PEADUNGDUNG SUMATERA UTARA, INDONESIA
The Batak Toba sub-ethnic is an indegenous tribe in Sumatra Island, who has local knowledge of using plants as food (edible plants). This study aims to (1) document the non-cultivated plants used by Batak Toba sub-ethnic as edible plants; (2) compare the quantitative values of edible plants by Batak Toba sub-ethnic. The study was conducted with ethnobotany approach through surveys and parcifative observations. The interviews were conducted toward key informants (7 people) and the general respondents (30 people). The general respondents were grouped into 17-30 years old, 30-50 years old, more than 50 years old, which the numbers of each were 10 respondents. The data were analyzed qualitatively and quantitatively. The quantitative analysis was done by calculating the relative frequency of citation (RFC), and informant consensus factor (ICF). This research found a total of 44 species belonging to the 28 families and 40 genera have been used by Batak Toba sub-ethnic as edible plants. The edible plants have been used as vegetables (18 species), fruits (16 species), spices (6 species), and drinks (3 species). The mean of species known by respondents were 15.8 ± 5.18 (17-30 years old), 23.2 ± 3.58 (30-50 years old), 26.8 ± 4.66 (> 50 years old) and 36.85 ± 5.11 (key informants). The IFC values of edible plants were 0.943 (spices) - 0.968 (drinks). A total of nine species of foodstuffs have been known by all respondents (RFC = 1.0). The utilization of Calamus javensis and Arundina graminifolia, as foodstuffs are going to be further investigated as low-calorie of carbohydrate sources
ANALISIS PERUBAHAN TUTUPAN LAHAN DAS TONDANO, SULAWESI UTARA SELAMA PERIODE TAHUN 2002 DAN 2015
Monitoring land cover change is important to be done in order to understand changing mechanism and to model impacts of the change to environment and ecosystem in different scale. Research on change detection of the Tondano watershed for the period of 1989-1999 showed that the land cover has changed due to agricultural activity and urbanization (Prenzel, et al, 2006). Land cover change of the Tondano Watershed contributed to the flooding and landslide disasters in Minahasa and Manado in the early of 2014. This research was conducted to compare land cover of the Tondano Watershed between the period of 2002 and 2015 using remote sensing data and Geographical Information System (GIS). Change detection method, post classification comparison was used to gather information on land cover change in the Tondano Watershed. Results showed that there was a significant change in the land cover within thirteen years. There was a decrease of forest, paddy field and volcano areas and an increase of agriculture, residential and water body areas. Forest has been converted to dry land agriculture; paddy field area has been converted to agriculture and residential areas. An increase of residential area was caused by conversion of agricultural and paddy field areas located nearby Manado City
