    Assessment Model of Contractor Quality Management Maturity

    One of the most important parts of a project management is the quality management. While it is absolutely necessary to conduct a thorough research on the maturity of quality management in construction companies, especially contractors so that construction companies know at what level of their company quality, this has an effect on building customer perceptions of their companies and the business of the company itself to continue to grow to be able to reach the highest maturity level. This paper aims to propose an assessment model of contractor quality management maturity (QMM) that covers both the corporate and project levels of a construction project. Determination of research variables was conducted with the study of literature in depth and validated by experts. Weighting variables by pairwise comparison method were based on interviews with experts and was represented in the form of a spider web. For model validation, case studies of large state-owned contractors and a medium-sized private contractor in Surabaya were used. The weighting for QMM assessment on contractors is 43% on corporate level and 57% on project level. In corporate level there are 10 variables with each weighting: People and Customer Management (2.9%), Supplier Partnership (1.6%), Communication of Improvement Information (2.4%), Customer Satisfaction Orientation (5.3%), External Interface Management (1.4%), Strategic Quality Management (6.2%), Team Work Structures for Improvement (4.3%), Operational Quality Planning (4.4%), Quality Improvement Measurement System (8.2%), and Corporate Quality Culture (6.3%). Project level quality consists of 39% for product quality and 18% for service quality. In the project level there are 8 variables for product quality: Performance (9.0%), Features (4.1%), Reliability (8.0%), Conformance (5.6%), Durability (4.5%), Serviceability (3.0%), Aesthetics (1.7%), Perceived Quality (3.1%). While the service quality consists of 5 variables: Service Reliability (4.9%), Responsiveness (2.7%), Assurance (5.7%), Emphaty (1.8%), and Tangibles (2.8%)

    Composition of Ions and Trace Metals in Rainwater in Bandung City, Indonesia

    The basin shape of Bandung limits dispersion and transport of air pollutants. This topographical characteristic causes air pollutants to be trapped and accumulated within the basin, where urban areas  were located. In the issue of of sustainable city, rainwater could be potential sources of  fresh water. However, air pollution in urban area might alter the natural rainwater composition. Characterization of rainwater was  conducted by collecting rainwater bulk samples at 4 (four) sites located in a transect from high elevation to the lowest at the base of the Bandung basin. Identification of trace metals, cations and anions were performed in rainwater collected in Bandung City during rainy seasons in February to March 2016. Acidity (pH), conductivity, anions and cations (SO42-, NO3-, Cl-, Ca2+, Mg2+, Na+, K+ and NH4+) and trace metals of Ag, Al, As, Ba, Cd, Co, Cr, Cu, Fe, Ni, Pb, Sb, Se, Sn, Sr and Zn were analysed. During the sampling period,  the rainfall rate ranged between 19.02 mm/week to 130.48 mm/week. The results show that rainwater pH were 4.10 – 5.95. The dominant chemical composition of rainwater were sulfat (37% – 39%) and ammonium (17% - 26%), followed by nitrate. The trace metals analyses indicated that lead (Pb) had the highest concentration (mean = 76.68 µg/L). The concentration of the trace metals decreased in order of Pb, Fe, Zn, Al, Se, Cu, As, Ba, Co, Sr, Ni, Cd, Cr, Sn and Sb. Lead is a toxic compound, resulting from human activities, such as fossil fuel burning, mining and manufacturing. The initial analysis of rainwater composition including heavy metals suggested that rainwater contain various and potential harmful substances, including heavy metals. These findings are particularly important  and should be taken into consideration in the context of  rainwater as a water sources in urban area, e,g. rainwater harvesting for the domestic purposes and urban farming

    Human Mobility Patterns for Different Regions in Myanmar Based on CDRs Data

    Sustainable urban and transportation planning depends greatly on understanding human mobility patterns in urban area. Myanmar is one of the developing countries in ASEAN. It develops more rapidly as compare past years due to its international trade policy change and faces serious traffic problem in major cities. To solve these problem, human mobility pattern need to know for improvement. Therefore, this paper focuses to analyze different human mobility patterns for the different regions in Myanmar by using Call Detail Records (CDRs) Data. Such studies could be useful for creating transport model of mobility pattern. The numbers of trip generated are obtained by using CDRs over seven days period. CDRs of each region can be used to generate trip numbers of townships within certain time frame and time windows. In this study, average distance travelled, preferred days of long distance users and human mobility patterns at different times of weekdays and weekends in Yangon and Mandalay were analyzed. People living in Yangon area are generally more travelled than Mandalay on weekdays and weekends. The results indicated the similarities and differences in mobility patterns for both cities. This information is very useful for transport planning and future transportation developments

    Elaborating Appropriate Models of the Sustainable Financing Instrument in Public Private Partnerships (PPP) In Infrastructure Projects

    One alternative to accelerate infrastructure development in Indonesia is by involving the private sectors in the financing and development. In principle, Public Private Partnerships (PPP) can be classified into two, namely: a partnership project which idea came from the initiation of the government (solicited) and partnership project which idea came from the initiation of the business entities (unsolicited). To facilitate the implementation of the Public Private Partnership (PPP), the financing instruments that exist currently may be used to support the implementation of the Public Private Partnership (PPP). The importance of involving a third party other than investor and the government is related to the fulfillment of capital requirements and risks sharing in the event of loss. Although the rules clearly have been enacted, the infrastructure projects in Public Private Partnership (PPP) seem less attractive to investors. One of the causes is that the capital required by investors is too great with very high risk when investment in infrastructure is slow yielding. It is important to propose the scheme of sustainable financing which may allocate the PPPs’ risks proportionally.Until now, the government is too fixated with large cooperation projects with the private sectors, while the scheme offered is a Build-Operation-Transfer (BOT) scheme. This scheme is sometimes burden the investors, because the greatest risk is in the hands of investors. Regarding the financing of the Public Private Partnership (PPP), conventional financing such as a bank guarantee or sharia financing (‘kafalah’) can be carried out. Two such financing can be used in the Public Private Partnership (PPP), so it will increase the interest of investors to build infrastructure using Public Private Partnership (PPP). It is because such financing can overcome the difficulties of gaining large capital and also reduce the burden of risk borne by investors

    Highway is one of the facilities that is built to ease the transferring goods from one point to the destination. In the Law of the Republic of Indonesia No. 38 Year 2004 about road infrastructure, it is mentioned that the road has an important role in actualizing the development of nation’s life. Road repair by assessing the level of damage so that the researchers conducted this study on the Aki Balak street, Tarakan City with a road length observed along 250 meters. Types of road damage that occurred on the Aki Balak street consists of pothole, alligator cracking, long cracking, edge cracking, bledding, patching and corrugation. The results of the analysis using fuzzy logic applications in road maintenance as decision-making. An optimal decision making system in determining road maintenance from the damage and the causes of that damage occurred has been created. By using MATLAB student version, obtained extensive damage amounted 17.8 m2 with 9.99% condition assessment. Thus the results of routine maintenance at 2.5 with an appropriate alternative maintenance is repairing with flexible pavement, by providing an additional layer (overlay)

    Improvement Strategy of Porong Kanal Irrigation Network Performance in Delta Brantas Irrigation Area with Swot Analysis (Strength, Weakness, Opportunities, and Threats)

    Delta Brantas Irrigation Area with total covering irrigated area 21,984 Ha, located entirely in Sidoarjo. Irrigation system performance in Delta Brantas Irrigation Area especially in Porong Kanal Primary Network tended to decline. So improvement strategy required in order to provide better irrigation services that fit the needs of the farming community. This problem can be studied by analyzing the existing condition, determining priority handling factors and a strategy for improving the irrigation network performance. From research results indicated that the degradation of the irrigation system performance in Delta Brantas Irrigation Area from 2012 to 2014 amounted to 3.66%. The priority handling factors that influencing the performance of Delta Brantas irrigation network are the condition of regulator structures, conditions of complementary structures, sewer condition, the completeness of operation and maintenance equipment, total personnel of operation and maintenance, personnel assignment of the operation and maintenance, legal status GP3A/P3A, institutional conditions of P3A, and P3A actively in search of irrigation networks, and P3A contribution to repair the irrigation networks. From SWOT analysis resulted a strategy position used to improve the performance of Porong Kanal Irrigation Network Delta Brantas Irrigation Area is turn-around strategy which minimizing the weaknesses to take advantage of opportunities

    Vernacular buildings as tourism asset in Eastern Indonesia

    Indonesia has many traditional or vernacular buildings that still exist right now. Those buildings have already functioned partly as tourism asset in their areas, but so many vernacular buildings remain untouchable. Whereas, in the context of tourism, there is cultural heritage which consists of three main components: (1) monuments, (2) architecture or buildings, (3) sites. When we look at vernacular buildings in Eastern Indonesia, the possibilities those buildings to be tourism asset are high. The question should be explored is: what kind of potencies that can be explored, and in turn can be “sold” as tourism asset for vernacular buildings in the villages in Eastern Indonesia? The objective of this paper is to investigate the potencies of cultural heritage from which have possibilities to be tourism asset in several vernacular spots in Eastern Indonesia: Bayan Village (Lombok), Nua One small village in Woloara Village, Sikka and Mbengu Villages (Flores), Boti and Maslete Villages (Timor). Methods to collect data by surveying on the spot to vernacular buildings in the above locations, also surveying related and competent persons. Method to analyse the data by examining the data with tourism theories. The finding is, the potencies of vernacular buildings that can be categorized as the asset of tourism in the above villages are so many, which are architectural styles and cultural festivals in the villages, and also include the approach such as rehabilitation, renovation, restoration, and conservation

    Appearance of unplanned settlement as a reality in Medan City and surrounding area

    Many unplanned settlements have appeared in Medan City and its surrounding areas. In general, people living in unplanned settlements have come from middle to lower class communities. The process and the components of unplanned residential areas arrangements are indeed related to social situation of their inhabitants. Social circumstances of unplanned settlements in Medan City and its surrounding areas offer a challenge to research about various forms of unplanned settlements; the pattern of buildings position and roads; and the people’s mindset in building the physical environment. The settlements are formed based on the inhabitants’ mentation which has its own characteristics. The study observes the possibility of spatial phenomena in a residential area that is formed unplanned. The location of this study is on unplanned settlements inside and outside Medan City. The research area is a settlement in Kelurahan Polonia and Silalas at Medan City and Besilam Babussalam Langkat which is located outside Medan City. This study uses qualitative methods to analyze and obtain discovery. Variables and data are determined based on the research of the theoretical basis. The conclusion from this study is the form of unplanned residential district tends to born from its inhabitants’ idea and the forming process of unplanned settlements really affects the development of the settlements itself

    Evaluation of Housing Product Quality Using Six Sigma Approach

    The property industry in Indonesia is one of the areas that has been developing, such as housing. Quality management is very important to be applied in any housing development process. This study aimed to design an evaluation model of housing product quality and assess the quality of housing product in Malang City. By using purposive sampling, this research focused on 9 unit samples. Quality assessment used was standard quality measures, CONQUAS 21 and CIS: 7. The analytical method applied was Six-Sigma approach with DMAIC tools. Moreover, Pareto and Fishbone diagram had also been used as analytical tools. The result revealed that there was a low sigma level in housing product, the average was 2,18 sigma. The critical causes of this problems were unskilled labours, poor materials, and climate changes. The action plans for the improvement that could be implemented were a selection of qualified contractors, job skill training for labours, and a regular inspection according to standard

    Konstruksi Ulang Kebijakan Fasilitas Bea Masuk Untuk Meningkatkan Produktivitas Industri Galangan Kapal di Indonesia

    Industri galangan kapal merupakan salah satu pilar penting dalam mewujudkan Indonesia sebagai poros maritim dunia, karena itu kebijakan insentif pajak sebagai pull factor harus didisain dengan baik agar efisien dan efektif. Salah satu insentif pajak yang diberikan pemerintah untuk mendorong daya saing industri galangan kapal adalah Bea Masuk Ditanggung Pemerintah (BMDTP). Dalam praktiknya, tidak banyak pelaku usaha yang memanfaatkan fasilitas BMDTP. Berdasarkan hasil analisis atas pengumpulan data dengan menggunakan studi literatur, studi dokumentasi dan field research berupa Focused Group Discussion, disimpulkan bahwa BMDTP yang lebih cocok sebagai spending policy dibanding sebagai tax policy, tidak sesuai dengan nature of business industri galangan kapal di Indonesia yang bersifat job order. Prosedur pengajuan BMDTP kurang selaras dengan asas ease of administration, sehingga menimbulkan cost of taxation yang tinggi. Agar insentif Bea Masuk (BM) bisa lebih efektif dan efisien (tepat waktu, tepat guna dan tepat sasaran), maka disarankan agar pemerintah mengubah kebijakan BMDTP menjadi fasilitas BM sebesar 0% (tarif preferensi) disertai dengan pengawasan yang baik namun efesien dari pemerintah. Fasilitas BM 0% hanya diberikan atas impor komponen yang belum diproduksi di dalam negeri atau volume produksi dalam negeri belum mencukupi permintaan industri galangan kapal dalam negeri. Kebijakan fasilitas bea masuk ini semestinya didesain pula dengan mempertimbangkan pertumbuhan industri pendukung atau produsen komponen (barang/ bahan) galangan kapal
