POVERTY LEVEL TRENDS BASED ON THE PREVALENCE OF INSUFFICIENT FOOD CONSUMPTION AND ITS IMPACT ON ECONOMIC GROWTH IN WEST SUMATRA: A SUSTAINABLE DEVELOPMENT GOALS (SDGS) PERSPECTIVE
This study aims to analyze poverty trends based on the prevalence of food insufficiency and its impact on economic growth in West Sumatra Province from the perspective of the Sustainable Development Goals (SDGs). Using a quantitative approach and Pearson correlation analysis method, this study evaluates secondary data from 2019 to 2024 obtained from the Central Statistics Agency (BPS). Economic growth is measured by the average Gross Regional Domestic Product (GDP) as an indicator of economic inclusion. The analysis results show a negative correlation between poverty levels and economic growth, with coefficient values ranging from -0.197 to -0.378, but not statistically significant (p > 0.05). The low determination value (R² between 3.8% and 14.3%) indicates a limited contribution of food poverty to GRDP variations. Although GRDP tends to increase annually, the prevalence of food insufficiency also shows an increase, with a peak in 2023. These findings indicate that economic growth in West Sumatra is not fully inclusive and has not succeeded in reaching poor communities effectively. The implications of this research emphasize the importance of integrating statistical indicators of food security and poverty in SDGs-based regional development planning, in order to realize more just, sustainable, and equitable growth
Developing an AI-Enhanced Maritime Border Security Framework: A Case Study of Indonesia-Malaysia Border at Sebatik Island
Maritime border security in archipelagic regions faces increasing challenges from transnational threats, with traditional surveillance approaches proving inadequate. This study examines the implementation of Artificial Intelligence (AI) in maritime border security at Sebatik Island, Indonesia, focusing on socio-technical conditions influencing AI adoption in resource-constrained environments. Through a qualitative case study incorporating interviews with 12 stakeholders, observations at 29 border points, and document analysis (2022-2023), the research identifies three critical success factors: infrastructure readiness, operational integration capabilities, and human resource development. Findings reveal the crucial role of local knowledge networks in effective border security operations, necessitating their preservation during technological advancement. The study contributes theoretical insights by extending socio-technical systems theory to maritime border contexts and practical applications through a framework for AI implementation that aligns with Indonesia's Vision 2045 and ASEAN's Political-Security Community Blueprint 2025
COMPARATIVE ANALYSIS OF THE E-GOVERNMENT DEVELOPMENT INDEX: A CASE STUDY OF SINGAPORE AND AFGHANISTAN
This study analyzes the differences in the development of e-government in Singapore and Afghanistan using the E-Government Development Index (EGDI) indicators which include the Online Services Index (OSI), Human Capital Index (HCI), and Telecommunication Infrastructure Index (TII). The findings show that Singapore's success in e-government is underpinned by strategic investments in ICT infrastructure, the adoption of innovative policies such as the "Smart Nation," and sustainable human resource development. In contrast, key challenges in Afghanistan include political instability, corruption, limited basic infrastructure, and low levels of digital literacy, all of which hinder the implementation of e-government. In addition, the study reveals the importance of a cross-sectoral approach and community engagement to create an inclusive digital ecosystem, an aspect that is not measured in the EGDI framework. This research offers new insights into digitalization strategies that developing countries can implement to accelerate their digital transformation
STRATEGIES TO FULFILL FAMILY NEEDS IN SOCIOECONOMICALLY VULNERABLE WOMEN
This study aims to explore the strategies used by socioeconomically vulnerable women who are heads of low-income families to meet their family's needs. The research was conducted with four socioeconomically vulnerable women who are heads of low-income families in Pasanggrahan Village, Garut. The research data were collected through semi-structured interviews and observations from June-July 2023. The results showed that the participants used the same strategy template to fulfill the needs of their low-income families. Fulfilling economic needs is done by selling snacks in the market. Then, they save food to meet their daily needs and set aside a little money to fulfill other needs. They borrow from mobile banks when facing emergencies to fulfill daily expenses and trading capital and pay health costs when experiencing illnesses that must be treated. This strategy is carried out because the income generated by poor women's family heads or family members can only partially fulfill the family's basic needs. The poverty experienced by the participants was inherited from their families. However, this can be overcome by providing training to improve community entrepreneurship skills and competencies through utilizing village funds
THE DYNAMICS OF POLICY CHANGE AND AGILE GOVERNANCE: HOW INDONESIAN GOVERNMENT RESPONSE TO COVID-19 PANDEMIC
Indonesia and other countries must deal with the COVID-19 pandemic with limited information control amid uncertainty. Handling a pandemic that has become a crisis places great demands on the government to provide agile and dynamic policies. Variations of policies that the Indonesian government has issued raise doubts in the public sphere. The government changed several policies quickly and easily, giving the impression that they did not go through a thorough formulating process. It shows that the handling of COVID-19 requires a policy system that is quite complex due to the many interactions of various sectors. By using qualitative methods, this study attempts to discuss the dynamics of changing public policies by using the concept of incremental policy amid demands for agile governance implementation by looking at the cases of policies issued by the Indonesian government in response to COVID-19. The dynamic of the policy network will be explored further to dismantle the discussion of policies for handling COVID-19 in Indonesia. Therefore, the results of this research show the challenges in implementing agile principles simply by changing and adapting policies to empirical conditions. In its application, agile governance shows several dominant actors who gather resources and support, shape policy outcomes, and advance their interests
ANALYSIS OF THE IMPLEMENTATION OF BUSINESS EDUCATION AT AS-SA’ADAH VOCATIONAL SCHOOL EAST JAKARTA
This research aims to analyze the implementation of business education at the As-Sa’adah Vocational School, East Jakarta. Business education at this school is the main focus to understand how the material is taught, the teaching methods used, and its impact on students’ interest and involvement in the world of business carried out by the As-Sa’adah Vocational School. The research method used is qualitative research with a case study approach. Data collection was carried out through interviews with students in grades X, XI, and XII and alumni of As-Sa’adah Vocational High School, East Jakarta, selected randomly with 10 individuals from each cohort. The results show that entrepreneurship education at As-Sa’adah Vocational High School provides positive contributions and can cultivate entrepreneurial tendencies among students, especially after graduating from As-Sa’adah Vocational High School. The implication of this research is the need for increased support and resources to support the effective implementation of business education at As-Sa’adah Vocational High School
THE MEANING OF SUNDA CULTURAL CONSTRUCTION FOR JAVANESE INDIVIDUALS IN BANDUNG
The aim of this study was to investigate how Javanese individuals in Bandung perceive and apply the Sundanese culture, otherwise known as Kasundaan. We utilized a qualitative research approach, employing phenomenology, and interviewed seven Javanese informants with Kasundaan experience in their daily lives. Our data collection methods included interviews, observations, documentation, and literature studies. This study revealed that there was an extrinsic and Intrinsic Motivating Aspects as well as aspects of hope that motivated Javanese individuals in applying Kasundaan. Family environment, social environment, and the natural environment played a very big role in the formation of the meaning of Kasundaan on the Javanese and Chinese individual subjects of this research through their cultural literary experience in their lives. Being a Sundanese, for the research subjects was interpreted philosophically as a perspective and “nyunda” mindset and manifested in the form of a real contribution to the Sunda. This interpretation gives rise to self meaning of the Javanese individual in being a Sundanese, namely the self that explores Sundanese cultural knowledge and the self as a preserver of Sundanese culture
TALENT MANAGEMENT IN FACING THE DEMAND OF ENVIRONMENTAL CHANGES: A STUDY IN GALUH UNIVERSITY
Environmental and technological changes are unavoidable for organizations, thereby making survival dependent on the ability to adapt to the demands of these changes. This signifies a critical weakness for Galuh University, as the current lack of optimal talent management leads to a deficit in skills. Talent management has not been integrated with operational personnel activities in the procurement, placement, development, and retention of human resources (HR) resulting in inadequate skills among lecturers and education staff. Therefore, this study aims to elucidate talent management performed by Galuh University in response to environmental changes. A qualitative method was used in analyzing the actual condition of the university. Participants constituted top management of Galuh University who provided information about talent attraction, development, and retention. The results signified that talent management at Galuh University lacked proper planning, and no talent pool was available. Failure to keep pace with these changes threatens the university’s survival. HR should be optimized to anticipate environmental changes. Highly skilled personnel serve as an essential potential for organization capable of coping with environmental changes. Consequently, Galuh University is expected to execute talent management optimally
THE ROLE OF CORPORATE TRANSPARENCY IN MODERATING THE INFLUENCE OF LEVERAGE AND TAX AVOIDANCE ON FIRM VALUE IN THE REAL ESTATE AND PROPERTY SECTOR IN INDONESIA
Increasing scrutiny on the impact of leverage and tax evasion on business value, particularly in the real estate and property sectors, has become a significant phenomenon. Incorporating corporate transparency as a moderating variable, this research aims to provide empirical data on these critical financial dynamics. The population comprises companies listed on the Indonesia Stock Exchange during the 2019–2021 period, with a sample of ten companies selected based on pre-established criteria. Data collection involved quantitative methods, including descriptive statistical analysis, multiple regression, moderation regression, and traditional assumption tests. Hypothesis testing was conducted using both concurrent and partial experiments. The findings reveal significant relationships between firm value and tax avoidance, leverage and firm value, and business transparency. Notably, while corporate transparency effectively moderates the relationship between leverage and firm value, it does not have the same effect on the relationship between tax avoidance and firm value. These results emphasize the importance of leveraging transparency to enhance business value, suggesting that companies should prioritize transparent practices to mitigate the adverse effects of tax evasion. Theoretically, this research contributes to the understanding of corporate finance by illustrating how corporate transparency influences the dynamics between leverage, tax avoidance, and firm value. Practically, it highlights the necessity for property and real estate companies to adopt more transparent financial practices to foster investor confidence and enhance market value. Future research could explore additional factors influencing these relationships for deeper insights into corporate finance dynamics in Indonesia
TRANSFORMATION OF THE PROCUREMENT SYSTEM IN THE INDONESIAN GOVERNMENT
The transformation of Indonesia's procurement system has become a strategic step to improve governance's effectiveness, transparency, and accountability. In this article, we discuss the shift of the procurement system from corruption-prone manual methods to digitalization through e-procurement and e-catalog. This transformation started with bureaucratic reform after 1998, the creation of LKPP, and the implementation of digital systems such as SPSE, SiRUP, and e-catalog. Kurt Lewin created the framework of the Theory of Organizational Change, which includes three stages: unfreeze (making aware of the need for change), change (making changes), and refreeze (creating new norms). This framework was used to analyze this transformation. This model helps us understand how procurement systems are systematically changed, from finding inefficiencies to making digitalization the new standard in governance. The online content analysis method was used in this research. It combines data from digital platforms, academic reports, government documents, and online media articles. The data was analyzed using coding and interpretation methods to find key issues and evaluate how effective the changes to the procurement system were. This method enabled an in-depth understanding of how Indonesia's procurement system is changing. The results show that the transformation requires a holistic approach to ensure sustainability, including regulatory changes, the creation of a blockchain-based system, HR capacity building, and improved evaluation. By combining organizational change theory and a comprehensive methodology, the transformation will become the norm in procurement governance and help sustainable domestic economic growth.
