Barriers to the implementation of artificial intelligence in small and medium sized enterprises: Pilot study
Aim/purpose – This pilot study explores the main obstacles hindering the effective implementation of Artificial Intelligence (AI) in small and medium-sized companies (SMEs). By thoroughly understanding these barriers, organizations can develop custom- ized strategies and interventions to overcome them, facilitating smoother and more successful AI adoption. The paper’s primary goal is to help organizations understand the barriers to AI adoption to develop tailored strategies and interventions to overcome these challenges, leading to a more efficient and successful integration of AI. Through a rigor- ous examination of real-world experiences and perceptions, this paper seeks to elucidate the multifaceted challenges that impede the effective deployment of AI solutions. Design/methodology/approach – The study identifies four main impediments to AI implementation based on data from 22 interviews with industry experts in the Czech Republic and Austria. Findings – First, a notable lack of trust emerges as a significant barrier, with stakehold- ers harboring apprehensions regarding AI’s reliability, ethical implications, or potential consequences. Second, the knowledge gap hampers progress, indicating a need for better understanding and expertise in AI technologies and applications. Third, infrastructure limitations, including inadequate computing resources, outdated systems, or insufficient technical support, pose a challenge. Lastly, a shortage of skilled professionals proficient in AI further complicates implementation efforts, highlighting the importance of nurtur- ing talent and expertise. Research implications/limitations – The findings regarding AI implementation strategies are significant for small and medium-sized enterprises. Although the research focuses on Czech and Austrian companies, the findings may apply to other countries. Additionally, it is worth noting that this is qualitative research with a smaller sample size. Originality/value/contribution – By addressing these barriers proactively, organiza- tions can navigate the complexities of AI adoption more effectively and unlock its trans- formative potential. The lasting earnings losses of COVID-19 short-time work
This study is the first to investigate the impact of short-time work (STW) schemes during the COVID-19 pandemic on earnings after STW. STW schemes were implemented to preserve employee–employer matches, support workers' incomes, and uphold consumption. Although workers faced temporary earnings losses under STW, it is unclear if the negative earnings effects of STW persisted or were limited to the STW spell. Therefore, this study uses a dynamic difference-in-difference (DiD) identification strategy with administrative data to identify any lasting STW effects on earnings. This approach accounts for factors that influenced worker selection into STW and tests for heterogeneous effects across subgroups of workers. We find lasting earnings losses that persisted beyond the STW participation itself. Most importantly, these earnings losses depended on the duration of STW exposure, with greater negative effects being more prominent in cases of long-term or recurring STW spells. Lasting, post-STW earnings losses tended to be more pronounced for white-collar jobs, while the largest losses were observed among men with blue-collar jobs whose STW spells exceeded one ye

Responsible Innovation across societal sectors: a practice perspective on Quadruple Helix collaboration
To address societal challenges, research and innovation approaches, involving a wide range of actors, are increasingly promoted by policy communities. This paper explores the practice of Quadruple Helix collaborations for responsible innovation and how these implement the theoretical ambition of including actors from different societal sectors in innovation, including actors from the fields of arts, media and civil society, which is conceptualized as the Fourth Helix in this concept. Referring to cross-sector collaboration literature and based on an empirical investigation, we explore which actors, representing the Fourth Helix, actually engage in innovation collaborations, how this engagement plays out in practice, and the institutional and systemic dynamics involved in output and value creation. We rely on data from three Social Labs in Austria, Germany, and the Netherlands, which constitute qualitative, change-oriented research processes, where we researched and engaged with actors from cases constituting- or aiming for a Quadruple Helix collaboration. This was accompanied by a desktop study including qualitative interviews of 51 further cases. We find that the actual engagement of actors from civil society is fragile and that forces beyond Quadruple Helix cases impact these quite firmly in some cases
