    PELAKSANAAN SUPERVISI AKADEMIK OLEH KEPALA SEKOLAH DALAM MENINGKATKAN KINERJA GURU DI SD NEGERI 52 BANDA ACEH

    Academic supervision aims at influencing and developing the behavior of the teacher in managing the learning process at school. The purpose of this study was to find out: the implementation of academic supervision for the completeness of teacher administration, discipline of teachers, the commitment of teachers, and the obstacles to the implementation of academic supervision to manage the learning process. Method with a qualitative approach, data collection techniques used were observation, interview, and documentation studies. Subjects of the study were principal and teachers. The results of the research showed that: (1) the implementation of academic supervision for the completeness of teacher administration has been carried out well by the principal. The principal as the supervisor always tried to guide and direct the teachers, mainly in completing learning tools such as annual program, semester program, syllabus, and lesson plan; (2) the implementation of academic supervision to enhance the discipline of teachers has been carried out well by the principal; (3) the implementation of academic supervision to improve the commitment of teachers have been applied well by the principal; and (4) the obstacles to the implementation of academic supervision in the management of the learning process was lack of time of principal because of other tasks. The academic supervision was conducted by the vice principal and senior teachers, but the improvement and guidance were not well implanted.Keywords: academic supervision, principal, and teacher performanc

    IMPLEMENTASI MANAJEMEN BERBASIS SEKOLAH DALAM PENINGKATAN MUTU PENDIDIKAN PADA MTsN GRONG-GRONG KABUPATEN PIDIE

    The objective of this research was to determine the planning, implementation, and evaluation in improving the quality of education. This study used a qualitative approach with descriptive method. The technique of collecting data through interviews, observation and documentation. Subjects in this study is the principal, vice principal, teachers, and chairman committee of MTsN Grong Grong Pidie district. The results of this study indicate that: (1) planning program based on the vision, mission, and goals of the school. The work program drawn up by each component of the school by revising the annual work program and verified by the school principal. Substance leads to improving the quality of education but does not specify the target results in detail. (2) The implementation of each component of the program is managed by the school, by setting up implementation guidelines such as documents written educational unit level curriculum, organizational structure, job descriptions of teachers and education personnel, academic regulations, and school rules.. (3) Evaluation of the program is more focused on the academic program of the effectiveness and efficiency of learning and teacher performance, carry out self evaluation of schools and school accreditation. The results of the evaluation made a report consisting of technical and financial reports to The Head Office of District Religious Ministry.Keywords: School Based Management and Quality of Educatio

    PENGEMBANGAN SUMBER DAYA MANUSIA DALAM MENINGKATKAN PERILAKU KERJA PEGAWAI PADA DINAS PENDIDIKAN ACEH

    Abstract: Human resource development indicates a deliberate effort with the goal to changethe organizational members behaviour in enhancing the ability of an organization to change. Aim of this studyis to determine the drafting process of development-programs and strategies, to determine the supporting factors and hindrances by the development process, to determinefollow-up programs of activities related to human resources developmentincluding in improving the working behaviour among staffs employedat the Education Agency of Aceh. This research applied descriptive method with qualitative approach.The head of the agency, secretary, heads of division, including the Head of Personnel and Management including the staffs were subjected to this research. Data collection techniques applied were observation, interviews and documentation. Results showed that: (1) the drafting process of human resources development program in the agency was conducted based on the need-analysis process in each division, which was further proposed to the Head of the Program and Reporting division viathe Sub-division of Personnel and Management; (2) the development strategies in human resources had beenperformed in order to improve staffs capacity in various aspects, such asthose related to the technical skills, or basic skills such as in carrying their main tasks and functions, or in some basic principles in education; (3) the number and educational background of staffs were the main supporting factors in the agency. Meanwhile, lack of motivation and disciplines among the personnel themselves, lack of facilities in terms of technologies, inadequate internal system in placing theappropriate personel based on his/her qualification and professionalism for a particular task; and (4) lack of effectiveness by the follow-up programs and activities were counted as some hindrances. Penelitian ini bertujuan untuk menentukan proses penyusunan program pengembangan dan strategi, untuk menentukan faktor pendukung dan penghambat dalam program pengembangan, untuk menentukanprogram tindak lanjut dari kegiatan yang berhubungan dengan pengembangan sumber daya manusia termasuk dalam meningkatkan perilaku kerja pegawai pada Dinas Pendidikan Aceh. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Kepala Dinas, Sekretaris, Para Kepala Bidang, termasuk Kasubbag Kepegawaian dan Tata Laksana serta pegawai pada Dinas Pendidikan Aceh dijadikan sebagai subjek penelitian. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa: (1) proses penyusunan program pengembangan sumber daya manusia pada Dinas Pendidikan Aceh dilaksanakan melalui proses analisis kebutuhan pada setiap bidang yang kemudian diajukan kepada Bidang Program dan Pelaporan melalui Subbag. Kepegawaian dan Tata Laksana; (2) strategi pengembangan dalam bidang sumber daya manusia dilakukan dalam rangka meningkatkan kapasitas pegawai dalam berbagai macam aspek, seperti yang mengarah kepada diklat teknis pekerjaan, atau diklat dasar tupoksi dalam menjalankan tugas dan fungsi utama mereka, atau berkaitan dengan prinsip-prinsip dasar kependidikan; (3) jumlah personil dan latar belakang pendidikan dari staff merupakan faktor pendukung pada Dinas Pendidikan Aceh. Sedangkan, kurangnya motivasi dan disiplin diantara pegawai itu sendiri, terbatasnya sarana dan prasarana yang berhubungan dengan teknologi, sistem internal yang belum mencukupi dalam penempatan pegawai yang tepat berdasarkan kwalifikasi dan profesionalismenya demi menjalankan tugas tertentu; dan (4) kurangnya keefektifan dalam program tindak lanjut dan kegiatan dihitung sebagai faktor penghambat.Kata Kunci: Aceh, dinas pendidikan, institusi pemerintahan, pengembangan sumber daya manusi

    MANAJEMEN HUBUNGAN SEKOLAH DAN MASYARAKAT DALAM MENINGKATKAN MUTU PENDIDIKAN PADA SMP NEGERI 13 BANDA ACEH

    Abstract: The management of public relations is an important factor in improving the quality of education at schools.The management of public relations is to establish a relationship with the community in order to get support in improving the quality of education, e.g., the quality of the learning process, student learning outcomes, and the community itself.The purpose of this study was to obtain an idea and know how program, implementation, and obstacles of public relation management between school and community in improving the quality of education at SMPN 13 of Banda Aceh.This study used a qualitative approach.The techniques of collecting data were done through observation, interviews, and documentation.The subjects in this study school were principal, vice- principal of Public Relation Affairs, School Committee, and community leaders.The results showed that: (1) the school-community relations program has been designed by rejuvenating of the board of the school committee, regular meetings at the beginning of each school semester by involving all school stakeholders, fostering transparency in the management of the school;(2) The implementation of the management of the school-community relations (Public Relations) were to empower the activities of the school committee, require parents of the students to pick up report cards by themselves, inform progress and derogation of students to parents and school committee, provide information about the state of school to school committees and communities and celebrate religious holy days; (3) The obstacles faced in the implementation of public relations management were that some parents stilldid not yet have a high awareness of contributing to improve the quality of education at schools and would not come if there were parents and committee meetings, as well as other school activities.Keywords:management, relationship between the school and the communityAbstrak: Manajemen kehumasan merupakan faktor penting dalam upaya peningkatan mutu pendidikan di sekolah. Manajemen kehumasan untuk menjalin hubungan dengan masyarakat, guna mendapat dukungan dalam peningkatan mutu pendidikan. Baik peningkatan kualitas proses pembelajaran, kualitas hasil belajar siswa, dan kualitas masyarakat itu sendiri. Penelitian ini bertujuan untuk mendapat gambaran dan mengetahui bagaimana program, pelaksanaan, dan hambatan manajemen hubungan sekolah dan masyarakat dalam meningkatan mutu pendidikan pada SMP Negeri 13 Banda Aceh. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dengan observasi, wawancara, dan dokumentasi. Subjek dalam penelitian ini Kepala sekolah, Wakil kepala sekolah bidang Humas, Komite sekolah, dan tokoh masyarakat. Hasil penelitian menunjukkan bahwa: (1) Program hubungan sekolah dan masyarakat telah dirancang meliputi: pemilihan pengurus komite sekolah, rapat rutin sekolah tiap awal semester dengan melibatkan seluruh stakeholder sekolah, menumbuhkan transparansi pengelolaan sekolah;. (2) Pelaksanaan manajemen hubungan sekolah dan masyarakat (humas) meliputi kegiatan pemberdayaan komite sekolah, mewajibkan orang tua mengambil rapor anak sendiri, mengimformasikan kemajuan dan kemunduran siswa kepada orang tua dan komite sekolah, penyediaan informasi tentang keadaan sekolah kepada komite sekolah dan masyarakat serta memperingati hari-hari besar keagamaan; (3) Hambatan yang dihadapi dalam pelaksanaan manajemen humas, masih ada sebahagian orang tua siswa belum memiliki kesadaran yang tinggi untuk ikut serta meningkatkan mutu pendidikan di sekolah dengan tidak mau hadir saat ada pemanggilan orang tua dan rapat komite, serta kegiatan sekolah lainnya.Kata kunci : manajemen, hubungan sekolah, dan masyaraka

    STRATEGI KEPALA SEKOLAH DALAM MENINGKATKAN KOMPETENSI GURU PADA SMP NEGERI 16 KOTA BANDA ACEH

    Increased teacher competence is influenced by the strategy and role of the principal. The purpose of this study to know and analyze the program, strategy, evaluation and also, the supporting factors and obstacles of the Principal in improving teacher competence. Descriptive qualitative research methods, observation data collection techniques, interviews, and documentation studies, the subject is the principal, vice principal, teachers and administrative selected purposively. The results of the study show that: 1) The principal's program in improving teacher competence is done by requiring certified students to purchase books, and with MGMP school and MGMP integrated training / training activities 2). Principal strategies in improving teacher competence by analyzing initial needs, from the results of the new analysis determined what should be done to improve teacher competence, encourage teachers to pursue higher education and introduce school culture by creating a conducive school. 3) Principal evaluation of teacher competency improvement through direct supervision into the classroom, and supervision by school superintendents. 4) Principal supporting factors in improving the competence of teachers is very good, and parents' contributions are very supportive because some parents are instructors at national and regional levels, supported again by teachers at SMP Negeri 16 is a national and regional level instructors.     One of supervisory functions is to help both school and teachers do their work in order to level up the quality of educational institutions. The objective of this study was to know supervision programs, the implementation supervision, follow up action, and obstacles faced during the academic supervision work to develop teachers performance at Elementary School 3 in Peukan Pidie. The method employed in this study was descriptive method with qualitative approach. The data were collected by means of observation, interview, and documentation study. The subjects of this study covered the school principal, and teachers. The research illustrated that: (1) the academic supervision programs to accelerate teachers performance had been arranged and documented as outlines. (2) Academic supervision was targeting efforts to develop teachers performance. Supervision work covered class supervision, observation class, documentation, interview, questionnaire, and printed reports. (3) Follow up action was done by solving the obstacles faced during supervision. (4) Some of obstacles faced by the principal in doing supervision were problems in the implementation the programs that have been well-planned especially programs to develop teachers performance. The principal only have limited time to provide academic supervision to his teachers in terms of correctional and fostering to boost up their performance.Keywords: Academic Supervision, Principal, Teachers Performanc

    Teacher learning programs and methods is one of effective and efficient learning management effort in improving student achievement. This study aimed to determine the learning preparation programs; the preparation of lesson plans, learning site lesson plan implementation, evaluation and the use of mathematical learning methods on student achievement at SMP 5 Meureubo. This research used descriptive method with quantitative approach. The data collection techniques were observation, interviews, documentation and test. Subjects in this study were all the teachers and students at SMP 5 Meureubo. The results of this study showed that the courses organized by the school-based curriculum beginning of each semester admitted to the school principal. But there were still teachers who were not yet ready to put together a program of learning, while the learning process had occurred up to two months. Learning program was designed by teachers directed by the principal, and through the discussion forum of subject teachers (MGMPs), teachers develop syllabi according to the needs and circumstances of the school environment. The results of the data analysis simultaneously learning program teacher and the use of appropriate learning methods can affect the improvement of student achievement results. From the test results; 1) The study showed that learning preparation program, 2) Implementation of lesson plan, and 3) Evaluation of lesson plan, and mathematical learning method affected significantly and positively student achievement at SMP 5 of Meurreuboh of Aceh barat.Keywords: Learning Program and Student Achievemen

    MANAJEMEN PUSTAKAWAN PADA DINAS PERPUSTAKAAN DAN KEARSIPAN KABUPATEN ACEH TENGAH

    The library is one of the means providing various collections of information in fulfilling and supporting the success of education quality. The quality of the library can be seen from the librarians management in managing the library. The purpose of this research waswas to know the planning and procurement of library collections, classification, and catalog of library collections, library system for visitor service, monitoring and evaluation of library activities program. The approach used in this study waswas a qualitative approach. The technique of collecting data was done through observation and interview. The subjects of research were the head of regional office of library and ten librarians. The results of the study indicated that: (1) the planning waswas done based on the needs of visitors, and the collection procurement system waswas done based on the analysis of visitor needs which was then conducted through routine project, purchasing, assistance, and publisher cooperation through APBK (regional revenue and expenditure budget); (2) the classification system for library collection was done in accordance with guidelines DDC (dewey decimal classification); (3) the service system used an open service system (open access). The open access does not run smoothly due to the limited space, where the reading room of children, adolescents, general, storytelling space and reference space are situated in one place; (4) supervision was carried out in every activity program while the evaluation was done at the end of the year. The supervision and assessment did not find the optimal result because it was not implemented based on the indicators made. Depending on the results of the study, it is recommended that the head of the library involve librarians in managing library management and pay attention to improving facilities and infrastructure so that the purpose and function of the library will work well.Keyword: management, librarian and librar

    AbstractLeadership is the ability to actuate and direct people to the goal of the school through various systematic stages, and it is the key to support the improvement of teachers professional competence in learning activities. This research aimed to find out the composing of the principals programing improving the teachers professional competence, principals technique in improving the teachers professional competence, and the obstacles faced by the principal in improving the teachers professional competence in State Islamic Senior High School of Kota Bakti. This study used a qualitative approach with descriptive method. The techniques for the data collection were observation, interview, and documentation study. The data analysis procedures were data reduction, data display and data verification. The subjects in this study were the principal, vice principal and teachers. The results of this study were: (1) The program compilation of the headmaster was carried out by the principal with vice principal and teachers. The headmasters program in improving the professional competence of teachers was in the forms of: realizing the vision and mission of the school, complementing means and infrastructure, conducting activities for teacher development through seminars, continuing education and complementing means and facilities, and holding supervision for both teaching and administration; (2) The Headmasters technique for improving the professional competence of the teachers in State Islamic Senior High School of Kota Bakti was to guide, motivate teachers to do best in learning process, foster mental and quality of professionalism, make the climate of the school conducive, increase the motivation of teachers, and give reward and punishment; and (3) the obstacles faced by the headmaster were: less-motivated and careless teachers, the inclination of teachers that was very heterogeneous, either because of the position, age or because of education, lack of teachers awareness to their own learning device, teachers that did not have complete device, even it was just impressed sober, and the lack of utilization of internet media as teachers reference in teaching.Keywords: leadership, principal/headmaster, professional competence, and teache

    MANAJEMEN GURU BIMBINGAN KONSELING DI SMA NEGERI 1 BANDA ACEH

    Management of guidance and counseling teacher is an important factor in improving the quality of education. Management of guidance and counseling will be able to provide effective guidance service. This study was conducted to find out the overview of program, implementation, evaluation, and obtascles faced by guidance and counseling teachers in SMA ( senior high school) 1 Banda Aceh. The research method used was qualitative approach. The data collection was done by means of observation, interview, documentation, and data analysis. The subjects of the study were principals, guidance and counseling teachers, and student. 1). The programs of guidance and counseling teachers whic hare in forms of annual, monthly, and daily RPL programs were well arranged, 2). The implementasion of guidance service was done based on the curriculum and certain cases faced by the students, and the implementasion of the program consists of guidance service for students, 3). The evaluation done by guidance and counseling teachers was based on the cases that had been solved including violation in discipline such as coming late to school, using inappropriate school attributes, and carrying mobile phone to school. The evaluation conducted by taecher and counseling guidance was in accordance with the problems faced by the students. 4). One of the obstacles faced by guidance and counseling teachers is lack of support and collaborative work with homeroom teachers and 0SIS supervisor in resolving students problems. Moreover, there were only few books avaible related to guidance and counseling service in the school library.Keywords: management, guidance, and counseling teachers
