PELAKSANAAN MANAJEMEN KEUANGAN DI IAIN AR-RANIRY BANDA ACEH
Abstract: Financial Management of Higher Education is one of the major components for the continuity of the educational process at universities. The research objective was to Describe and analyze matters relating to planning, and financial accountability in the use of IAIN Ar-Raniry Banda Aceh. Description of the methods used by using a qualitative approach. Techniques of data collection through interviews and documentation studies. Head of research subjects Public Administration, Academic and Student Affairs, Chief Financial Officer and Treasurer. The results showed that: (1) planning based on needs analysis, set priorities and budget activities and programs outlined in the budget program activities IAIN Ar-Raniry Banda Aceh. (2) The use of the budget is for expenditures: salaries / vakasi, faculty salaries are not fixed, daily necessities, material procurement seminars, shopping goods supports the basic tasks and functions, and (3) accountability, accountability to the treasurer delivered direct supervisor, make news Events (BA) on KPPN Reconciliation, reconciliation report to the Regional Office of Religious Affairs. Prov. NAD each month and quarter, then delivered to the Bureau of Financial Affairs. RI in Jakarta, according to the stipulated in Law Number 15 Year 2004 Audit of the Management and Financial Responsibilities of the State.Keywords : Financial ManagementAbstrak: Manajemen keuangan Perguruan Tinggi merupakan salah satu komponen utama untuk kelangsungan proses pendidikan pada perguruan tinggi. Tujuan penelitian adalah untuk mendeskripsi dan menganalisis hal-hal yang berkenaan dengan perencanaan, penggunaan dan pertanggungjawaban keuangan pada IAIN Ar-Raniry Banda Aceh. Metode yang digunakan deskripsi dengan menggunakan pendekatan kualitatif. Tehnik pengumpulan data dilakukan melalui wawancara dan studi dokumentasi. Subjek penelitian Kepala Biro Administrasi Umum, Akademik dan Kemahasiswaan, Kepala Bagian Keuangan dan Bendahara. Hasil penelitian menunjukkan bahwa: (1) Perencanaan disusun berdasarkan analisis kebutuhan, ditetapkan prioritas program kegiatan anggaran dan kemudian dituangkan dalam program kegiatan anggaran IAIN Ar-Raniry Banda Aceh. (2) Penggunaan anggaran yaitu untuk belanja: honor/vakasi, honor dosen tidak tetap, keperluan sehari-hari, pengadaan bahan seminar, belanja barang mendukung tugas pokok dan fungsi, dan (3) pertanggungjawaban, bendaharawan menyampaikan pertanggungjawaban kepada atasan langsung, membuat Berita Acara (BA) Rekonsiliasi pada KPPN, melaporkan hasil rekonsiliasi tersebut ke Kanwil Depag. Provinsi NAD setiap bulan dan triwulan, selanjutnya disampaikan ke biro Keuangan Depag. RI di Jakarta, sesuai dengan yang diatur dalam Undang-undang Nomor 15 Tahun 2004 tentang Pemeriksaan Pengelolaan dan Tanggungjawab Keuangan Negara.Kata kunci : Manajemen Keuanga
PENINGKATAN PROFESIONALITAS GURU MELALUI SUPERVISI AKADEMIK DI SMP NEGERI 3 PEUSANGAN KABUPATEN BIREUEN
Abstract: Academic supervision is strongly important to be conducted by the principal in order to improve the ability and professionalism of teachers. The purpose of this research is to find out the program of academic supervision, the implementation of academic supervision and the approach used in implementing academic supervision at State Junior High School (SMPN) 3 Peusangan of Bireuen Regency. The method employed within this research was qualitative approach. The data were collected through observation, interview, and documentation study. The subjects of this research were the principal and teachers ofSMPN 3 Peusangan, Bireuen. The results revealed that (1) the principal compiles the program of academic supervision through discussion with the vice principals and teachers; (2) the implementation of academic supervision conducted by the principal is regularly scheduled based on teachers invitation and also unscheduled without advance notification. The principal and vice principal of academic affairs share their duty in implementing academic supervision; (3) the technique of supervision performed by the principal is through visiting, observing and grouping classes. Yet, the supervision method used has not varied yet. It can be seen from the implementation of supervision including its process that the implementation of supervision by the principals of SMPN 3 Peusangan, Bireuen has not fully maximized yet. In order to follow up the results of academic supervision, the principal is expected to supervise, guide and assist the teachers such as encouraging them to take part in seminar and training through inviting skilled and competent speakers. Finally, the principal is also expected to provide the opportunity for the teachers to continue their study to the university.Keywords: Supervision and Teachers ProfessionalismAbstrak: Supervisi akademik sangat penting dilakukan oleh kepala sekolah dalam rangka meningkatkan kemampuan profesionalitas guru. Tujuan penelitian ini adalah untuk mengetahui program supervisi akademik, pelaksanaan supervisi akademik, dan teknik yang digunakan dalam pelaksanaan supervisi akademik di SMP Negeri 3 Peusangan Kabupaten Bireuen. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data: observasi, wawancara, dan studi dokumentasi. Subjek penelitian adalah kepala sekolah dan guru SMP Negeri 3 Peusangan Bireuen. Hasil penelitian menunjukkan bahwa: (1) Kepala SMP Negeri 3 Peusangan Bireuen menyusun program supervisi akademik secara musyawarah dengan melibatkan wakil kepala sekolah dan para guru , (2) Pelaksanaan supervisi akademik oleh kepala sekolah dilakukan secara terjadwal atau berdasarkan undangan guru dan tidak terjadwal atau tanpa pemberitahuan kepada para guru terlebih dahulu. Dalam melaksanakan supervisi akademik kepala sekolah juga membagi tugas supervisi dengan wakil kepala bidang akademik (3) Teknik supervisi yang digunakan kepala sekolah adalah kunjungan kelas, observasi kelas, dan teknik kelompok. Namun, teknik supervisi yang digunakan belum bervariasi. Dilihat dari pelaksanaan supervisi serta prosesnya, maka dapat dinyatakan bahwa pelaksanaan supervisi oleh kepala sekolah SMP Negeri 3 Peusangan Bireuen dikategorikan belum begitu maksimal. Untuk menindak lanjuti hasil supervisi akademik ditempuh dengan membimbing, mengarahkan, membantu para guru, mengikuti seminar, penataran dan mengundang narasumber yang kompeten. Disamping itu kepala sekolah juga memberikan kesempatan kepada para guru melanjutkan pendidikan ke perguruan tinggi.Kata Kunci: Supervisi dan Profesionalitas Guru
STRATEGI KEPALA SEKOLAH DALAM PENINGKATAN MUTU DI SD NEGERI 1 PEUKAN BADA ACEH BESAR
ABSTRAK : Strategi kepala sekolah merupakan faktor yang paling menentukan dalam keberhasilan peningkatan mutu di sekolah. Penelitian ini bertujuan mendeskripsikan strategi kepala sekolah perencanaan, pelaksanaan, pengawasan dan hambatan dalam peningkatan mutu. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan adalah Observasi, Wawancara dan Studi Dokumentasi. Subjek penelitian adalah Komite, Kepala Sekolah, Guru dan Murid. Hasil penelitian menunjukkan: 1) Strategi Kepala Sekolah dalam perencanaan peningkatan mutu adalah Melibatkan seluruh personil sekolah, Kepala Sekolah memberi kesempatan kepada guru dalam perencanaan mutu, Kepala Sekolah bekerjasama dengan komite dalam menyusun anggaran sekolah. 2) Strategi Kepala Sekolah dalam peningkatan mutu adalah Guru yang mengajar harus sesuai dengan kualifikasinya, pembelajaran sesuai kurikulum, membantu dan menasehati guru, dalam penerimaan Siswa mengadakan tes. 3) Strategi Kepala Sekolah dalam pengawasan peningkatan mutu adalah melakukan supervisi pengajaran dengan menggunakan teknik kelompok dan teknik perseorangan terhadap kegiatan peningkatan mutu di sekolah. 4) Hambatan dalam pelaksanaan peningkatan mutu adalah Kepala sekolah tidak dapat membagi waktu dan mengontrol seluruh kegiatan sekolah. Kurangnya kemampuan guru dalam mengoperasikan sarana sekolah yang terlalu canggih. Evaluasi siswa yang melibatkan wali murid dengan guru terhambat karena orangtua/wali tidak mau menerima kekurangan dari anaknya. PELAKSANAAN SUPERVISI PENDIDIKAN PADA MADRASAH ALIYAH NEGERI 1 SIGLI
Abstract: Educational supervision is an effort of teachers establishment for improving thequality of teaching learning process in school or madrasah. The purposes of this researchwere aimed to find out: 1) the program of educational supervision. 2) the technical ofeducational supervision. 3) the process of educational supervision and 4) to follow-up theeducational supervision. The approach used in this research is a qualitative approach withdescriptive method. To gain the data needed, the writer applied some techniques; observation,interview and documentation. The subjects of this research were the supervisors from TheMinistry of Religious Affairs Pidie, the principal, the vise principal and the teachers MAN 1Sigli. After analyzing the data, it has been found that: 1) the program of educational supervisionorganized at the beginning of the semester each year by the supervisors, the principaland the senior teacher. Supervision program includes the analysis of teachers ability,development of teaching learning process, development of teacher professionalism anddevelopment of curriculum analysis. 2) the appli-cation of educational supervision techniquehas not been optimized, so, it could not reveal the weakness of teaching learning process indetail. 3) the imple-mentation of educational supervision was conducted in regular schedule byeach teacher, the process would done through a meeting before observation, obser-vation ofteaching learning process and a meeting after observation. 4) the findings of educationalsupervision followed by the supervisor through humanistic and professional approach.Keywords : Educational Supervision and Teaching Learning Proces
MANAJEMEN SARANA DAN PRASARANA DI SMA NEGERI 3 BANDA ACEH
Education facilities and infrastructure is one part of the existing management within educational institutions, facilities and infrastructure have a very important role in an organization, institution or educational institution. Without the facilities and infrastructure that support the education process is not running properly. The purpose this study is to find out a complete and accurate of management facilities and infrastructure in SMA Negeri 3 Banda Aceh. The approach this research is qualitative. Instruments this study are interview guides, observation guides, documentation study guide. Data collection techniques are interviews, observation, documentation. The results this study are: (1) Planning facilities and infrastructure is analyzing and selecting needs that accordance with curriculum; (2) The procurement facilities and infrastructure starts from the draft budget approved by the agency based on the available funding sources. Procurement proposals are submitted to education office and other relevant departments and school alumni; (3) Maintenance facilities and infrastructure is by organizing routine maintenance every year, and major maintenance should make a proposal to propose funds the government; (4) Inventory facilities and infrastructure is done by administering inventory based on guidance from local government; (5) The process elimination facilities and infrastructure is done by making the proposal for the elimination of unsuitable goods used submitted to the municipal administration. The conclusion this research is planning facilities and infrastructure is analyzing needs that accordance with curriculum. MANAJEMEN KEPALA SEKOLAH DALAM MENINGKATKAN KOMPETENSI PEDAGOGIK GURU PADA SMP NEGERI 6 BANDA ACEH
The objective of this research was to find out the principals management behavior in improving the teachers pedagogical competence at State Junior High School 6 of Banda Aceh. This qualitative research was conducted by means of a descriptive method. The results showed that (1) the program was arranged at the beginning of each academic year by creating a TPS in accordance with the results of discussions and meetings with several related parties. The program arranged in the RKAS consisted of workshop and training in writing lesson plans, making exam content outlines, preparing teaching instruments, conducting classroom action research, supervising classes, and doing IHT and school self-evaluation. In addition, (2) the implementation of the program was started with dividing tasks and authorities, conducting meetings, sharing information, and briefing. Moreover, a reward was given to every teacher with good performance while each teacher with poor performance received punishment. However, (3) there was no instrument used as the guideline in the evaluation of each workshop, classroom action research, and IHT. The results of evaluation were documented and presented to each teacher or a group of teachers in order to be considered in the following year program. PELAKSANAAN SUPERVISI MANAJERIAL OLEH PENGAWAS SEKOLAH DALAM MENINGKATKAN MUTU PENDIDIKAN DI SDN 3 PERCONTOHAN PEUSANGAN KABUPATEN BIREUEN
School supervisors play an active role in realizing the transformation of education quality in their target schools. Managerial supervision by school supervisors is organized to provide services to school administrators so that they can perform their duties effectively and efficiently to achieve learning process quality. In general, this study aimed to describe the implementation of managerial supervision in improving the quality of education at Model Elementary School 3 (SDN 3) of Peusangan, Bireuen regency through the program, implementation of managerial supervision, and constraints experienced by school supervisors in implementing managerial supervision. This research used the descriptive method with the qualitative approach and data collection techniques done for this study were observation, interview, and documentation study. The research subjects are school management personnel consisting of the principal, teachers, administrative staff, librarians, and computer laboratory staff. The results of the study showed that (1) the managerial supervision program includes the guidance activities of teachers and principals, monitoring the implementation of SNP, assessment of teacher performance and principal, as well as mentoring and training of teachers and principal; (2) The success of the managerial supervision process lied in the school supervisors who were able to coordinate and establish cooperative relationships with every well-managed school manager so as to have an impact on improving the quality of education in schools; and (3) the obstacles faced by school supervisors were that they had limited knowledge of the competence of managerial supervision, the school management staff did not meet the required standard requirement both in quantity and skill quality, and supervision schedule which often clashing with official meetings, training and other official activities.Keywords: managerial supervision, school supervisor, and education qualit
