STRATEGI PENGAWAS DALAM MENINGKATKAN KOMPETENSI PEDAGOGIK GURU DI MADRASAH IBTIDAIYAH NEGERI BUNGCALA KABUPATEN ACEH BESAR
Supervisor is a profession, therefore it is expected that supervisors can provide guidance to teachers in improving teacher pedagogic competence. The supervisory strategy greatly influences the teacher's pedagogical competence, which is done by coaching and providing opportunities for teachers to improve their competence. Thus, supervisors in Madrasah Ibtidaiyah are expected to 1) increase the competence of teachers, 2) know the strategies used by the supervisor, 3) know the supervisor strategy in evaluating the teacher's success in developing the learning, and 4) to know the obstacles faced by the supervisor. The approach used is descriptive qualitative approach, with observation data collection techniques, interviews and documentation studies, with the object of research is the supervisor. From the research results can be concluded that the strategies used by supervisors in improving the competence of teachers in Madrasah Ibtidaiyah Negeri Bungcala by doing KKG activities, Training, Scientific activities, seminars and Tem teaching.Keywords: strategy, superintendents, pedagogical competence and teache
MANAJEMEN KEPALA SEKOLAH DALAM MENINGKATKAN KOMPETENSI PROFESIONAL GURU PADA SMP NEGERI 1 BATEE KECAMATAN BATEE KABUPATEN PIDIE
ABSTRACT:The purpose of this study was to find out the program, implementation, evaluation, and obstacles faced by the principal in improving the professional competence of teachers at State Junior High School 1 Batee of Batee Sub-district of Pidie Regency. This research used descriptive method with qualitative approach. The technique of data collection used were observation, interview, and documentation study. Subjects of the research were principal, vice principals, chairman of MGMP (Teacher Network), teachers, school supervisors, and school committees. Data were analyzed by means of data reduction, data display, conclusion drawing, and data verification. The results showed that: (1) Programs are arranged at the beginning of each school year by the school development team and has not been well documented and tidy. The planned program was the preparation of lesson plans, implementation of learning, evaluation of learning, supervision of classroom, implementation of MGMP and procurement of instructional media; (2) Activities carried out not all listed on a standard instrument, the schedule of activities was not all according to plan and the frequency of the activities was not in accordance with the planned program that has been prepared; (3) The evaluation was conducted at the end of each semester and served as a follow-up program to determine the advanced program. The evaluation results were presented to teachers, both individually and in groups; and (4) obstacles faced were: the teachers did not master ICT well, they did not master the subject matter, they rarely applied the learning method, the principal had too much workload, and the absence of a standard school program.KEYWORDS: management, planning, actuating, evaluating, principal and teacher professional competencyABSTRAK: Tujuan penelitian ini untuk mengetahui program, pelaksanaan, evaluasi, dan hambatan-hambatan yang dihadapi kepala sekolah dalam meningkatkan kompetensi profesional guru pada SMP Negeri 1 Batee Kecamatan Batee Kabupaten Pidie. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui: observasi, wawancara, dan dokumentasi. Subjek penelitian adalah: kepala sekolah, wakil kepala sekolah, ketua MGMP, guru, pengawas, dan komite sekolah. Data dianalisis dengan cara: reduksi data, display data, mengambil kesimpulan, dan verifikasi data. Hasil penelitian menunjukkan: (1) Program disusun pada setiap awal tahun pelajaran oleh tim pengembangan sekolah belum terdokumentasi dengan baik. Program yang direncanakan berupa: penyusunan RPP, pelaksanaan pembelajaran, evaluasi pembelajaran, supervisi kelas, melaksanakan MGMP, dan pengadaan media pembelajaran; (2) Kegiatan yang dilaksanakan belum semuanya tercantum pada instrumen yang baku, jadwal pelaksanaan kegiatan belum semuanya sesuai rencana dan jumlah kegiatan tidak sesuai dengan perencanaan program yang sudah disusun; (3) Evaluasi dilaksanakan pada setiap akhir semester dan dijadikan sebagai tindak lanjut dalam menentukan program lanjutan. Hasil evaluasi disampaikan kepada guru, baik secara individual maupun secara kelompok; dan (4) Hambatan-hambatan yang dihadapi adalah guru kurang menguasai ICT, kurang menguasai materi pelajaran, jarang menerapkan metode pembelajaran, banyaknya tugas kepala sekolah, dan belum adanya program sekolah yang baku.KATA KUNCI: manajemen, perencanaan, pelaksanaan, evaluasi, kepala sekolah dan kompetensi professional gur
ANALISIS KEBIJAKAN PERENCANAAN KEBUTUHANGURU SMA DI KABUPATEN ACEH TENGAH
ABSTRACT: The planning of teacher demand is a process to determine the number of teachers needed in order to fulfill the demand and balance the teacher demand and supply. This study aimed to describe the growing number of senior high school students and teachers needed in the process of teaching and learning the academic year of 2017/2018 to 2021/2022 inAceh Tengah Regency. This study used descriptive method with qualitative approach, and the data collection was conducted by the techniques of observation, interview, and documentation study and data analysis of reduction, display, and verification. To guarantee the validity of data, it was conducted credibility test with triangulation technique. The subjects of study were Education Department and Education and Training Employment Board ofAceh Tengah Regency. The results of the study showed that: (1) the highest enrolment of students for the last five years from 2011/2012 to 2015/2016 was in the academic year of 2014/2015 with the total of 5,067 students and the lowest enrolment was in the academic year of 2015.2016 with 4,903 students. (2) The teacher supply based on the 2013 curriculum was 402 teachers. (3) The projection result showed the senior high school teacher demand in Aceh TengahRegency for the academic year of 2017/2018 (558 teachers), 2018/2019 (556 teachers), 2019/2020 (530 teachers), 2020/2021 (554 teachers), and 2021/2022 (606 teachers), the demand has been included the number of teachers that would be retired.KEYWORDS: policy, planning, and teacher demamABSTRAK: Perencanaan kebutuhan guru adalah proses untuk menentukan jumlah guru yang dibutuhkan agar tenaga guru dapat terpenuhi dan seimbang antara permintaan (demand) dan persediaan (supplay) guru. Penelitian ini bertujuan mendiskripsikan jumlah pertumbuhan Siswa SMA dan kebutuhan guru yang akan mengikuti proses belajar mengajar pada tahun ajaran 2017/2018 s/d 2021/2022 di Kabupaten Aceh Tengah. Penelitian ini menggunakan metode deskriftif dengan pendektan kualitatif serta pengumpulan datanya dilakukan dengan teknik observasi, wawancara dan studi dokumentasi serta analisis data dilakukan dengan reduksi, display dan verifikasi. Untuk menjamin keabsahan data dilakukan dengan uji kredibilitas dengan teknik triangulasi sumber data. Subjek penelitianya yaitu Dinas Pendidikan dan Badan Kepegawaian Pendidikan dan Pelatihan Kabupaten Aceh Tengah. Hasil penelitian ini menunjukkan bahwa: 1). Keadaan siswa 5 Tahun terakhir 2011/2012 s/d 2015/2016 enrolment paling tinggi pada tahun ajaran 2014/2015 berjumlah 5.067 orang dan terendah pada tahun 2015/2016 dengan jumlah 4.903 orang, 2) persediaan guru saat ini berdasarkan kurikulum 2013 berjumlah 402 orang, 3). Hasil proyeksi menunjukkan kebutuhan guru SMA di Kabupaten Aceh Tengah pada tahun ajaran 2017/2018 (558 orang), 2018/2019 (556 orang), 2019/2020 (530 orang), 2020/2021 (554 orang) dan 2021/2021 (606 orang) kebutuhan tersebut sudah termasuk dengan guru yang akan pensiun.KATA KUNCI : kebijakan, perencanaan, dan kebutuhan gur
KOMUNIKASI WALI KELAS DENGAN ORANG TUA SISWA DALAM MENINGKATKAN PRESTASI BELAJAR SISWA DI SMA SEMESTA BILINGUAL BOARDING SCHOOL SEMARANG
ABSTRACT: Harmonious communication between homeroom teacher and parents is one of the factors that affect student achievement. With today's advanced communication techniques by establishing better communication can be obtained better results. This study aims to describe the program of homeroom teacher communication with parents, strategies used, obstacles faced and efforts are used to deal with obstacles to improve student achievements in Semesta Bilingual Boarding High School Semarang. The method used in this research is descriptive method with qualitative approach. Data collection techniques used were observation, interviews and documentation. Subjects of the research are homeroom teacher and parents of class XII, Principal, Head of Dormitory and Counselor of Semesta Bilingual Boarding High School Semarang. Research conducted in Semesta Bilingual Boarding High School environment with the population of 131 12th grade students of Semesta Bilingual Boarding High School. The results showed that: 1) Among the communication programs that made by school to establish better relationship between homeroom teachers and parents are mother class program, club activities, guidance service, leadership, and the Student Information System. Programs that have been implemented have positive impact on student achievement, 2) among strategies of communication between homeroom teacher and parents to improve learning achievement of student are open house, home visit, social media, mother club, and discussion programs. With these strategies positive effect was seen on student achievement,. 3) obstacles that have been discovered are difference in perception, culture, basic character, poor choice of communication channel and no feedback. These obstacles have negative impact on student achievement, 4) efforts being done to overcome the obstacles that experienced are establishing two-way communication, making new rules, socialization, and more intensive meetings.KEYWORDS: communication, student achievement, homeroom teacher,parentstABSTRAK: Komunikasi yang harmonis antara wali kelas dengan orang tua merupakan salah satu faktor yang mempengaruhi prestasi belajar siswa. Dengan teknik komunikasi yang canggih saat ini dengan membangun komunikasi yang lebih baik dapat diperoleh hasil yang lebih baik. Penelitian ini bertujuan untuk mengambarkan program komunikasi wali kelas dengan orang tua siswa, strategi komunikasi yang digunakan, serta hambatan-hambatan yang dihadapi dan upaya-upaya yang dilakukan untuk menghadapi hambatan-hambatan dalam meningkatkan prestasi belajar di SMA Semesta Bilingual Boarding School Semarang. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Subjek penelitian adalah wali kelas dan orang tua kelas XII , Kepala Sekolah, Kepala Asrama, dan Konselor SMA Semesta Bilingual Boarding School Semarang. Penelitian dilakukan di lingkungan SMA Semesta Bilingual Boarding School Semarang dengan populasi penelitian ini adalah siswa kelas XII SMA Semesta Bilingual Boarding School dengan jumlah 131 siswa. Hasil penelitian menunjukkan bahwa: 1) program komunikasi wali kelas dengan orang tua siswa diantaranya program ibu kelas, kegiatan klub, pembinaan, kepemimpinan, dan Sistem Informasi Siswa. Dari program yang telah dilaksanakan terlihat ada dampak yang positif terhadap prestasi belajar siswa, 2) strategi komunikasi wali kelas dengan orang tua siswa dalam meningkatkan prestasi belajar diantaranya open house, home visit, social media, mother club, dan program diskusi. Dengan strategi-strategi ini berdampak positif terhadap prestasi belajar siswa, 3) hambatan-hambatan yang sudah ditemukan adalah perbedaan persepsi, budaya, karakter dasar, poor choice of communication channel, no feedback, dengan hambatan-hambatan ini berdampak prestasi siswa sulit dicapai, 4) upaya-upaya yang dilakukan untuk mengadakan two way communication dengan membuat peraturan, sosialisasi, dan pertemuan yang lebih intensif.KATA KUNCI: komunikasi, prestasi belajar, wali kelas, orang tu
MANAJEMEN PEMBELAJARAN GURU PADA SD NEGERI 1 PEUKAN PIDIE KABUPATEN PIDIE
Abstract: Learning management includes several matters, such as planning, implementation, and supporting and inhibiting factors of learning.This study aimed at determining the learning plan, the learning implementation, learning evaluation, and supporting and inhibiting factors in teacher learning management.The research method used was descriptive with a qualitative approach.The data were collected by observation, interviews and documentation review.The subjects of the study were principals and teachers.Data were analyzed with reduction, display, and verification techniques.The results showed that: 1) planning of learning made by teachers had not planned properly, there were some teachers who had not been able to prepare mapping properly, preparation of topic, and syllabus as tool that should be prepared before preparing the lesson plan;2) the implementation of teacher learning done by teachers was guided by school-based curriculum.The implementation of the learning process was not optimal, for it was still a lack of teacher knowledge about the procedure of effective learning application, and there was still a low-grade teacher who used the subjects clearly without topic;3) the evaluation of learning done byteachers was guided by a lesson plan.The evaluation was done to improvethe learning activities of teachers, both spoken and written evaluation forms;and 4) the obstacles to the implementation of learning management were planning for coaching teachers, time, facilities and personnel. In addition,it lacks training for teachers; some teachers were not active in group activities, seminars, and improving the teaching professional.Keywords: Teacher, Learning Management, and SD Negeri 1 Peukan Pidie.Abstrak: Penelitian ini bertujuan untuk mengetahui perencanaan pembelajaran, pelaksanaan pembelajaran, evaluasi pembelajaran, serta faktor-faktor pendukung dan penghambat dalam manajemen pembelajaran guru. Metode penelitian ini bersifat deskriptif analitis dengan pendekatan kualitatif. Pengumpulan data menggunakan teknik observasi, wawancara, dan dokumensi. Subjek penelitian adalah kepala sekolah dan guru. Hasil penelitian menunjukkan bahwa: 1) Perencanaan pembelajaran guru belum diprogramkan dengan baik, ada guru yang belum mampu menyusun pemetaaan dengan baik, penyusunan jaringan tema, dan penyusunan silabus sebagai perangkat yang harus dipersiapkan sebelum menyusun RPP; 2) Pelaksanaan pembelajaran guru yang dilaksanakan berpedoman pada Kurikulum Tingkat Satuan Pelajaran. Pelaksanaannya belum optimal, masih kurangnya pengetahuan guru tentang tata cata penerapan pembelajaran tersebut secara efektif, serta masih ada guru kelas rendah yang menggunakan mata pelajaran dengan jelas dan tidak menggunakan tema; 3) Evaluasi pembelajaran yang dilaksanakan berpedoman pada RPP yang disusun. Evaluasi dilakukan untuk memperbaiki kegiatan pembelajaran guru, bentuk evaluasi lisan dan tulisan; dan 4) Faktor pendukung adanya kegiatan supervisi yang dilakukan oleh kepala sekolah untuk memperbaiki dan membina kemampuan guru dalam penerapan manajemen pembelajaran. Hambatannya, antara lain dalam membuat perencanaan untuk pembinaan guru-guru, disebabkan karena waktu, sarana dan personil yang tersedia. Kurangnya pelatihan bagi guru-guru, tidak aktifnya sebagian guru dalam kegiatan gugus, seminar, dan kegiatan peningkatan profesi keguruan.Kata kunci: Manajemen, Pembelajaran Guru, dan SD Negeri 1 Peukan Pidi
MANAJEMEN PEMBELAJARAN SENI BUDAYA DALAM MENINGKATKAN KREATIVITAS PESERTA DIDIK DI DAYAH TERPADU SMA INSHAFUDDIN BANDA ACEH
ABSTRACT: Teacher is the main component in education system because teacher can influence a quality of educational process and outcomes. This research aimed to find out the lesson plan, learning implementation, learning evaluation, and supporting and inhibiting factors in improving students creativity. Research approach used was qualitative with descriptive method. Data was collected through interview, observation, and study documentation. Research subjects were principal, vice principal in curriculum, Art and Culture teachers, and students. The results showed that: (1) planning was formulated based on curriculum 2013 and there were still some corrections to be improved. Planning was formulated by teachers in teaching administration such as syllabus, lesson plan, teaching and learning activities, annual program, semester program, effective time, and item analysis. (2) Learning implementation carried out by Art and Culture teacher was not implemented as stated in lesson plan. (3) Leaning evaluation of Art and Culture subject was disorganize and assessment was not based on the follow up program. (4) The supporting factor of learning Art and Culture subject in improving students creativity was the internal factor from student itself. The inhibiting factors were insufficient facilities and infrastructures and there were two curriculum used; school curriculum and Salafi Curriculum.Keywords: learning management, students creativity, art and cultureABSTRAK: Guru merupakan komponen paling menentukan dalam sistem pendidikan. Tujuan penelitian ini untuk mengetahui perencanaan pembelajaran, pelaksanaan pembelajaran, evaluasi pembelajaran dan faktor pendukung dan penghambat dalam meningkatkan kreativitas peserta didik.Pendekatan yang digunakan dalam penelitian ini yaitu pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan studi dokumentasi. Responden dalam penelitian ini adalah kepala sekolah, wakil kurikulum, guru seni budaya serta peserta didik. Hasil penelitian menunjukkan bahwa: (1) perencanaan dirumuskan sesuai dengan kurikulum 2013 tetapi masih perlu perbaikan lagi untuk menuju ke arah yang baik. Perencanaan dirumuskan oleh guru dalam administrasi pengajaran seperti silabus, RPP, PBM, program tahunan, program semester, minggu efektif, analisis butir soal. (2) pelaksanaan pembelajaran yang dilakukan oleh guru seni budaya belum sepenuhnya sesuai dengan yang tertulis dalam perencanaan pembelajaran, tetapi dalam kegiatan ekstrakurikuler sekolah ini berhasil meraih prestasi yang mengharumkan nama sekolah. (3) evaluasi pembelajaran seni budaya tidak terarah sebagaimana yang telah diprogramkan, Penilaian yang dilakukan oleh guru tersebut tidak dilakukan berdasarkan program tindak lanjut dan terkesan direka-reka. (4) faktor penunjang pembelajaran seni budaya dalam meningkatkan kreativitas peserta didik ini ialah faktor internal dari peserta didik sendiri. Sedangkan faktor penghambatnya ialah sarana dan prasarana yang kurang memadai, pelaksanaan dua kurikulum, yaitu kurikulum Nasional dan Kurikulum Salafi.Kata kunci: manajemen pembelajaran, kreativitas peserta didik dan seni buday
STUDI EVALUATIF TENTANG KEBIJAKAN PEMERINTAH KABUPATEN ACEH SELATAN DALAM REKRUTMEN CALON GURU TINGKAT SEKOLAH MENENGAH TAHUN 2014
Abstract: The purpose of this study is to explore government policy in South Aceh in 2014 for: (1) a recruitment program; (2) mechanisms and strategies in recruitment of prospective teachers; and (3) the obstacles encountered in the recruitment process. This study uses a qualitative approach and descriptive method. Subjects are Regional Secretary, Head of Human Resources, the Selection Committee, and the principal of South Aceh District Government. The results show that: (1) Government policy on teachers recruitment program in South Aceh district in 2014 is a follow-up program set by the central government.The recruitment is based on the recruitment program of civil servant candidates implemented under the existing provisions, in recruitment system, neededformation (vacancies) and etc.; (2) Recruitment mechanisms are conducted through several stages, namely recruitment announcement, the file collection, file preparedness announcements, recruitmenttests, results announcement, and the publication of the decree. Meanwhile, strategy used in determining the candidate qualification of accredited Teacher Training Institutions (LPTK) is by using Computer Assisted Test (CAT); and (3) The obstacles encountered in determining the recruitment of teachers are lackingof facilities to conduct testsusing computerized systems, weak internet signal and poor human resource skills in operating computers.Keywords: Evaluative Study, Policies, Recruitment, and Teacher CandidatesAbstrak: Kebijaksanaan adalah kearifan yang dimiliki oleh seseorang, sedangkan kebijakan adalah aturan tertulis hasil keputusan formal organisasi. Tujuan penelitian ini untuk mengetahui kebijakan pemerintah Aceh Selatan tahun 2014, yaitu: (1) program kebijakan dalam perekrutan guru; (2) mekanisme dan strategi terhadap perekrutan guru; dan (3) kendala-kendala yang dijumpai dalam penentuan perekrutan guru. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Subjek penelitian ini adalah: Sekretaris Daerah, Kepala Badan Kepegawaian Pendidikan dan Pelatihan, Panitia Seleksi, dan Kepala Sekolah/guru pada Pemerintah Daerah Kabupaten Aceh Selatan. Hasil penelitian ini menunjukkan (1) program kebijakan pemda dalam perekrutan guru di Kabupaten Aceh Selatan tahun 2014 merupakan program tindak lanjut kebijakan yang telah ditetapkan pusat, yaitu perekrutan CPNS yang dilaksanakan berdasarkan ketentuan yang telah ada, baik itu sistem perekrutan, formasi yang dibutuhkan; (2) mekanisme perekrutan adalah: melalui tahapan pengumuman, pengumpulan berkas, penyeleksian berkas, pengumuman kesiapan berkas, tes, dan pengumuman kelulusan, serta pemberian SK. Sedangkan strategi yang dilakukan adalah: menentukan kualifikasi lulusan PTK yang terakreditasi dengan menggunakan sistem Computer Assisted Test (CAT); (3) kendala-kendala yang dihadapi dalam penentuan perekrutan calon guru adalah: kurangnya sarana pendukung untuk mengikuti tes dengan sistem komputerisasi, di samping sinyal internetnya yang lemah dan kemampuan sumber daya personil dalam menggunakan komputer masih rendah.Kata kunci: Studi Evaluatif, Kebijakan, Rekrutmen, dan Calon Gur
HUBUNGAN MOTIVASI KERJA DAN SUPERVISI KEPALA SEKOLAH DENGAN KINERJA GURU SMP NEGERI DI KECAMATAN BABAHROT ACEH BARAT DAYA
Human resources become the main key in realizing quality education. This study aims to (1) Know the Work Motivation relationship with Teacher Performance SMP Negeri Babahrot Aceh Barat Daya; (2) Determine the relationship Supervising Principal Teacher Performance SMP Negeri Babahrot Aceh Barat Daya; (3) Knowing relationship Work Motivation and Supervision Principal with teacher performance SMP Negeri Babahrot Aceh Barat Daya. This research uses quantitative approach. Which became a population of 891 students and 85 teachers, the samples were 208 students and 65 teachers at SMP Negeri Babahrot Aceh Barat Daya. In changing the data used Method of Successive Interval and analyze data used SPSS application. Results of the study are (1) There is a correlation between motivation and performance of SMP Negeri Babahrot Aceh Barat Daya value test results for 0,579 on the S ig (2-tailed) = 0,000; (2) There is a strong correlation between principal supervision and performance SMP Negeri Babahrot Aceh Barat Daya with test result value of 0.722 on sig (2-tailed) = 0,000; (3) The correlation coefficient test (R) shows the value of 0.753 which means work motivation and supervision gives 75.3% influence on teacher performance improvement. While the rest of 24.7% influenced by other things. So the performance of teachers is strongly influenced by Work Motivation and Headmaster Supervision. IMPLEMENTASI MANAJEMEN STRATEGIK DALAM MENINGKATKAN KINERJA GURU PADA SD UNGGULAN IQRO SIGLI
The implementation of strategic management is able to anticipate the need of improved educational quality in the future. This research aims to find out the strategic formulation, strategic implementation, strategic evaluation, and obstacles found in improving teachers performance. The research was conducted by means of qualitative method. The data was collected by doing interview, observation, and documentation. The principal, the vice principal, and the teachers were chosen as the subjects of this research. The results of this research indicated that (1) The strategic formulation in improving the teachers performance involved internal and external school components that create several strategic activities in order to improve the teachers performance; (2) The strategic implementation in improving the perfomance of the teachers was performed by arranging the school programs which were gradually implemented. They consist of short-term programs, mid-term programs, and long-term programs. Those programs were then implemented gradually and the chances for the suggestions related to the activities were given in the regular meetings; (3) The strategic evaluation in improving the teachers performance was conducted twice a semester by means of periodic and continuous monitoring. The result of the evaluation was used as the main principle for the upcoming strategy development; (4) The obstacles of strategic implementation found in improving the teachers performance were the lack of facility and infrastructure and the dependency on the center institution that slows down the implementation of the school strategy.Keywords: strategic management and teachers performanc
KEPEMIMPINAN KEPALA SEKOLAH DALAM MENINGKATKAN KINERJA GURU PADA SEKOLAH DASAR LUAR BIASA NEGERI BANDA ACEH
Abstract: The objective of this study is to explore the principals policy program, principals leadership style, and the obstacles encountered in improving teacher performance. This study uses descriptive qualitative research. Data is collected from observation, interviews, and documentation. The study participants are schoolsprincipals, vice principals, and teachers. The results show that: (1) the principals policy in improving teachers performance is initiated by discussion among the principal, the vice principle, and the senior teachers in developing the school programs at the beginning ofeach academic year; empowering the teachers based on their ability and willingness, building cooperation, enhancing the infrastructures, and being active in the Teacher Working Group (KKG); (2) the principal used instructive, consultative, participative, and delegative leadership styles in guiding and encouraging the teachers in achieving the educational goals; (3) the constraints faced by the principal in improving teachers performance are the training program had not accommodated all kinds of disability, the training results do not impact the performance, there is a shortage of teachers for special needs education and lack of earning infrastructures.Keywords: leadership, principal, and teachers performanceAbstrak: Keberhasilan pendidikan dipengaruhi kepemimpinan kepala sekolah dalam meningkatkan kinerja guru. Penelitian ini bertujuan untuk mengetahui program kebijakan kepala sekolah dalam meningkatkan kinerja guru, gaya kepemimpinan kepala sekolah dalam meningkatkan kinerja guru, dan hambatan kepala sekolah dalam meningkatkan kinerja guru. Penelitian ini menggunakan deskriptif kualitatif, teknik pengumpulan data melalui observasi, wawancara, dan studi dokumentasi dengan subjek penelitian adalah kepala sekolah, wakil kepala sekolah, serta dewan guru. Hasil penelitian menunjukkan bahwa: (1) Program kebijakan kepala sekolah dalam meningkatkan kinerja guru diawali dengan musyawarah antara kepala sekolah dengan wakil kepala sekolah dan guru senior dalam menyusun program sekolah pada awal tahun ajaran baru, memperdayakan guru sesuai dengan kemampuan dan kemauan guru, menjalin kerja sama, melengkapi sarana prasarana serta aktif dalam Kelompok Kerja Guru (KKG); (2) Gaya kepemimpinan kepala sekolah dalam membina, membimbing guru dengan menggunakan gaya instruktif, konsultatif, partisipatif, delegatif dalam mengarahkan dan mempengaruhi guru untuk mencapai tujuan pendidikan; (3) Hambatan yang dihadapi kepala sekolah dalam meningkatkan kinerja guru, program pelatihan belum mengakomodir semua jenis ketunaan yang ada, hasil pelatihan belum mengimbas kepada kinerja guru-guru, kekurangan guru berpendidikan khusus luar biasa, masih kurang sarana dan prasarana pendukung pembelajaran.Kata kunci: Kepemimpinan, kepala sekolah, dan kinerja gur
