    Does More Spending on Education Matter to Human Capital Formation? Study Case of Bengkulu Province, Indonesia

    Based on Statistics Indonesia (BPS), Indonesia will face a demographic bonus era during 2020-2035. That implies that the number of productive-age population will be higher than elderly peopleand children (dependents). This phenomenon offers an opportunity due to a lower dependencyburden. However, the situation could be catastrophic if the government is not ready to equip theproductive age population with necessary skills. The objective of this study is to determine whetheror not higher spending on education has positive influence on human capital formation in BengkuluProvince. The research used panel data analysis of ten regions in Bengkulu Province for the 2010-2014 periods. Research results showed that spending on education does not have significant impacton human capital development, while women empowerment and infrastructure have positive effecton human capital. Our results imply that more spending on education does not matter if it is notsupported by quality infrastructure that makes education facilities accessible

    Investigating Digital (Dis)engagement of Open Government: Case Study of One Data Indonesia

    Over the last decade, Indonesia has achieved remarkable progress in promoting transparent andinclusive development through implementing open government principles. This research investigatesone of the open government projects in Indonesia- One Data Indonesia (ODI), a one-stop opengovernment data portal that provides accurate, reliable, and interoperable single-reference datafor the public to use and redistribute without any limitation. The study aims to highlight thecurrent updates on open data implementation in Indonesia and the challenges that may hinder itsapplication in future. The study is an action research, conducted through the participation of theauthor in a three-month internship programme at the Executive Office of the President Republic ofIndonesia. Data on the portal’s engagement was based on Google Analytics. This study finds thatthere is disengagement in open data implementation, which is reflected by a small percentage ofavailable datasets and an imbalance in user access across Indonesia. This study argues that thedisengagement is due to several factors, including irrelevant and uncertain regulatory frameworks,confusion over setting priority goals, inadequate data infrastructure, and limited digital-literatehuman resource. Despite high investment and expectations from the portal, the benefits and civicengagement it has generated so far remain questionable

    The Evaluation of Indonesian Labour Market in Optimizing Demographic Dividend in 2016

    Considering the structure of its population, Indonesia has the potential to enjoy advantages that are associated with a demographic dividend in the not too distant future. Nonetheless, there are challenges the country is facing, one of which is the coming into being of the ASEAN Economic Community (AEC). This research describes the state of the labor market in Indonesia to identify how best it can benefit from the demographic dividend, including problems, and how to resolve them. The research uses Multiple Linear Regression with backward elimination method. Re-sults of the research indicated that independent variables in the model showed a negative and significant influence on the economy. To that end, working below 15 hours, and unemployment of the educated are the two most important problems facing in Indonesian labor market. Rec-ommended solutions to the problem is to encourage educated unemployed to participate in Mi-cro and Small Manufactures that deal in processing agricultural commodities to become ready-to-consumer goods

    Locally-Generated Revenue as A Capacity Parameters of New Regional Autonomy Management

    Non-human resources play a role in the implementation of the New Autonomous Region (DOB) one of which is the financial resources of the region. In order for the financial capacity of the region can be managed optimally then the appropriate method is to increase its management capacity. The study was conducted in Seluma District as the autonomy mandate of new autonomous regions. The objective of the research is to analyze the extent of the financial management capacity of Seluma Regency as a DOB provider. The research approach is done by qualitative descriptive method, data source is derived from secondary data in the form of, records of financial condition, documentation, financial report that is Report of Result of Inspection (LHP) from BPK, report of APBD realization and regulations related to financial management implementation. Primary data comes from interviews and FGDs to informants. Data analysis through data collection, data condensation, data presentation and decision making or data verification. The results show that the financial management capacity of Seluma Regency has not been done effectively and efficiently, confirmed by the following conditions: 1) the results of supervision of the implementation of the work program found many cases of TGR; 2) low PAD that only contribute 3% range to APBD; 3) financial management got WDP opinion from BPK during last 3 years

    Critical Factor Influencing Electronic Government Capacity Building in Sragen Municipality Government Public Service Delivery

    This study identifies critical factors in the capacity building of electronic government (e-government) in Sragen municipality, Indonesia. Sragen is a small city renowned as a pioneer in the implementation of e-government initiatives among other local governments. by conducted in-depth interview as well as observation thus the data was categorized and interpreted for fur-ther being discussed for the result. Results of the study showed that using an institutional ap-proach in e-government capacity building Sragen municipality succeeded in improving the quality and value of the relationship between government institutions and citizens; identified institutional factors that are crucial for successful e-government capacity building that include policies, organizational structure, and participatory public management

    The Impact of Land Conversion on Income and Food Security Status For Farmer Households in 5 Villages in Temon Sub-District, Kulon Progo District, 2017

    Preparation for the construction and development of  NYIA airport in Temon sub district, Kulon Progo district, D.I. Yogyakarta province has caused displacement of people for their land, including farmers. Farmers affected are located in five villages that include Jankaran, Palihan, Sindutan, Glagah and Kebon Rejo. The objective of this resrarch is to  analyze the impact of land conversion on farmer household incomes and food security status.  The research used both primary and secondary data. Primary data was collected using structured questionnaire.  Analysis of data was based on descriptive statistics and test of differences between paired samples. Results showed that land conversion has had a negative and significant influence on incomes of affected farmer households. The decline in household income of farmers in 5 villages in Temon sub district among other factors, is attributable to the reduction in farming land. Secondly, consequently, loss of farmer household income aggravated the vulnerability of the affected households to food insecurity.  The number of farmer households that experienced food insecurity increased from 87 percent of all farmer households prior to land conversion to 90 percent after land conversion. Conclusions formed the basis for several policy recommendations to mitigate and if possible overcome the problem
