Analysis of the Financial Condition West Java Provincial Government, Indonesia
The purpose of the study is to assess the financial condition of 18 districts and 9 municipals in West Java Province. Assessing the financial condition was based on a 10 (ten) point financial ratio model developed by Kenneth Brown. Data on financial ratios for the 2013-2016 period was obtained from audited financial reports published by the west java provincial supreme auditor. Analysis of financial ratios was based on descriptive statistics and conducting Independent t-Test analysis. Research results showed that both district and municipal governments in West Java Province have a good financial condition. However, the performance of financial condition score for district governments shows a downward trend. In general, there is significant difference in the financial condition of district governments and municipal governments. In general, municipal governments showed better financial condition than district governments
The Development of Accommodation and Food Service Industry to Support Tourism in Yogyakarta Special Region
Accommodation and Food Service is an industry that is unevenly distributed across Special Region of Yogyakarta (DIY) (especially Kulon Progo). This research aims to: 1) identify key industries with the potential to support tourism industry development, 2) identify the tourism development strategies and programs needed to support sccommodation and food service Industry. The research used secondary data, which were analyzed using Klassen Typology and LQ Analysis. Research results show that : 1) Sleman District and Yogyakarta City are the leaders in the development of accommodation and food service industries, while , Kulon Progo, Bantul, and Gunungkidul are laggards in that respect. LQ Analysis results indicated that Bantul and Yogyakarta regions are leaders in the accommodation and food service sector, while Gunungkidul is promising and Sleman has good prospects, but Kulon Progo is an underperformer in the sector; 2) the development of Accommodation and Food Service industry has high potential hence need government attention. This is reflected in the contribution which the setor makes toward local government economy in terms of value of economic activities and employment generation. During 2013-2017, the industry contributed 10.12% of GRDP on average, and employed 13.87% of total workforce on average in the same period

Public (Dis)Engagement in Toll Road Project: A Case Study from Indonesia
Although numerous studies have established the importance of public participation in development, in practice, the government or companies in charge of infrastructure development often obscure public perception about its potential impact on development outcomes. This research aims to provide a more detailed description of the impact of toll road construction projects with low public participation. This research is study is a case study that employed qualitative research design approach. The study provides a deeper understanding the impact that ignoring public engagement has on the construction toll road. Results of this study underscore the importance of participatory public project planning and implementation on project outcomes and impact. Specifically, results of the study showed that public disengagement in the construction of road toll impacts public perception [during the project preconstruction and construction stages; willingness to accept change in land use change that is necessary to realize the project; and ultimately the social impact of similar project. Study results are valuable inputs into decision making process on the need for participatory infrastructure development to enhance project acceptability, effectiveness and social impact; the importance of good development planning that involves taking into consideration all the scenarios during the implementation phase.
Does Public Service Motivation Matter to Employees’ Performance and Organizational Commitment in Sub-district Offices?
Many studies on Public Service Motivation (PSM) were conducted extensively in the developed countries, including US and Western Europe. In addition, some research on PSM has been conducted in Eastern Asia, all which affirm the positive role that plays in in shaping the public sector. That said, studies on PSM in developing countries, including Indonesia is still limited. This is despite the fact that previous research associate PSM with improving public sector performance. The objective of this study is to investigate the relationship between public service motivation, organizational commitment, and individual performance in Magelang Municipality, which is one of the high performing local govern,ents in Indonesia. The data was drawn from 70 government employees in 3 Magelang Municipality sub-district Offices. Meanhwile, to to test the research hypothesises. Structural Equation Modelling (SEM) was used. Resulst of the study validated the previous research findings that indicate positive influence of PSM on organizational commitment and individual performance. The result of this study has a practical implication for human resource development policy in Indonesian public sector. To that end, Public managers should take into account PSM in their managerial practices as it influences employee performance.
Human Resources Development Policy as a Strategy for Improving Public Organizational Performance
The purpose of this research was to analyze organizational performance improvement strategies in the Center for Testing the Implementation of New Fisheries Products (BBP2HP). The research was conducted using AHP (Analytical Hierarchy Process) method with Expert Choice software to analyze the structure and the main strategy alternatives. The analysis was based on primary data obtained through interviews with 11 experts. Research results showed that human resource development policy was the most crucial strategy in improving BBP2HP organizational performance with training and development as an integral part of the strategy. The results also showed that the factor of leadership was of most importance in ensuring that the strategy of improving organizational performance. In that regard, leadership qualities of BBP2HP head was identified as the most critical and influential actor in improving BBP2HP organizational performance Meanwhile, providing excellent services was identified as the top priority that BBP2HP must pursue in improving its organizational performance as public service unit. The implications of this study are public organizations should implement training and development in accordance with the needs of the organization; and the pivotal role that leadership plays in the strategic management of the organization in empowering and directing organizational resources towards achieving organizational goals in as effective and efficient a manner
THE STRATEGY IN DEVELOPING PUBLIC TRUST OF TAXPAYERS’ COMPLIANCE IN SOUTH SULAWESI PROVINCE
The reduced level of tax compliance in Makassar as the capital of South Sulawesi, Indonesia in 2014 to 2016 significantly became an important basis for evaluating the accountability and transparency of tax service performance. This study aims to determine the level of compliance and determinants of tax compliance in three administrative regions of South Sulawesi that represent urban and rural areas, namely, Makassar Selatan, Maros, and Palopo City through a slippery framework. Based on two concepts of economics and public administration for implementing the sliperry slope tax framework, this study then discusses coordination and trust when implementing relationships. Using a qualitative methodology, this study processed and tested the questionnaire through ANOVA to find out the results of differences in tax compliance levels in three administrative regions of South Sulawesi. This study discusses and refutes findings in previous studies. On the one hand accountability and transparancy of tax services is important to increase taxpayer awareness. This at the same time rejects other research perspectives that explain the application of coercion and persuasion to tax policies that will increase public confidence and increase taxpayer awareness. The results also showed that there were no significant differences in respondents' perceptions about the role of power and the dimensions of trust in developing public trust. The dimensions of power and trust are identified as vital to increasing the trust and compliance of taxpayers. This study recommends the need to adopt a slippery slope framework in growing and increasing the trust of taxpayers, which is important for higher taxpayer compliance in South Sulawesi Province
"Wrong Majors Phenomenon": a Challenge for Indonesia in Molding Globally Competent Human Resources to Encounter Demographic Dividend
The growth of youth population has now become a strategic consideration of global trends predicted by 2030. In many parts of the world, the growth of youth population is increasingly uncontrolled. According to the Central Agency on Statistics, it revealed that Indonesia's population is dominated by a productive age group that is between 15-64 years old. This condition shows that Indonesia is moving into an era of demographic dividend. However, the fact that the human development index of Indonesia is too low; Indonesia ranked 110 out of 188 countries in the world and with massive numbers of academic unemployment, as if showing the unpreparedness of Indonesia in facing demographic dividend. This paper, attempts to highlight upon; the immense impact of mistaking majors to the human resource competence. Examine the key factors of wrong majors' phenomenon, and how do implications arise when students are incorrectly selected. The research used a descriptive method; source data ascribed to field research; and study of literature. Through this research, the most striking findings are: the key factors that trigger wrong majors' phenomenon that is caused by the influence of significant person statistics, low passing grade becoming their consideration to be accepted in college; they didn’t gain any intensive preparation for going to college; the existence of consciousness upon the demands of experts, so that they preferred majors based on what the market needs not relying on their interest; and also the fears for not doing anything after graduating from high school. Mistaking majors implies towards the psychic of the college student; such as, highly vulnerable to being stressed because they are not able to adjust to the learning process.
Evaluating The Use of Paralegal Approach in Policy Advocacy
The purpose of this paper is to explore the approach adopted by workers’ organizations in Surakarta city to use paralegal services in an effort to change the formula used in calculating minimum wage in government regulation No. 78 / 2015. Data were collected using interview and documentation techniques. Data obtained in the field were analyzed using qualitative methods, that by understanding meaning of the phenomenon and making theoretical interpretation. Results of the research showed that advocacy to reject the formula used in calculating the minimum wage based on government regulation No.78/2015 using several ways that included influencing policy implementation, managing public opinion and creating space for a movement that opposes the policy. The study shows that workers who were strongly opposed to government regulation No.78/2015, used various policy advocacy channels to press their case, that included attempt to influence the implementation of the regulation, influence public opinion of the adverse impact of the regulation on worker wellbeing, and portraying the poor condition of workers’ welfare that requires government through actions that support higher wages rather than efforts that reduce their future incomes.
Assessing The Contribution of The People’s Education Program (Prodira) Policy Toward Senior High School Education Performance in Gorontalo Province
The purpose of the study is to assess the effectiveness of people’s education program (PRODIRA).The study used a mixed research methods approach with concurrently embedded, combinationmodel of the qualitative and quantitative methods. The data were collected using interview,documentation and observation techniques from respondents who included headmasters, teachers,exchequers, students’ parents and school committee members in senior high schools, vocationaland Islamic senior high schools (SMA/SMK/MA) in Gorontalo Province. The results indicated thatthe implementation of PRODIRA program by the Provincial Government of Gorontalo has beeneffective in enhancing quality of performance of Senior High School Education (SLTA ) in GorontaloProvince as reflected in the increase of knowledge index, increased availability of SMA/SMK/MAinstitutions, percentage of schools that are categorized as being in good condition and a declinein school dropout rates
