    Law No 14/ 2005 on teacher certification is one of the efforts to the government to enhance professionalism of teachers. However, the reality is that the implementation of the program in NAD province has face many obstacles. One of the factor, is the condition on the ground in the wake of the conflict and tsunami disaster, which is still characterized by multiplicity of crises. Findings of the study indicate that teacher certification program has shifted in value. First is initial goal was to increase teacher’s professional development, but today, the objective has shifted to increasing teacher’s welfare. To that end, the main objective of teacher certification program has not been achieved. Thus, the existence of teacher certification program does not have any influence on teacher quality. Moreover, the law on teacher certification, has in part been influenced by political vested interests, which is the why the program is not based on god political will of the government to increase teacher professionalism

    This article discusses the relationship between religion and economic activity, which special reference to businessmen who are adherents to Tarekat Qodiriyah Naqsabandiyah in Mlangi. Study findings show that businessmen who are adherents of tarekat teachings are generally successful in conduction their economic activities. Equiiped with such qualities and values, devotees of Tarekat Qodiriyah Naqsabandiyah are able to achieve success in creating markets, networks, and independent businesses. Nonetheless, the success they achieve is constrained by the existence of a market economy, which is the prevailing economic model in Indonesia in post Independence Indonesia. Thus it is surprising that unless advocacy for state assistance is made, businessmen in general in small scale businesses in particular will find it difficult to survive under the current economic model

    The Indonesian government has been applying a wide-ranged decentralisation policy since 1999. However, many people have seen it from a very negative perspective. They view that local autonomy has brought about little kings that tend to abuse power surrendered by the central government. Local autonomy has also been misused to create discriminatory policies which disseminate primordialism. Veg few people see the local autonomy poligfrom the positive side. This paper discusses the innovation created by local governments in responding to the authority received from the central government. Some local governments have caught this opportunity to develop that improve public services to invite investors. Various cases are discussed to show that some local governments are very serious to reform their policies. However, a case study of Lebak district will be presented to comprehend the implementation deeply. Lebak is a small and poor district (kabupaten) in Banten Province that has developed Kantor Pelayanan Perijinan Terpadu (Integrated Licensing Service Office) that is expected to enhance its local econony. By showing the case of Lebak,people can learn something that can be applied in other districts

Social security represents the elementary rights of every citizen which is guaranteed by the state, like in section 27 article 2 UUD ' 45 and the laws of System of Social Security National (SJSN).     Public bureaucracy holds a strategic position in government implementation as well as to effort of democratization and autonomy in local and village government scope. Professional bureaucracy apparatus intensely support the increase of public service quality, particular yfor social empowerment as the realization of local and village autonomy essence. The concept of bureaucracy neutrality needs to be bought into reality in order to urge a bureaucracy that more oriented to its main function, namely as public service apparatus. Long history oflndonesian bureaucracy reflects the occuring bureaucracy politization by government regime, with the result that all bureaucracy's line become an administration tool in performing is authority centralization. As the consequence, service tends to be addressed to government (patron) by neglecting public service function. It includes in village government scope, in which bureaucracy becomes a political machine, meanwlile serves as an effective controlling tool that limits social access to public arena. The outcome of case study conducted in one village of Bantul Regency with data resource was gained from government official and prominent figures both in regency or village government area, reveals that bureaucracy politization in village government nowdays is much stronger than under new orde era. On the pretext of democratization and social empowerment, government (red : regent and his political party) performs a set of bureaucracy politization in village government. With limited village resource condition, politic euphoria, and conflict as the result of election proces of village government bureaucracy apparatus, government intervences village government and its community. The patron-client relation is between the government with village government and its community. It is evidenced that bureaucracy politization of villlage government is re-carried out, among others is the estabilish of "Paguyuban Pamong" with its main agenda is the winning of regent for next period and also the winning one of political party at last general election 200

    Implementasi Digital Government Services pada Bidang Pendidikan di Pemerintah Propinsi DIY

    The study was focused on the implementation of digital government services in education in DIY Province, especially how far the implementation of the program goes, how effective teh program can solve the gap of quality in education and what kinds of constraints were faced in the process of the program implementation. The implementation process was explained with several aspects: e-leadership, human resources, infrastructure, business environment, and learning gateway portal development.The result of the study showed that the e-leadership was not owned yet by all leaders at all level. From the aspect of infrastructure development, it can be seen that the capacity of the Government of DIY Province is still relatively low. The allocation of budget from APBD of DIY Province was not comprehensive and suitable yet, causing a problem in providing the infrastructure of computer laboratories for schools in DIY Province. The human resources development was not yet adequate because the result of the trainings couldn't fulfill the competency needed for managing the DIY Learnng Gateway Service. The growth of internet cafes need a regulation that protects the internet user (especially the pupils) from the negative material such as pornography. The constraints faces in the implementation of the program were: it was difficult to coordinate crossed-functionally, the competency of the teachers was relatively low, the infrastructure and the budget were inadequate, and the licenses for the Internet Service Providers in Indonesia were very various.Strating from the result of the study, it is recommended that it is necessary to develop a stronger e-leadership not only for local leaders but also for the schools that provide the virtual school service, to provide an accurate data about the schools that need computer laboratories, to give more applicable training for teachers and to provide the internet at schools as soon as possible through various programs such as Komputer Murah, Laptop Murah and so on.
