    School and community based management is a progressive step to empower education system in Indonesia by giving a greater role to society in managing a school. By giving opportunities to the society to participate in education, schools will ger a benefit from any direct contribution, both in the form of ideas and funds. In this kind of education system the government does not have to dominate schools in managing and pursuing their goals. With the application of school and community based management, the schools would be entrusted to manage themselves, to design their programs based on supporting environment and to assure good achievement for the students. Schools management would be transparent for all stakeholders and dynamic cooperation among the stakeholders would be materialised.     In this article, the writer discusses the prevalence of politics in organisations from the perspective of human resource management. There are some reasons as to why political issues always present in organisational matters: unclear formulation of objectives, resources scarcity, changes in technology and environment, un-programmed decisions, and organisational development. Hence, political behaviours would have significant impacts on the practice of human resources development. It is identified that political behaviours would influence performance assessment and evaluation, remuneration and compensation, and career or promotions. To create a more effective organisation and ascertain that it would attain its goals, there is a need for specific managerial approach which would able to overcome negative aspects of political behaviours

    Local government autonomy in development has not been successfully materialized in Indonesia although there has been a policy breakthrough with the stipulation of new acts on decentralisation or local government. It is explained that the new acts implementation is still constrained by: 1) strategic failure in implementing local autonomy, 2) misconception about decentralisation and governance autonomy, 3) different perspectives among the political elites, 4) strong grip of centralised bureaucracy, and 5) the loose control from the legislatives and the public at large. It is also argued that local government have to deal with such constraints because the lack of capability to administer development in a decentralised context which implies that capacity building is extremely urgent for the local autonomy. Furthermore, capacity building for the local government officials can only be accomplished if there is an appropriate approach and strategy. This article recommends some practical guidance for the capacity building programmes to meet the requirement, namely: 1) strategic intervention, 2) institutional building, 3) action programme, and 4) continual improvement. At the bottom line, all the capacity building programmes should be able to convince the local government officials about the importance of local government vision for development, human resources improvement, local institutions' revitalisation, organisational networking, and understanding the context of local development

    In the new Order era, the government had notoriously created a very centralistic and mechanistic bureaucracy consisting of counterfeit autonomy from central down to the local bureaucracy. On the other side, Indonesian culture with its paternalistic pattern has been a fertile domain for primordialism in the bureaucracy. This condition are conducive for a systematic patron-client relationship between elites and political power which applies in every stage of governmental hierarchy down to the local areas. By all means, what exist in rural-local government is no less than a representative of what happens in central government. Even after the New Order regime stepped down, the local-rural government have to dance between the central government and the local community. It appears that it would be difficult to eliminate the influence of New Order paradigm as it had been socialized and implemented for 32 years

    This article is supposed to offer a constructive ideas for creating better public bureaucracy at the operational level. It assumed that Indonesian political system is beginning to be more opened as the political will among the decision makers are ready to create clean governance. A crucial question is to be answered: How to improve administrative service? Given the fact that different appeciation on ideal type of bureaucracy would imply different idealized quality of service, it is imperative to understand what should be the ideal typr of public bureaucracy. From an exploratory discussion about an ideal type bureaucracy and its services in Indonesia and Germany, the writers pointed out that quality improvement can only be accomplished if public bureaucracy eager to transform ots orientation to the costumers. Public bureaucracy should acknowledge that community and customers deserve to get the best quality of service. Involving the costumers to evaluate the output and measuring the achievement of public bureaucracy is a simple yet an excellent way of improving quality of services

    The globalisation of economy, which will take place all over the world, is also coming to Indonesia. In turn, this phenomenon of globalisation may influence all aspects of Indonesian development. Various changes caused by globalisation as well as technological development have to be responded appropriately in the development strategy. The centralised development strategy and dominant role of government need to be revised toward decentralised strategy and participatory development by the private sector. It is therefore essential to explore other alternative strategies of implementation of local autonomy in order to respond globalisation properly. This essay discusses various impacts of globalisation and development strategy alternatives that could be adopted by the Indonesian Government to face the market liberalisation. By adopting local autonomy policy, it is hoped that Indonesia can obtain some benefit from globalisation
