THE EFFECT OF WORK ENVIRONMENT ON EMPLOYEE PRODUCTIVITY IN GARUT REGENCY
This research was prompted by the suboptimal work environment issues in Garut Regency, which have led to low employee productivity. The purpose of this research is to determine the effect of the work environment on employee productivity and to identify the aspects of the work environment that contribute the most. This research uses a quantitative approach with a survey method, involving 50 respondents working in various business sectors in Garut Regency. Data was collected through a closed-ended questionnaire designed based on indicators of the work environment and productivity, and then analyzed using the Partial Least Square Structural Equation Modeling (PLS-SEM) method. The results of the research show that the work environment has a positive effect on employee productivity, both from physical aspects, such as lighting, temperature, and workspace comfort, and non-physical aspects, such as social relationships, communication, and support from superiors. These findings confirm that a conducive work environment can improve overall employee motivation and performance. In conclusion, increased employee productivity can be achieved by creating a physically comfortable and psychologically supportive work environment. Therefore, companies and government agencies in Garut Regency need to develop integrated work environment management strategies to create a healthy, harmonious, and productive workplace.This research was prompted by the suboptimal work environment issues in Garut Regency, which have led to low employee productivity. THE SELECTION PHASE AS THE ALPHA OF THE MANAGEMENT SYSTEM FOR MEDICINES AND CONSUMABLE MEDICAL SUPPLIES IN HOSPITALS
Selection constitutes the initial stage (Alpha) of an efficient, effective, accountable, and sustainable management process for medicines and consumable medical supplies (CMS) in hospitals. This article details the selection phase that precedes the planning phase as part of the overall management process for medicines and CMS at La Mappapenning Hospital. The data was gathered through observation, interviews, and documentation of medicine and CMS management practices. Data analysis followed an interactive model: data collection, data condensation, data presentation, and verification/conclusion. The results indicate that the selection of medicines and CMS is carried out in an efficient, effective, accountable, and sustainable manner, serving as the alpha process or management system at La Mappapenning Hospital. Medicines and CMS are selected prior to procurement planning, based on proposals from users and reference to the national formulary, while considering their efficacy, safety, quality, and cost. The selection process involves medical staff, pharmacists, and employees from related management units. PENGARUH KREATIFITAS PEGAWAI, IKLIM ORGANISASI, BUDAYA ORGANISASI, KEPEMIMPINAN TRANSFORMASIONAL, DAN PEMBERDAYAAN TERHADAP KINERJA PEGAWAI
This study was conducted to explore the affect of employee creativity, organizational climate, organizational culture, transformational leadership, and employee engagement on employee performance at Accounting Firms through employee satisfaction and work engagement as a mediating variabel. This study uses quantitative methode and structural equation modeling (SEM). This research then involved 200 respondents selected from accounting firm employees in Makassar. The results of the study show that employee creativity and organizational climate significantly influence employee satisfaction and work engagement, which has a positive impact on employee performance. Furthermore, transformational leadership and organizational culture have been proven to improve employee performance. However, employee empowerment has been proven to increase employee motivation and performance. This conclusion match with the theory which states that employee satisfaction and work commitment play an important role as mediating variabels in the relationship between the work environment and employee performance. Therefore, this study contributes to the performance management literature by highlighting the importance of these variabels in improving performance in the service sector. Practical implications show that companies in the service sector develop positive organizational cultures, transformational leadership styles, and employee empowerment strategies to improve performance.Penelitian ini bertujuan untuk mengeksplorasi pengaruh Kreativitas Pegawai, Iklim Organisasi, Budaya Organisasi, Kepemimpinan Transformasional, dan Pemberdayaan Pegawai terhadap Kinerja Pegawai pada Kantor Akuntan Publik (KAP) melalui Kepuasan Pegawai dan Keterikatan terhadap Pekerjaan sebagai variabel mediasi. Penelitian ini menggunakan metode kuantitatif dan Structural Equation Modeling (SEM). Penelitian ini juga melibatkan 200 responden yang dipilih dari pegawai KAP di kota Makassar. Hasil penelitian menunjukkan bahwasanya kreativitas pegawai dan iklim organisasi secara signifikan memengaruhi kepuasan pegawai dan keterikatan terhadap pekerjaan yang berdampak positif terhadap kinerja pegawai. Selain dari pada itu, kepemimpinan transformasional dan budaya organisasi terbukti berhubungan langsung terhadap kinerja pegawai. Begitu juga dengan pemberdayaan pegawai berhubungan langsung terhadap motivasi beserta dengan kinerja pegawai. Kesimpulan ini sesuai dengan teori yang menyatakan bahwasanya kepuasan pegawai serta keterikatan terhadap pekerjaan berperan penting sebagai variabel mediasi dalam hubungan antara lingkungan kerja dengan kinerja pegawai. Oleh karenanya, penelitian ini memberikan kontribusi terhadap literatur manajemen kinerja dengan menyoroti pentingnya variabel-variabel tersebut dalam meningkatkan kinerja pada sektor jasa. Implikasi praktis menunjukkan bahwasanya perusahaan pada sektor jasa mengembangkan budaya organisasi yang positif, gaya kepemimpinan transformasional, dan strategi pemberdayaan pegawai untuk meningkatkan kinerja
PRINSIP-PRINSIP DIGITALISASI LAYANAN INPASSING DOSEN NON-ASN LEMBAGA LAYANAN PENDIDIKAN TINGGI WILAYAH IX
Region IX Higher Education Service Institution, abbreviated as Region IX LLDIKTI, is a work unit within the Ministry of Education, Culture, Research and Technology which is required to provide the best service to the community. Region IX LLDIKTI responded to this demand by transforming to digital services, one of which is the inpassing proposal service. This research aims to determine and analyze the effectiveness of digitizing Region IX LLDIKTI non-ASN lecturer inpassing services. This research is categorized as descriptive qualitative research. The research results show that the implementation of digitalization of Region IX LLDIKTI non-ASN lecturer inpassing services has been effective in the aspects of effectiveness, continuity, efficiency and accountability. However, from the aspects of integration, interoperability and security it is not yet effective and requires improvement and development.Lembaga Layanan Pendidikan Tinggi Wilayah IX yang disingkat LLDIKTI Wilayah IX merupakan satuan kerja di lingkungan Kementerian Pendidikan, Kebudayaan, Riset dan Teknologi dituntut untuk memberikan pelayanan terbaik kepada masyarakat. Tuntutan ini oleh LLDIKTI Wilayah IX direspon dengan melakukan transformasi ke layanan digital salah satunya dalam hal layanan usul inpassing. Penelitian ini bertujuan untuk mengetahui dan menganalisis prinsip-prinsip digitalisasi layanan inpassing dosen non-asn LLDIKTI Wilayah IX. Penelitian ini dikategorikan sebagai penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa implementasi digitalisasi layanan inpassing dosen non-asn LLDIKTI Wilayah IX telah efektif dalam aspek keefektifan, kesinambungan, efisiensi, dan akuntabilitas. Namun dari aspek keterpaduan, interoperabilitas, dan keamanan belum efektif dan dibutuhkan perbaikan dan pengembangan
PARTISIPASI PEMUDA DALAM PEMBANGUNAN GAMPONG GENUREN KECAMATAN BINTANG, KABUPATEN ACEH TENGAH
The role of youth is very important in village development, but in reality in the field the role of youth is not as expected, many youth do not care about the development and development of their region because they are too busy with their own activities, making the level of youth participation in village development very minimal. This research aims to find out the level of youth participation in the development of Gampong Genuren and the obstacles. The research method used in this research is qualitative research with a descriptive approach. The data collection methods used in this research include observation, interviews and documentation. The data analysis techniques used in this research are data presentation, data reduction and conclusion drawing. The results of this research show that the level of youth participation in development in Gampong Genuren is still very low, this can be seen from the lack of youth participation in the development decision-making process, the lack of youth participation during development implementation and the lack of youth supervision in village development. The obstacles faced by the youth of Gampong Genuren in village development are due to the lack of communication between village officials and the youth in Musrenbang and the implementation of development activities in Gampong Genuren as well as time constraints on the part of the youth, resulting in minimal youth participation in the development of Gampong Genuren.Peran pemuda sangatlah penting dalam pembangunan desa, namun pada kenyataannya di lapangan peran pemuda tidak sesuai seperti yang diharapkan, banyak pemuda yang tidak peduli terhadap perkembangan dan pembangunan daerahnya karena terlalu sibuk dengan aktifitas masing-masing sehingga membuat tingkat partisipasi pemuda dalam pembangunan desa sangatlah minim. Penelitian ini bertujuan untuk mengetahui bagaimana partisipasi pemuda dalam pembangunan Gampong Genuren dan kendalanya. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan pendekatan interaktif. Adapun metode pengumpulan data yang digunakan dalam penelitian ini meliputi observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan dalam penelitian ini mengadopsi Teknik analisis interaktif dari Miles dan Huberman yaitu penyajian data, reduksi data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa tingkat partisipasi pemuda dalam pembangunan di Gampong Genuren masih sangat rendah. Kendala yang dihadapi oleh pemuda Gampong Genuren terhadap pembangunan desa disebabkan kurangnya komunikasi antara aparatur gampong dengan pihak pemuda dalam Musrenbang dan pelaksanaan kegiatan pembangunan di Gampong Genuren serta terdapat kendala waktu dari pihak pemuda sehingga mengakibatkan minimnya partisipasi pemuda terhadap pembangunan Gampong Genuren
MODEL REHABILITASI STROKE BERBASIS MASYARAKAT DI PUSKESMAS ANTARA KOTA MAKASSAR
Stroke is the leading cause of disability and death in Indonesia, with an increasing prevalence. The impact of stroke not only affects individuals, but also families and communities. In the working area of the Antara Health Center there is an increase in cases every year. This study aims to develop a model of community-based stroke rehabilitation services at the Antara Health Center in Makassar City. Qualitative research methods were used to explore important components in the development of the model and factors that improve service accessibility. The results showed that the development of the model involved the formation of a multidisciplinary team, the application of a holistic approach, the active involvement of families and communities, and the utilization of local resources. Factors that improve accessibility include proximity to services, affordable costs, community involvement, education, and government policy support. Recommendations include developing training programs, recruiting rehabilitation health workers, improving integration and communication between health facilities, developing monitoring systems, utilizing digital technology, and strengthening related policies. The implementation of this model is expected to improve the accessibility and quality of community-based stroke rehabilitation services, as well as support the recovery of patients in their own environment.Stroke merupakan penyebab utama kecacatan dan kematian di Indonesia, dengan prevalensi yang terus meningkat. Dampak stroke tidak hanya mempengaruhi individu, tetapi juga keluarga dan masyarakat. Di wilayah kerja Puskesmas Antara terjadi peningkatan kasus tiap tahunnya. Penelitian ini bertujuan untuk mengembangkan model layanan rehabilitasi stroke berbasis masyarakat di puskesmas Antara Kota Makassar. Metode penelitian kualitatif digunakan untuk mengeksplorasi komponen penting dalam pengembangan model dan faktor-faktor yang meningkatkan aksesibilitas layanan. Hasil penelitian menunjukkan bahwa pengembangan model melibatkan pembentukan tim multidisiplin, penerapan pendekatan holistik, pelibatan aktif keluarga dan masyarakat, serta pemanfaatan sumber daya lokal. Faktor-faktor yang meningkatkan aksesibilitas meliputi lokasi layanan yang dekat, biaya terjangkau, keterlibatan masyarakat, edukasi, dan dukungan kebijakan pemerintah. Rekomendasi yang diusulkan mencakup pengembangan program pelatihan, perekrutan tenaga kesehatan rehabilitasi, peningkatan integrasi dan komunikasi antar fasilitas kesehatan, pengembangan sistem pemantauan, pemanfaatan teknologi digital, dan penguatan kebijakan terkait. Implementasi model ini diharapkan dapat meningkatkan aksesibilitas dan kualitas layanan rehabilitasi stroke berbasis masyarakat, serta mendukung pemulihan pasien dalam lingkungan mereka sendiri
BUDAYA ORGANISASI DAN INOVASI PELAYANAN TERHADAP EFEKTIFITAS PELAYANAN DI MALL PELAYANAN PUBLIK KABUPATEN MAROS
The presence of a public service mall as a regional government step in creating a new service system and adapting to community demands has not been completely successful in providing quality services to the community. The fear of failure, lack of incentive to innovate, lack of employee development and learning in improving performance, as well as lack of employee understanding of service programs, are the main problems in providing services at the Public Service Mall. This problem is indicated to occur in the organizational aspect, so this research was conducted to determine the influence of organizational culture and public service innovation on the effectiveness of public services at the Maros Regency public service mall. So that researchers can easily find the magnitude of the influence of organizational culture and service innovation on the effectiveness of public services, quantitative research methods are used. The sample in this study amounted to 98 people. Data sourced from distributing questionnaires was analyzed using the SmartPLS 4.0 application. The results of the analysis show that the effectiveness of public services at the Maros Regency Public Service Mall is predominantly influenced by Organizational Culture. The influence given is 14.9%. Public Service Innovation does not have an impact on increasing service effectiveness at the Maros Regency public service mall. Taken together, organizational culture and service innovation do not affect the effectiveness of public services. As the dominant variable in the research, organizational culture also influences the implementation of service innovation in Maros Regency public service malls by 41.6%. The Maros Regency Government, in maximizing the role of the Public Service Mall in improving the quality of public services, needs to maximize strategic innovation and governance innovation, because a strong organizational culture also needs to be supported by achievement and management strategies, to achieve the mission of increasing the effectiveness of public services in Maros Regency.Kehadiran Mall Pelayanan Publik sebagai langkah pemerintah daerah dalam memunculkan sistem layanan baru dan beradaptasi dengan tuntutan masyarakat, tidak sepenuhnya berhasil memberikan pelayanan yang berkualitas kepada masyarakat. Adanya rasa takut akan kegagalan, kurangnya insetif untuk berinovasi, kurangnya pengembangan dan pembelajaran pegawai dalam peningkatan kinerja, serta kurangnya pemahaman pegawai terhadap program pelayanan, menjadi masalah utama dalam penyelenggaraan pelayanan di Mall Pelayanan Publik. Masalah tersebut terindikasi terjadi pada aspek organisasinya, sehingga penelitian ini dilakukan untuk mengetahui pengaruh budaya organisasi dan inovasi pelayanan publik terhadap efektifitas pelayanan publik di Mall Pelayanan Publik Kabupaten Maros. Agar peneliti mudah untuk menemukan besaran pengaruh budaya organisasi dan inovasi pelayanan terhadap efektifitas pelayanan publik, maka digunakan metode penelitian kuantitatif. Sampel pada penelitian ini berjumlah 98 orang. Data yang bersumber dari penyebaran angket dianalisis menggunakan aplikasi SmartPLS 4.0. Hasil analisis menunjukkan efektivitas pelayanan publik di Mall Pelayanan Publik Kabupaten Maros dominan dipengaruhi oleh budaya organisasi. Pengaruh yang diberikan sebesar 14,9%. Inovasi Pelayanan Publik tidak memberikan pengaruh terhadap peningkatan efektivitas pelayanan di Mall Pelayanan Publik Kabupaten Maros. Secara bersama-sama budaya organisasi dan inovasi pelayanan tidak mempengaruhi efektivitas pelayanan publik. Sebagai variabel dominan dalam penelitian, budaya organisasi juga mempengaruhi pelaksanaan inovasi pelayanan di Mall Pelayanan Publik Kabupaten Maros sebesar 41,6%. Pemerintah Kabupaten Maros dalam memaksimalkan peran Mall Pelayanan Publik dalam meningkatkan kualitas pelayanan publik, perlu untuk memaksimalkan inovasi strategi dan inovasi governance, sebab budaya organisasi yang kuat perlu pula didukung oleh strategi pencapaian dan manajemen pengelolaan, untuk mencapai misi peningkatan efektivitas pelayanan publik di Kabupaten Maros
MODAL SOSIAL: SEBUAH PERSPEKTIF TERHADAP PROBLEMATIKA ANAK JALANAN DI KOTA KUPANG
The problem of street childern in the city of kupang is increasingly worrying where the number of street childern has increased very significantly in the last view years from 2017-2023, amoung to 1,257 childern. This had led to the emergence of the view that this probleme must be addresed wisely by various parties such as the goverment, NGOs, and the community. Tha aim of the research is to identify and analyze it comprehensively. Problem of street childern in the city of kupang using the social capital perspective proposed by putnam with increator of social networs, social norms and social trust. The research method used in the research is descriptive kualitative with data collection procedures of observation, in-depth interviews and documentation. Base on the result the research found that in heandling the problem of street childern, communication in the social network built beetwen the street childern and 2.SM in the city of kupang has not been carried out effectively and in depth, social norms in the manegement of resourch management have been carried out with honesty but are not yet fully effective and level of social trust beetwen actors in handling street childern in the city of kupang are still very small. In line with this reseacrh, the prolem of the street childern can be overcome if actor elements such us goverment, society and NGOs form effective communication patterns in implementing policies with social media well and are able to build trust beetwen the handling policy actors, street childern of kupang city supported by adequate resourcesProblematika anak jalanan di Kota Kupang semakin mengkawatirkan dimana peningkatan jumlah anak jalanan yang signifikan pada beberapa tahun terakhir dari 2017-2023 mencapai jumlah hingga 1.257 anak. Hal ini menyebabkan munculnya pandangan bahwa persoalanan tersebut harus disikapi dengan bijaksana oleh berbagai pihak seperti pemerintah, LSM serta masyarakat. Tujuan penelitian ini adalah mengidentifikasi dan menganalisis secara komperhensif problematika anak jalanan di Kota Kupang dengan menggunakan perspektif Modal Sosial yang dikemukakan Putnam dengan indikator jaringan sosial, norma sosial dan kepercayaan sosial. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan prosedur pengumpulan data observasi, wawancara mendalam serta dokumentasi. Berdasarkan hasil penelitian ditemukan bahwa dalam menangani persoalan anak jalanan komunikasi dalam jaringan sosial yang dibangun antar pemerintah, anak jalanan dan LSM di Kota Kupang belum dilakukan secara efektif dan mendalam, norma sosial dalam pengelolaan sumberdaya sudah dilakukan dengan kejujuran namun belum sepenuhnya efektif serta tingkat kepercayaan sosial antar aktor dalam penanganan anak jalanan di Kota Kupang masih sangat minim. Sejalan dengan penelitian ini maka problematikan anak jalanan di Kota Kupang dapat diatasi jika elemen aktor seperti pemerintah, masyarakat dan LSM membentuk pola komunikasi yang efektif, menjalankan kebijakan dengan norma sosial dengan baik serta mampu membangun kepercayaan antar aktor kebijakan penangan anak jalanan Kota Kupang dengan didukung sumber daya yang memadai
KEPERCAYAAN PUBLIK TERHADAP PENGAWASAN KEPABEANAN DI PERBATASAN INDONESIA-TIMOR LESTE
This research intends to analyze the Public Trust's customs supervision of imports at the Indonesia-Timor Leste border in the KPPBC TMP B Atambua supervision area. Increasing customs supervision is very necessary for economic growth by increasing national income through various programs, one of which is exports and imports. The progress of exports and the reduction of imports are the benchmarks for a country's success. The problem is the slow rate of GRDP growth where in the last 5 (five) years Belu (Atambua) Regency has been ranked number 8 (eight) in the province of East Nusa Tenggara, which is a potential place for increasing economic progress in the border areas between Indonesia and Timor Leste. Apart from that, there are still many customs violations in the Indonesia - Timor Leste border area which have an impact on decreasing public confidence in customs supervision at KPPBC TMP B Atambua. The main theoretical basis used is supervision theory. This research uses a qualitative approach. The data sources in this research consist of primary and secondary data. Primary data was obtained from interviews, observation and documentation. Meanwhile, secondary data is also used in the data collection process, obtained from data including: Government Agency Performance Accountability Reports (LAKIN), Service User Satisfaction Surveys (SKPJ), and other documents. The research results show that accountability, synergy and collaboration, motivation, consistency, socialization of regulations, and public awareness influence Public Trust in government agencies or bureaucracy, especially KPPBC TMP B Atambua.Penelitian ini bermaksud untuk menganalisis public trust pengawasan kepabeanan impor di perbatasan Indonesia–Timor Leste pada daerah pengawasan KPPBC TMP B Atambua. Peningkatan pengawasan kepabeanan sangat diperlukan bagi pertumbuhan ekonomi dengan meningkatkan pendapatan nasional melalui berbagai program di mana salah satunya yakni ekspor dan impor. Majunya ekspor dan berkurangnya impor menjadikan tolak ukur keberhasilan suatu negara. Permasalahannya adalah lambatnya laju pertumbuhan PDRB dimana pada 5 (lima) tahun terakhir Kabupaten Belu (Atambua) yang menjadi peringkat nomor 8 (delapan) di provinsi Nusa Tenggara Timur yang mana merupakan tempat potensi peningkatan kemajuan ekonomi di daerah perbatasan antara negara Indonesia dan Timor Leste. Selain itu, masih banyaknya pelanggaran kepabeanan di daerah perbatasan Indonesia – Timor Leste yang berdampak pada menurunnya kepercayaan masyarakat terhadap pengawasan kepabeanan pada KPPBC TMP B Atambua. Landasan teori utama yang dipakai yakni teori pengawasan. Penelitian ini menggunakan pendekatan kualitatif. Sumber data dalam penelitian ini terdiri dari data primer dan sekunder. Data primer diperoleh dari wawancara, observasi, dan dokumentasi. Sedangkan data sekunder juga digunakan dalam proses pengumpulan data diperoleh dari data antara lain: Laporan Akuntabilitas Kinerja Instansi Pemerintah (LAKIN), Survei Kepuasan Pengguna Jasa (SKPJ), serta dokumen lain. Hasil penelitian menunjukkan bahwa akuntabilitas, sinergitas dan kolaborasi, motivasi, konsistensi, sosialisasi peraturan, dan kesadaran masyarakat berpengaruh terhadap kepercayaan masyarakat (public trust) dalam instansi atau birokrasi pemerintah, khususnya KPPBC TMP B Atambua
MENGULIK FUNGSI PENGAWASAN INSPEKTORAT DAERAH KOTA KENDARI
This study aims to explore the implementation of the supervisory function that takes place in the Regional Inspectorate regarding the implementation of Kendari City governance which still leaves internal problems as an institution responsible for carrying out the supervisory function. Lack of human resources, budget availability and timeliness of supervision completion are problems in carrying out the supervisory function of the Kendari City Inspectorate.This condition is interesting to explore further which is expressed through this study using a mixed method which is a research approach that combines quantitative and qualitative methods. Data were collected through interviews, observations, documentation, and questionnaires. The research findings show that the supervisory apparatus in this case the Kendari City Regional Inspectorate has carried out its supervisory function effectively by referring to the operational standards of supervision and has complied with applicable regulations which of course will also affect each unit that is inspected to always improve the quality of its performance, especially in administrative order and government financial management so that it is natural that Kendari City received an unqualified opinion for nine consecutive years from 2013-2021Penelitian ini bertujuan untuk engulik fungsi pengawasan yang berlangsung di Inspektorat Daerah terhadap pelaksanaan tata kelola pemerintahan Kota Kendari yang masih menyisahkan permasalahan intern sebagai institusi yang bertanggung jawab melaksanakan fungsi pengawasan. Kurangnya sumber daya manusia, ketersedian anggaran danetepatan waktu penyelesaian pengawasan menjadi permasalahan pada pelaksanaan fungsi pengawasan Inspektorat Kota Kendari. Kondisi ini menarik untuk diulik lebih lanjut yang dituangkan melalui penelitian ini dengan menggunakan metode campuran yang merupakan pendekatan penelitian yang mengkombinasikan metode kuantitatif dan kualitatif. Data dikumpulkan melalui wawancara, observasi, dokumentasi, dan kuesioner. Temuan penelitian menunjukkan bahwa aparatur pengawas dalam hal ini Inspektorat Daerah Kota Kendari telah melaksanakan fungsi pengawasan dengan efektif dengan berpedoman pada standar operasional pengawasan serta telah sesuai dengan peraturan berlaku yang tentunya juga akan mempengaruhi setiap unit yang diperiksa untuk selalu meningkatkan kualitas kinerjanya, khususnya dalam tertib administrasi dan tata kelola keuangan pemerintahan sehingga wajar jika Kota Kendari mendapatkan opini wajar tanpa pengecualian selama sembilan tahun berturut-turut dari tahun 2013-2021
