No full textThe presence of aberrant behavior by individuals in the organization of the bureaucracy is the actualization of attitude and action because of the particular motivation. Even poor behavior in the service of long standing and alleged bureaucratic apparatus, both individually and through the existing structures. This study aims to explore the meanings associated with the behavior of employees in the Ministry of Religious North Sulawesi to the scientific development in the field of resource management.Based on the results of research and discussion, the conclusion of this study is that the behavior of employees based on ability, attitude and motivation are not yet fully realize the excellent religious services to the community at the Regional Office of the Ministry of Religious North Sulawesi. This study aims to reveal and analyze partnerships undertaken by the farmer groups with the Department of Agriculture, Livestock Fisheries on business activities of Integrated Crop Field School (FFS-ICM) in Tomohon.The data in this study were obtained through interviews with informants farmer groups and employees of the Department of Agriculture Livestock Fisheries betangungjawab on partnership activities. Get PDFoai:ojs.ejournal.unsrat.ac.id:article/7375Government Internal Supervisory authorities in this case the Regional Inspectorate Bolaang North Mongondow in the implementation of the internal control system as an effort on the implementation of control policies have been carrying out their duties in accordance with what is expected. This research using qualitative methods aims to identify and analyze implementasikebijakan supervision over the implementation of internal control which is expected to contribute ideas to the concept of local government control policies for the improvement of government services and community development.Results of the study revealed that the aspects of the system of internal control is a factor that can help control policy implementation as the problems that occur when the Government Internal Supervisory Apparatus Regional Inspectorate conducting oversight of all programs and activities of local governments in the course of the duties and functions of local work unit funded by the local budget. In fact the Regional Inspectorate is one of oversight institutions whose activities are carried out in the scope of his agency alone, the success of internal control is predicated not only on the design of adequate controls to ensure the achievement of organizational goals but also to everyone in the organization to take fairness and propriety, and considering the size , complexity, and nature of the duties and functions of government agencies with regard to the five main aspects, namely internal control: control environment, risk assessment, control activities, information and communication, and monitoring.Keywords: System, Control, Supervision

No full textImplementation of Developments Strategic Plan through the village in the district of North Aifat Maybrat - West Papua has not been effective when linked to the aims of the RESPEK program itself that is the creation of an independent village prosperous society. RESPEK implementation will work well if starting from the planning, implementation and supervision of running well. The method used in this research was qualitative. Data obtained by using three ways: interviews, observation and documentation. The informants determined by purposive in total amounting to 23 peoples. Data were analyzed descriptively. From these results of this research it can be concluded that the ineffective management of RESPEK in the district of North Aifat Maybrat caused by (1) the ineffective planning, notimplementeddeliberationsvillage by the Village Council Head to plan what needs to be built, there was no public participation in the formulation of things what will be built using funds of Respect, the reason people do not participate because there is no consensus that done by the village government. (2) The implementation of development which uses a source of funds of RESPEK misses the point and not in accordance with the operating instructions of activities. Education, women's credit (SPP) and the infrastructure was not running optimally. (3) Supervision, no oversight of the government's RESPEK program management, while people also keep an eye on but no socialization of the government about how the flow monitoring and reporting on violations found, so that peoples often fight with TPKK. The purpose of this study was to mengenalisis types of community participation in the National Program for Community Empowerment Taas Urban Village District of Manado city Tikala through the stages of planning and decision-making, implementation, utilization and evaluation of activities.The conclusion of this study is the village community Taas Tikala Manado city districts participate actively in decision-making, implementation, and utilization as well as the maintenance of the results of the activities, but still less involvement in the evaluation. This research aims to study and analyze the organizational restructuring of the Department of Health Pharmaceutical Sector North Sulawesi Provensi henceforth expected to enter the development of the science of public administration management.The conclusion of this study is the organizational restructuring of pharmaceutical department of North Sulawesi Provincial Health Office has not performed well based on the structure and organizational processes through the provision of additional duty in the Field of Health Care Development Efforts in the current structure handles pharmacy services.
