Evaluasi Kinerja Di Badan Perpustakaan, Arsip Dan Dokumentasi Provinsi Sulawesi Utara
The aim of this research are to find and analyze the working performance in Library Office Archives and Documentation at North Sulawesi Province. This research used qualitative method, data were collected by interview and library study. There were ten informants. The data collected were about librarian working performance evaluation then they were analyzed through data triangulation and data reduction. The result showed that the working performance evaluation in Library Office Archives and Documentation at North Sulawesi Province did not run maximal. There are rare of the librarians who graduated from librarian institute and information technology. Irrelevant library collection condition to present day, manual circulation and information tracking tool, and librarian less professionalism were the barriers. Pengembangan Kapasitas Pegawai Bagian Humas Sekretariat DPRD Kota Tidore Kepulauan Dalam Pelayanan Informasi Publik
As a matter of fact, public relation perseptions and stigmatization commonly become obstacles for the Public Relation Division of City Secretariat of Tidore Island. The aim of this research is to know the form of building capacity reinforcement through education and training in public information service at House of Representative of Tidore Island City. The method applied in this research is descriptive qualitative. Observation, interview, and documentation research were the techniques in collecting the data as the research subject divided into key informants and prime informants in total of eight people. The descriptive data anlysis technique described phenomenons based on the field following the steps as follow: data reduction phase, data presentation, and data verification or conclusion.
Based on the filed reserach showed that in capacity building of House of Representative public relation division officilas of Tidore Island City are highly depended on education and training to raise the service in the organization public information, therefore the substantive item seen by the society was the less maximal effort shown caused by the unprofesional human resources. The efforts toward the building capacity had not been done by the officials to answer the demand and need in community service of public relation division officials at House of Representative of Tidore Island City. Based on the findings, it can be concluded that the building capacity by education and training of public relation officials at House of Representative Secretariat of Tidore Island City is an urgent thing to reach the aim of the organization. Poor performance of the bureaucracy is the main problem which is experienced by the Indonesian nation. In the city of Manado, one of the reasons was the poor quality of public services due to the still unrecovered civilian civil service recruitment process. Recruitment of more based on the proximity and collusion, so that the employees who were recruited not meet the standards in order to improve the quality of public services. This study uses the theory of Zeithaml, at.al. (1990: 20), states that the quality of service is determined by Tangible Dimension, Dimension ReliabilityDimensi responsivness, Assurance and Dimensions Dimensions Empathy.Bertujuan to Know What factors are affecting the management of recruitment in Manado city and aims Knowing whether the Management recruitment in Manado city can have an impact on the quality of public services This research uses descriptive method for implementation includes data, analysis and interpretation of the meaning and diperoleh.Penelitian data is structured as an inductive study that is looking for and collecting data in the field with the aim to determine the factors, form elements, and a nature of the phenomena in the society. The study says that the process of public service delivery in the city Manadobelum provide a sense of satisfaction to the community caused by the long turnaround time, quality of service result of inadequate attitude is unjust in service. Kualitas Pelayanan Pada Pos Kesehatan Desa (Poskesdes) Kecamatan Aertembaga Kota Bitung
Efforts to improve health services in the community in the form of village health post (Poskesdes) which is a village health efforts Community Based (UKBM) were established in the village in order to suppress / provide basic services for rural communities. Writing is to know the quality of service to the village health posts in the district Aertembaga Bitung City. The research method uses a qualitative approach, with data collection techniques, free interviews, observation and documents. Conclusions from the study showed that the quality of service in the district Poskesdes Aertembaga not optimal. Limited human resources managers, and health care activities in implementation has not been fully guided as technical guidelines applicable government regulations. Makna Kebebasan Pers Di Indonesia
This study reveals the meaning of freedom of the press in Indonesia using the approach of Agenda Setting Theory of Mc Combs and Shaw and Releases Social Responsibility Theory of Theodore Peterson, using qualitative research methods. The results showed press freedom being developed today is freedom of the press in the context of democratic development. Freedom to seek, manage and menayajikan news is now strongly felt by members of the press, but freedom must be accompanied by responsibility for news content. The press is one of the most instrumental agents of change in society changes. The press had a strong driving force that can bring the society towards the negative or reverse direction towards a better improvement. Journalists must improve quality by constantly, have a passion to improve the skills of the profession as a journalist. Freedom of the press has been followed by the media presence of their owners who have enough capital. It also influence the news content, in which journalistic work presented to the public can not be separated from the element alignments. The purpose of this study was to analyze the policy implementation of Corporate Social Responsibility PT. Trimegah Bangun Persada in the Village Kawasi Obi District of South Halmahera Regency. The research found that the application of CSR implementation is based on the Memorandum of Agreement between the management of PT. Trimegah Bangun Persada South Halmahera District Government and Rural Society Kawasi which resulted in a 9-point agreement has been implemented as a CSR program. Models or patterns of CSR adopted by the company in the form of direct involvement. The motive for companies to implement CSR is a profit motive, the community, and the environment. Perubahan Sosial Ekonomi Masyarakat Nelayan Di Sekitar Kawasan Reklamasi Di Kecamatan Sario Kota Manado
Penelitian ini bertujuan untuk mengetahui dan menganalisis perubahan sosial ekonomi masyarakat nelayan di sekitar kawasan reklamasi di Kecamatan Sario Kota Manado. Melalui penggunaan desain kualitatif penelitian ini menemukan bahwa Perubahan Sosial Ekonomi Masyarakat Nelayan Di Sekitar Kawasan Reklamasi Di Kecamatan Sario Kota Manado sudah mengarah kearah yang lebih baik (positif), dilihat dari pendapatan/penghasilannya, peluang pekerjaan terbuka dengan adanya lapangan pekerjaan yang tersedia serta tingkat pendidikan masyarakat nelayan meningkat, mereka termotivasi meningkatkan pengetahuan mereka lewat mengikuti kegiatan peningkatan keterampilan yang diadakan oleh pemerintah.

Implementasi Kebijakan Program Pembangunan Berbasis Lingkungan-Membangun Prasarana Fisik, Sosial dan Ekonomi Di Kelurahan Karombasan Selatan Kecamatan Wanea Kota Manado
The purpose of this study was to determine and analyze the implementation of the policy-Mapaluse PBL program in the Village of South Karombasan. This study uses a qualitative method, which is a contextual research that makes human beings as instruments, and adapted to the situation that is reasonable in relation to data collection in general are qualitative. This study concluded that the implementation of Program Policy-Based Development Environment Build Physical and Social Infrastructure (PBL-Mapaluse) in the Village of South Karombasan not run well. This condition is constituted by: First the organization of Community Mapalus (KMM) in every neighborhood Village Karombasan South education levels of the average high school and lack of understanding of information technology, the Second Interpretation implementers and communities to guide the implementation of the program PBL-Mapalus not optimal due to the lack of funds for supporting technical guidance for implementing activities that cause less pahamnya will executor goals and objectives of this program as well as a lack of clear understanding of the technical implementation. The purpose of this study is to analyze and explain the magnitude of the effect of the quality of the resources of the State Civil Administrative work attitude of employees in Meteorology and Geophysics North Sulawesi province. This research is a quantitative research survey explanatory research design. The results of this study indicate that the physical quality and health Apparatus State Civil partially have an influence on the work attitude of employees, knowledge and skills partially have influence on work attitudes Spiritual and kejuangan partially have an influence on the attitude of employees working at the Meteorology and Geophysics Sulawesi North. Physical Quality and Health, Knowledge and Skills, as well as Spiritual and Kejuangan simultaneously have an influence on employee attitudes. Among the three independent variables variables that most influence on the attitudes of employees working at the Meteorology and Geophysics North Sulawesi province is the spiritual and kejuangan. Updating the data of voters and the establishment of the voter list, which is part of the implementation phase general election until today is still a national political issue quite seriously. This study was conducted to analyze and reveal the causes of voter lists have not been as good management that is focused on the organization of legislative elections in the province of North Sulawesi. From this research it was found that the management of voter lists in the organization of legislative elections in North Sulawesi province in 2014 have not been going well since the function of planning, organizing, and monitoring have not been fully applied in the management of the voter list. By it necessary to make improvements in the management of voter lists in planning data collection, establishment Updating Voter Data Officer, the District Selection Committee and the Voting Committee, the operational budget adjustments in the data collection stage, maximizing the internal oversight functions.
