    Identification Procedures and Teacher Competencies for Teaching Students with Learning Disabilities: A Model for Indonesian Elementary Schools

    This study was to investigate identification procedures and teacher competencies for teaching students with learning disabilities. The researcher reviewed professional literature and conducted a survey among volunteered students in two graduate classes. Literature review indicated that identification procedures promoted by professionals and governments had more similarities than differences. The models of the procedures clarified many aspects of the federal regulations and added much information on how to identify the students. Then the researcher developed and modified a model of identification procedures to meet the need of such procedures in Indonesian Elementary School. Survey indicated that the items of the survey represented the knowledge of teacher competencies and the results were modified into the same form for use in Indonesia

    The study aimed to investigate teachers’ teaching competence, supervision carried out by principals, and the effect of the supervision on teachers’ competence. This descriptive-correlational study involved a population of 989 teachers of all public junior high schools in Malang. Ten schools were randomly selected; then, proportional random sampling was employed to select the teachers from each school. A questionnaire and observation were used to collect the data, which were analyzed using mean statistics and linear regression. The findings show that teachers’ competence was of good category, that supervision by principals was of fair category, and that the supervision had a predicting power of 43.5% to improve teachers’ competence

     Keberhasilan kepala sekolah mencapai tujuan pendidikan di sekolah ditentukan oleh kemampuan manajerialnya. Penelitian ini menguji model hubungan kausal antara pendidikan, pengalaman kerja, dan persepsi tentang tujuan pendidikan dengan performansi manajerial kepala sekolah. Data dikumpulkan dengan angket kepada 150 Kepala SD dalam sampel rambang proporsional. Ditemukan bahwa persepsi tentang tujuan pendidikan memiliki hubungan kausal secara langsung dengan performansi manajerial kepala sekolah. Namun tingkat pendidikan dan pengalaman kerja tidak memiliki hubungan kausal baik dengan persepsi tentang tujuan pendidikan maupun dengan performansi manajerial kepala sekolah

    Policy Assessment of Governmental Subsidies to Higher Education (1991-1996). Higher education is an important sector in preparing human resources as the actors of national development. Private universities have significant contributions to the sector, but state universities take the governmental subsidies more than private universities. The subsidies cause the state universities to be dependent. The government has to motivate the state universities to privatize their business. It should minimize its subsidies to the state universities and allocate the subsidies to other sectors, and should implement progressive ‘taxes’ for state students. On the other hand, the state universities have to improve their abilities to compete with the private universities as their competitors

    Harapan dapat menjadi pendorong dan arah setiap kehidupan manusia. Penelitian ini bertujuan untuk mendeskripsikan tingkat harapan profesional akademik dosen PGSD sebelum dan sesudah menjadi dosen, serta seberapa besar perubahan tingkat harapan profesional akademik dosen PGSD sesudah menjadi dosen. Sampel adalah 76 orang dosen PGSD mantan guru SPG/SGO di Jawa Timur yang ditarik secara rambang proporsional. Analisis yang digunakan adalah deskriptif dan uji beda rerata dengan rumus uji t.     Opinions of Academic Members about Creativity Development in Facing Challenges of the Globalization Era. The purpose of the study was to obtain empirical data concerning the opinions of academic members about creativity development in facing challenges of the globalization era. The data were collected from students, lecturers and administrators of the six teacher colleges in Jakarta by using a questionnaire and then analyzed statistically using chi square. The results indicate that there is no significant difference in terms of opinions about creativity development in facing globalization era between students, lecturers, and administrators.     Professionalism and empowerment of teachers are essential in improving the quality of the national education. As supported by many research findings, teachers are determining factors in students’ achievement. This article proposes ways of developing teacher professionalism by integrating the programs in teacher education and the supervision of teachers through the establishment of Teacher Quality Certification, which periodically evaluates teacher performance. This implies that teachers should be appointed on the basis of an agreed term, not on a life-long term as implemented in the current system
