MODEL OF STRATEGIC PARTNERSHIP IN HEALTHCARE SERVICE INNOVATION AT HOSPITAL IN BANDUNG, WEST JAVA, INDONESIA
The study aims to describe the patient's response to healthcare service at the hospital, innovative strategies for healthcare service at the hospital, and model of strategic partnership in healthcare service innovation at a hospital. This research uses qualitative research method. Data analysis as consisting of three concurrent flows of activity: data reduction, data display and conclusion drawing and verification. Meanwhile, this research uses a data collection method that is the in-depth interview, observation and document study. The patient's response to healthcare service at hospital: (1) patients expect quality healthcare service, (2) patients want the ease and comfortable in healthcare service and (3) patients assume that hospitals have to be able to deliver better quality service to provide satisfaction. Innovative strategies of healthcare service: (1) investments in health facilities, (2) development of health human resources, (3) improving healthcare service mechanism, (4) the functioning of private clinics, (5) quality and cost control and (6) healthcare service should not only rehabilitative-curative, but also preventive-promotive. Model of strategic partnership in healthcare service innovation at hospitals, namely the involvement of stakeholders, such as local government, hospital, Health Social Security Agency or BPJS Kesehatan (Badan Penyelenggara Jaminan Sosial Kesehatan), and the community (patient)
IMPLEMENTASI PROGRAM PENGEMBANGAN PERIKANAN TANGKAP DALAM PENGEMBANGAN EKONOMI NELAYAN DI DESA GOISOOINAN, KECAMATAN SIPORA UTARA, KABUPATEN KEPULAUAN MENTAWAI
The Mentawai Islands District Government seeks to develop capture fisheries by implementing fisheries motorization policies to make fishermen change from fishermen peasants (oriented to meeting their daily needs) to become fishermen post-peasants (using fishing technology in the form of outboard motors or motor boats). This research tries to answer the problems faced in the implementation of capture fisheries development programs in Goisooinan Village, North Sipora District, Mentawai Islands Regency. This study uses a qualitative approach. The researcher used structuration theory from Anthony Giddens which focused on fishermen as agents who had knowledge and awareness of practical awareness, discursive awareness and unconscious motivation caused by the existence of rules and resources that could empower and curb fishermen in taking action. From the results of the study, it was found that the issue of the capture fisheries program was the distribution and utilization of fisheries fishing equipment in the form of 5 pk motorcycles which were not targeted, most fishermen not only used the machine to catch fish but also for other activities such as transporting sand from the sea and going to the fields, the economic structure of an agrarian society, the limitations of fishing gear, the high price of fuel, the limited human resources of fishermen, no assistance and supervision of fishermen, and bad weather conditions
PENERAPAN AJARAN MELAWAN HUKUM TERHADAP TINDAK PIDANA KORUPSI: STUDI TERHADAP TINDAK PIDANA KORUPSI YANG DIPUTUS SETELAH PUTUSAN MAHKAMAH KONSTITUSI NOMOR 003/PUU-IV/2006
The purpose of this study is to analyze the application of the teachings against the law against acts of corruption that violate the provisions of Article 2 of Law No. 31 of 1999 Jo Law Number 20 of 2001 after the Constitutional Court Decision Number 003 / PUU-IV / 2006 and criminal prosecution of perpetrators criminal acts of corruption that violate the provisions of Article 2 of Law Number 31 of 1999 Jo Law Number 20 of 2001 after the decision of the Constitutional Court Number 003 / PUU-IV / 2006. The teachings against the law that are regulated in the provisions of Article 2ayat (1) of Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 include teachings against the law in formal and material terms. However, after the Constitutional Court's Decision Number 003-PUU / IV / 2006 stated that it was against the law recognized in the provisions of Article 2 paragraph (1) of Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 as long as it was against formal law. This means that as the final and binding nature of the Constitutional Court's decision, after the Constitutional Court's decision a criminal act of corruption that violates the provisions of Article 2 paragraph (1) in matters against the law must be interpreted as against the law in the formal sense and no longer permitted to interpret against the law in the material sense
ECOTOURISM SEBAGAI SALAH SATU STRATEGI PENINGKATAN EKONOMI MASYARAKAT PESISIR DI KOTA PARIAMAN
Ecotourism is developed in accordance with the existing potential and natural conditions based on 3 (three) main principles, namely efforts to conserve natural resources, environmental education for the community, especially tourists, and empowering the surrounding community. The three main ecotourism destinations in Pariaman City are Angso Duo Island, Turtle Breeding and Mangrove Forest. The research is aimed to describe ecotourism activities and identify its impact to economy of pariaman local poeple in Pariaman City. The study used survey methods with qualitative and quantitative approaches. Data on the implementation of ecotourism is obtained through in-depth interviews with key informants (key informants) consisting of managers, tourists and communities using qualitative descriptive analysis. In other hand, the data related to the impact of developing ecotourism on the economy of the Pariaman local poeple is obtained through surveys of respondents consisting of pariaman locel poeple who owned economic activities both directly and indirectly with ecotourism activities using quantitative descriptive analysis. The results showed that Ecotourism activities in Pariaman City had not yet been managed according to this principle as well, but the existence of destination ecotourism had shown a positive impact on the economy of the pariaman local poeple
STRENGTHENING VILLAGE AND VILLAGE GOVERNMENT TOWARDS SUSTAINABLE DEVELOPMENT IN THE FRAMEWORK OF INCREASING COMMUNITY WELFARE
The enactment of Law Number 6 Year 2014 in the course of government in Indonesia requires the Head of Sub-District, Village Head, Village Head and village / urban village apparatus as leaders, who deal directly with village / urban village communities to work together in an integrated and integrated manner to guard and implementing Law Number 6 Year 2014 and other laws and regulations in order to realize prosperity. This research is a type of research library using secondary data. This research is conducted by using qualitative methods and is done through an inductive approach, namely an approach that departs from things specifically for conclusions or general matters. The results of this study indicate that the Village Government is the administration of government affairs and interests of the local community in the system of government of the Unitary State of the Republic of Indonesia. The Village Authority is the implementation of the Village Government, the application of Village Development, Village community development, and community empowerment. Village income comes from the village's original income, the allocation of the State Revenues and Expenditures, part of the results of regional taxes and retribution from the Regency / City, Village fund allocation from the Regency / City balance fund, assistance finance from Regency / City and Province APBD, grants and donations, as well as other legitimate village income. They are building positive relationships between the sub-district head and the village head and village head in welcoming fiscal to village decentralisation and empowerment strategies and building public trust as an effort to strengthen village governance in improving community welfare
INHIBITED FACTORS IN MANAGEMENT GOVERNMENT FINANCE OF NAGARI: CASE STUDY IN NAGARI KAMANG HILIR, KAMANG MAGEK SUBDISTRICT, AGAM REGENCY
The purpose of this study was to determine the inhibiting factors in the management government finance of Nagari in 2018, especially in the Nagari Government Budget (APB Nagari) in Kamang Magek District, Agam Regency, West Sumatra Province, namely Nagari Kamang Hilir. This study uses qualitative methods with descriptive analysis. The technique of collecting data using the interview approach consisted of 8 informants (Section of Financial Development and Wealth of Nagari DPMN, Financial and Development Management Section of Nagari DPMN, Secretary of Sub-District Head, Guardian of Nagari, Secretary, Treasurer, Head of Planning, Head of Government, and Bamus Nagari), focus group discussion (FGD) consisted of 5 informants (Wali Nagari, Secretary, Bamus, KAN, Youth, and Wali Jorong), and documentation studies. The results showed that the inhibited factors in management government finance of Nagari are still not following Permendagri Number 113 of 2014. There are inhibited factors in management government finance of Nagari including less supportive human resources, low community self-help, public oversight is still lacking, community participation is still low, and there is a change in the budget for reporting accountability
PERSEPSI MASYARAKAT NELAYAN TERKAIT REVITALISASI PELABUHAN PERIKANAN POPOH KABUPATEN TULUNGAGUNG
The existence of the marine and fisheries sector and the management of coastal areas and small islands is one of the national development agendas. But in fact, the development of the maritime and fisheries sector has not yet been used optimally, so as to make the maritime and fisheries sector as the main stream of national development an integrated and ecosystem-based development policy is needed. is to build fisheries infrastructure in the form of fishing ports for fishing communities in the coastal areas of East Java, one of which is the Popoh fishing port in Tulungagung. The construction of the port was carried out by the Regional Government of East Java Province through the Department of Marine and Fisheries based on the East Java Provincial Budget. It is hoped that with the existence of the Popoh Fisheries Port, the coastal communities of Popoh and its surrounding areas, most of whose residents work as fishermen, can receive the benefits of the port. With the activity of developing the Popoh Fisheries Port automatically these conditions trigger a perception from the surrounding fishing community. The results showed that there were positive and negative perceptions related to the revitalization of the popoh fishing port in Tulungagung. The existence of a positive or good perception in the aspects of cognition, affection, and konasi can lead to good or positive social action on the Popoh fishing community towards the revitalization of the Popoh Fishing Port

Behavior regression is part of the human self-defense mechanism. Aging, decreased productivity and decline in the elderly and lack of self-acceptance can make elderly people feel alienated and feeling stressed. Because of these conditions, the elderly can increasingly refuse to communicate with others and sometimes behaviors such as children or regression behaviors appear. Based on the research that has been done, in the elderly who live in social care institutions, the emergence of this regression behavior affects the pattern of social interaction with other people both with fellow elderly beneficiaries and with caregivers or mentors at the Home. Regression behavior that is raised with frequent intensity can make fellow residents or officers keep a distance to interact and cause disputes between residents of the institution who can later disrupt the institution's conduciveness

As lesson learning, scenario analysis analyzes driving factors, critical uncertainty driving factors, and composing a possible scenario in 2022. Critical uncertainty driving factor is the adaptive culture and policy alignment. Solution to solving environmental problems must position humans at the beginning, "Put People First", namely stakeholders. The integration of the policies and adaptive culture in the gold peat scenario does not lead to a succesed forestry partnership. PERANAN UNICEF DALAM MEMULIHKAN DAN MEMPERBAIKI LAYANAN AIR BERSIH DAN SANITASI DI ACEH
This research aims to analyze the programs and challenges faced by UNICEF in restoring and improving clean water and sanitation services in Banda Aceh. This research is descriptive with data collection techniques in the form of documentation studies. The results showed that the UNICEF program was rehabilitation of drinking water installation maintenance, design and reconstruction of water pipelines, water supply in rural areas, rehabilitation of sewage treatment plant installations and increasing PDAM capacity. Meanwhile, the challenge faced is that Aceh is an area that has been in conflict with the central government for 30 years because of the separatist movement (GAM). However, this is not a big challenge because both parties signed a 2005 peace agreement; the ongoing process of decentralization; there is a transition to recovery towards sustainable development
