When seasonal unemployment is alleviated and with the existence of the agricultural sector, it should be the initial foundation for the creation of sustainable development. Sustainable development departing from rural areas. Village, in this case village food becomes National food. This means that villages are able to supply food for their regions and are able to provide sufficient food for national food needs. At a certain point National food can compete in the Global Level; Global food supply and no more dependence on food supplies from outside countries

Get PDFThis study examines (a) problems for lecturers who do not have an educator certificate, (b) looking for root causes of difficulties lecturers have educator certificates and (c) looking for solutions for lecturers who do not have an educator certificate. This research is a normative study. The data used is secondary data collected through literature. The results of this study concluded that lecturers must always update data on the Higher Education Data Base. On filling in the self description must be relevant to the questions given and do not copy paste. Lecturers are required to conduct research and publish and do not let the lecturer to falsify scientific work. Use a valid certificate/AA certificate. Persuasive assessments should not be carried out by only one person and also do not allow persuasive assessments with perfect scores to be carried out by the entire committee. Lecturers must know how to take steps in each stage of the certification examination

Get PDFThis research analyzes the value of integrity and professionalism for the election organizers by Padang City KPU through Technical Guidance as an HR development program for election organizers in the Election of West Sumatra 2015 Election. Researchers assume, if the Election organizer Technical Guidance is not managed well, it will have an impact on the weak understanding of the election organizers on the procedural procedures for electoral work and the election organizer's rules. This study uses a qualitative approach, data collection using in-depth interview techniques for 22 informants and supported by documentation studies. The research data was processed and analyzed descriptively, using Mozafard and Scedler's theory of Electoral Governance. The results showed that the Governance of Technical Guidance by the KPU of Padang City had not run as expected, both at the rule making level and the application rule level. But at the level of Adjudication KPU Padang City has done several steps to settle. The effectiveness of Technical Guidance is considered low because there are several weaknesses found: 1.) Achievement targets and material content have not been balanced between procedural work and the formation of the election organizers' attitudes; 2.) There has been no effort to increase the capacity of competent resource persons; 3.) Learning methods, duration of time, training places and other supporting facilities have also not received special attention by the KPU of Padang City. For better management of Technical Guidance, KPU is advised to have a comprehensive curriculum and technical guidelines

Get PDFThe study aimed to find out about the implementation of the Public Prosecution Corruption Act in the case of issuing property rights certificates in the Teso Nilo National Park Forest area and to find out the accountability for the issuance of certificates of ownership in the Teso Nilo National Park Forest area. This research was conducted using the normative legal analysis method. Based on the results of the study it was found that the application of the Corruption Crime Act by public prosecutors in the case of the issuance of ownership rights certificates in the Teso Nilo National Park HPT forest area was tried by a judge by justifying the actions taken by the defendant, but not a corruption but instead This is an administrative error whose authority is to try, namely the State Administrative Court (PTUN). This is of course unfair by not giving sanctions according to the defendant's reparations, and judges should be able to pay attention to the rights of the accused, as in progressive law law enforcement officers should be progressive or have breakthroughs so that the law is always active to give effect deterred according to the mistake made

This study is a qualitative study that describes the existence of the rongo-rongo in order to meet the needs of the home. The location of this study is in the village Karang jaya, market namlea, namlea terminal, with visibility for informant activity. Studies have shown that the existence of rongo-rongo is a major pilar of the household’s living resources, an effort to control household needs is done by focusing on physical strength without considering ill-health risks. Get PDFThe purpose of this study was to determine the effect of job satisfaction on the performance of village government officials in the management of village finances in the east warm water district in the district of Kerinci. This research is an associative research using quantitative methods. The population in this study is the village government apparatus in the east warm water district of Kerinci Regency. Sampling using simple random sampling technique. Data collection was carried out using a questionnaire with Likert scale measurements and interviews. Data were analyzed using simple linear regression test analysis techniques. Based on the analysis of the coefficient of determination obtained R square figures of 0.352 or 35.2%. This shows that there is a significant effect of job satisfaction on the performance of village government officials in the management of village finances in the warm water district east of Kerinci Regency. Job satisfaction variable contributed to the performance of the village government apparatus in village financial management by 35.2% while the remaining 64.8% was influenced by other variables not examined by researchers

Get PDFAs a country with high disaster risk, the Indonesian people must prepare and anticipate disasters. The success of the disaster that hit Indonesia confirms that disasters are part of the daily lives of Indonesian people that must be responded wisely. In such conditions, disaster alertness and response also makes efforts to respond to disasters not only limited to curative aspects. This article discusses the ability of coastal communities in their preparedness efforts to face the threat of earthquakes & tsunamis. The communities studied were households that lived along the coast. Using a qualitative research approach, a case study in South Tiku Nagari and using the Theory of Structure of Antony Giddens Duality between agents and structure, this article shows that the ability of coastal communities in their preparedness to face the threat of earthquakes & tsunamis consists of earthquake safety dissemination in homes, bag distribution disaster preparedness, simulation of the tsunami early warning system, earthquake & tsunami simulations, the presence of disaster preparedness savings, increasing evacuation routes regularly, and applying the sister village concept to reduce risk

Get PDFThere is distrust and suspicion between the community and the nagari government in managing village funds. The nagari tool argues that the community does not care about managing village funds if the funds do not directly touch the community. While the community does not understand the village fund program and has very little curiosity about the distribution of village funds. According to residents, village funds are only for nagari devices and for the people around them and the development that has been done is considered not to come from village funds. Communication solutions to these problems include providing more understanding to the community of the Nagari government. They should more often disseminate information about village funds and programs that will be implemented to the village community. Those who work as nagari devices should be people with adequate education and ability to deal with problems related to village funds, for example the ability to prepare village fund reports or provide good services and information to the community. The community should care about the village fund program and the development program that will be implemented, participate in the village meetings held

This process will involve various elements which have an interest in the budget arranging process. They are not only Executive element, but also Legislative. The purpose of this research is to analyze the dynamics of Allocation Budget Contestation of Direct Expenditure in Arranging Local Income and Expenditure Budget (APBD) of Sungai Penuh Town in 2012. This research is descriptive research by using a qualitative approach. The location is chosen to help the researcher to understand the problem of research. The location is determined purposely and based on the problems that happened in the field that related to Political Budget in Arranging Local Income and Expenditure Budget process of Sungai Penuh Town in 2012. The Location is in the Government of Sungai Penuh Town and around the society. Triangulation technique is chosen in this research because it uses some data from interview and documentation. According to Principal and Agent Theory, there are 4 stages in the budgeting process. They are Executive planning, Legislative Approval, Executive Implementation, and Ex-pose Accountability. Based on the result of this research, Dynamics of Allocation Budget Contestation of Direct Expenditure in Local Income and Expenditure Budget of Sungai Penuh Town are: 1) there is a Mutual Coordination Relationship between Executive and Legislative in Arranging Local Income and Expenditure Budget process. It stars from composing General Budget Policies–Provisional Budget Priorities and funding Level (KUA-PPAS) and Integrated Work Plan and Budget (RKA) and the agreement between Mayor and Sungai Penuh Legislative. 2) In interdependence, there are political domination and transaction among institutions in arranging until determining Local Regulation. Domination is between Executive and Legislative. 3) Negotiation (Lobbying) evidence in Executive and Legislative relationship. Legislative doesn’t have an authority to make work plan, but Legislative can change the budget even they can change the program that they want. It makes negative negotiation happens
PENGARUH KECERDASAN EMOSIONAL TERHADAP HASIL BELAJAR MATEMATIKA SISWA KELAS VII SMP NEGERI 9 BURU
Get PDFThis study aims to determine whether there is a positive influence between emotional intelligence on mathematics learning achievement of Grade VII students of SMP Negeri 9 Buru. This research is an ex-post facto research. The subjects in this study were grade VII students at SMP Negeri 9 Buru, totaling 100 students out of 135 students. Data collection techniques using observation techniques, questionnaires and study documentation. The results of the study stated that there was a positive and significant influence between emotional intelligence on mathematics learning achievement of Grade VII students of SMP Negeri 9 Buru. These results mean that the higher the level of emotional intelligence, the higher the mathematics learning achievement obtained by students. Conversely, the lower the level of emotional intelligence, the lower the mathematics learning achievement obtained by students
