DYNAMIC GOVERNMENT OF INDIGENOUS VILLAGE IN SOUTHEAST MALUKU
Research interest in the area of the governance traditional system in modern society is always interesting, especially for Indonesia which was set up above hundred of ethnic groups. The regime shifting gave an impact on the changes of village government policy. It was impact to almost traditional-village government in Indonesia which transformed into formal-village as National government structure version, although traditional values are still used and mixed therein.. Ohoi is a traditional village in southeast Maluku is one of an example on this compund model. The paper aimed to exlpore the dynamics of Ohoi institutional change sociologically, economically and politically based on evolutionary social change theory.The study used a qualitative phenomenological approach with informants consisting of Ohoi’s stakeholders. The results showed that the Ohoi structure changes according to national government policies, however it does not change the social and political value system which is preserving in the Ohoi government system
ADAPTIVE LEADERSHIP IN DIGITAL ERA: CASE STUDY OF RIDWAN KAMIL
The era of technological disruption requires organizational leaders to find methods to develop their leadership capacity. This study aims to analyze the effectiveness of adaptive leadership in the digital age by taking a case study of Ridwan Kamil's leadership in West Java. The research method used in this research is a descriptive qualitative method. This research data collection technique uses literature studies by tracing sources originating from government documents, media, books, and scientific journals that are relevant to this study. The analysis of Ridwan Kamil's leadership was carried out using organizational communication theory. The results found that the adaptive leadership pattern gave Ridwan Kamil an opportunity to make many policy innovations during his leadership in West Java. Its dynamic nature makes it able to utilize its position to make changes in the form of innovation programs based on technology. The structure and agent dilemmas in his leadership can be overcome through the 4 approaches contained in the adaptive leadership
THE GOVERNMENT OF BANDUNG CITY’S EFFORTS IN UTILIZING FOREIGN SOURCES: Case Study in Sister City Cooperation
This article aims to analyze the efforts of the Government of Bandung City in fulfilling its sub-national interests by utilizing sister city cooperation as a form of foreign sources. The Bandung City Government endeavors to conduct sister city cooperation, which is one of the activities resulting from the paradiplomacy, to meet its needs without having to depend on the central government. To achieve the objective, this research explores and analyzes data using qualitative methods by collecting primary data through interviews with some relevant informants and secondary data through documentation and literature studies. This research finds out that Bandung City Government’s sister city efforts are carried out in economic, social, and cultural cooperation with local governments abroad. However, sister city cooperation has a limitation in fulfilling the sub-national interests of Bandung City due to its government-to-government nature of the relationship. Meanwhile, there are other alternatives in utilizing other foreign sources aside from sister city cooperation, for example, the optimization of individual and private sectors’ paradigmatic activities. Hence, Bandung City Government needs to re-develop wider regional foreign relations by involving other actors besides sub-national actors abroad
BUREAUCRACY IN THE UNITED STATES OF AMERICA: A Review of Corporate Policies in the Period of Governance Donald Trump
One of the policies for corporations that reap the pros and cons of Donald Trump's administration is the Tax Reform Act, known as the Tax Cuts and Jobs Act (TCJA)2018. Important points of the Act are: 1) changing the Corporate Income Tax rates from 35% to 21% and a drastic reduction that gives tax discounts of up to 60%. 2) change from worldwide to a territorial system. The tax reform was carried out because Trump saw the US tax system was no longer competitive. After all, it had a high corporate income tax rate of 35% and adopted a worldwide tax system. Pros and cons in discussing this law are that the outcome of the political process contained in the Act is not the same as the initial points put forward by Trump. Using literature studies from various libraries, this paper reviews the characteristics of the bureaucracy in the United States, by looking at the phenomenon of policies issued to corporations during Donald Trump's administration. This paper concludes that the characteristics of bureaucracy in the US tend to dominate institutions; the level of importance is different for each stage. Bureaucracy is seen as an instrument of power for the elite in running the government
POLICY DESIGN OF THE REGIONAL AND CENTRAL GOVERNMENT FOR THE DEVELOPMENT OF MANDALIKA SEZ
The Special Economic Zone (SEZ) is one of the government’s industrial development policy. The Government established fifteen SEZ, and Mandalika Tourism SEZ is one of them. However, Mandalika’s performance was far from satisfactory. This study aimed to analyze the policies of the regional and central government in supporting the performance of Mandalika SEZ. This study used a qualitative approach by conducting interviews and focus group discussions of the stakeholders. The study found several aspects that need more attention from the government: the certainty and ease of providing incentives, community support, preparedness of organizations and institutions, and provision of special Online Single Submission (OSS)within the SEZ. The study recommended that the Ministry of Home Affairs and regional government should optimize the policies of the regional government in supporting the SEZ, such as the provision of guidelines on the central-regional incentives, affirmative actions (mainly in the empowerment of the local community), SEZ administrator institution, adjustment to the SEZ OSS that involves many regional permits, and the development of supporting areas
MAINSTREAMING IDEA: ALTERNATIVE READING OF STATE AND CIVIL SOCIETY RELATION IN POLICY MAKING
Scientific climate as the unity of ideas and the activator of an organization is suspected to be a form of civil society leadership. It moves from the personification of actors to the debate of ideas. Civil society as a political movement is a study that still being debated because of its position when faced with the state and policy. This article provides a different review, by carrying out the phenomenon of research-based policy in Indonesia. Through qualitative data tracking, it was shown that some civil society did not put themselves in these two positions, namely as the opponent or the partner for the government. Furthermore, the reality showed that both of them, in this case civil society and the state were more concerned with the realization of their ideas, the openness, and the professionalism of publications to support policy making. More specifically, the existence of openness and implementation of science and information as a collaborative arena appeared from the interaction of the National Development Planning Agency and Knowledge Sector Initiative which had been running since 2011 in building the ecosystem of Research- Based Policy. Then, it was followed by the presence of Open Science community in 2017 and the establishment of National Research and Innovation Agency in 2019. Therefore, both collaborations encouraged the creation of a data openness climate in policy making. This was a general 'norm', but it did not work fully. Moreover, this article provides a space that the opportunities to strengthen the ecosystem of research-based policy can be optimized by setting out the idea approach and makes the civil society goes beyond the institutional barrie
Inovasi Pelayanan Publik Oleh Badan Pendapatan Daerah Provinsi Jawa Barat Melalui Kegiatan Samsat Masuk Desa
Penelitian ini dilatarbelakangi dengan adanya inovasi Samsat Masuk Desa (Samades) untuk menjangkau para wajib pajak di desa yang kesulitan menuju pusat pelayanan Sistem Administrasi Manunggal Satu Atap (Samsat) yang diselenggarakan oleh Badan Pendapatan Daerah (Bapenda) Provinsi Jawa Barat. Dalam realitanya Desa Talaga Kulon adalah desa yang sudah baik dalam menjalankan kegiatan Samades, sedangkan Desa Kasomalang Kulon kurang menjalankannya dengan baik. Penelitian dilakukan dengan menganalisis bagaimana adaptasi masyarakat terhadap suatu inovasi dengan meninjau atribut inovasi Keuntungan Relatif, Kesesuaian Inovasi, Kerumitan, Kemungkinan untuk Dicoba, dan Kemudahan Diamati.Tujuan dari penelitian ini adalah mendeskripsikan bagaimana keuntungan relatif, kesesuain inovasi, kerumitan, kemungkinan untuk dicoba, dan kemudahan diamati yang dirasakan oleh para Wajib Pajak dalam kegiatan inovasi pelayanan Samades. Hasil penelitian menunjukkan bahwa Samades di Desa Kasomalang Kulon dan Desa Talaga Kulon ditinjau dari atribut inovasi pelayanan publik Keuntungan Relatif, Kesesuain Inovasi, Kerumitan, Kemungkinan Untuk Dicoba, dan Kemudahan Diamati terdapat perbedaan-perbedaan. Perbedaan itu terdapat pada atribut Keuntungan Relatif, Kerumitan, dan Kemudahan diamati.Dengan demikian dapat disimpulan bahwa inovasi pelayanan publik Samades ini belum merata tingkat adaptasinya di semua desa. Hal ini karena masih ditemukan kekurangan terutama dalam hal sosialisasi dari pemerintah kepada masyarakat
COLLABORATIVE GOVERNANCE MELALUI PROGRAM KAMPUNG KB DI KABUPATEN JOMBANG
Salah satu program prioritas dalam Nawacita adalah KKBPK (Kependudukan Keluarga Berencana dan Pembangunan Keluarga. Tulisan ini akan mengupas program Kampung KB yang merupakan implementasi program KKBPK. Program Kampung KB merupakan program yang didesain sebagai program pemberdayaan masyarakat yang bersifat kolaboratif karena selain bisa mengentaskan kemiskinan, mendekatkan pembangunan kepada masyarakat juga melibatkan semua sektor pembangunan. Melalui pendekatan deskriptif kualitatif dengan metode eksplorasi, tulisan ini akan memfokuskan pada implementasi program Kampung KB di Kabupaten Jombang. Hasilnya, secara umum keberadaan Kampung KB berkontribusi secara signifikan pada penguatan program KKBPK. Kolaborasi antara Pemerintah Kabupaten, Pemerintah Desa, CSO, Sektor swasta dan masyarakat menghasilkan kekuatan besar yang membuat program ini dapat mencapai tujuan yang telah ditetapkan, walaupun tidak bisa dipungkiri masih terdapat beberapa kendala dalam anggaran dan fungsi koordinatif. Oleh karena itu solusi yang ditawarkan dalam tulisan ini berupa penguatan anggaran serta dibentuknya forum yang bisa menjadi wadah koordinasi bagi semua pihak terkait untuk selalu berkoordinasi dan melakukan evaluasi
Do Smart Citizens Make a Smart City? A Case Study on the Factors Influencing Citizen Behavior Using Lapor Sleman Online-Based
Indonesia is among the countries developing the concept of smart city. The national government envisions Indonesia 2030 which shall implement the smart city towards sustainable development. Many regions in Indonesia have already implemented the concept of smart city, but still on the level of smart government and smart technology, lacking on the smart citizen component of a smart city. This paper aims to analyze the citizens behavior of using technology on Sleman smart citizen 2021 through the lapor sleman mobile application. This research uses mixed method of quantitative and qualitative approaches in examining the data. The authors distributed 100 questionares and conducted interviews to the government which is department of communication and information, Sleman and the several community that ever use the lapor sleman application. The result of the study reveals the following: firstly, performance expectancy, social influence, and facilitating condition are three independent variables which affect the behavioral intention and users’ behavior. Secondly, the behavioral intention has significant effect on users’ behavior. Thirdly, the citizen behavior of using technology has affect the making a smart citizen. Therefore, using technology in term of lapor sleman mobile application can make the citizens as active participants in public life, in terms of social cooperation, freedom of expression and flexibility. However, there are still many problems in the use of lapor sleman mobile application such as the limited access to only android smartphones, lack of technical know-how, and people’s reluctance to use the lapor sleman mobile application.Keywords: Citizen, behavior, smart citizen, technology, lapor sleman mobile application
DESENTRALISASI FISKAL DAN IMPLIKASINYA TERHADAP KINERJA OTONOMI DAERAH PASCA PEMEKARAN (Studi di Kabupaten Tulang Bawang, Tuba Barat, dan Mesuji Lampung)
Desentralisasi fiskal secara teori akan berimplikasi positif terhadap pertumbuhan ekonomi, pemerataan pembangunan, serta peningkatan akuntabilitas dan efisiensi. Dalam perspektif pemerintahan, desentralisasi fiskal kemudian menjadi strategi yang wajib dijalankan oleh pemerintah pusat untuk membangun hubungan yang selaras antar unit pemerintahan baik secara vertikal maupun horizontal. Pertanyaan dalam penelitian ini adalah benarkah desentralisasi fiskal dapat mewujudkan kemandirian pada daerah-daerah pasca pemekaran sebagai wujud kinerja otonomi daerah? dengan locus di Provinsi Lampung, yaitu Kabupaten Tulang Bawang (sebagai kabupaten induk), Tulang Bawang Barat, dan Mesuji (hasil pemekaran). Penelitian ini merupakan penelitian deskriptif dengan pendekatan atau analisa kualitatif. Secara faktual terbukti bahwa sepuluh tahun pasca pemekaran, jumlah transfer dana dari pusat maupun pertumbuhan ekonomi pada tiga kabupatan pasca pemekaran selalu meningkat setiap tahun. Namun demikian, terdapat dua temuan terkait dengan relasi antara desentralisasi fiskal dengan kinerja otonomi daerah. Pertama, desentralisasi fiskal lebih banyak dimaknai sebagai penyerahan sejumlah uang ke daerah sehingga strategi peningkatan kemampuan keuangan lebih berfokus pada seberapa besar uang dari pusat dapat masuk ke daerah dalam bentuk dana perimbangan. Kedua, pemberian wewenang kepada daerah untuk memungut sumber pendapatan dalam bentuk pajak dan retribusi daerah justru lebih dominan dilakukan demi tujuan pendapatan daripada pelayanan. Oleh karena itu, meskipun desentralisasi fiskal berimplikasi positif terhadap pertumbuhan ekonomi di kabupaten induk maupun kabupaten pemekaran, namun ternyata belum mampu mewujudkan kemandirian daerah. Pada konteks yang lebih makro, penelitian ini memiliki keterbatasan argumentasi karena kinerja otonomi atau kemandirian daerah hanya mampu dinilai pada sisi makro-ekonomi serta sisi kemampuan keuangan. Sejatinya, terdapat indikator atau aspek yang lebih komprehensif selain keduanya
