REFLECTING ON THE ACHIEVEMENTS OF AGRARIAN REFORM AND ITS IMPACT ON THE ECONOMIC SYSTEM TOWARDS GOLDEN INDONESIA 2045: WEST JAVA CASES
Land use and land tenure implemented through agrarian reform in the concept of the Land management paradigm are reflected in praxis that improves people's welfare. The welfare of the people achieved is in line with realizing the vision of Golden Indonesia 2045. The current problematic situation is an argumentative discussion on assessing the success of agrarian reform that improves people's welfare towards the Golden Indonesia 2045. This paper explains with a qualitative descriptive method with a critical constructivism paradigm through an ethnographic approach to reflect on agrarian reform in the frame of the economic system. The research was conducted in West Java Province until 2022. The research data comes from primary data from interviews and secondary data from processed various literature sources. The data is analyzed to understand how agrarian reform can be achieved and provide reflections to earn an economic system that has implications for Indonesia's development in 2045. The results showed that agricultural reform carried out primarily in West Java Province and in general in Indonesia had an impact on economic growth/increase in the economic system in line with realizing the vision of Golden Indonesia 2045, even though there were obstacles, namely disputes, conflicts and judicial cases as the residual economic value of the land
ORIENTATION OF PANCASILA IDEOLOGY ACCULTURATION (A Preliminary Study of the Relationship between Political-Regime Character and Acculturation Orientation of Pancasila Ideology)
This paper examines the orientation of the acculturation of the Pancasila ideology in each period of the era of the Indonesian political system, namely, the age of Western-style Liberal / Parliamentary Democracy November 3 1945-July 5, 1959, the first volume of liberal democracy in Indonesia; the Soekarno Guided Democracy era July 5 1959-March 12 1967, the Soeharto New Order era March 12 1967-May 21 1998. This era was followed by the post-1998 Reformation era, which consisted of: the era of Liberalization or Ultra-Liberal Democracy Volume Two and; the period of the rediscovery of Pancasila ideology in Indonesian social, national and state life 2018-present (Rediscovery of Pancasila Ideology) amid the era of Ultra-Liberal Democracy / Liberal Democracy Volume Two. This study aims to construct the orientation of Pancasila ideology acculturation and its implementation in each period of the political system from an ideological perspective and regime character as a background to formulate the right Pancasila ideology acculturation according to the needs of the times without being uprooted from the philosophic roots, ideological roots, historical roots and intellectual roots of Pancasila ideology while innovating Pancasila ideology acculturation to fight the weakening of the nation from within itself
THE INFLUENCE OF HUMAN RESOURCE COMPETENCY, UTILIZATION OF INFORMATION TECHNOLOGY, AND ORGANIZATIONAL COMMITMENT TO FINANCIAL MANAGEMENT OF THE REGIONAL GOVERNMENT OF KOTA PARIAMAN
Local government financial management plays an essential role in ensuring the effective allocation and use of resources. This study aims to evaluate the impact of organizational commitment, human resource competence, and information technology on the financial management of the Regional Government of Kota Pariaman. The method used in this study is a quantitative approach, using surveys and statistical analysis to collect data. The sample selection in this study used a proportional random sampling technique with a total sample of 94 employees. The study results show that: 1) Organizational commitment influences local government financial management. 2) Human resource competence influences regional government financial management. 3) The use of information system technology influences regional government financial management. 4) There is an influence of organizational commitment, competence of human resources, and utilization of information system technology simultaneously on the financial management of Regional Governments. Previous research (such as Indriasari and Nahartyo (2008), Winidyaningrum and Rahmawati (2010), Sukmaningrum (2012), Sugandi et al. (2013), and Nugraha (2015)) regarding factors that influence the quality of government financial reports, although interesting, is limited to one government agency, so its findings may not apply to others. THE AGGREGATION OF GLOBAL OPPORTUNITY: A REFLECTION ON THE IMPLEMENTATION OF COLLABORATIVE GOVERNANCE TO DEVELOP THE CAPACITY OF GIS-BASED-HEALTH PLANNING AND INFORMATION SERVICES IN THE AMBON CITY HEALTH AGENCY
This study examines a collaborative governance (CG) program between the Ambon City Health Agency (ACHA) and USAID APIK (Adaptasi Perubahan Iklim) to improve the capacity of the Geographic Information System (GIS) in the ACHA. The research aims to analyze the processes of CG arrangements, fulfill the capacity of GIS application to health staff, discuss outcomes of collaborative actions to improve the quality of health planning and information services and manage the APIK in the health sector in the local context of Ambon city. The qualitative research applies a case study approach and uses an in-depth interview technique to collect primary data from key informants related to the four dynamics stages of the specific CG program in the local context of Ambon. Secondary data was collected from relevant documents. The main findings are that the CG program has successfully built GIS capacity for over 20 health agency staff, improved health planning and budgeting, and enhanced information services, particularly in delivering community health services in Ambon. The program has been appreciated as one of the successful CG programs in Ambon City, optimizing collaborative processes and aggregating global opportunities for local goals with global impacts
A PLS-SEM ANALYSIS ON PROVISION OF ADDITIONAL EMPLOYEE INCOME (TPP) TO INCREASE JOB MOTIVATION AND EMPLOYEE PERFORMANCE
Additional Employee Income (TPP) is an incentive given to employees in addition to their regular pay that is dependent on their performance for a specific time. Increasing employee income has a significant impact on how well they perform, which is expected to increase their motivation when providing services to organizations or communities. It can also improve the welfare of civil servants working for the regional government, Dharmasraya Regency. Path analysis was used in this study method's quantitative analysis. TPP serves as the independent variable in this study, while motivation serves as the intervening variable and performance serves as the dependent variable. This research used a Likert scale with a measurement range of 1 to 5. Online surveys are used for data collection, and SEM is used for analysis with SmartPLS 3.0 software tools. Respondents are employees of the Regional Government of Dharmasraya Regency, and the study's stratified random selection approach yielded 379 respondents as samples. Validity tests, reliability tests, and hypothesis tests make up the phases of data analysis. The findings indicated that offering TPP has a large impact on employee performance, as does job motivation, and that TPP itself has a considerable impact on employee performance
HOUSING POLICY DYNAMICS: CAN THE GOVERNMENT MEET HOUSING NEEDS FOR LOW-INCOME COMMUNITIES?
This article seeks to identify government housing policies for low-income individuals (MBR). The existence of disparities between Housing and Residential Areas Law No. 1 of 2011 and Regional Government Law No. 23 of 2014 regarding the authority of local governments to implement housing and residential area affairs has implications for meeting housing needs, particularly housing for low-income people (MBR). The issue centered on the limitations of the regional authority in instituting MBR housing. This article employs a qualitative methodology involving document analysis, secondary data from government and local government sources, and library research to bolster housing and residential area research. This study concludes that the need for regional authority in implementing MBR housing development significantly impacts regional housing development. For local governments to contribute to the development of MBR housing in licensing and non-licensing fields, the government issued a policy package and various regulations related to the acceleration of housing development and permits for housing construction. Nonetheless, this policy should have been more effective. Financing the housing development program through a Public-Private Partnership (KPBU) is an additional option
CONCEPTUAL INCLUSIVE PUBLIC SERVICE IN INDONESIA GOVERNMENT
Experts have widely discussed the concept of inclusive service, and governments in various countries have widely applied this concept. However, there is still much discrimination in the facility's people with disabilities (PWD) sector. Thus this paper aims to concept measurement models and parameters of inclusive public services to people with disabilities (PWD). The method of this paper is reviewing the previous research with a high impact score. Then the result of the data presented uses CiteSpace analysis to prioritize concept inclusive model and parameters in public services. The results of the research are the model and parameters of inclusive public services to PWD are openness, fairness, infrastructure, and responsiveness. IDEOLOGICAL STRENGTHENING, STRATEGIC LEADERSHIP, AND DEPERSONALIZATION: THE TRANSFORMATION OF THE INDONESIAN DEMOCRATIC PARTY OF STRUGGLE 1999-2019
Since 1999, the votes of the Indonesian Democratic Party of Struggle (PDIP) have always been relatively superior, despite having to deal with various internal and external problems. By winning the elections, PDIP has given and placed the best party cadres in public positions in the legislature and executive, which directly influences the course of the Indonesian nation. Various survey results show that PDIP is still the top choice with the highest electability. Based on these data, the purpose of this study is to analyze the institutional transformation of PDI, especially in strengthening ideology and the process of party depersonalization. The method used is a literature study and the data analysis technique is carried out by analyzing the three dimensions of the concept of party institutionalization from Harmel et al. (2019), namely internal institutionalization, external institutionalization, and objective institutionalization (objective durability). From the method used, it was found that the party had carried out organizational transformation during the 1999-2019 period. PDIP also continues to consolidate to advance democracy, because political parties are the key to maintaining and developing the quality of democracy. It was also found that political institutionalization is important. An important aspect of party institutionalization is the strength of ideology as a party-political concept that underlies the ideals, struggles, and norms of the party. Finally, the party's ability to depersonalize shows significant results in party institutionalization
THE ENCOURAGEMENT OF ERGO-ICONIC SERVICE VALUES TOWARD AGILE GOVERNMENT TO IMPROVE THE GOVERNMENT SERVICE PERFORMANCE
This research aims to prove that government services adopting an ergo-iconic service can improve their services, their existence to think, become entrepreneurial government, build, and create innovative ideas. This research used e-questionnaires distributed using snowball sampling technique. There were 202 respondents collected in a month, 20 days on February to March in 2020. The questionnaires distributed through online media could limit the respondents to give their answers. If they are under 20 years old or same as those who have graduated from college, it could be assumed that they often do transactions service provided by the government. Ergo-iconic service values proposed in this research was used as the independent variable. This is proven to contribute positively and encourage agile government improvement and acceptance of community values. In addition, ergo-iconic values are able to touch and provide comfortable functions that succeed in improving government service performance. The originality of indicators in this research is ergo-iconic service values developed from previous researches.
