    THE ROLE OF PSYCHOLOGICAL CAPITAL IN GOVERNMENT ORGANIZATION PERFORMANCE SUSTAINABILITY

    Every government organization's Basic and natural goal is to maintain sustainability from generation to generation. One of the important things that impact the sustainability of a government organization is the psychological capital. A good relationship, independently or together, between self-efficacy, resilience, optimism, and hope has been proven to influence Growth, Development, and Productivity as advances for the Government Organization. A person with good psychological capital is assumed to be able to provide maximum effort and produce creative behavior to achieve set goals. This study aims to identify the role of psychological capital in the economic sustainability of government Organizations. This study uses a quantitative approach with an explanatory study design. The results of this study found that self-efficacy has a vital role in determining the economic sustainability of government Organizations, causing a more significant increase in the economic sustainability of government Organizations compared to self-efficacy; moderation of hope plays a vital role in increasing the influence of self-efficacy on economic sustainability and optimism which functions as a moderating variable that increases the impact of resilience on the economic sustainability of government Organization substantially

    Majapahit Marine Park Development Policy on the Socio-Economic Life of the Mojokerto City Community

    This research is motivated by Presidential Regulation of the Republic of Indonesia Number 80 of 2019 concerning the acceleration of economic development in the Gresik-Bangkalan-Mojokerto-Surabaya-Sidoarjo-Lamongan, Bromo-Tengger-Semeru, and Selingkar Wilis and Lintas Selatan regions. To support this regulation, the Mojokerto City Government developed a Tourist Attraction (DTW) which is regulated in Mojokerto City Regulation Number 7 of 2021 concerning the Regional Medium-Term Development Plan for 2018-2023. This tourism development includes the Majapahit Marine Park (TBM), Mojopahit restaurant, PLUT, IKM Center, and road access to tourist locations. This study aims to analyze the impact of the Majapahit Marine Park (TBM) development policy on the socio-economic life of the community in Blooto Village, Mojokerto City. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results of the study show that the construction of TBM causes physical changes that have an impact on the social and economic aspects of the community. In the social aspect, there is a change in community behavior and an increase in the economy, seen from the buying and selling activities of the surrounding community which have been predicted because of the existence of the tourist attraction. This positive impact supports regional economic growth. In addition, there is a change in the physical environment, such as the area around the Rejoto bridge which is now more crowded after previously only functioning as a connection between sub-districts

    THE SHADOW OF STUNTING THREATS TO DEVELOPMENT: Highlights Of Intervention And Prevention From A Human Rights

    Human rights are increasingly being used in the health sector, particularly in the context of stunting, a prevalent issue in Tasikmalaya City, an area in the eastern Priangan region. The threat of stunting not only impacts physical health but also future human resources quality. This research aims to analyze the role of the Tasikmalaya City government in protecting human rights in the health sector, particularly in handling and preventing stunting. The research uses a qualitative approach with a descriptive analysis method to evaluate existing programs' availability, assessment, acceptability, and quality. The results show that stunting not only hinders individual children's growth but also has a long-lasting impact on development. The Tasikmalaya City government has made efforts to address stunting, but the implementation of these programs is still not optimal. Complex problems such as budgeting, socialization of stunting knowledge, and collaborative cooperation between cross-sectors require more comprehensive efforts

    Indonesia’s reasons to launch democracy promotion through the Bali Democracy Forum (BDF) in 2008, and its continued efforts in the future, are guided by three commitments: strategic commitments, normative commitments, and mixed commitments. Viewing democracy promotion as a foreign policy enables us to advance the understanding of the motives, reasons, and rationality of a country like Indonesia in supporting democracy. The existing debates on models, mechanisms, and effects of democracy promotion tend to ignore the salience of reasoning behind the initiatives of democracy promotion. Understanding the reasonings and motives of democracy promotion would help us to better understand why certain models and mechanisms are selected

    FACTORS DRIVING PUBLIC SERVICE INNOVATION IN THE PEKAN KITA (PEKA) APPLICATION IN PEKANBARU CITY

    The government is obliged to provide a means of complaint to manage public service complaints, and in each facility there must be information on the grievance mechanism that is implemented properly, quickly, appropriately and can be accounted for. The Pekanbaru City Government in responding to various demands and community needs for more responsive and effective services in handling public complaints has innovated public services, namely through the Pekan Kita Application (PEKA). The PEKA application is a means of public complaints to local governments, mobile-based and web-based for handling public complaints against public services that can be immediately handled by the Pekanbaru City Government. This study aims to determine the driving factors of public service innovation in the Pekan Kita (PEKA) application. This research uses qualitative methods. Data collection techniques include interviews, observation and documentation. The results of the study found that there are several factors driving public service innovation in the Pekan Kita (PEKA) application in Pekanbaru City, namely leadership factors, integrated services, community participation and involvement, commitment, and resources. Each context of public service innovation by local governments can have its own unique challenges and factors, so innovation strategies need to be adapted to local circumstances

    INSTITUTIONAL ECONOMIC PERSPECTIVE ON GOVERNMENT SYSTEM MATURITY LEVEL INDONESIAN ELECTRONIC BASED 2023

    This research aims to analyze the maturity level of Electronic-Based Government Systems, both at the National, Central and Provincial Levels in 2022 using quantitative data sourced from the Decree of the Minister for Empowerment of State Apparatus and Bureaucratic Reform Number 108, 2023 concerning Results of Monitoring and Evaluation of Results Electronic Based Government. The quantitative data analysis technique used is descriptive statistical techniques, while the evaluation technique covers four SPBE domains, eight SPBE aspects, and forty-seven SPBE indicators. The research results show that the SPBE maturity level at the national level is 2.40, at the central level is 2.49 and at the provincial level is 2.37. The three SPBE indices show that the Indonesian SPBE process is at the managed level, while the SPBE service is at the interaction level. This means that both the managed level and the interaction level show that Indonesia's SPBE is still far from the optimal level. Based on these findings, it can be recommended to policy makers that economic institutions as a value and bureaucratic reform as a modern organization are more optimized in their implementation

    ‘WHO HAS GOT WHAT’: The political economy of land conflict in local development

    This paper explores the political economy angels entail in the land conflict between the government and the local people. Land conflict between the government and the local people has been popular phenomenon in Indonesia. In the case of the local government in Indonesia, particularly in the Bandung City development, previous researchers have studied this issue by investigating the conflict either through institutional approach or people perspective.  However, have they failed to investigate the political and economic aspects inherent in the land conflict. This political economy dimension is missing from their studies.  By using the political economy approach proposed by Hughes and Hutchison who understand the material and political dimensions underlying the land conflict, the study contributes to the debate on studies of the land conflict.  The political economy aspect is important in unrevealing the economic and political reasons behind the surface of the conflict. In Investigating the phenomenon, the research uses qualitative method by interviewing the people of Tamansari area, the government officials, and the civil society organization. The research findings suggests that the political economy aspect is useful in understanding and mapping the political economy actors involved. The political economy perspective also contributes to the Bandung City Government in making the local government aware to the interests of the wider community, especially those affected by the conflict

    IMPLEMENTING E-PLANNING SYSTEM IN LOCAL GOVERNMENT DECISION-MAKING: A CASE STUDY IN INDONESIA

    This study aims to evaluate the application of the e-planning system in local government decision-making in Indonesia. The research method used is descriptive with a qualitative approach. The study results show that the e-planning system in Indonesia has been implemented by several sectors, such as government, health, and education, through SIPPD, SIKDA, and PDSPK. Applying the e-planning system in local government decision-making has advantages such as efficiency, effectiveness, and planning, providing transparent information, increasing accountability, facilitating reporting and evaluation, human resources, budget constraints, and unsupportive policies. This research produces recommendations for increasing the implementation of the e-planning system in local government decision-making in Indonesia, such as increasing community participation, training, and education for system users, as well as stronger policy support. In conclusion, implementing an e-planning system can benefit local government decision-making, but it also requires efforts to overcome existing obstacles. This research is expected to contribute to the development of e-planning in Indonesia

    SIMULTANEOUS ELECTIONS, MULTI-PARTY PRESIDENTIAL, AND COATTAIL EFFECTS IN INDONESIA

    The 2019 simultaneous elections are the first experience for the Indonesian people. Simultaneity between the legislative and presidential elections is intended, for one, to produce a coattail effect. Based on this, this study seeks to answer whether, in the 2019 election, there was a coattail effect and what factors caused the coattail effect to occur. This study uses a qualitative and descriptive method, using secondary data from various sources. The results of this study indicate that for the Jokowi-Ma'ruf and Prabowo-Sandi candidate pairs, the coattail effect does not always affect the vote acquisition of the supporting parties. The coattail effect is only evident in the political parties that carry the main candidate pairs, namely the PDIP and the Gerindra Party. However, there was an unusual incident where the PKS mass base gave Prabowo-Sandi a coattail effect, not the other way around

    REGULATORY AMBIGUITY AND ITS IMPLICATIONS FOR THE NEUTRALITY OF THE STATE CIVIL APPARATUS IN THE VORTEX OF PRACTICAL POLITICS

    Violations of the neutrality of the State Civil Apparatus (ASN) in public spaces in the simultaneous Regional Head Elections (Pilkada) in 2020 became an actual and factual phenomenon. In the Election Insecurity Index (IKP) for the simultaneous regional elections in 2020, violations of ASN neutrality are at the top of the rankings, which occur in 167 districts/cities out of 270 regions that implement them. Regulations to maintain the neutrality of the ASN in the political maelstrom are practically readily available, but explicitly, there are legal loopholes that allow for violations to occur. The study results show that the breach of ASN neutrality in the simultaneous regional elections in 2020 is substantially rooted in the ambiguity of regulations that place regional heads who are, in fact, political officials as executors of coaching and cracking down on violations of ASN neutrality. The implication of the ambiguities of the regulation is the establishment of a negative stigma against the professionalism of ASN as a public official, regional heads as Civil Service Supervisory Officers in the regions do not follow up on recommendations for sanctions from KASN, and the massive violations. Based on the result, regulatory reforms are urged to ensure that the development and enforcement of breaches of ASN neutrality are not controlled by political officials but by career officials
