Job Equalization Policy Implementation and Competency Development of Civil Servants: A Case Study of Policy Analysts in East Manggarai Regency
This study investigates the implementation of the job equalization policy and the development of civil servant competencies in East Manggarai Regency, with a focus on the functional position of policy analysts. The research is motivated by concerns that the nationwide conversion of structural positions to functional ones, while administratively mandated, may not be accompanied by adequate competency development, particularly in under-resourced regions. Employing a qualitative case study design, the study collected data through interviews, document analysis, and field observations, and analyzed the findings using thematic coding supported by Edwards III’s implementation model, Kingdon’s Multiple Streams Framework, and Spencer’s competency theory. The results reveal that although structural transitions were formally implemented, the substantive preparation for new functional roles remains insufficient. Communication was top-down and unclear; training opportunities were severely limited; and performance indicators were misaligned with functional responsibilities. Most policy analysts lacked the technical and behavioral competencies required for their roles, resulting in diminished organizational performance and weakened public service outcomes. The absence of institutional support mechanisms, such as mentoring and performance benchmarks, further hindered adaptation and professional growth.The study concludes that successful implementation of job equalization policies requires more than administrative compliance—it demands strategic investment in human capital, institutional learning, and localized policy adaptation. This research contributes to public administration literature by illustrating how structural reforms must be paired with competency development to realize their intended impact, especially in decentralized, capacity-constrained environments.

Analysis of Student Interest in Natural and Social Sciences Integration Learning (IPAS): Study of Grade IV Students at SDN 8 North Metro
This research investigated the engagement of fourth-grade students in Integrated Science and Social Studies (IPAS) learning at SDN 5 North Metro. Findings revealed that a significant majority of students (21 out of 25) exhibited high levels of engagement, characterized by enthusiastic participation, focused attention, and a strong desire to learn. These students demonstrated resilience in overcoming challenges, actively sought clarification, and displayed positive learning habits. The teacher played a crucial role in fostering student engagement through the implementation of diverse and engaging instructional strategies, including creative learning activities and a well-structured reward system. However, a small subset of students (4 out of 25) displayed lower levels of engagement, struggling with complex concepts and finding IPAS learning less interesting. This research highlights the importance of creating a dynamic and inclusive learning environment that caters to the diverse needs and learning styles of all students. Strategies such as connecting abstract concepts to real-world applications and incorporating more flexible learning approaches are crucial to enhance the engagement and understanding of all students in IPAS learning
Strengthening Pedagogical Foundations in the Era of Digital Transformation
The rapid advancement of information technology in the era of digital transformation presents new challenges for the education sector, particularly in strengthening pedagogical foundations. This study aims to explore strategies for enhancing teachers' pedagogical competencies in response to educational demands in the digital age. A qualitative approach was employed, with data collected through observations, interviews, and document analysis involving teachers who have participated in competency enhancement programs. The findings indicate that strengthening teachers' pedagogical competencies focuses not only on the use of technology in learning but also on developing students' critical and creative thinking skills. Teachers play the role of facilitators who encourage active student participation and create collaborative learning environments through the utilization of digital learning resources. Furthermore, the study found that integrating technology into the curriculum and instruction can enhance student motivation and engagement, making learning more interactive and relevant to contemporary needs. The implications of this research highlight the importance for teachers to continuously develop their pedagogical competencies to adapt to ongoing changes and meet the expectations of 21st-century education
Effective English Learning Management to Enhance Speaking Skills: A Case Study at MTs Nurul Jalal and MTs Khairul Ummah, North Jakarta
This research is motivated by English language learning, especially at the Madrasah Tsanawiyah (MTs) level, which has not been effective in improving students' speaking skills. Various factors, such as the use of inappropriate learning methods, lack of facilities, and lack of student motivation, cause this. English language learning is an important aspect of education, especially in the era of globalization, which demands international communication skills. This study aims to analyze English learning management in improving students' speaking skills at MTs Nurul Jalal and MTs Khairul Ummah North Jakarta. This research is based on the philosophy of constructivism, which emphasizes the importance of the role of students in constructing knowledge through direct experience, as well as education management theory, which involves the processes of planning, organizing, implementing, and evaluating. The research method used is a qualitative case study, with data collection techniques through in-depth interviews, observation, and document analysis. Respondents consisted of teachers, principals, and students in both MTs. The results showed that learning planning in these two madrasahs is quite good. However, its implementation still requires adjustments, especially in the organization of time and the use of learning media. Obstacles faced include limited facilities such as language laboratories and students' lack of confidence in communicating using English. Nevertheless, improvement efforts such as teacher training and the use of digital technology are starting to overcome these problems. This study concludes that effective learning management, with support from all school elements, can improve students' speaking skills. There is a need for synergy between teachers, principals, and educational policies that are more supportive of the development of language competencies, especially students' speaking skills in the madrasah environment
Self-Adjusment in Mothers Who Have Children with Special Needs with Slow Learner Disorder (Phenomenological)
Self-Adjustment is a phenomenon often experienced by parents who have children with special needs. Self-Adjustment is an important aspect in dealing with the emotional, social and psychological challenges that arise due to the child's condition. Self-Adjustment is the process of each individual learning to adapt to a new environment. This occurs when each individual faces a new situation and needs to respond. This study uses a qualitative research method with a phenomenological approach with data collection techniques using semi-structured interviews. In this research participants used purposive sampling technique with the criteria of two mothers who have children with special needs with slow learner disorders who attend private elementary school X in the Sidoarjo area - East Java Province. The results showed that mothers who have children with special needs with slow learner disorders experience various challenges. Both participants had children with special needs with slow leaner disorders with different problems. Both participants experienced challenges such as social pressure, stress, excessive emotionality, ability to adapt and ability to learn. Although both participants faced various challenges, participants were able to learn and benefit from the experiences they had. Thus, participants can become more patient, grateful and strong and ready to face a more stable life. This study aims to determine the extent of the phenomenon of Self-Adjusment in mothers who have children with special needs with slow learner disorders. This research is expected to provide new insights to contribute real support for mothers who have children with special needs with mild or severe categories. So that it is useful for improving the psychological well-being of parents, especially for mothers
PENDAMPINGAN PELATIHAN PEMBELAJARAN MENULIS ANAK USIA DINI BAGI GURU PAUD DI KABUPATEN BARRU, SULAWESI SELATAN
Peningkatan kualitas pengajaran menulis pada anak usia dini menjadi fokus utama dalam program Pengabdian kepada Masyarakat (PkM) yang dilaksanakan di Kabupaten Barru, Sulawesi Selatan. Program ini dirancang untuk memberikan pelatihan intensif, pendampingan, dan pengembangan kurikulum kepada guru-guru PAUD di KB Dinar dan KB Pertiwi. Metode yang digunakan meliputi workshop interaktif, pelatihan penggunaan teknologi pendidikan seperti papan tulis interaktif dan aplikasi edukatif, serta pengembangan kurikulum yang relevan dengan konteks lokal. Hasil evaluasi menunjukkan peningkatan signifikan dalam kompetensi guru, terutama dalam merancang dan menerapkan metode pengajaran menulis yang inovatif dan berbasis teknologi. Penggunaan mainan edukasi dan alat bantudigital berhasil meningkatkan keterlibatan, motivasi, dan pemahaman siswa dalam pembelajaran menulis. Kegiatan pendampingan pasca-pelatihan juga memberikan dampak positif, dengan tingkat kepuasan peserta mencapai 95%. PENINGKATAN LITERASI DIGITAL PEMBIAYAAN NON-BANK SYARIAH PADA UMKM DESA KENONGO
Usaha Mikro, Kecil, dan Menengah (UMKM) memegang peranan vital dalam perekonomian Indonesia. Namun, UMKM, khususnya sektor mikro dan kecil, kerap terkendala dalam mengakses pembiayaan dari lembaga keuangan tradisional. Pembiayaan syariah non-bank hadir sebagai solusi alternatif yang inklusif dan selaras dengan prinsip syariah. Kegiatan pengabdian masyarakat dari Direktorat Riset dan Pengabdian kepada Masyarakat (DRPM) Universitas Muhammadiyah Sidoarjo ini bertujuan untuk meningkatkan literasi digital UMKM di Desa Kenongo terkait pembiayaan non-bank syariah. Metode pelaksanaan kegiatan ini melibatkan tiga tahapan utama: (1) Sosialisasi intensif mengenai konsep dan jenis pembiayaan syariah non-bank; (2) Pelatihan praktis tentang penggunaan platform digital untuk mengakses pembiayaan syariah (seperti fintech syariah), serta pengelolaan keuangan usaha; dan (3) Pendampingan personal dalam proses pengajuan pembiayaan pada lembaga keuangan non-bank syariah (misalnya fintech syariah, koperasi syariah, dan BMT). Data dikumpulkan melalui kuesioner pre-test dan post-test untuk mengukur tingkat pemahaman dan keterampilan UMKM, serta wawancara mendalam untuk mengidentifikasi tantangan dan harapan mereka. Hasil kegiatan menunjukkan peningkatan signifikan dalam literasi digital dan pemahaman UMKM. Terdapat peningkatan rata-rata pemahaman sebesar 38,67% mengenai produk pembiayaan syariah non-.bankPeningkatan ini berkontribusi pada inklusi keuangan syariah dan keberlanjutan UMKM.

Analisis Penyebaran Berita Hoax di Media Sosial: Perspektif Hukum dan Peran Masyarakat dalam Mitigasi
The spread of fake news (hoaxes) through social media has become a serious challenge in Indonesia due to its impact on social stability and national security. This study aims to explore various types of hoaxes circulating on social media, the legal frameworks used to address them, and the role of society in preventing their spread. This research employs a qualitative approach through document analysis of relevant regulations, such as the Electronic Information and Transactions Law (UU ITE) and the Indonesian Criminal Code (KUHP), as well as case studies of viral hoaxes in Indonesia. The findings indicate that hoaxes can be categorized into several types, including hate speech based on ethnicity, religion, race, and intergroup relations (SARA), public fraud, defamation, and false information that causes panic. Health-related hoaxes have also become a significant concern, particularly during the pandemic. Law enforcement against hoax perpetrators must be carefully implemented to avoid violating freedom of speech. Therefore, digital literacy is essential to raise public awareness in identifying and preventing the spread of hoaxes
Putusan Pengadilan Tata Usaha Negara Nomor 115/G/2023/PTUN.MDN tentang Pembatalan Sertifikat Hak Milik Perspektif Fiqh Siyasah
Although land certificates serve as official documents that validate ownership rights, cases of land disputes and violations still often occur. Many individuals face challenges in defending their rights due to the lack of legal protection or the presence of parties who try to harm them. The purpose of this study is to determine how the decision of the state administrative court number 115/G/2023/PTUN.MDN regarding the cancellation of the certificate of ownership rights from the perspective of fiqh siyasah. This study uses a normative legal research method. The results of the study indicate that the PTUN Decision to cancel the Certificate of Ownership Rights (SHM) in the name of Parulian Damanik is contrary to applicable legal procedures and the principle of justice in fiqh siyasah, because the certificate was issued legally by the BPN and has a clear legal basis. Cancellation without evidence of administrative defects causes legal uncertainty, which violates the principle of legal certainty and the government's responsibility to protect individual rights transparently and fairly. This study includes a limited focus on one PTUN case, without expanding the analysis to other similar cases, as well as limited access to supporting documents from related parties. This study is based on the use of the fiqh siyasah approach in analyzing PTUN decisions, which is rarely discussed in the context of modern Indonesian law, and its emphasis on the impact of court decisions on legal uncertainty and justice in land administration. This study contributes to offering a new perspective on the relationship between state law and fiqh siyasah in maintaining individual rights to land
Pemodelan Rehabilitasi Sosial pada Pecandu Narkotika
The abuse of narcotics in Indonesia has become a serious social issue, which not only impacts individual health but also creates widespread social and economic disturbances. One of the solutions implemented to address this problem is social rehabilitation for drug addicts, aimed at reintegrating individuals into positive and productive social roles. This article discusses the modeling of social rehabilitation for drug addicts from a legal perspective, referring to Law Number 35 of 2009 concerning Narcotics, which regulates the provision of rehabilitation as an alternative to punishment for drug users. The social rehabilitation model involves several stages, including assessment, medical and psychosocial rehabilitation, and social reintegration into the community. Additionally, the legal approach applied must prioritize the principles of restorative justice, aimed at restoring relationships between addicts, the community, and victims, as well as reducing the negative stigma against addicts. However, the implementation of social rehabilitation also faces challenges, such as social stigma, limited resources, and ineffective coordination among law enforcement agencies, rehabilitation institutions, and the community. This article concludes that a social rehabilitation model based on human rights principles, restorative justice, and comprehensive support from various parties can accelerate the recovery of drug addicts and facilitate their reintegration back into society
