    Home-Ownership: Cohort Dynamics, Family Formation and Socioeconomic Resources

    In Deutschland wollen viele im Wohneigentum leben, doch die Wohneigentumsquote der Haushalte ist mit etwa 40% niedrig. Die Studie beschäftigt sich mit der Frage, in welcher Weise die Familiengründung sowie die sozioökonomischen Ressourcen, über die Individuen verfügen, den Übergang insWohneigentum beeinflussen. Die empirische Analyse basiert auf einer repräsentativen Stichprobe retrospektiv erhobener Lebensverlaufsdaten westdeutscher Geburtsjahrgänge von 1919 bis 1961. Der Übergang ins Wohneigentum vollzieht sich innerhalb einer breiten Altersspanne zwischen dem 20. und 50. Lebensjahr. Die Mitglieder der Geburtsjahrgänge 1930 und 1940 verwirklichten den Übergang ins Wohneigentum zwar rascher als die älteren Geburtsjahrgänge, doch bei den jüngeren Geburtsjahrgängen hat sich dieser Prozeß nicht mehr beschleunigt. Der Hausbesitz der Eltern erleichtert den Kindern, selbst Wohneigentümer zu werden. Ferner ist der Wechsel ins Wohneigentum eng mit der Heirat, dem Bildungsniveau, der Erwerbsdauer sowie dem Urbanisierungsgrad assoziiert.Many people in Germany want to live in owner-occupied homes, but only about 40% of all household in Germany do so. This study deals with the question of how the start of a family and individual socioeconomic resources determine the transition to home-ownership. The empirical analysis is based on a representative sample survey of retrospectively ascertained data from the biographies of West Germans born between 1919 and 1961. The transition to home-ownership takes place within the long period between the ages of 20 and 50. People born in 1930 or 1940 became home-owners earlier than cohorts. This process, however, has not accelerated in the younger cohorts. Home-ownership of parents makes it easier for children to becomee home-owners themselves. Apart from this, the transition to home-ownership is closely associated with marriage, education, duration of working life, and degree of urbanization

    Stability of Subject-Centered Structures. A Time-Related Comparison of the Lifestyle Model of Schulze

    Im vorliegenden Beitrag wird das Lebensstilmodell von Schulze, in dem das "subjektzentrierte Paradigma" der Lebensstilforschung am deutlichsten ausgeprägt ist, einem Zeitvergleich unterzogen. Die Analyse reagiert damit auf die Gegenposition von Vertretern des "vertikalen Paradigmas", die das Ende der Erlebnisgesellschaft bzw. eine Restrukturierung der Klassengesellschaft diagnostizieren. Grundlage des Vergleichs sind drei zeitlich gestaffelte Standardrepräsentativbefragungen, die vergleichbare Informationen über das untersuchte Lebensstilmodell enthalten. Das Hauptergebnis ist, dass die subjektzentrierten Strukturen, die sich bis Mitte der achtziger Jahre herausgebildet haben, weitgehend stabil geblieben sind. Die alltagsästhetischen Schemata sind nach wie vor zentrale kulturelle Orientierungsmuster, die vom Lebensalter und der Bildung abhängen, nicht jedoch vom Einkommen. Die wichtigste Veränderung besteht darin, dass das Niveaumilieu durch das Selbstverwirklichungsmilieu abgelöst zu werden scheint. Die gefundenen Ergebnisse legen den Schluss nahe, dass das "vertikale Paradigma" immer weniger zur Beschreibung sozialer Großgruppen geeignet ist. Die Lebensstilforschung kann sich daher nicht mehr an der Klassentheorie von Bourdieu orientieren.In this paper the lifestyle model of Schulze, which presents the "subject-centered paradigm" in the field of lifestyle research, is subjected to a comparison over time. Indoing this, the analysis reacts to proponents of the "vertical paradigm", who diagnose the end of "experience society" or the restructuring of class society. The comparison is based on three surveys conducted at three different points in time. The main finding ist that the subject-centered structures, which developed by the middle of the nineteenth eigthies, are largely stable. The schemas of the aesthetics of everyday life are still central patterns of cultural orientation. They clearly relate to age and education, but not to the income of the respondents. The most important change is that the "Niveaumilieu" seems to be yielding to the "Selbstverwirklichungsmilieu". The research findings suggest that the "vertical paradigm" is less and less useful for describing the structure of major social groups. For this reason, lifestyle research has to turn away from the class theory of Bourdieu

    Cultural Relativism and the Translatability of the Cultural Strange in the View of Quine and Davidson. An Observation from the Point of View of the Social Sciences

    Die folgenden Ausführungen versuchen zu zeigen, daß manche philosophische Einsichten von Quine und Davidson hinsichtlich Interpretation und Übersetzbarkeit auch denjenigen Sozialwissenschaftlern zugute kommen können, die an der Problematik des interkulturellen Verstehens und der interkulturellen Vermittlung interessiert sind. Im ersten Teil des Aufsatzes (Kap. 1, 2 und 3) wird zunächst eine Rekonstruktion der Problematik der "Unbestimmtheit derÜbersetzung" (nach Quine) unternommen, sodann die relativismuseinschränkenden Implikationen des "Principle of Charity" (nach Quine und Davidson) im Kontext befürwortender und kritischer Stellungnahmen diskutiert. Im zweiten Teil (Kap. 4 und 5) wird versucht, die These zu plausibilisieren, daß eine (übrigens bei Quine und Davidson bereits in nuce vorhandene) Öffnung der analytischen Philosophie zur sozialwissenschaftlichen Dimension eine unerläßliche Bedingung für eine angemessene Behandlung des Relativismusproblems darstellt. Andererseits wird gezeigt, daß die sozialwissenschaftliche Skepsis hinsichtlich der Erfassung und der Vermittlung des kulturell Fremden von Davidsons Kritik an der Idee unterschiedlicher und inkommensurabler "Conceptual Schemes" viel profitieren könnte. Das Thema der Konvergenz von analytischem Denken und Sozialwissenschaften wird schließlich im Kap. 6 im Kontext des Zusammenhangs von Sprache, Bedeutung, Regelhaftigkeit und Verstehen wieder aufgenommen und vertieft (Ethnomethodologie, A. Schütz). Dabei zeigt sich, daß das Problem der Erfassung und der Vermittlung des Fremden bereits "zu Hause" beginnt. Mit Quine und Davidson ausgedrückt: "Radical translation begins at home".The following considerations are intended to show that some philosophical insights of Quine and Davidson about interpretation and translatability are also profitable for social scientists interested in the topic of intercultural understanding and intercultural communication. In the first part of the paper (sections II, III), a reconstruction of the pros and cons of the "principle of charity" (Quine and Davidson) with its implications for the limitation of relativisim follows.In the second part of the paper (sections IV, V), the thesis is advanced that openness of analytical philosophy toward the social sciences - an openness whose seeds are already present in Quine and Davidson - is one essential condition for dealing adequatly with the problem of relativism. On the other hand, it is argued that scepticism toward the understanding and mediation of cultural strangeness might benefit from Davidson's critical approach to the idea of different and incommensurable "conceptual schemes". The topic of the convergence of analytical thinking and the social sciences, finally is taken up again and deepened in section VI in the context if the connection between language, meaning, rule, and understanding (ethnomethodology; A. Schütz). The conclusion is that the understanding und mediation of cultural strangeness begins in each person's own cultural community. In Quine's and Davidson's words: "radical translation begins at home.

    The Status of Mind in Culturalist Explanations of Action. On the Issue of the Relation Between Behaviour and Knowledge According to Stephen Turner and Theodore Schatzki

    Der Artikel rekonstruiert und kommentiert die Versuche der US-amerikanischen Sozialtheoretiker Stephen P. Turner und Theodore R. Schatzki, den Status von 'kollektivem mentalem Wissen' in kulturtheoretischen Handlungserklärungen zu klären. Ausgangspunkt ist Turners Kritik am unreflektierten 'Mentalismus' vieler kulturtheoretischer Handlungserklärungen und seine Empfehlung eines Quasi-Behaviorismus als Gegenmodell. Foucaults und Geertz' 'Kultur als Text'-Ansätze und Schatzkis post-wittgensteinianische Praxistheorie werden als zwei theoretische Alternativen eingeführt, die mentalismuskritisch ausgerichtet sind und dennoch auf verschiedene Weise übersubjektive Wissensordnungen zur Handlungserklärung heranziehen. Grundsätzlich wird dabei Schatzkis Modell gegen Turner und Foucault/Geertz unterstützt, allerdings wird für eine Revision des Anti-Kausalismus in Schatzkis post-wittgensteinianischem Ansatz plädiert.This article reconstructs and evaluates the recent attempts by Stephen P. Turner and Theodore R. Schatzki to clarify the status of "collective, mental knowledge" in culturalist explanations of action. The point of departure is Turner's critique of unreflected mentalism in numerous culturalist strategies aimed at explaining action and his recommendation of quasi-behaviorism as a countermodel. The "culture-as-text" approaches of Foucault and Geertz, on the one hand, and Schatzki's post-Wittgensteinian theory of practices, on the other, are introduced as two theoretical alternatives which remain sceptical toward mentalism, but which in their new explanatory strategies nevertheless draw upon collective orders of knowledge. In principle, the article argues in favor of Schatzki's model against Turner and Foucault/Geertz, but it pleads for a revision of Schatzki's Wittgensteinian anti-causalism

    An Empirical Comparison of the Theory of Planned Behavior of Icek Ajzen and the General Theory of Crime of Michael R. Gottfredson and Travis Hirschi

    In diesem Beitrag werden zwei aktuelle und kontrovers diskutierte Ansätze innerhalb der kriminologischen Forschung einem empirischen Theorienvergleich unterzogen: zum einen die "General Theory of Crime" von Gottfredson und Hirschi (1990) und zum anderen die "Theory of Planned Behavior" von Ajzen (1985,1988,1991). Der Vergleich der standardisierten Pfadkoeffizienten und der Zuwachs an erklärter Varianz im simultanen Test zeigt, dass die "Theory of Planned Bahavior" die abhängige Variable "Fahren unter Alkoholeinfluss" besser erklären kann als die "General Theory of Crime". Im letzten Teil der empirischen Analyse werden Möglichkeiten der Integration der beiden Theorien geprüft. Abschließend werden einige allgemeinere Schlussfolgerungen für empirische Theorienvergleiche in den Sozialwissenschaften gezogen.In this paper two questions are adressed. First, is the General Theory of Crime (GTOC) by Gottfredson and Hirschi (1990) able to explain driving while intoxicated (DWI). Second, how well is this done compared to a different approach. In order to do this quantitative analysis is conducted which explicitly compares the relative amount of variance explained by the GTOC and a competing theory. The latter is a version of rational choice theory: the Theory of Planned Behavior (TOPB) of Ajzen (1985, 1988, 1991). To test and to compare both theories a causal modeling approach (LISREL) is used. The results of the structural equation analysis shows that the TOPB can explain more variance than the GOTC. Following this an integration of both theories is empirically tested. The paper ends with some general remarks on intertheoretical comparisons in the social sciences

    Concepts of Poverty Measurement. A Comparison of Four Different Approaches

    In dem Beitrag werden vier Konzepte der Armutsmessung vorgestellt und deren Ergebnisse verglichen: das Einkommens-, das Unterversorgungs-, das Deprivations- und das Sozialhilfekonzept. Ausgangspunkt ist die Hypothese, dass je nach Konzeptionalisierung des Armutsbegriffs nicht nur unterschiedliche quantitative Ergebnisse erzielt, sondern auch unterschiedliche Bevölkerungsgruppen identifiziert werden. Es wird untersucht, inwieweit die jeweiligen Armutsgruppen übereinstimmen und in welcher Hinsicht sie sich unterscheiden. Datenbasis ist die Erhebung für den Familien- und Sozialbericht der Stadt Gütersloh, eine repräsentative Primärerhebung, in der 2.316 Haushalte im Frühjahr 1997 befragt wurden. Die Untersuchung zeigt, dass die vier Armutskonzepte unterschiedlichen Klassifizierungsmustern folgen und für die Erfassung einzelner Risikogruppen ungleich sensibel sind. Zugleich zeigt die Analyse, dass die Bewältigungsstrategien der in den vier Konzepten identifizierten armen Menschen sehr ähnlich sind. Ein eindeutig "bestes" Messkonzept kann nicht bestimmt werden.The purpose of this paper is to examine four concepts of poverty measurement. The basic assumption is that due to different conceptionalizations of poverty, researches not only identify different quantities of impoverished people (poverty rates), but also different groups of the population who face high risk of poverty. An analysis established where the characteristics of all four measurements converge and where they are distinct. The database is a representative surveyof households in a West-German town. The data collection took place in the spring of 1997, and 2,316 households were interviewed. The analysis shows that, independent of the type of measurement, all the impoverished groups identified share equal patterns of coping. There is no one "best" concept of measurement

    Attitudes Towards Social Inequality in East Germany: Argumentation for an Expanded Perspective

    Die Transformationsforschung hat in den vergangenen Jahren die Entwicklung in Ostdeutschland vor allem aus einer innerdeutschen Perspektive beleuchtet. Besonders auffällig sind die Nachteile eines derartigen Vorgehens in der Einstellungsforschung. Dort werden ostdeutsche Abweichungen von westdeutschen Einstellungsmustern relativ schnell mit Begriffen wie "Altlasten des sozialistischen Systems" oder "ostdeutsche Sondermentalität" erklärt. Im ersten Teil des Aufsatzes wird dargelegt, warum ostdeutsche Einstellungsmuster nur dann adäquat gedeutet werden können, wenn sie mit denen in Westdeutschland und denen in den anderen Transformationsländern verglichen werden. Der Ertrag einer derartigen doppelten Vergleichsperspektive wird im zweiten, empirischen Teil anhand von Daten des International Social Justice Projects (ISJP) aufgezeigt. Dazu werden Einstellungen zur sozialen Ungleichheit in Ostdeutschland aus den Jahren 1991 und 1996 mit denen in Westdeutschland und in vier osteuropäischen Transformationsländern verglichen.During the last few years, the research on transformation has examined the developments in Eastern Germany primarily from an "intra-German" perspective. This is especially true of the research on attitudes. The disadvantages of such a perspective are most clearly visible when East German attitudes are discussed under the label of "legacy of the socialist regime" or as a "special East German mentality." The first part of this paper develops the thesis that the development of East German attitudes can only be properly understood by undertaking a "double comparison," i.e. a systematic analysis that contrasts East German attitudes not only with those prevailing in West Germany, but also with those thant can be observed in other Central and Eastern European societies in transition. The second part of the paper uses such a twofold research strategy to analyse attitudes towards sociel inequality. Attitudinal data are used that were collected by the International Social Justice Project (ISJP) in 1991 and 1996 in East and West Germany and in four East European countries

    Uncertainty Absorption in Risk-Tasking. Comparing Constructivist Observations of Risks from BSE

    In der Risikosoziologie stehen sich heute zwei Theorien gegenüber, die dem Anspruch folgen, Risiken als soziale Konstruktionen zu beschreiben und zugleich in ihrer gesellschaftlichen Konstitution zu erfassen: die Kulturtheorie und die Systemtheorie. Der Beitrag vergleicht die beiden Risikotheorien von ihrem gemeinsamen Ausgangspunkt her (Beobachterabhängigkeit) und verfolgt die Konsistenz ihrer Analysestrategien und die Folgen ihrer Beobachtungsweisen anhand empirischer Studien zum Risikofall BSE ("Rinderwahnsinn"). Die Rekonstruktion einer kulturvergleichenden BSE-Studie (Wynne / Dressel 1999) ergibt zunächst, dass die Kulturtheorie sich nicht konsequent als dem gesellschaftlichen Beobachtungszusammenhang von Risiko selbst zugehörig zu erfassen vermag und dazu tendiert, ihre Beobachtungsweise im risikopolitischen Zusammenhang zu überschätzen. Demgegenüber erweist sich die Systemtheorie konsequent darin, risikobezogene Beobachtungsverhältnisse in der modernen Gesellschaft in ihrer unabschließbaren Reflexivität und ihrer Differenzierung zu beschreiben. Eine systemtheoretische Fallstudie legt die Dynamik und die Formen dar, mit denen Organisationen im Rahmen ihrer Entscheidungsprozesse ("Unsicherheitsabsorption") zum Auf- und Abbau von Risikoproblemen wie BSE in der modernen Gesellschaft beitragen.Two opposing theories of risk claim to describe risks as social constructions as well as contextualizing them within societal structures: cultural theory and sociological systems theory. Using empirical studies of BSE ("mad cow disease") as a case of risk, this article compares both theories from their common point of departure (observer dependence) and follows their strategies of analysis regarding the consisteny and the consequences of their observations. With reference to a culture comparative case study of the BSE-crisis (Wynne/Dressel 1999) this articel shows that cultural theory has not been able to reflect its own observer position consequently enough in relation to other societal observations of risk and thus has tendend to overestimate itself in the context of risk-related policy. In contrast, systems theory has proven itself capable of describing risk-related observation relationships in modern society in their reflexivity and differentiation. In such a systems theoretical case study of BSE the dynamics and forms are presented with which organizations contribute to the construction and dismantling of problems of risk in modern society within the famework of their decison-making processes ("uncertainty absorption")

    Educational Systems, Social Inequality and the Self-Evaluation of Inequality. The Institutional Base of Individualization in International Comparison

    Der Beitrag befasst sich mit dem Einfluss von Bildungssystemen auf die Kollektivierung beziehungsweise Individualisierung sozialen Handelns. Die zentrale These lautet, dass in Gesellschaften mit standardisierten, stratifizierten und differenzierten Bildungssystemen intragenerationale Mobilität durch credentialistische Allokationsprozesse eingeschränkt wird, so dass strukturell privilegierte (beziehungsweise benachteiligte), homogene und stabile soziale Klassen entstehen können. Diese suchen ihre Interessen durch kollektives soziales Handeln zu verwirklichen. In Gesellschaften mit unstandardisierten, unstratifizierten und undifferenzierten Bildungssystemen hingegen machen instabile und heterogene soziale Lagen die Entstehung kollektiven sozialen Handelns unwahrscheinlich. Die These wird durch einen internationalen Vergleich der Strukturierung der subjektiven Schichteinstufung anhand von Daten des International Social Justice Project (1991,1996) geprüft. Es zeigt sich, dass erwartungsgemäß die subjektive Wahrnehmung sozialer Ungleichheit in credentialistischen Ländern stärker durch Bildungstitel und Klassenlage strukturiert wird als in nicht credentialistischen. Trotz aller sonst stark betonten Individualisierungstendenzen ist besonders in der Bundesrepublik Deutschland eine ausgeprägte Strukturierung der subjektiven Schichteinstufung festzustellen.This paper proposes the hypothesis that in credentialist countries, education and class are more important for explaining patterns of collective social action than in non-credentialist countries. Standardized, stratified, and differentiated educational systems restrict the amount of intragenerational mobility, leading to more homogenenous, stable, and privileged social classes that pursue their interests collectively. In non-credentialist societies, intergenerational mobility is more frequent and less structured, so that social classes become heterogeneous, unstable, and less privileged and patterns of collective action are unlikely. This hypothesis is tested with data from the International Social Justice Project (1991, 1996). The influence of class, education, and a number of covariants of subjective social status are examined for six countries. It can be shown that in countries with highly standardized, stratified and differentiated educational systems (West and East Germany and Hungary), class and education are more important for explaining this attitude than in non-credentialist societies (the USA, the UK, and Russia)
