    Cilj rada jeste da istraži tipove ograničenja s kojima se deca iz porodi-ca sa nepovoljnim socioekonomskim karakteristikama suočavaju u dostizanju visokog obrazovanja u Srbiji i pruži preporuke kreatorima javnih politika na osnovu rezultata istraživanja. Kako bi se ostvario definisan cilj, u istraživanju su korišćene standardne tehnike priku-pljanja i analize podataka – kabinetsko istraživanje i fokus grupe. Nalazi upućuju na to da ograničenja s kojima se suočavaju deca iz porodica sa nepovoljnijim socioekonomskim karakteristikama u Sr-biji jesu finansijske i nefinansijske prirode. Ograničenja finansijske prirode ukazuju na važnost materijalnog položaja roditelja u smislu mogućnosti pokrivanja troškova školovanja deteta, dok ograničenja nefinansijske prirode ukazuju na značaj obrazovanja roditelja deteta u smislu pružanja emocionalne i druge podrške detetu u toku školo-vanja. Preporučene mere za otklanjanje finansijskih barijera tiču se reforme sistema finansiranja visokog obrazovanja ili uvođenja kredita za pokriće troškova pohađanja visokog obrazovanja, dok se mere za prevazilaženje nefinansijskih barijera odnose na uvođenje programa povezivanja, reformu afirmativnih programa i uvođenje programa zadržavanja.The aim of the paper is to investigate the types of obstacles that children from fami-lies with unfavourable socioeconomic characteristics face in reaching high education in Serbia and to propose evidence-based public policy recommendations. To achieve the defined goal, standard techniques of data collection and analysis were used in the study–desk research and focus groups.The findings suggest that both financial and non-financial barriers affect children coming from families with less favourable socio-economic features in Serbia. Financial barriers indicate the importance of the parents’ wealth status in terms of the ability to cover the costs of the child’s education, while non-financial barriers indicate the importance of the parents’ emotional and other support to the child during schooling. The recommended measures to remove finan-cial barriers concern the reform of the high education financing system or the intro-duction of a loan system to cover the costs of attending high education, while the measures to overcome non-financial barriers refer to the introduction of bridge pro-grams, the reform of affirmative programs and the introduction of retention programs

    The Neverending Story of ‘Labyrinth’

    This paper focuses on the labyrinth, examining its philosophical concept and its role as a spatial entity that simultaneously connects and separates. The story of the labyrinth is among the oldest narratives in European history. Nevertheless, from the antiquity to the present day, the labyrinth has been designed to create confusion, sow disorder, lead to aimless wandering, and stimulate the emergence of innovative solutions. It possesses an intimidating and treacherous nature, capable of ensnaring those without a clear objective. The labyrinth manipulates space and perception, existing as a void that disrupts and distorts the conventional understanding of a place. It has been interpreted as a symbol of both damnation and salvation, and as a symbol for distant lands and contemporary cities. Acting as an enigmatic riddle, the labyrinth continually generates different meanings, prompting introspection and challenging established norms. It serves as a call for creative action, functioning as a symbolic language that intersects with mythology/astrology, philosophy/architecture

    Can National Councils of National Minorities Be Effective Channels for Greater Political Participation of Women from National Minority Communities in Serbia?

    Weak public institutions, a deficit of democratic political traditions and the undermining of minority issues (due to a well-developed but poorly implemented legal framework) are all obstacles to the functioning of NMCs and their effectiveness as channels for greater political participation of women from national minority communities in Serbia. When it comes to the effective participation of women in NMCs, most male leaders are not ready to hand power over to women, and both men and women do not sufficiently realise the gender dimension beyond the numerical representation of women within NMCs. Increasing the motivation of (young) women to get involved in politics might affect the overall quality of NMC work, but a change also needs to be made to the political climate, which is still masculine in nature. The solidarity of (young) women from national minority groups should be strengthened, regardless of political party affiliation, and they should be encouraged to be louder and braver in expressing their views in public debates, so that they can fight for their interests. The mainstreaming of minority issues thus faces both external and internal political obstacles. The most important external barriers are impassable or selective channels of communication between the government and national minority representatives, party influence and inert coordination between institutions at different levels of government to iterate the needs of national minorities and mainstream minority issues. Internal barriers are primarily based on NMC members’ and leaders’ poor knowledge of gender issues, and the absence of a clear policy on gender equality supported by an imprecise legal framework related to NMCs’ actions in this area. Even when there are activities aimed at women within NMCs, or affirmative measures in the wider national community, they tend to be ad hoc rather than a planned approach aimed at gender equality. Therefore, it is necessary to strengthen the monitoring of NMCs’ activities according to gender-sensitive indicators, and to regularly evaluate the effectiveness of NMCs’ work in all four mandated areas. The planning of effective gender-inclusive budgeting is also important for the implementation of all activities, which includes the necessity of awareness and competences for that area, as well as public powers over the allocation of public funding. One of the best practices in this regard can be seen in Hungary, where minority self-governments are able to manage their own budgets through a government decree that specifies regulations for the planning and appropriation of funds (Dobos, 2021)

    Upotreba foto-elicitacije u sociologiji: kontekstualizacija siromaštva i društvene isključenosti

    U sociološkim istraživanjima fotografija se najčešće koristi kao dopuna iznetih podataka, a znatno ređe kao tehnika prikupljanja podataka. Fokus ovog rada upravo je na upotrebi fotografije u istraživanju rodnog aspekta siromaštva u ruralnim područjima Srbije. Primenom foto-elicitacije, prikupljeni su podaci u terenskom istraživanju tokom 2015. godine u Srbiji, koji podrazumevaju fotografije čije su autorke devojke i žene korisnice usluga socijalne zaštite, njihove beleške o motivima i tumačenju značenja načinjenih fotografija, kao i transkripti intervjua realizovani s fotografkinjama mesec dana nakon fotografisanja. Istraživanje je pokazalo da fotografija kao medijum povezuje emocionalne doživljaje siromaštva akterki istraživanja i činjenične uslove njihovog života u materijalnoj deprivaciji i izolaciji te pruža mogućnost artikulisanja heterogenih značenja siromaštva. Heterogenost značenja siromaštva očitava se kroz specifičnosti društvenih kategorija kojima pripadaju sagovornice u ovom istraživanju, poput recimo osoba sa invaliditetom. Na osnovu nalaza ovog istraživanja, upotreba foto-elicitacije pokazuje se kao posebno značajan metod u sociološkim studijama koje uključuju otkrivanje subjektivnih značenja i iskustava specifičnih skupina stanovništva, kao što su devojke i žene koje žive u siromaštvu u ruralnim područjima Srbije.In sociological research, photography is most commonly used to supplement presented data and less frequently as a data collection technique. This paper focuses on using photography to examine the gender aspect of poverty in rural areas of Serbia. Through the application of photo-elicitation, data were collected in field research during 2015 in Serbia. The data include photographs taken by girls and women beneficiaries of social services. Additionally, they incorporate the notes on the motives and interpretation of the photographs taken, along with transcripts of interviews conducted with the photographers a month after the photography sessions. The research has shown that photography, as a medium, connects the emotional experiences of poverty among research participants with the factual conditions of their lives in material deprivation and isolation. Consequently, it offers the possibility of articulating diverse meanings of poverty. The diversity of meanings of poverty is evident in the specific social categories to which the interviewees in this study belong, such as persons with disabilities, for example. Based on the findings of this research, the use of photo-elicitation emerges as particularly significant in sociological studies that involve the exploration of subjective meanings and experiences of specific population groups, such as girls and women living in poverty in rural areas of Serbia

    The Pandemic in Illiberal Democracies: Challenges and Opportunities for Social Movements in Serbia

    In this article, taking Serbia as a case study, we address the issue of how social movements in illiberal democracies adapted to the effects of the pandemic and the governmental responses. We show that, contrary to expectations, these social movements have intensified their activities and visibility and adapted their agenda during the crisis. Our research studies two movements dealing with socio-economic issues – the right to housing and the right to food as particularly active during pandemics. While the pandemic further constrained the possibility for collective action, these social movements have quickly shifted their priorities towards solidarity with the most vulnerable groups, engaged directly with citizens, and pragmatically approached the polarized media environment, mobilizing broad public support. This finding indicates that social movements in illiberal democracies can exhibit resilience and adaptability to rapidly changing circumstances, even though questions about their sustainability and the attainability of their goals persist.This is an Accepted Manuscript of an article published by Taylor & Francis in Southeast European and Black Sea Studies on January 30, 2023

    The idea that learning liberates or that education emancipates is hardly a novelty, and it can be traced to ancient times and Ancient Greek and Roman philosophy. Thus, in this paper, we aim to express that some of the ideas (like the idea that women and men are equally subject to moral virtue because of their rationality) and educational practices (such as those that encourage students to use their voices and reason independently from any authorities) embraced by well-known Roman Stoics did have emancipatory potential. Particularly important was a requirement that philosophy should be lived outside the classrooms.Ideja da učenje oslobađa ili, preciznije da obrazovanje emancipuje teško da predstavlja neku novinu, budući da se ta ideja može pratiti sve do antičkog perioda, odnosno grčke i rimske filozofske misli. U ovom radu nastojimo da pokažemo da su neke od ideja (poput ideje da su i žene i muškarci zbog svoje racionalne prirode podjednako podložni vrlini) i obrazovnih praksi (poput prakse kojom se podsticalo iznošenje sopstvenih stavova i korišćenja vlastitog razuma, bez oslanjanja na spoljne autoritete) koje su zastupali neki od dobro poznatih rimskih stoika imale emancipatorski potencijal.
