    Governing the Commons like a Pragmatist: The Case of John Dewey

    As a result of the process of neoliberal policies, commons have been in a state of enclosure and exploitation. That kept the debate on governing the commons is very much alive. This paper examines what John Dewey can contribute to the debate through his method of inquiry. As part of his method, we will examine mechanisms such as public deliberation and democratic experimentalism. In addition, his contribution to the re-conceptualization of the commons will be discussed

    The concepts of security and freedom have long had an antagonistic relationship in the political sphere. Since Plato wrote his Republic, authors such as Machiavelli, Hobbes and subsequent contractarians have understood that some limitations on individual freedom were necessary for the sake of collective security. This paradigm has since been inherited by different thinkers and is key in most political theory proposals. Following this path, Todorov has analyzed the current geostrategic situation as a result of the milestone of the Iraq War of 2003, in order to shed light on strategies that should be pursued to achieve international security of the contemporary new world order. However, his approach follows the conceptual framework of previous authors, which therefore prevents him from integrating the freedom required by contemporary Western democracies with international security. In this article, we intend to provide an alternative perspective, addressing the problem from a multidimensional conceptualization of security and freedom.Pojmovi bezbednosti i slobode odavno stoje u antagonističkom odnosu u političkoj sferi. Otkako je Platon osmislio Državu, autori poput Makijavelija, Hobsa i kasnijih kontraktarijanaca razumeli su da su neka ograničenja individualne slobode nužna zarad kolektivne bezbednosti. Ovu su paradigmu usvojili različiti mislioci i ključna je za većinu političko-teorijskih stanovišta. Na tom tragu, Todorov analizira aktuelnu geostratešku situaciju kao rezultat prekretnice koju je predstavljao rat u Iraku 2003. godine, da bi osvetlio strategije koje su neophodne za međunarodnu bezbednost u savremenom novom svetskom poretku. Međutim, njegov pristup sledi pojmovni okvir ranijih autora, što mu onemogućava da integriše međunarodnu bezbednost i slobodu kakvu podrazumevaju savremene zapadne demokratije. U ovom članku nameravamo da ponudimo alternativnu perspektivu, pristupajući ovom problemu kroz multidimenzionalnu konceptualizaciju bezbednosi i slobode

    Burning Tires, Sauerkraut and Dung: The (Classist) Boundaries of an Olfactory Landscape

    This chapter examines olfactory landscapes and othering practices reflected through the categorization of unpleasant smells in an urban environment, taking place in a middle-class socialist-era large housing estate in Belgrade. The data is drawn from two consecutive methodological steps: an online questionnaire and sensory walks conducted with residents of New Belgrade’s housing estate. Olfactory claims made by middle-class inhabitants of the researched housing estate are divided into three categories referring to a three- stage series of distinctions and othering practices: external Others, internal Others, and double Others. Looking at the intersection of class and race, the chapter argues that olfactory constructions play a significant role in the way collective identities are tacitly (re)produced and puts forward the idea that the production of “otherness” of lower social classes is interwoven with the fabric of the middle-class white body epitomizing civility, culture, modernity, and propriety

    Digitizing remembrance, creating memories: the case of Kosancicev venac Library in Belgrade

    One of the pivotal points in memory studies is the theoretically debated division between what constitutes remembrance and what memory. From its beginnings until today, in this debate, the first notion refers to personally and affectively lived elements of the past, an inti- mate recollection of things experienced in the past. The second notion represents a socially created and shared knowledge about the past or one of its aspects. Remembrance stands for individual recollections, while memory refers to a contemporary social/political/cultural creation of knowledge about the past and its utilization. In this paper, we are presenting our work in creating a lasting memory by digitizing recollections through the Filecoin foundation supported project The Kosancicev venac Decentralized Library of Suppressed Heritage. In our project, the focus is on digitally reviving the institution that was the principal depository library of Serbia (and Kingdom of Yugoslavia) at Kosancicev venac that was intentionally destroyed, together with all of its materials, during the Nazi bombing of Belgrade on April 6th 1941. The building and the site were never reconstructed or made into a place of mem- ory, despite its central location in downtown Belgrade. In the project, we employ ethnographic and archival work to document and digitize recol- lections of relevant actors of the library’s work and ultimate demise. Further, incorporating values of the digital age such as participatory culture, open access, and universal access to knowledge, we develop a mobile application that enables users to creatively reconstruct, reimagine, and reexamine the library through the use of AR/VR. Users will have an op- portunity to upload their own materials (family letters, photographs, etc.) to the library collection in the participatory knowledge form of public humanities, transforming cultural heritage from a closed historic experience completed and rooted in the past to an ongoing creative process. This project, thus, aims to provide not only ground for an uninterrupted memory of this heritage site, but also an active discussion of what a library as a place of memory is, what are its boundaries in the digital era as an archive, and what are its functions in the contemporary world

    Szabó Ida / Ida Sabo was born in 1915 in Pécs as an illegitimate daughter of a Subotica Hungarian working-class mother and a Jewish father from Pécs. She grew up in Subotica, participated in the activities of the illegal Communists Party there, as well as later in Ljubljana. She took part in fights in the Second World War, and after the war she moved to Novi Sad and took on several important functions in the League of Communists of Vojvodina. She was a devout antinationalist and much of her work was focused on women’s emancipation. Her life and work are completely absent from Vojvodina Hungarian historiography, while aspects of her career dealing with the “national question” are ignored in history-writing in Serbo-Croatian language(s). I base my research on archival material, secondary literature, and popular newspaper articles on Szabó Ida, an unpublished video interview with her and interview I have conducted with her daughters. I take on an intersectional perspective to explore the silenced aspects of her life as well and the reasons for their silencing, and to show Sabo’s career in a light that integrates both the gendered and the national aspects of her 101 years long life. Krisztina Rácz is a researcher at the Institute for Philosophy and Social Theory of the University of Belgrade. She has an MA degree from Sociology and Social Anthropology from the Central European University in Budapest and a PhD in Balkan Studies from the University of Ljubljana. She is an interdisciplinary scholar with research interests in language, multilingualism / multiculturalism, ethnic minorities, and gender, with a special focus on Central and South-Eastern Europe.     The Factors of Geographical Representation in a Closedlist Pr System: The Case of The Republic of Serbia

    Аутор у овом раду мапира обрасце територијалне репрезентативности Народне скупштине Републике Србије у оквиру последњих девет изборних циклуса, од 2000. године. У том периоду, у Србији се примењује пропорционални изборни систем затворених листа у којем се расподела мандата врши на целој територији земље као једној изборној јединици. Према теорији, такав систем је непогодан за територијалну репрезентативност јер гласачи дају глас националним листама у целини, без утицаја на редослед кандидата, те посредно систем не пружа подстицаје политичким странкама да кандидују регионално избалансиране листе. Међутим, чак и у том оквиру значајан број посланика долази из различитих локалних самоуправа или округа широм Србије. Ниво анализе рада су управо окрузи, а притом се утврђују обрасци потпредстављености и натпредстављености, те се идентификују потенцијални фактори утицаја (демографски, економски, географски) који могу да утичу на повећану или смањену пропорцију (удео изабраних представника у односу на удео популације) посланика из неког округа.The author maps the patterns of geographical representation in the National Assembly of the Republic of Serbia over the last nine electoral cycles, since the year 2000. During that period, a closed-list PR system is implemented in Serbian elections, within a single nationwide constituency. According to the theoretical expectations, such a system is unsuitable for equal geographical representation, because voters choose national lists as a whole, without affecting the order of the candidates, so the system does not provide incentives for parties to offer regionally balanced lists. However, even within that framework, a significant number of elected representatives come from different local subdivisions. Within districts as this paper’s level of analysis, the author is determining underrepresentation and overrepresentation patterns, as well as potential demographic, economic, or geographical factors affecting the representation ratio, i.e. the share of elected representatives in relation to the share of the district’s population
