Epika i politika : nacionalizovanje crnogorske usmene tradicije u prvoj polovini XIX veka
Zahvaljujući danas već klasičnim radovima Smita, Gelnera i Hobsbauma, poznata nam je odlučujuća uloga kulturne i političke elite u tzv. “izmišljanju tradicije” i uspostavljanju nacional-romantičarskih ideja i pokreta u Evropi za vreme prve polovine devetnaestog veka, a odavno je uočen i značaj narodne epike u tom procesu kod južnih Slovena. Iako nam je, dakle, jasan sâm ishod, a to je u ovom konkretnom slučaju uspostavljanje crnogorske i hercegovačke epike kao nacionalne tradicije, meni se nekako činilo da time nije ispričana cela priča o izrastanju i uspostavljanju jedne nove paradigme i njenom vezivanju za usmenu tradiciju, i u tom kontekstu su mi padale na um Sartrove reči da nam Fuko sjajno demonstrira promenu paradigme, ali nam ne govori kako promena nastaje ni ko su njeni agensi (Sartre 1966: 87). Usmena pesma, možda, ne predstavlja najzahvalniji materijal za takva razmišljanja pošto je, za razliku od pisanog teksta, fluidna, kolektivna tvorevina koja je, strogo metodološki gledano, bez autora, početka, istorije. No, to ne znači da usmena tradicija nije podložna promeni ili uticajima pisane kulture i “politički uticajnih ličnosti”, kako bi se to danas reklo. Ova knjiga predstavlja pokušaj da se te promene i uticaji identifikuju na primeru crnogorske epike objavljene u jednoj Karadžićevoj zbirci
(Non)cognitive Aspects of the Notebook: Extended Cognition and Practice of Use
In the first part of the article the basic characteristics of the hypothesis of extended cognition (HEC) are briefly sketched, as well as some problems and objections to this hypothesis. The second part points to affiliations between the hypothesis and Wittgenstein's approach to problems of mind. According to the argumentation presented here, Wittgenstein's position leads to the claim that there are cases in which an external object, along with activity of the organism, are necessary elements for the fulfilment of a cognitive task. Also, Wittgenstein's approach can be helpful as a response to objections to HEC concerning the scope of the cases which can be marked as extended cognition. This approach proceeds from activity, practice of use or acquired technique as the main basis for the determination of the characteristics and the criteria of external cognition
Lack of public administration ethical competencies and human security
Odstupanje od formalno utvrđenih ovlašćenja, ideoloških principa ili izbornih obećanja, negativno utiče na funkcionisanje javne administracije na svim nivoima. Neformalnost u postupanju javne službe predstavlja odstupanje od normiranog, a prepoznaje se kao administrativna korupcija. Savremeno shvatanje ljudske bezbednosti obuhvata i obavezu države da obezbedi bezbednost i putem zaštite ljudskih prava onemogućavanjem zloupotrebe javne moći. Razmatrajući administrativni deficit kao ishod modaliteta javnog rukovođenja, manjak etičke kompetencije kao strukturni nedostatak u organizaciji javne službe i administrativno zlo kao fundamentalan izazov etičkim osnovama javne službe, autori ukazuju na ključne elemente za izgradnju funkcionalnih kontrolnih mehanizama administrativne korupcije.
Deviations from formal mandates, ideological principles, or electoral promises have clear ricochet effects on the work of public administration at all levels. These deviations generate a type of informality that is typically, although crudely, referred to as “administrative corruption”. Contemporary human security reflects also on the obligation of the state to protect human rights by preventing abuse of public power. By outlining administrative deficit as the result of management modality, lack of ethical competencies as a structural defect in public administration organisation, and administrative evil as fundamental challenge to the ethical foundation of public administration, authors point towards key elements for construction of functional control mechanism aiming at curbing administrative corruption

the conference is to gather in one place researchers
of education in the fields of philosophy, sociology,
pedagogy, andragogy, psychology, political
theory, anthropology, history, and experts in
education management, as well as practitioners:
teachers, textbook authors, initiators of supplementary
educational activities, representatives of
the alternative educational programs, etc. Since
it aims to connect researchers and practitioners
from various disciplinary and cultural areas, the
conference will include three thematic domains:
“History and theories of education”, “Education
in Transition”, and “Teacher on the Stage”
An Overview of Liberalism without Perfection
Quong’s influential book probably represents the most sophisticated defence of Rawlsian political liberalism. This review focuses on its content and systematizes it by chapters, emphasizing its relevance both in the first part, where the author puts the liberal perfectionist position under critical scrutiny by advancing three major objections (regarding autonomy, paternalism and political legitimacy), and the second, where the author presents and defends a distinctive version of political liberalism that clearly differs from the one presented by Rawls in several important features. The review also summarizes Quong’s innovative arguments regarding the nature of an overlapping consensus, the structure of political justification, the idea of public reason, and the status of unreasonable persons
U odbranu perfekcionizma: kritika Kvongovog Liberalizma bez savršenstva
The article offers a defense of liberal perfectionism in the light of criticism of perfectionist politics stated in Jonathan Quong’s book Liberalism without Perfection. It argues against Quong’s claims that perfectionism is incompatible with demands of individual autonomy and non-paternalism as requirements of liberal commitment of treating all persons as free and equal
