The discourse of anti-instrumentalism: exploring a conceptual model through the case study of the We won’t let Belgrade d(r)own initiative
The main focus of our paper is on a specific form of democratic discourse, used in different types of social engagement actions (petitions, speeches, intellectual engagement, ad hoc citizens' protests, social movements etc.), that attempts to politicize a certain issue by challenging the neoliberal principle of instrumentalism which argues that democratic procedures can legitimately be abandoned in the name of the greater efficiency of socioeconomic development. Therefore, we start from identifying the discourse of "neoliberal instrumentalism" and its relative success in delegitimizing the welfare state and mechanisms of democratic decision making and we formulate a conceptual model of a democratic counter-narrative named "anti-instrumentalist discourse". Through empirical analyses of discourse used by We Won't Let Belgrade D(r)own initiative, that mobilized against the Serbian government's urban project Belgrade Waterfront we try to illustrate the applicability and the heuristic value of the proposed model. The data for the analyses were collected through 1) desk analysis of available secondary data on the Belgrade Waterfront project, 2) official statements and proclamations of the We Won't Let Belgrade D(r)own initiative, 3) semi-structured interviews with four core members of the initiative

Fotografija u krizi: kulturno i angažovano sećanje
Rad se bavi saradnjom Grupe 484 sa umetnicima, u cilju organizovanja radionica, izložbi i različitih oblika edukacije i inkluzije migranata i meštana. Njihova saradnja se razmatra kroz različite aspekte fotografske dokumentacije koja je tokom rada nastajala. Kroz tekst će biti pokazano na koji način su članovi grupe i umetnici ostavili fotografske tragove koji se suprotstavljaju uobičajenoj i očekivanoj reprezentaciji krize, kao i kako je takav način produkcije fotografija uticao na njihovu recepciju. Kao prikaz drugačijeg izgleda drugog ili druge strane krize, njihove fotografije tvore svojevrsno angažovano sećanje to jest sećanje koje za cilj ima uticaj i promenu, ali, isotvremeno, izlazeći iz granica kulturnog sećanja, ove slike ostaju (medijski) zanemarene i onemogućene da ispune taj cilj.Temat u ovom broju priredile su prof. dr Milena Dragićević Šešić i dr Maja Korać-Sanderson
Vojislav Stanovčić on the Yugoslav Federation
Bogat teorijski opus akademika Vojislava Stanovčića sastoji se i od više značajnih radova koji se odnose na teoriju federalizma. Namera ovog
rada jeste da prikaže prirodu federalizma Savezne Republike Jugoslavije, polazeći upravo od nekoliko važnih nalaza na koje je ukazao akademik Stanovčić.
Naime, prvo ćemo prikazati njegovu analizu ustavnog sistema Socijalističke Federativne Republike Jugoslavije, a onda pokazati kako su identični obrasci
i anomalije opterećivali i Treću Jugoslaviju. Glavni nalazi tiču se žrtvovanja funkcionalnosti zarad legitimacije i negativne uloge elita koje su sprečavale
društvenu integraciju građana.The plentiful theoretical opus of academician Vojislav Stanovčić consists of
several important papers related to the theory of federalism. The purpose of this
paper is to show the nature of federalism of the Federal Republic of Yugoslavia,
starting from several important findings pointed out by academician Stanovčić. We
will first outline his analysis of the constitutional system of the Socialist Federal Republic of Yugoslavia, and then show that the identical patterns were burdening the Third Yugoslavia. The main findings point that functionalities were sacrificed due to legitimacy and that elites had negative role of preventing the social

Cousins in Arms: Social Structure and Civil War Mobilization in Montenegro
Many contemporary civil wars occur in segmentary societies, in which social structure rests on cohesive social groups. These wars tend to produce fast, extensive mobilizations of civilians, yet this reoccurring connection has mostly evaded a systematic analysis. This thesis explains why and how such social structure affects the dynamics of civil war mobilization. Unlike most existing civil war mobilization literature, the theory identifies both prewar and wartime factors, as well as both social groups and armed actors, as the determinants of mobilization. The theory proposes that civil war mobilization is determined primarily by the pre-war social structure and the wartime armed actors’ effects on social structure. The more pre-war social structure rests on cohesive social groups, the more it enables individuals to mobilize in insurgencies effectively. However, the pre-war structure is necessary but not a sufficient explanation for civil war mobilization. When a war starts, armed actors gain a crucial role. Mobilization dynamics during wartime depends on armed actors’ behavior, especially military and political decisions that affect social group cohesion. The horizontal ties of solidarity between
group members enable fast and extensive collective action. However, if the armed actors disturb the vertical group status relations, this can change the extent and direction of civilian participation in the war. To test these propositions, the empirical part of the thesis conducts a micro-comparative historical analysis of the civil war in Montenegro during the Second World War. Empirical analysis shows that the cohesive kinship-based social groups effectively mobilized against the Italian occupation in the early phase of the war. In the second phase, the insurgents’ military and political decisions had disrupted group cohesion, and led to the civil war mobilization that pitted local armed actors against one another. The mechanisms of participation and recruitment are further explored on a micro-level, in a single county. This analysis presents qualitative and quantitative evidence collected from historical and ethnographic sources, used for the first time in a systematic comparative analysis. It shows that during the 1941 insurgency, tribal groups in Montenegro could mobilize fast and extensively against the outside military force, relying on strong ties between individuals, which existed before the war. The mobilization in the civil war between the local armed actors is attributed to the conflict generated by insurgents reversing the status of cohesive social groups. The alternative explanations of civil war mobilization are evaluated using several statistical tests, including multivariate regression and survival analysis. The analysis of municipal-level data collected from primary and secondary sources gives additional support to the social structure explanation of civil war mobilization, when pre-war economic, political, and wartime military factors are accounted for. The evidence presented in the thesis indicates that social structure has a high explanatory potential for what appears as endless civil wars. It offers insights for the study of behavior of insurgent groups during wars, and their relations with civilians.
