    For this paper, we monitored three daily newspapers in Serbia, Politika, Novosti and Informer, for issues of direct relevance to the lives of Balkan Muslims. We identified three dominant topics: 1. Undermining the statehood of Bosnia and Herzegovina and (re)affirming the expansionist politics of Serbian nationalism; 2. “Kosovo is the heart of Serbia” and (Kosovar) Albanians are consequently an existential threat; and 3. Ideological treatment of the politics of remembrance and historical revisionism of crimes committed by Serb forces during the 1990s in Bosnia and Herzegovina and Kosovo in order to reaffirm the Greater Serbia project

    Party dynamics and leadership longevity: experience from Western Balkans and Visegrad Group countries

    This article is examining the effects of party dynamics on changeability of party leaders, arguing that significant differences can be expected with regard to ideology, parliamentary strength, and involvement in government. Authors claim that leaders are more prone to change, when their parties lose elections or depart from the government. Moreover, they explore variations in leadership longevity in relation to degree of democratic consolidation, based on the analysis of experience from the Western Balkans and Visegrad Group countries. Findings confirm the hypotheses regarding electoral failure and departure from government, as well as regional differences between transitional and more consolidated democracies

    What Is an Act of Engagement? Between the Social, Collegial and Institutional Protocols

    Engagement is not synonymous with commitment, even though both words are used in translations between English, French, and German. However, engagement is also not some supplementary phenomenon or a technical term that the phrase social acts already includes in itself or that the concepts of ‘commitment’ or ‘joint commitment’ somehow necessarily imply. In this article I would like to describe a special kind of social act and determine the function they have in relation between various agents. Most importantly, I would like to define their significance in the transformation of a group into an institution or higher order entity. My premise is that there are acts whose aim is to engage all others, since they refer to all of us together, and in so doing reduce negative (social) “acts” as well as various asocial behaviors within a group or institution. In this sense, engaged acts could alternatively also belong to a kind of institutional act, since they introduce certain adjustments to the institution, changing or modifying its rules, increasing its consistency and efficiency.First book series in Philosophy of the Social Sciences that specifically focuses on Philosophy of Sociality and Social Ontology.     Ovo istraživanje se bavi imunološkim praksama neimenovanog naratora u Kafkinoj poslednjoj i nedovršenoj pripoveci „Jazbina“ („Der Bau“, 1923-1924), koji gradi lavirint unutar jazbine kako bi je osigurao od mogućih uljeza koje „poznaje“ samo po zvuku koji prave. Zvuk šištanja – zbog kog se opsesivno zatpavaju i otkopavaju zidovi jazbine – odgovara radikalnoj drugosti bez lica, bez identiteta. Ulazi i izlazi u Kafkinim književnim ograđenim prostorima zapravo su zaprečenje ma kakvog prolaska, nemogućnost da se bude sasvim unutra ili izvan. Jazbina postaje centralizovani sistem koji narušava razliku između unutra i spolja ućutkivanjem i ukopavanjem svake margine strukture. Konačno, jazbina postaje beskonačno fraktalizovana. Pitanje drugosti, u njenim mnogobrojnim oblicima (neprijatelj, uljez, stranac, parazit), a unutar tradicije očuvanja „celine“ i „identiteta“ (tela, pripadajućeg mesta, imena), često je svedeno na pitanje telesnih i društvenih parazita neke identitetski zatvorene zajednice. Drugi destabilizuje koncept granice (između domaćina i gosta, primera radi) i ukazuje na domaćina kao uvek već zastrašenog gosta u vlastitom domu. Ujedno, Kafkina pripovetka postavlja pitanje da li je susedovanje uopšte podnošljivo.This paper deals with the immunological practices of Kafka’s anonymous inhabitant in an unfinished late narrative “The Burrow” (“Der Bau”, 1923-1924) who builds a lab-yrinth within the burrow in order to safeguard it from imminent or proleptic future in-truders. The mole-like builder of the labyrinth-like structure is securing its house from parasites “known” only by the noise they make. This noise – against which the obses-sive stuffing of holes and drilling of passages take place (including the infinite displace-ment of the center and margin) – corresponds to the radical faceless alterity, given that the “face” of noise is precisely the muddied face of the burrower. Entrances in Kafkaesque literary worlds are in fact the limit of the passage as such, the impossibil-ity of being only inside or only outside. The aggressive covering of porous and loose walls, and closing all potential passages is endangering the burrow structure as such. The burrow becomes the centralized system, always suppressing the heterogeneity of gateways, entrances and exits, the difference that will erode the silenced fixity of centered identity. Ultimately, the burrow becomes infinitely fractalized. The question of alterity, within the tradition of guarding the wholeness of the subject (its body, its proper place, its identity and its name), is often reduced to the question of corporeal, political, cultural parasites of the communal body. The other, as a parasitical emblem, destabilizes the notion of the limit (between the host and the guest), and is the sign of a host being always already a frightened guest of its own homely place

    Предузетништво као инструмент остварења материјалног и нематеријалног благостања заједнице у савременом свету

    Распад социјалистичког државног и економског уређења, грађански рат, економске санкције и међународна агресија током последње деценије прошлог века, резултовали су екстремним урушавањем материјалног и нематеријалног благостања српског народа. Наведена дешавања су покренула снажан емиграциони талас, који се само наставио на тихо али институционално подржано исељавање српског народа ка развијеним земљама, првенствено Европе, у периоду од 1965-1990. године. Урушавање материјалне основе српског народа довело је до демографских проблема, али и негативних утицаја на нематеријалне аспекте српског друштва. Глобализација пословног амбијента је додатно утицала на економско раслојавање, те на одвајање малог броја екстремно богатих од већине становништва. Ипак, она је истовремено оставила невелики простор да мали народи, као што је српски, унапреде своје привреде и самим тим утичу на своју судбину, на очување своје културе и вере. У раду смо показали да раст предузетништва, уз друштвену одговорност и хуманост у пословању, солидарност и сарадњу, и подршку државе могу позитивно да утичу на унапређење како материјалног тако и нематеријалног благостања српског друштва. Изложени модел економског оснаживања би било могуће применити и у другим мањим хришћанским народима Европе и православним мањинским заједницама.Urednik: ThDr. Vladimír Kocvár, PhD.     Totalitet i zajednica: Rozencvajg nasuprot Hegelu

    In his masterpiece The Star of Redemption, Franz Rosenzweig (1886-1929) shows as the notion of totality is a constant and central reference in the history of philosophy from Ionia to Jena. This paper aims to explain a different meaning of the concept of totality, reconsidering some aspects of the question starting from the philosophical reflection of Franz Rosenzweig and his opposition to the Hegelian thought. In particular, according to Rosenzweig, the concept of totality is the essential background in which one could rethink the concept ofcommunity. For this reason, the second part of this paper is focused on the implications of a different concept of totality embodied by Judaism.U svom remek-delu Zvijezda iskupljenja Franc Rozencvajg (1886-1929) pokazuje kako je pojam totaliteta stalna i središnja referenca u istoriji filozofije od Jonije do Jene. Ovaj rad ima za cilj da objasni drugačiji smisao pojma totaliteta, preispitujući neke aspekte pitanja pola-zeći od filozofskog promišljanja Franca Rozencvajga i njegovog protivljenja hegelovskoj misli. Konkretno, prema Rozencvajgu, pojam totaliteta je suštinska pozadina iz koje se može pre-ispitati pojam zajednice. Iz tog razloga, drugi deo ovog rada usredsređen je na implikacije drugačijeg pojma totaliteta utelovljenog judaizmom

    Space, Place and Things. Heidegger on non-existential Spatiality

    Tema ovog rada je ispitivanje Hajdegerovog razumevanja prostora, u razmaku od njegove rane do pozne filozofije. Pitanje prostora razmo-trićemo na primeru stvari, odnosno bivstvujućih različitih od čoveka, kako u kontekstu fundamentalne ontologije, gde primat ima prostor-nost tubivstvovanja, tako i u okvirima pozne misli, gde se mišljenje prostora oslobađa tog primata tubivstvovanja. U radu ćemo analizi-rati Hajdegerove stavove iz Bivstvovanja i vremena, kao i one iz pre-davanja Umetnost i prostor. Ključna nit-vodilja analize biće Hajdege-rova kritika tradiranih koncepcija prostora, kao i naglašena inverzija odnosa mesta i prostora. Analizom navedenih tekstova pokazaćemo da je pitanje neegzistencijalne prostornosti bitno obeležilo Hajdege-rov otklon od pozicija fundamentalne ontologije, ali i da je njegova obrada u tim okvirima naznačila osnovne crte dalje razrade razume-vanja bivstvovanja bivstvujućih drugačijih od čoveka. Zaključno, pita-nje neegzistencijalne prostornosti, smatramo, pokazuje se kao poli-gon razumevanja takozvanog kategorijalnog načina bivstvovanja, naročito u poznoj Hajdegerovoj misli.The topic of this paper are Heidegger’s conceptions of space and place, with regard to spatiality of a thing, that is, of beings which are different from Dasein. My aim is to show that Heidegger’s understanding of these beings is more important for both his early and later philosophy than it is usually presented in interpretations. Since Heide-gger goes against traditional philosophy, and claims that traditional metaphysics was forged according to the model of non-existential beings (things), his own project is largely overshadowed by the primacy of Dasein and the question of being as such. Accordingly, the issue of being of non-existential, that is, categorial beings is often seen only in view of these other two prominent problems. In this paper I will try to challenge such positions by analyzing the relationship between space and being of non-existential beings, that is, their non-existential spatiality. I will try to show that such non-existential spatiality is at the core of Heidegger’s reflections on existential spatiality of Dasein in Being and Time, and that most of his ideas about non-existen-tial spatiality survive his turn away from fundamental ontology towards his later phi-losophy. To prove this point, I will compare Heidegger’s positions on place and sculp-ture from his later work The Art and Space with his ideas about place and space from Being and Time. Although situated against different background ideas, both of these works share at least two important points regarding the problem of space, namely, Heidegger’s critique of scientific and traditional philosophical conceptions of space, and the inversion of the relationship between space and place, in favour of place. Re-lying on these two points, I will try to point out to the specific changes between these two works regarding the issue of space. Finally, Heidegger’s later works, avoid-ing the early primacy of existential spatiality, clearly shows that the issue of space is directly related to the question of being of non-existential beings. Such perspective, in my view, allows for the reexamining of Heidegger’s philosophical strategy in both his later and early philosophy

    Propozicije kao (nelingvistički) objekti i filozofija prava: norme-kao-propozicije

    The paper distinguishes two accounts of legal normativity. One-source accounts claim there is only one source for legal normativity, which is ultimately linguistic. Two-source accounts claim legal normativity is both linguistic and non-linguistic. Two-source accounts claim we need to go beyond language and beyond propositions taken as linguistic entities, while they are one-source accounts’ main conceptual tool. Both accounts construct propositions as linguistic. There is, nevertheless, a documented analytic tradition starting with G.E. Moore that constructs propositions as non-linguistic entities. Today, the problem of the unity of proposition and structured propositions are highly debated in metaphysics. How does such debates fit into the one-source vs. two-source picture of legal normativity? Why has analytic legal philosophy failed to consider such an option concerning propositions (arguably calling descriptive sentences about norms “normative propositions” did not help)? This paper thus (I) reconstructs the argumentative dynamics between one-source and two source accounts; (II) presents the less considered philosophical view of propositions as non-linguistic entities and (III) discusses how to include or dismiss such a philosophical view in the one-source/two-source debate on legal normativityU radu se razlikuju dve pozicije u pogledu pravne normativnosti. Pozicije jednoizvornosti tvrde da postoji samo jedan izvor pravne normativnosti, koji je naposletku lingvistički. Pozi cije dvoizvornosti tvrde da je pravna normativnost i jezička i nejezička. Pozicije dvoizvornosti tvrde da treba da prevaziđemo jezik i propozicije uzete kao lingvistički entiteti, glavno kon ceptualno sredstvo pozicije jednoizvornosti. U obe pozicije konstruišu se propozicije kao jezičke, ali je zabeležena analitička tradicija počevši od Dž. E. Mura koja propozicije konstru iše kao nejezičke entitete. Danas se u metafizici jako raspravlja o problemu jedinstva propo zicija i strukturiranih propozicija. Kako se takva teorija uklapa u sliku jednoizvornosti protiv dvoizvornosti pravne normativnosti? Zašto analitička filozofija prava nije uzela u obzir takvu opciju u vezi sa propozicijama (nesporno, nazivanje opisniih rečenica o normama „normativ nim propozicijama“ nije pomoglo)? Članak: (I) rekonstruiše argumentativnu dinamiku između pozicija jednoizvornosti dvoizvornosti; (II) predstavlja manje razmatrani filozofski pogled na propozicije kao nejezičke entitete i (III) razmatra kako uključiti ili odbaciti takav filozofski po gled u raspravi o pravnoj normativnosti u pogledu jednoizvornosti i dvoizvornosti
