    Nationalization in an asymmetric autonomy: the case of the 2020 Vojvodina elections

    The provincial elections in the Serbian region of Vojvodina are preconditioned to demonstrate the typical effects of second-order competition. Its main features include the weak competences of regional institutions in a specific shared-rule arrangement, which are limited to only one province, and a non-politicized regional identity. The trend of simultaneous voting, along with a recently aligned electoral system and a centralized political arena, has created a nationalized regional competition, emulating national political dynamics. This claim is substantiated through an analysis of candidates, campaigns, and results, as well as voters’ behaviour, the last being operationalized through the dissimilarity index, both on the provincial level and on the level of polling-stations

    Roman Courage and Constitution in Hegel's Philosophy of Right

    This article argues that the citizens of Hegel's state cannot maintain themselves as politically free because they are susceptible to mutual enslavement. I demonstrate this by focusing on the Roman republican background of Hegel's constitution, the potential trajectory of its dissolution and the accompanying means of its cyclical fortification through courage. Hegel, by integrating aspects of the Roman mixed constitution also adopts the idea of decadence within his conception of civil society. After locating the source of decadence in the contractual relations of peace and the bourgeois inability to overcome the fear of death, I go on to argue that war for Hegel provides a theatre where freedom may be regenerated through courage. However, I also show that modern wars do not provide sufficient means of perpetuating Hegel's constitution. To demonstrate this, I distinguish three forms of war: colonial, limited and total war, arguing that only the latter offers a solution to decay of political disposition and loss of freedom, but that—by being itself susceptible to decadence—it cannot salvage Hegel's state from dissolution and reduction to contractual relations

    U ovom radu se razmatra kako aktivisti u Srbiji koriste dostupne digitalne alate da bi obezbedili pažnju javnosti i ostvarili ciljeve za koje se zalažu. Na osnovu pregleda interdisciplinarne literature o aktivizmu u digitalnom okruženju, u prvom delu rada ponuđen je osvrt na ključne mogućnosti i izazove koje su digitalne tehnologije donele aktivistima prilikom informisanja javnosti, izgradnje zajednice i mobilizacije podrške. Nakon toga, analizirano je trenutno stanje u ovoj oblasti u Srbiji i identifikovani su neki od ključnih problema, poput nedovoljne informisanosti i negativnih percepcija javnosti o civilnom sektoru, kao i nedostatka strateškog pristupa komuniciranju aktivista sa javnostima u digitalnom prostoru. Na osnovu pregleda dostupnih podataka i nalaza originalnog istraživanja ponuđene su i preporuke civilnom društvu, donatorima i istraživačima sa ciljem da pomognu aktivistima da delotvornije planiraju i sprovode digitalne komunikacione strategije

    5G as geopolitical power struggle: The new neutral approach of balance and safety in technology controlled world explained through a case study of Serbia

    5G is a critical sensitive technology that could endanger public safety. Recent progress of Huawei in the number of patents relating to 5G caused a trade war over the issue, with multiple actions from the U.S., including restrictions towards Chinese companies. This paper seeks to explore the issue of 5G around global security and the struggle for geopolitical dominance. Identified gap in the literature is related to the question if there is a safe side in terms of choices that countries make around 5G vendors. Earlier studies have not considered this question appropriately in a comprehensive way, because of one sided look and policy approach. The second question attempts to find the best solution for countries to escape dominance of 5G vendors, ensure high safety and avoid potential hazards. To put 5G technology in context, we present geopolitical issues around a global information infrastructure, provide information into China’s 5G strategy and history of tech struggles between China and the United States (U.S.). We further present emerging geopolitical safety issues regarding 5G technology and elaborate Serbia’s geopolitical turmoil related to 5G. In conclusion we classify countries based on their position about this issue to the West, the East and the Neutral corpuses. The focus on Serbia and politics of 5G diversity is then examined to conclude that this geopolitical position of 5G Neutrality could be beneficial for the balanced world in which new technologies will be a base for multilateral dominance. This paper is limited in technical and legal analysis of the issue. Further research should propose encryption and quality control standards together with legal framework, to ensure diversity in social interest

    The Scary Black Box: AI Driven Recommender Algorithms as The Most Powerful Social Force

    Recommender algorithms shape societies by individually exposing online users to everything they see, hear and feel online in real time. We examine development of recommender algorithms from the Page Rank and advertising platforms to Social Media Trending tools to draw conclusions about their social effects. Decisions on how to simplify the complex world around us into dozens of possibilities immensely affect societies and individuals. Similar to our perceptive apparatus, algorithms are eyes and ears in the online world, as they focus our attention towards what they "think" should be important, which is similar to news priming. That's why recommender algorithms are compared to mass media given their similar roles to sell products and prolong content exposure of online users. This inquiry concludes that AI driven recommender algorithms represent the most powerful social force at present. This indicates that recommender algorithms should be transparent to everyone and controlled by society as a public good. As recommender algorithms are usually based on artificial intelligence, human beings cannot see what's inside the black box, but should be able to set them for the benefit of individual and social well being. The fact that algorithms can be customized empowers societies to tackle the issues such as fake news, social polarization, echo chambers and spread of negative emotions, which ultimately affect individual well being and democratic capacity. Limitation of this inquiry is lack of quantitative analyisis. The main recommendations for further research is experiment on how much algorithms can predict our needs and wants
