    Serbia’s Energy Dilemma: Navigating Geopolitical Tensions, Russian Ownership, and the Path to Renewable Transition

    This policy brief delves into the complex web of challenges plaguing Serbia’s energy sector, examining the combination of events during the winter of 2021-2022 that triggered the current crisis. A breakdown at the Nikola Tesla Thermal Power Plant, exacerbated by underinvestment and mismanagement, collided with the global energy crisis. The Russian invasion of Ukraine further heightened concerns, revealing the vulnerabilities of Serbia’s energy supply, which relies heavily on Russian-owned entities. These events forced Serbia into unprecedented expenditures to secure energy supplies and reopened questions about its strategic orientation and energy transition. This study scrutinises the role of Russian ownership in Serbia’s energy landscape, mainly focusing on NIS Oil Company, and extends the analysis to broader energy transition dynamics and geopolitics. It sheds light on the historical context of Russian investments in oil and gas, their impact on Serbia’s energy security, and the complex interplay between Russian, Chinese, and Western interests, local politics, and environmental considerations. As Serbia grapples with a multifaceted energy crisis, potential pathways forward are identified, emphasising the need for diversification in gas suppliers, facilitating the transition to renewables, and navigating the geopolitical intricacies that intertwine with environmental concerns. The study underscores the pivotal role of EU and foreign actors in shaping Serbia’s energy future and offers recommendations for aligning national strategies with European energy transition objectives.With contributions by BiEPAG members Tena Prelec, Dimitar Bechev and Nikolaos Tzifakis

    The presentation will delve into the relationship between control society and archaism. Deleuze’s conceptualization of control implies the reconfiguration of former spaces of discipline. While the Foucauldian model of discipline was characterized by enclosed spaces (such as prisons, armies, and churches), Deleuze’s notion of control highlights a continuous network where individuals are no longer molded but modulated. This prompts us to ponder the shift in the temporal structure that occurs during the transition from a disciplinary society to one governed by control. Specifically, this presentation aims to explore the disparities in our historical perspectives when viewed from disciplinary and control paradigms. In this context, I will explore Deleuze and Guattari's concept of ‘archaism’. According to Deleuze and Guattari, archaism is an inherent aspect of capitalism, its continual endeavor to reconstruct territoriality and replicate antiquated coding patterns. Capitalism necessitates archaism due to its lack of inherent belief structures. In essence, the system, which the duo name the ‘age of cynicism’, requires the revival of old codes to sustain its systems of subjugation and dominance. As my presentation will demonstrate, one can discern a transformation in the evolution of archaism as society shifts from discipline to control. By comparing the fascist archaism of the thirties in Germany and the archaism of contemporary alt-right movements, I will show that a disciplinary society presupposes a more centralized form of archaism, which is highly susceptible to state control and deeply ingrained in the institutional fabric of social life. Conversely, a control society implies a diversification and creativity in archaic attitudes, hinting at its potential for emancipation—a viewpoint emphasized by Deleuze and Guattari themselves in ’Anti-Oedipus’

    Unveiling the Emotions of Love, Fear, and Hope: Women of the Holocaust

    This presentation is divided into two segments. The first explores the woman’s perspective from a male viewpoint, while the second delves into the woman’s perspective from a female standpoint. The Mauthausen Trilogy, known as The Ballad of Mauthausen, composed by Greek artist Mikis Theodorakis, serves as a poignant example of Holocaust narratives. Within this trilogy, the Song of Songs, which features evocative lyrics by the Greek poet Iakovos Kambanellis, provides a glimpse into the human experience of love and loss within the harrowing context of the Holocaust. Namely, the Song of Songs (Asma asmaton) captures Kambanellis’ affection for a Lithuanian-Jewish woman. Kambanellis, himself a survivor of the Mauthausen-Gusen concentration camp, subsequently channeled his personal Holocaust experiences into an autobiographical novel. While acknowledging the predominant male perspectives on Holocaust experiences, this presentation also devotes special attention to the often-overlooked female voices. One of the most renowned and impactful female testimonies of the Holocaust is The Diary of a Young Girl by Anne Frank which provides an intimate and personal account of Anne’s experiences and emotions while hiding from Nazi persecution. In addition, a special focus will be on the testimonies of Ruth Klüger, who wrote about her Holocaust experience in her autobiography Still Alive: A Holocaust Girlhood Remembered. In the concluding segment of this presentation, a key objective is to explore the commonalities and distinctions among these works in relation to the emotions of love, fear, and hope. By examining these motives, we aim to discern the shared elements and divergences within the testimonies discussed. Additionally, we will try to critically examine the notion of generalizing from individual experiences, questioning whether it is possible to extract overarching conclusions from the multifaceted and deeply personal accounts presented

    Architecture and the Question of Technology. Mediality and Apparativity in the Architectural Context

    There are considerations within the philosophy of technology that question the ontological division into “technical” and “non-technical” entities and units. Rather, technology is understood as a reflexive term that allows for the question of technology to be reformlated such that something might be thematized as technology or not. The question that arises according to this model is the reflexive concept of architecture, inquiring into the “ontology” of architecture. What does this mean, if architecture is not fundamentally based on a division of architectural and non-architectural objects? Further, there is a question of relations of so-called New Technologies and architecture, given that these new technologies (such as “Internet of Things”, pervasive computing, augmented reality, AI, etc.) carry with them yet another dimension that could be identified as “trace erasure” or an increasing disappearance of the experience of difference in using technology. In the case of architecture, there is a question of use and integration of such technologies (e.g., “Smart Houses”). On the other hand, if these new technologies become a model for design and development, it would imply a set of considerations regarding the potential reformulation of architecture as a whole
