    The Role of the North Sumatra Provincial Bawaslu in the 2019 Election: Performance Analysis and Design of an Adaptive Supervision Model

    This study aims to analyze the role of the North Sumatra Provincial Election Supervisory Agency (Bawaslu) in implementing the 2019 Election and formulate a more effective and contextual supervision model. This study uses a qualitative approach with a case study method. Data was collected through in-depth interviews, observations, and documentation from informants such as Bawaslu and KPU commissioners, academics, party administrators, and the public. The results of the study show that the role of Bawaslu has not been optimal due to various obstacles, including limited human resources, weak coordination between institutions, and a recruitment process that is not transparent and full of political interests. Election supervision tends to be administrative and formal, with no strict law enforcement measures. For this reason, the researcher offers a supervision model that integrates the role indicators, according to Biddle and Thomas, with the three types of Donnelly supervision and adds two important indicators: the quality and quantity of human resources. This model is expected to strengthen the professionalism and effectiveness of Bawaslu's supervision in overseeing democratic, honest, fair, and integrity elections and increase public trust in the region's election process

    Marketing strategy is a way for companies to win a sustainable competitive advantage for both companies that produce goods or services. Every company will experience a business life cycle, this makes the company have to develop a marketing strategy according to the stage that is being experienced. This study aims to analyze the business position of PT Komoditi Tani Indonesia based on the stage of the business life cycle of rice produced and formulate the right marketing strategy. The sampling method used purposive sampling with a total of 6 expert respondents. The analytical method used is the Dickinson method and analytical hierarchy process using expert choice 11 software. It was shown by the results that in the business life cycle, the current business position of PT Komoditi Tani Indonesia is still in the introduction stage (start-up) with the characteristics of negative operational cash flow, negative investment cash flow, and positive funding cash flow. Then the results of the analytical hierarchy process of rice marketing strategies produce a priority order of marketing strategies based on the start-up stage, which includes developing product designs, participating in relevant events, product discounts, improving quality, bundling prices, collaborating with influencers, selling in supermarkets and selling in e-commerce. Companies need to develop marketing strategies that are in accordance with the stage of the business life cycle that is being undertaken, especially at the start-up stage to build brand awareness and attract consumers.Strategi pemasaran merupakan cara perusahaan untuk memenangkan keunggulan bersaing yang berkesinambungan baik perusahaan yang memproduksi barang atau jasa. Setiap perusahaan akan mengalami siklus hidup bisnis, hal tersebut membuat perusahaan harus menyusun strategi pemasaran sesuai tahap yang sedang dialami. Penelitian ini bertujuan untuk menganalisis posisi usaha PT Komoditi Tani Indonesia berdasarkan tahap siklus hidup bisnis (business life cycle) beras yang diproduksi serta merumuskan strategi pemasaran yang tepat. Metode penentuan sampel menggunakan purposive sampling dengan jumlah responden sebanyak 6 responden ahli. Metode analisis yang digunakan yaitu metode Dickinson (2011) dan analytical hierarchy process menggunakan software expert choice 11. Hasil penelitian menunjukkan bahwa dalam daur hidup bisnis, posisi usaha PT Komoditi Tani Indonesia saat ini masih berada di tahap pengenalan (start-up) dengan ciri-ciri arus kas operasional bernilai negatif, arus kas investasi bernilai negatif dan arus kas pendanaan bernilai positif. Kemudian hasil analytical hierarchy process strategi pemasaran beras menghasilkan urutan prioritas strategi pemasaran berdasarkan tahap start-up yaitu meliputi mengembangkan desain produk (0.152), mengikuti event yang relevan (0.152), diskon produk (0.149), meningkatkan kualitas (0.132), harga bundling (0.126), kerjasama dengan influencer (0.115), menjual di supermarket (0.092) dan menjual di e-commerce (0.082)

    The limited availability of suitable land for oil palm cultivation encourages farmers to utilise tidal peatlands. However, tidal peatlands are considered less appropriate for oil palm plants. The utilisation of tidal peatlands for oil palm plantations hurts production, productivity, and income received by farmers if farmers do not apply standardised cultivation techniques. This study aims to analyse the application of independent oil palm cultivation techniques, the amount of income of independent oil palm farmers, and the efficiency level of independent oil palm production on tidal peatlands in Indragiri Hilir Regency. The sampling method used was the Accidental Sampling method with 40 samples. This study was conducted in two sub-districts in Indragiri Hilir Regency, namely Kempas District and Tempuling District, using GAP analysis of oil palm cultivation techniques, analysis of farm income and analysis of production efficiency with stochastic frontier. The results of the study indicate that the application of oil palm cultivation techniques on tidal peatlands has not followed the recommendations set by the Palm Oil Research Centre (PPKS) by the principles of Good Agricultural Practices (GAP). Of the 11 recommended cultivation techniques, only land clearing, weed control, planting patterns, and harvesting were applied 100 per cent. The average production of oil palm on tidal peatlands reached 31,181 kg/year, with a productivity of 10,055 kg/ha/year. The average production cost incurred by farmers was Rp9.530.672/ha/year. The total income of farmers reached Rp19.432.482/ha/year, while the average net income of farmers was Rp.9.901.809/ha/year. All farmers who farm oil palm on tidal peatlands have achieved technical efficiency, but are not yet allocatively and economically efficient.Kabupaten Indragiri Hilir merupakan salah satu daerah sentra produksi kelapa sawit, di mana Kabupaten Indragiri Hilir menjadi kabupaten dengan luas lahan basah dan lahan gambut terbesar di antara kabupaten/kota di Provinsi Riau. Terbatasnya ketersediaan lahan yang sesuai untuk budidaya kelapa sawit di Kabupaten Indragiri Hilir mendorong petani memanfaatkan lahan basah atau lahan gambut pasang surut. Tetapi lahan gambut pasang surut tergolong kurang sesuai untuk tanaman kelapa sawit. Pemanfaatan lahan gambut pasang surut untuk perkebunan kelapa sawit berdampak negatif terhadap produksi, produktivitas, dan pendapatan yang diterima oleh petani jika petani tidak menerapkan teknik budidaya yang sesuai dengan standarisasi. Penelitian ini bertujuan untuk 1) Mengetahui penerapan teknik budidaya kelapa sawit swadaya di lahan gambut pasang surut di Kabupaten Indragiri Hilir, 2) Menghitung besar pendapatan petani kelapa sawit swadaya di lahan gambut pasang surut di Kabupaten Indragiri Hilir. Metode pengambilan sampel dalam penelitian ini menggunakan metode Accidental Sampling. Penelitian ini dilaksanakan di dua kecamatan di Kabupaten Indragiri Hilir, yaitu Kecamatan Kempas dan Kecamatan Tempuling, setiap kecamatan terdiri dari dua desa, yaitu Kelurahan Kempas Jaya dan Desa Kulim Jaya di Kecamatan Kempas, Desa Karya Tunas Jaya dan Desa Teluk Kiambang di Kecamatan Tempuling. Jumlah total sampel penelitian ini adalah 40 responden. Hasil penelitian menunjukkan 1) Penerapan teknik budidaya kelapa sawit di lahan gambut pasang surut oleh petani di Kabupaten Indragiri Hilir belum sepenuhnya mengikuti anjuran yang ditetapkan dari Pusat Penelitian Kelapa Sawit (PPKS) sesuai dengan prinsip Good Agricultural Practices (GAP). Dari 11 teknik budidaya yang dianjurkan, hanya 4 kegiatan (pembukaan lahan, pengendalian gulma, pola tanam, dan panen) yang diterapkan 100 persen. 2) Produksi rata-rata kelapa sawit di lahan gambut pasang surut di Kabupaten Indragiri Hilir mencapai 31.181 kg/tahun, dengan produktivitas sebesar   10.055 kg/ha/tahun. Biaya produksi rata-rata yang dikeluarkan oleh petani adalah Rp14.267.879/ha/tahun. Penerimaan total petani mencapai Rp19.432.482/ha/tahun. Pendapatan bersih rata-rata petani adalah Rp5.164.602/ha/tahun

    This study examines the implementation of hotel and restaurant tax policies on tourist ships in West Manggarai Regency. This policy aims to optimize the potential of Regional Original Revenue (PAD) from the tourism sector, especially accommodation and restaurant services provided by tourist ships. Hill and Hupe used a reference to policy implementation theory to analyze this problem. Data is collected through document studies sourced from written documents or archives, newspapers, and published and qualitatively analyzed statistical data. The study results concluded that although online tax reporting systems have been implemented to improve efficiency, the realization of tax revenues often does not reach the target. Factors that hinder these achievements include low taxpayer compliance, lack of socialization, limited human resources in supervision, and lack of coordination between stakeholders. This study recommends increasing socialization, technical training for business actors, and strengthening stakeholder coordination to improve policy effectiveness. In addition, strict sanctions are needed for business actors who do not comply, and incentives are provided for those who fulfill their obligations. These findings are expected to be useful for local governments in managing tourism tax potential more optimally

    Modalities in Political Contestation: A Study of Nalladia Ayu Rokan's Victory in the 2024 Riau Legislative Election

    The 2024 general election will be held simultaneously to elect the president and vice president and to elect legislative members at the Regency/City and Provincial levels. In participating in political contestation, legislative candidates must have the modality as the main capital in participating in the election. This study uses a descriptive qualitative method by collecting primary data through interviews, observations, and documentation. The results of the survey show that Nalladia Ayu Rokan has an accumulation of three capitals, namely political capital that is superior to other legislative candidates, with the political position of her father, who is the leader of the Regional Head of Rokan Hilir Regency, can mobilize voters in obtaining votes, as well as support from political parties and successful teams that work structurally among the community. Furthermore, social modalities by conducting social interactions, communicating directly with the community to form trust in the community, as well as economic capital, namely campaign funds derived from personal wealth and party cash funds to carry out cost politics in gaining support from the community

    Pengolahan KERNEL menjadi Crude Palm Kernel Oil (CPKO) merupakan proses ekstraksi minyak yang dilakukan di Pabrik Minyak Kelapa Sawit (PKS). Tahapan proses di PKS dibagi dalam stasiun pengolahan yaitu loading ramp, screw press, filter ,klarifikasi, pabrik biji, serta stasiun penyuplai energi yaitu ketel uap dan ruang mesin. Kegiatan pengolahan KERNEL di PKS berkapasitas 50 ton KERNEL/jam berlangsung selama 24 jam per hari. Pekerjaan relatif berat, kondisi lingkungan kerja yang bising, suhu panas dapat mengakibatkan resiko kelelahan ataupun kecelakaan kerja dan penurunan produktivitas kerja. Analisis beban kerja melalui melalui metode pengukuran denyut jantung secara langsung pada operator saat melakukan pekerjaan dapat menggambarkan kondisi beban kerja yang sebenarnya terjadi. Analisis denyut jantung dilakukan untuk mengetahui tingkat beban kerja yang dialami operator secara kualitatif dan kuantitatif. Indikator tingkat beban kerja (kualitatif) menggunakan istilah Increase Ratio of Heart Rate (IRHR). Laju konsumsi energi (beban kerja kuantitatif) menggunakan istilah Total Energi Cost (TEC) dalam satuan kkal per menit. Hasil penelitian menunjukkan  bahwa  tingkat  beban  kerja  secara  umum  adalah ringan  sampai  dengan  sedang  dengan  nilai IRHR antara 1,15 sampai 1,74. Tingkat beban kerja tertinggi terjadi pada stasiun ketel uap dengan IRHR 1,74. Tingkat konsumsi energi (tenaga kerja manusia) adalah 1,58 sampai 3,30 kkal/menit

    CV. Bahana Karya merupakan perusahaan manufaktur yang memberikan jasa khusus di bidang jasa injection moulding. Produk yang dihasilkan oleh CV. Bahana Karya adalah produksi yang disesuaikan dengan permintaan customer, seperti tempat biscuit, tempat ebi furai frozen, alat kesehatan, tempat makan burung dan lain-lain. Permasalahan dalam penelitian ini adalah kesehatan dan keselamatan kerja pada CV Bahana Karya belum optimal. Hal ini dapat dibuktikan dari hasil saat kunjungan ke CV Bahana Karya, dimana terdapat pekerja yang masih belum memperhatikan Kesehatan dan Keselematan Kerja. Hasil penilaian risiko pada CV. Bahana Karya adalah sebagai berikut Terdapat 16 jenis kegiatan yang memiliki potensi bahaya. Dari 16 potensi bahaya terdapat 1 kategori high risk dengan persentase 7%, kemudian 9 potensi bahaya moderate risk dengan persentase 60%, dan 6 potensi bahaya low risk dengan persentase 33%. dengan metode HIRARC dapat diketahui bahwa sumber bahaya yang terbanyak ada pada moderate risk dengan kategoi 60%, dimana sumber bahaya ini terdapat pada bagian saat bahan baku datang dan bagian finishing, sedangkan potensi bahaya yang sangat berisiko tinggi terjadinya kecelakaan kerja. berdasarkan metode analisa 5S dapat di klasifikasi menjadi 3 stasiun kerja yang perlu dilakukan perbaikan dalam kesehatan dan keselamatan kerja, yaitu pada stasiun kerja Mixer, Inject Moulding, Finishing. Terdapat 8 kegiatan yang dapat dijadikan bahan pertimbangan dan masukkan bagi perusahaan untuk dapat meningkatkan kualitas pada kesehatan dan keselamatan kerja

    Analisis Pengendalian Akurasi Stock Opname Menggunakan Metode Six Sigma DMAIC di PT X

    PT. X merupakan salah satu perusahaan yang bergerak di bidang elektronik. Dalam proses stock opname terdapat selisih antara stok sistem dengan stok aktual pada bulan Januari sampai Desember 2024. Jumlah rata-rata persentase selisih yaitu 2,49% yang tidak memenuhi target manajemen yang memiliki target 2%. Rata-rata hasil nilai DPMO (Defects per Million Opportunities) yang dihitung sebesar 61131,94 dan rata-rata nilai sigma sebesar 3,05. Nilai ini masih cukup baik dibanding rata-rata industri umum di indonesia yaitu sebesar 3 sigma. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang menjadi penyebab terjadinya selisih stok pada proses stock opname, untuk mendeskripsikan dan menganalisa pengendalian akurasi stok melalui pendekatan six sigma dengan lima tahapan yaitu DMAIC (define, measure, analyze, improve, control), serta memberikan solusi perbaikan stock opname yang terjadi pada line A PT. X. Dengan melakukan penelitian yang menggunakan pendekatan metode Six Sigma DMAIC ini, diharapkan pengendalian dan perbaikan akurasi stok membuat stock opname semakin membaik

    Sensitivity of Weather Forecast Analysis in Comparison of Fuzzy Time Series And Artificial Neural Network Methods

    This research aims to produce a comparative level of sensitivity accuracy between fuzzy time series and artificial neural network methods in weather forecasting. The background to the problem identified is that weather conditions are always changing, so a system development is needed to help obtain accuracy values from weather forecasts by paying attention to the sensitivity of the comparison results between the two methods. The research results show that the Artificial Neural Network is effective in providing weather forecast values according to existing datasets, while the Fuzzy Time Series is able to produce sensitivity accuracy values based on existing datasets. This research also reveals that both methods are quite good in determining accuracy results on weather forecast sensitivity to meet user needs. The conclusion of this research is that both methods can provide the right solution for the development of a weather forecasting system that can be used by users

    Enchancing Brain Tumor Disease Classification via SqueezeNet Architecture Integrated with Group Convolution

    Brain tumor classification using MRI images is a major challenge in medical image processing, particularly when facing imbalanced data between classes. This imbalance often leads to model bias toward the majority class and reduces sensitivity to the minority class—patients with tumors. This study aims to analyze the impact of applying Group Convolution techniques to the VGG19 and SqueezeNet architectures to enhance both computational efficiency and classification accuracy. A quantitative experimental approach was employed, implementing Convolutional Neural Networks (CNNs) using the PyTorch framework. The dataset includes two classes, “Yes” (with tumor) and “No” (without tumor), organized into Train, Validation, and Test folders. The models were evaluated by comparing the performance of standard architectures with modified versions integrating Group Convolution. Experimental results show that SqueezeNet with Group Convolution achieved up to 90% accuracy, outperforming the original model. Additionally, the model exhibited significantly improved sensitivity to the minority class, indicating better performance under imbalanced conditions. These findings suggest that Group Convolution enhances not only computational efficiency but also classification capability. Therefore, this technique is applicable in developing automated diagnostic systems. Future research is encouraged to combine Group Convolution with methods such as attention mechanisms to achieve more optimal and reliable classification results
